Yoshikazu Shirakawa: Meeting urges UNSC reform by consensus

Representatives of 116 nations met in New York on Monday to oppose a bid by Japan, Brazil, Germany and India for permanent membership of the U.N. Security Council and said U.N. reforms should be carried out based on consensus, not votes.

“Uniting For Consensus,” spearheaded by Italy, South Korea, Pakistan, was the first large-scale movement opposed to a proposed expansion of the Security Council.
