War on Land in Fujin, Heilongjiang Part 3 – Li Xinde

Soon after the gangster gun fire incident, Fujin officials led more than 20 people into the villages and burned all the houses. The livestock that didn’t make their way to escape were shot dead and dragged away for meat. Houses were later bulldozed, driving more than 1,000 villagers homeless.

The news spread to all the villages that were asked to relocate and nobody would hold out on their land.

In the winter of 2001, villager representatives of the eight villages went to Harbin to file their petition with the provincial complaint office. A staffer immediately called provincial land bureau official and later called upon Fujin officials, which arrived soon. After a meeting, officials said they couldn’t make the decision and they needed to report to Beijing. Villagers were asked to return home to wait for an answer. When they went out of the gate, there were scooped up by three buses hired by Fujin City government. [Full Text in Chinese]

A year later, without any response, villagers decided to make a petition trip to Beijing. But they only found their bus stopped by the same officials and policemen they dealt with on their way out of Fujin. When villagers tried to speak, policemen didn’t wait in beating them up with weapons and force. All of them were later brought to the police station and spent their New Year there.

Later, some other villagers successfully make a trip to Beijing and lodged their complaint with the Ministry of Land Resources. Heilongjiang and Fujin officials were called down to Beijing and villagers were promised attention and a solution.

Back in Fujin, officials started passing the buck again.

When Wang Guilin, one of representatives who make the trip to Beijing, went to the police bureau with two fellow villagers to fetch their IDs that were detained, Wang was handcuffed and put into a prison.

Wang’s wife, with a four-month old baby and a 1st-grader kid in tow, made many weepy trips to the government but couldn’t even see her husband. She was sent to the hospital with several heart attacks. When Wang finally were released after 55 days, he only came home to find his wife lunatic and the baby starving to death.

The same day when Wang was jailed, 70-year-old Dai Shan was also thrown into a labor camp, for a year and half. In order to make the imprisonment more plausible, Dai’s age was registered as 62.
