Seven months ago Beijing faced a barrage of criticism after it announced measures to ‘maintain ’ that dictated migrants without certificates must immediately move out of their rented rooms.

Discordant voices swept through the media, labeling the policy as discriminatory against migrants and a violation of their rights.
