From Xinhua, via sina.com.cn:

Beijing government designated the 11th of each month as a “spontaneous line-up day,” in an effort to facelift the city’s jaywalking and many other bad traffic images. Reason picking the 11th was, “as long as there are more than two people, there should be a line like ’11’.”

Beijing also hopes celebrities can help promote the campaign among the public. Drivers are also encouraged to observe traffic rules in order to create a “civilized and harmonious” traffic environment.

In a survey (Chinese) at Sina, public opinion is split on creating this line-up day, with slightly more than half saying this is just a joke and won’t solve the problem. [Full Text in Chinese]
