Street pedallers are often targets of a new local security force charged with maintaining order in cities, called chengguan (城管) or City Management Forces. Often, chengguang forces are involved in violent actions, which has become a cause for concern among the public. The following photos were taken on the street of Kunming city, Yunnan province, as chengguan violently burned a newsstand that violated regulations, and took away the stand owner who tried to resist their actions.
