Shanghai “First Secretary” Gets Life – Xinhua

Known as Shanghai’s “super secretary (上海第一秘)” and “one-month district governor (一个月区长),” Qin Yu served as secretary to Chen Liangyu when Chen was Shanghai’s vice mayor. After this, Qin climbed steadily up the city’s political career ladder, eventually being promoted to governor of Baoshan District (宝山区) in July. In August, he was put under investigation. Thus the nickname “one-month governor.”

A couple of days before arrest, Qin had been presiding over an anti-corruption conference in his district. He was disobedient and fiery when nabbed in the probe, according to an investigator in his case. When he was delivered out of Shanghai by plane, his head was wrapped in a hat so that he wouldn’t be recognized. In recent court proceedings against the gang of cadres implicated in the Shanghai pension fund scandal, Qin was handed a life sentence with no possibility of parole.

His celebrity status was a direct result of having served under Chen Liangyu, who had been advised by Beijing party discipline officials to pick an ethical comrade for a secretary. (Qin

got his Master’s degree in ethics.) On numerous occasions, Chen lavished praise on his assistant for being a problem-free cadre.

Local officials say the story of Chen and Qin is a classic example of how important, and corrupt, a secretary can become. In many localities, promotion is much less of a party committee decision than a choice made by the “number one boss (一把手)”. In many cases, the big bosses are subject to little or no supervision.
