To me, the issue is not punishment but public recognition and a correction plan for faulty contruction in schools and hospitals that includes personnel, systems, finance and materials. I am sure there is enough blame to go around. We in America expect China to serve as a light unto the nations. We hope for better from the leadership such a great nation.
