		<description><![CDATA[I would love to read this report in English. I hope it gets translated soon. I have heard reports from Tibetans inside Tibet that local officals, both Tibetan &amp; Chinese cadres, act imperiously towards local Tibetans, are corrupt, and abuse their authority.  Also local cadres exaggerate or just plain lie to Beijing about the Dalai Lama and the reason for Tibetan discontent.  This report, by prestigious Chinese acadamics, should be wildely circulated in China &amp; Tibet &amp; printed in Chinese &amp; Tibetan language newspapers &amp; media.  Hopefully this will convince ordinary Chinese, as well as the PRC Govt, that the Dalai Lama was not responsible for last year&#039;s protests &amp; incidencts but that abuses by local authorities are driving Tibetans towards protest &amp; demonstrations.]]></description>
