If no one can complain when an SOE is shut down, then it's the same as it not being shut down, right? If the government says unemployment is at 4-dot-some percent (for registered, urban workers) then that's the only number that matters, right?Essentially, this is a very elitist, technocratic vision of social justice: if everyone would just be quiet, then those on top will, out of their pure hearts, make sure that your priorities Nos. 1-2 are met.
