Fernando Chui was formally chosen Sunday to become Macau’s next leader, handing control of the Chinese gambling territory to the scion of a well-connected local family during a time of significant change for Macau.
Few experts expect dramatic new policies when Mr. Chui, the 52-year-old former secretary for social and cultural affairs, takes the reins in December. But Mr. Chui’s arrival — the first change in leadership since the former Portuguese colony was returned to Chinese rule in 1999 — comes at a delicate time. Macau faces slowing growth at its casinos, restrictions on Chinese visitors and several casino operators that are in serious financial difficulty.
His electoral victory Sunday was a relatively assured affair. Under a Macanese legal process closely monitored by Beijing, a 300-member “election committee” of the city’s elite nominates and then elects the city’s leader, known as the chief executive. In June, Mr. Chui received 286 nominations, making him the only candidate qualified to stand for election.
