The local officials have a tacit understanding with the fishermen.While this is unverified, this has an echo of the &quot;Black Cab Fishing&quot; from Shanghai, where police contractors pose as people in distress (family member in car accident; child just kidnapped, etc.) to hitch a ride with kind drivers.
