Once someone jumps in the water and tries to rescue them, these youths who are in fact stellar swimmers would use traps and other strategems to hold the rescuer under water until she drowns. The fishing boats then ask for a princely sum for fishing them out. The local officials have a tacit understanding with the fishermen.While this is unverified, this has an echo of the "Black Cab Fishing" from Shanghai, where police contractors pose as people in distress (family member in car accident; child just kidnapped, etc.) to hitch a ride with kind drivers. The drivers are then roughed up and fined, and their vehicles impounded for a thousand US dollars.
