Er. It isn’t. Chinese Wikipedia has been unblocked for months.
I was using it earlier today.
This makes no mention of Baidu Baike and Hoodong, both Wiki-style encyclopedias with more articles than English wikipedia. Virtually all chinese people use these two and not Chinese wikipedia. However, neither of them have the rigorous debate or source checking Wikipedia has.
