The article [zh], published in Ta Kung Pao on February 8, states that in a secret meeting between China and Russia on the 6th, China agreed to support Russia’s claim to the South Kuril Islands in exchange for Russia’s recognition of Chinese sovereignty over islands in the East China Sea, including the Diaoyu Islands.

Chinese journalists and bloggers often refer to these as “Directives from the .”
