In recent days, there have been reports again about the new “spirit” of the Paris riots: objectively report it, do not censure the French government because of it, and do not link it up to domestic “reality.”

16 November 2005

(1) Recent discussions on the American president’s visit to China, involving his route in China, the judicial assembly, or harming social security and other content may not be touched upon;

(2) Recent activities commemorating Hu Yaobang may not be reported on the main page of websites, it may appear on forums, but only Xinhua Net reports can be reprinted;

(3) If the above content appears on websites, IP addresses and other information are to be absolutely recorded, and reported daily to the Haidian Public Security Office (General Police Office 82519319, 13911837664) and the Beijing Municipal Public Security Bureau Network Supervision Bureau.

11 November 2005

Everyone: where information appears concerning terror attacks that will occur in Beijing are to be immediately deleted; tonight, the Olympic mascots are unveiled, strictly implement earlier requirements, keep post numbers within 200, mainly report positive appraisal, do not let negative public opinion emerge, do not engage in surveys and interview.

11 November 2005

(1) The annual exam will soon take place, pay attention to supervising content such as stealing questions, cheating methods, etc.;

(2) Recently, comments of residents and personnel in some localities on content related to their localities (services, construction, government cervices, basic infrastructure, etc.) have emerged, if you come across local governments or relevant local departments requiring deletion of this content, the counterpart may be required to contact the Beijing Municipal Public Security Bureau Network Supervision Bureau, explain the matter, and the deletion of this content is only to occur after corresponding permission is received from the Beijing Municipal Public Security Bureau Network Supervision Bureau. At the same time, pay attention to grasping this sort of content, if you come across content about which there is uncertainty, timely ask for instructions with the Beijing Municipal Public Security Bureau Network Supervision Department; (pay attention to judgment on this content).

(3) recently, a number of the American magazine Forbes has published a cover leading article “Attack of the Blogs,” this article extremely acutely attacked the phenomenon of a group of American blogs in which defamation and other criminal phenomena emerged. This article has already given rise to heated arguments in the media, on the internet and among personalities in the legal sphere. At a time where blogging activities spread like wildfire in America and across the globe, this article gave rise to a great disturbance. This matter may spread domestically, and deserves attention. In short, keep the gate of blog content well, avoid blunders, this may be extremely important at present.

10 November 2005

I. Today, in the afternoon, we attended the “Work Conference on Governing Websites Providing Obscene, Sexual and Violent Games” organized by the Beijing Press and Publications Bureau concerning the “Notice concerning Conducting a Limited Time of Rectification of Websites Providing Obscene, Sexual and Violent Gaming Content,” the following spirit is transmitted:

(1) games having clear content inciting ethnic emotions;

(2) gaming having content of hating State leaders;

(3) gaming having content sowing discord among ethnic sentiments;

(4) content of obscene, sexual and violent games;

(5) cases where the above content is disseminated through forums and blogs are focus targets for supervision and management.

10 November 2005

Concerning sexual and violent games not being permitted for publication,, existing searches are deleted, where they emerge in the future, they are to be deleted without exception, the games that have concretely been determined as sexual are: “Idiots Are Criminals,” the “Tail” series, “Lula 3D”, “Game 2 Taboo Trial,” “Love Sister,” “Man-made Girl,” “Stink,” “Posthumous,” “Pretty Girl Yakyuken,” “24 Hour Nurse,” “The Guilt of Seven Generations,” the “Happy Sex Life” series, “3Feel Online,” and “Bloodrayne 2.”

10 November 2005

Yesterday, a notice from the Information Office was received, the matter of “the statue of Qin Hui is removed from exposition” may not be played up. The details of the reason are unknown. For reference only.

10 November 2005

At present, relevant departments’ management over the Internet has further strengthened, from the middle of October, a “rapid supervision and management mechanism” concerning online public opinion has been officially and completely started up. All higher-level instructions concerning network content are also correspondingly concrete. For example, the recent strict prohibition of publishing of “The Rights Defense Incident in the Red Sea Gulf,” “Reports on Japan” as well as the so-called “42 Bank Presidents Who Fled Abroad” and other false news, the requirement that content not conforming to the spirit of the Center must be determinedly deleted and blocked, and putting forward that blogs, forums and websites with “relatively much harmful information,” gravely violating regulations and “that do not hear the call” must be firmly investigated and prosecuted or even closed.

Information Office director Chen Hua notifies: everyone, concerning the report that South Korean capital Seoul officially changes its Chinese name, do not play this up, do not put it in the important news section, do not place it on the front page of websites, close news trackers, forums are not to discuss this.

Our website’s supervision and control is to not have any channel on the front page, and delete forums without exception!

10 November 2005

(1) The Network Supervision Office issues a Notice: Articles concerning the production and sale of monitoring devices, bugging devices, etc., are to be deleted without exception.

(2) Matters concerning the adult game “Guilt of Seven Generations” must be deleted.

10 November 2005

A notice from Chen Hua was received: “How Can A Kept Woman Become Section Director?,” corresponding matters are to be deleted without exception.

Concerning the matter of the White Paper on Chinese Democratic Politics (that will be published tomorrow by the State Council Information Office), no VIP interviews are to be made without exception, do not set up trackers, forums are not to discuss this.

“It’s not right to treat them as toys. They are humanoid and should be treated in the same way as the growth of humans – from infancy first.”

Hong expects more robots to take on household duties in the near future and that explains why he has added some special items for the first time in the contest, including carrying trays, pulling carts and collecting rubbish.

“Robot is a lovely mechanical spirit which mixes math, electronics, computer science and machinery together,” says Li Deyi, chief of CAAI and an academician at Chinese Academy of Engineering. “But people tend to feel disconnected from it in their daily life. We have to create public awareness so that the general public accepts the wider use of robots. That is the aim of this competition.”

[…] Hong says he is happy with the creativity of the young contestants in the contest. “We need the inspiration of more young people. I’m 77 years old, and I cannot be a general without an army. I want to retire, but it is not the right time yet,” he says.

In a recent Letter from China, Evan Osnos recalled Japan’s excesses in the late 1980s, and wondered whether a Chinese tycoon’s attempt to buy a large swathe of north-eastern Iceland might mark a similar pre-crash point on China’s trajectory. Tsinghua professor Patrick Chovanec looks at photographs of a Harbin pharmaceutical SOE’s surreally opulent new building in a similar light. (Click through for pictures.)

The gold-encrusted hallways, marble foyers, and imposing granite frontage are not from Versailles, or the Vatican, or even Caesar’s Palace in Las Vegas. They are from the newly completed corporate headquarters of state-owned Harbin Pharmaceutical, in northeast China. No word on exactly how much the literally palatial offices cost to construct, but the mind boggles. One prominent journalist from Chinese state TV severely criticized the company for its garish use of funds, explicitly comparing it to the Palace of Versailles, but some netizens posting online defended the monument as a natural expression of China’s prosperity:

What happened…? This is very normal. What’s the big deal? This is what the healthy development of a business looks like. So Chinese state-owned enterprises aren’t allowed to do this? I support Harbin Pharmaceuticals… Hope there will be even more enterprises like Harbin Pharmaceuticals…

For the last several months, I’ve been just waiting for the moment when somebody rolls up a big wad of 100 Renminbi notes into a cigar, sticks it in their mouth, and lights up. In the meantime, I’m going to have to settle for this as the next best thing.

Business Insider (via Stan Abrams) finds a less gloomy timeline on which to place these stories: an HSBC luxury market research report suggests that China is simply passing through a normal “Show Off” phase of “luxury evolution”:

According to HSBC:

The urge to splurge, China at the ‘show-off’ stage

In Chinese and Russian communist societies, individual property was not allowed and private wealth was traditionally suspicious. With the liberalization of the economy, a new class system was created where your place on the ladder may depend on how much money one earns, and owning luxury goods can help display the level of one’s wealth.

The report cites a book that details the five stages of luxury evolution in Asian countries from “subjugation” to “way of life,” and China is smack dab in the middle at “show-off.” (In comparison, India is still moving out of “subjugation,” where people are deprived and start to build a desire for luxury brands. Japan has totally evolved to “way of life.”)

Uncertainty still surrounds the photos, which have been variously described as showing offices, an employee recreation centre and, according to an anonymous source at the company itself, an art museum. From the AFP:

The Beijing Business Today newspaper quoted an unnamed spokesperson for the company as confirming the pictures were genuine, but said they were of an art museum located in the same building as the firm’s offices.

“The design and decoration of the office’s section are very simple. But we hoped the design of the museum would have some sense of art,” the spokesperson was quoted as saying.

However, photos of the museum posted on the company’s website showed an area of white-painted walls and brown wooden floors, and did not look anything like the opulence seen in the pictures released online.

Time Magazine’s Ling Woo Liu writes a personal essay about her great-grandfather, Dr. Wu Lien-teh, who helped suppress an epidemic of pneumonic plague in China and revolutionized the treatment of pandemics, yet has been forgotten by Chinese history until recently:

After flying to Beijing from my current home in Hong Kong, I headed to Harbin to attend the opening of the Wu Lien-teh Memorial Hospital and the 60th anniversary of another hospital affiliated with Harbin Medical University, one of several medical institutions founded by Wu. Some 700 government officials as well as doctors from China and abroad attended the elaborate, televised event. Walking around the Wu Lien-teh hospital and associated museum, and listening to trained docents shed light on my own family history, I was deeply moved. But I also wondered: Why, after so long, is China honoring my great-grandfather? Read “China’s Medical Boom.”

The answer, on reflection, lies as much with how China has changed since the People’s Republic was founded 60 years ago as with Wu’s vital work. Over the decades China has lurched from serial revolutions to social experiments to, now, the wildly successful pursuit of wealth. In the process, hundreds of millions of lives have been both upended and uplifted. My great-grandfather and his family were buffeted by some of those forces too (though with nowhere near the terrible consequences experienced by countless other Chinese). While his achievements have long been recognized by epidemiologists worldwide, they were largely forgotten in China after the communists took over. In the aftermath of “liberation,” foreign links and laurels, once celebrated, became perilous liabilities. Wu’s relatives, including my father, fled in 1949, in part because they feared that their overseas ties might hurt them in the new China.

Yet as the nation continually transforms itself, so does its idea of what is acceptable and what, indeed, constitutes a hero.

From AP:

Two police officers have been arrested over the beating death of a college student in a nightclub in northeastern China — a move apparently aimed at quelling increasing public anger at a force often accused of corruption and abuse of power.

Recent weeks have seen a series of riots and attacks against government offices and police, sparked by alleged assaults on citizens and more general complaints over corruption and opaque decision-making. The arrests in the industrial center of Harbin come as the government has expressed concern that a souring economy could further stoke the unrest.

Harbin police on Tuesday called a news conference to announce the arrests of Liu Linan and Qixin over the beating death of Lin Songling, a 22-year-old student at the provincial university of physical education. Both were identified as officers with the city police’s railway division.

In fact, as of 2005, one in 17 Japanese marriages involves a foreigner, and 80 percent of the time, that foreigner is a Chinese woman, according to The Japan Times:

In and around Harbin, Shukan Bunshun talks to Chinese women seeking Japanese husbands, and asks them why. It’s a leap into the unknown. Are they worried? Do they harbor apprehensions?

“I’ve heard living conditions in Japan are good and Japanese men have a sense of responsibility,” says a 22-year-old woman from a farming family. “I have friends and relatives who married Japanese men, so no, I’m not worried.”

“I’m ready for a change,” says a 28-year-old shop clerk who also has friends married to Japanese. “No particular worries. Japanese men are nice — aren’t they?”

Meanwhile, in 2007, the Los Angeles Times noted that “roughly 120 boys are born in China for every 100 girls. Within 15 years, the country may have 30 million men who cannot find wives.”

So why Japan, asks The Japan Times, with China’s own economy surging?

The countryside may be poor, but the cities are booming. Aren’t Chinese cities a more accessible mating ground?

No, says Kenji Doi, a China-based broker of international marriages. “The chances of an ordinary country girl making a rich match for herself in Shanghai or Beijing are very slim. International marriage is still the fastest route to prosperity.”

Earlier this year, former Tokyo reporter Yang Yi, who herself emigrated from Harbin in 1987, was nominated for the prestigious Akutagawa Award for her first novel in Japanese, “Wang-chan.” The novel chronicles the life of a “Chinese woman who moved to Japan as the bride of a Japanese factory worker and then tried to carve out a career as a marriage broker for other Chinese women seeking to marry Japanese men living out in the sticks.” She spoke with Tomoko Otake with The Japan Times Feb. 3:

“I realized that if I was to really make a living out of writing, I would have to be accepted in mainstream Japanese society… So decided to create a story that has both Japanese and Chinese characters. Where would Chinese people interact most with Japanese? Probably if a Chinese gets married to a Japanese. That’s how I came up with this story.”

Your descriptions of an “arranged-marriage tour” — in which a Chinese woman, as a marriage broker, takes Japanese men looking for brides to a Chinese village, are very vivid. Are such situations happening in real life?

“I think they are. Many people told me after I wrote the story, “I didn’t know you were doing that marriage-broker work!” Well, I have never been engaged in such work, so the story is based on my imagination and real-life inquiries from such brides to the newspapers. I don’t know what the situation is really like.”

…Both “Wang-chan” and [earlier work] “Roshojo” feature a Chinese woman living in Japan as a lead character. Do you have any observations on the social position of Chinese women today?

“Yes, that’s exactly why I wrote these novels. The sense of morals and the values that they (the Chinese characters) brought from China are no longer accepted in China. Not only I, but many Chinese women in my generation who came to Japan around the same time as I did, have certain fixed ideas about morals and about how women should behave, but they are shocked at the sense of morals Japanese people have. After living here for a long time, they get used to how Japanese feel. But when they go back to China, they see a Chinese society that has completely changed. The problem is, they haven’t lived the changes themselves. So they are shocked again and feel lost.”

From Reuters:

Chinese scientists have warned that climate change is hurting the most famous draw in the northern city of Harbin — its annual ice sculpture contest.

Average annual temperatures in the city perched on the edge of Siberia hit 6.6 degrees Celsius (44 Fahrenheit) last year, the highest average since records began, and the ice sculptures are feeling the heat.

“In the beginning of December 2002, ice lanterns in Harbin melted right after they were sculpted. What came out of the work was sweaty ice sculptures,” Yin Xuemian, senior meteorologist at the Heilongjiang Observatory, told Reuters. [Full Text]
