On April 28, under the guise of a conference, the township government of Beiye, Pingshan County, Hebei Province arrested the chief and secretary of Mimishui Village. On April 29, a group of women from the village kneeled on the ground to beg Zhang Dongli for the release of the arrested village officials.
In the images, a group of female villagers are shown kneeling in front of Zhang. Some of them tug at his legs while they beg for the release of the detained officials. But Zhang Dongli is unfazed. His face remains expressionless as he stands with his hands behind his back and his nose in the air.

According to Radio Free Asia [zh], the local government sold the villagers’ land over ten years ago to someone surnamed Su to build a sightseeing attraction. Since then, many villagers’ homes have been forcibly demolished.
Images of stoney-faced Zhang began to circulate on Weibo around May 6. Netizens have dubbed him “Brother Emperor” (皇帝哥). While a Weibo search for “Brother Emperor” only returns 750 results as of 4:15 p.m. EST, <em>weibo</em> from @拍客视线 and @获鹿县令 have together been reposted over 6500 times.

				<content:encoded><![CDATA[<p>At Foreign Affairs, <a href="http://www.foreignaffairs.com/articles/139141/thomas-n-thompson/choking-on-china#cid=soc-twitter-at-snapshot-choking_on_china-000000"><strong>Thomas N. Thompson challenges the view that severe pollution is a necessary price of China&#8217;s economic development</strong></a>:</p>
<blockquote>
<p>The dangers of China’s <a href="http://chinadigitaltimes.net/china/environmental-degradation/" class="st_tag internal_tag" rel="tag" title="Posts tagged with environmental degradation">environmental degradation</a> go well beyond the country’s borders, as <a href="http://chinadigitaltimes.net/china/pollution/" class="st_tag internal_tag" rel="tag" title="Posts tagged with pollution">pollution</a> threatens global health more than ever. Chinese leaders have argued that their country has the right to pollute, claiming that, as a developing nation, it cannot sacrifice <a href="http://chinadigitaltimes.net/china/economic-growth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with economic growth">economic growth</a> for the sake of the environment. In reality, however, China is holding the rest of the world hostage &#8212; and undermining its own prosperity.</p>
<p>[…] The economic costs of pollution have been the focus of various government-backed studies in China. A recent study by the Chinese Academy of Environmental Planning found that environmental damage to forests, wetlands, and grasslands shaved 3.5 percent off China’s 2012 GDP. The World Bank puts the total cost of China’s environmental degradation in the late 1990s at between 3.5 and 8 percent of GDP. China’s pollution problem is holding back its economy &#8212; and poisoning its own people and the rest of the world in the process. The international community should push China to realize that if it continues to ravage the environment, it will be unable to secure its future health and prosperity &#8212; or avoid a global disaster. </p>
</blockquote>
<p><a href="http://online.wsj.com/article/SB10001424127887323820304578410153175852378.html?mod=wsj_share_tweet"><strong>Xi Jinping signaled a shift in the balance of priorities</strong></a> earlier this week. From Andrew Browne and Carlos Tejada at The Wall Street Journal:</p>
<blockquote>
<p>Speaking before business leaders at the Boao Forum for Asia in southern China on Monday, Mr. Xi said &#8220;it&#8217;s not impossible to grow faster,&#8221; but added, &#8220;we don&#8217;t want to grow too fast.&#8221;</p>
<p>&#8220;I don&#8217;t think China can sustain super-high or ultra-high-speed growth,&#8221; he said, citing the need to balance economic growth with other issues. He said China&#8217;s slowdown last year to 7.8% economic growth is &#8220;partially due to our efforts to control the speed of growth.&#8221;</p>
<p>[…] Speaking at a roundtable discussion with Asian and global business leaders at the Boao forum, Mr. Xi said China will sustain &#8220;relatively high&#8221; growth but will also look at fostering green development. &#8220;Realizing those goals will bring vitality and strength to China&#8217;s economy,&#8221; he said.</p>
</blockquote>
<p>But at Economic Observer, Chen Yongjie of the China Center for International Economic Exchanges argued that based on projections of future <a href="http://chinadigitaltimes.net/china/energy-consumption/" class="st_tag internal_tag" rel="tag" title="Posts tagged with energy consumption">energy consumption</a> and carbon emissions, <a href="http://www.eeo.com.cn/ens/2013/0408/242334.shtml"><strong>China&#8217;s economy must slow further still</strong></a>:</p>
<blockquote>
<p>There is a chance that China&#8217;s new leaders may start to take environmental problems seriously, having even set the construction of an ecological civilization as one of its five national priorities. However in the face of the severe haze we see every day, China has to dig even deeper.</p>
<p>[…] China has to effectively reduce the pace of its development, aiming to keep its overall economic growth below 7 percent between now and 2014; and during its &#8220;13th Five-Year Plan&#8221; (2015-2020), growth should be kept under 6 percent.</p>
<p>It&#8217;s only by reducing the speed of China&#8217;s economic growth that we can reduce excessive resource extraction and curb high pollution emissions. Only by reducing the over-consumption of resources and the amount of pollution can China protect and save itself, and the world as well.</p>
</blockquote>
<p>The problem is compounded by China&#8217;s heavy reliance on <a href="http://chinadigitaltimes.net/china/coal/" class="st_tag internal_tag" rel="tag" title="Posts tagged with coal">coal</a>, often labeled the dirtiest of the fossil fuels. &#8220;Even if China’s economy slowed to 5% growth each year,&#8221; wrote Lily Kuo at Quartz last month, <a href="http://qz.com/61694/chinas-nightmare-scenario-by-2025-air-quality-could-be-much-much-worse/">describing a Deutsche Bank report on the relationship between environment and economy</a>, &#8220;its annual coal consumption would still rise to 6 billion tons (5.4 tonnes) by 2022, from the current 3.8 billion tons.&#8221; At chinadialogue, Greenpeace&#8217;s <a href="http://www.chinadialogue.net/article/show/single/en/5870-Beijing-won-t-meet-WHO-air-pollution-standards-until-2-3-s"><strong>Li Shuo and Lauri Myllyvirta illustrated the scale of China&#8217;s coal dependence</strong></a>:</p>
<blockquote>
<p>A quick flick through China’s energy statistics book tells us just how coal-addicted <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>’s neighbours are. In 2011, <a href="http://chinadigitaltimes.net/china/shandong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shandong">Shandong</a> and <a href="http://chinadigitaltimes.net/china/hebei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hebei">Hebei</a> collectively consumed nearly 700 million tonnes of coal, making them the first and fourth biggest consumers among China’s provinces. Each burned through more coal than <a href="http://chinadigitaltimes.net/china/germany/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Germany">Germany</a>, Europe’s largest economy, and together they exceeded India’s total coal consumption. Putting it another way, more coal is consumed within 600 kilometres of China’s capital than in the entire United States. </p>
<p>[…] Two pathways are unfolding in front of China’s policymakers. The path of unbridled, unsustainable <a href="http://chinadigitaltimes.net/china/gdp-growth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with GDP growth">GDP growth</a> at all costs that ignores the health of its citizens, or a greener, cleaner kind of growth powered by smart investments in new energy, and guided by effective environmental policies and practices. As the nation’s renowned respiratory expert Zhong Nanshan bluntly put it on the sidelines of the parliamentary meetings last month: “When people’s health is at risk, how can we still put GDP first?&#8221;</p>

From a release by the Foreign Correspondents&#8217; Club of China, posted at The Guardian:</p>

<p>ARD correspondent Christine Adelhardt, accompanied by two German colleagues and two Chinese staff, had been filming in the village of Da Yan Ge Zhuang for a report on urbanisation, one of the incoming Chinese government&#8217;s major challenges and a process that has often provoked disputes over land ownership.</p>
<p>[…] When the crew left, two cars, later joined by at least two others, gave chase, trying to force the Germans&#8217; minivan off the road and to deliberately cause a collision.</p>
<p>[…] The crew got away, but were pursued, forced off the road and onto the sidewalk, rammed, and made to stop. Two men from the pursuing vehicles attacked the minivan with baseball bats, shattering its windscreen, before the ARD driver was able to get away again by bulldozing his way past a car parked in front of the ARD van.</p>
<p>The crew then came across two motorcycle policemen and asked them for help. Their pursuers caught up with them, and again began smashing and punching holes in the car&#8217;s windscreen, despite the police officers&#8217; attempts to control them.</p>

<p>Adelhardt and ARD were also involved in <a href="http://chinadigitaltimes.net/2012/08/concern-at-abuse-of-foreign-journalists-in-china/">one of four incidents last summer</a> which prompted a joint protest by three China-based Foreign Correspondents&#8217; Clubs. February last year also saw <a href="http://chinadigitaltimes.net/2012/02/foreign-journalists-jumped-in-panhe/">two separate attacks on foreign journalists covering land grabs</a> in the <a href="http://chinadigitaltimes.net/china/zhejiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Zhejiang">Zhejiang</a> village of Panhe.</p>

For the last five years I have been writing a history of the chemical industry’s egregious 60-year involvement in the New Jersey shore town of Toms River, which gained unwanted notoriety in the late 1990s thanks to a remarkably well-documented cluster of childhood <a href="http://chinadigitaltimes.net/china/cancer/" class="st_tag internal_tag" rel="tag" title="Posts tagged with cancer">cancer</a> cases and a long history of often hidden <a href="http://chinadigitaltimes.net/china/industrial-pollution/" class="st_tag internal_tag" rel="tag" title="Posts tagged with industrial pollution">industrial pollution</a>.</p>
<p>[…] The reality of 21st-century globalism […] is that none of us can pretend that by pushing the chemical industry out of our communities we have stopped enabling its dangerous practices. The industry jobs that started in Basel, and then migrated to Cincinnati and Toms River, are now in Shanxi Province and other coal-rich areas of China. BASF alone now owns or invests in 45 Chinese ventures. Meanwhile, hundreds of smaller companies like the Tianji Coal Chemical Industry Group, whose Changzhi factory was the source of last week’s leak, are busy turning coal into aniline and a host of other chemical products.</p>
<p>Business is booming. If you don’t believe me, head over to the Ocean County Mall in Toms River, where you can get a pair of jeans dyed just the right shade of faded blue, thanks to aniline-based indigo dye. They’re made in China, and they’re cheap — if you don’t count the long-term cost.</p>

In the meantime, however, some have chosen to decisively shape the flow of events that follow: On January 9, @吴喆华, a journalist of Radio China, reported on his <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a> account that the Winter Swimming Association of Handan had decided to sue Tianji Coal Chemical — the first civil litigation after the crisis. 				<content:encoded><![CDATA[<p>According to the BBC, <a href="http://www.bbc.co.uk/news/world-asia-20909518"><strong>thousands of couples flocked to registry offices across China on Friday hoping that getting married on that day would bring them lasting romance</strong></a>. Friday, January 4, 2013, when said in mandarin sounds similar to the declaration of “I will love you forever”:</p>
<blockquote><p>At least 10,000 couples were due to tie the knot in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>, with many more turning up without an appointment.</p>
<p>On Friday &#8211; nicknamed &#8220;love you forever day&#8221; &#8211; couples were once again crowding into civil affairs departments in provinces around the country.</p>
<p>Couples in the southern island province of Hainan even braced bad weather and lined up in the rain, waiting for their chance to say &#8220;I do&#8221;.</p>
<p>Numbers play an important role in China, with eight &#8211; which sounds like the word &#8220;prosperity&#8221; &#8211; being considered particularly auspicious, the BBC&#8217;s Viv Marsh says.</p></blockquote>
<p>Previously, <a href="http://www.bbc.co.uk/news/world-20693823">China was part of the global wedding rush on 12/12/12</a> as it was considered an auspicious date. The Huffington Post reports <a href="http://www.huffingtonpost.com/2013/01/04/ove-you-forever-day-jan-4-2013_n_2411639.html?utm_hp_ref=tw"><strong>the wedding rush was seen throughout China&#8217;s different provinces</strong></a>:</p>
<blockquote><p>According to Sky News, approximately 10,000 couples were married in Beijing on Friday. Additional government staff were reportedly called in to deal with the nuptials surge.</p>
<p>In <a href="http://chinadigitaltimes.net/china/guangdong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangdong">Guangdong</a> province, CNTV reports that nearly 5,000 couples got hitched; while in <a href="http://chinadigitaltimes.net/china/hong-kong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hong Kong">Hong Kong</a>, the city&#8217;s five <a href="http://chinadigitaltimes.net/china/marriage/" class="st_tag internal_tag" rel="tag" title="Posts tagged with marriage">marriage</a> registries were said to have been fully booked since September 2012. 				<content:encoded><![CDATA[<p>Among a slew of other new appointments this week, Xinhua reported that Hu Jintao protégé <a href="http://news.xinhuanet.com/english/china/2012-12/18/c_124114390.htm"><strong>&#8220;Little Hu&#8221; Chunhua is to be the new Party chief of Guangdong province</strong></a>. His time at the helm of the economic powerhouse is likely to pave the way for national leadership in the future.</p>
<blockquote><p><a href="http://chinadigitaltimes.net/china/hu-chunhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hu Chunhua">Hu Chunhua</a> has been appointed secretary of the Guangdong Provincial Committee of the Communist Party of China (CPC), replacing Wang Yang, the CPC Central Committee announced Tuesday.</p>
<p>Wang Jun will replace Hu as secretary of the Inner Mongolia Autonomous Regional Committee of the CPC, according to the announcement.</p>
<p>Hu, born in April 1963, is currently a member of the Political Bureau of the CPC Central Committee. Wang Yang is also a Political Bureau member.</p>
<p>Hu previously served as deputy secretary of the <a href="http://chinadigitaltimes.net/china/tibet/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Tibet">Tibet</a> Autonomous Regional Committee of the CPC, first secretary of the Secretariat of the Communist Youth League of China Central Committee and governor of north China&#8217;s Hebei Province.</p></blockquote>
<p>At the South China Morning Post, <a href="http://www.scmp.com/news/china/article/1108542/all-eyes-hu-chunhua-he-takes-over-guangdong-party-chief"><strong>Mimi Lau described a range of views on Hu&#8217;s appointment and prospects</strong></a>:</p>
<blockquote><p>Liu Kaiming, director of the Institute of Contemporary Observation, a labour rights NGO in Shenzhen, said Hu lacked the track record of outstanding political achievements necessary to impress Guangdong officials.</p>
<p>&#8220;After spending extensive time in remote inland areas, Hu might find it hard to fit in at first in Guangdong, especially when dealing with vested interests,&#8221; Liu said. &#8220;I&#8217;m not very sure about officials from remote regions because they often appear very conservative and arrogant, but Hu might be different because he&#8217;s young.&#8221;</p>
<p>[…] Dr Peng Peng, a researcher with the Guangzhou Academy of Social Sciences, said Hu would have to hunker down after arriving in Guangdong because it was unlike any other mainland region.</p>
<p>&#8220;The press here is outspoken and the public can often complain directly to leaders,&#8221; Peng said. &#8220;In order to do a good job in Guangdong, Hu needs to be even more open-minded than Wang Yang.</p>
<p>&#8220;Wang Yang laid a solid foundation. Hu is much younger than Wang. I&#8217;m guessing Hu is more likely to flow with the open atmosphere in Guangdong.&#8221;</p></blockquote>
<p>But at The Diplomat, <a href="http://thediplomat.com/china-power/the-new-hu-in-town/?utm"><strong>David Cohen sounded a cautious note on the prospects for bold reform</strong></a>:</p>
<blockquote><p>A Guangdong posting will give “Little Hu” a chance to burnish his reformist credentials, like Wang Yang before him. If Xi follows through on his talk of reform, that may prove to be a valuable skill. Guangdong is China&#8217;s most liberal province and frequently given to experimentation — if Xi is looking for models for national reform the leader of Guangdong may get some chances to influence the direction of national policy with some inventive provincial initiatives, such as Wang Yang&#8217;s much-ballyhooed “Wukan model.”</p>
<p>This trend should also give us some pause before rooting for Wang or Hu as reformers — neither of their records shows particularly bold action before traveling to Guangdong, so to some extent Wang&#8217;s liberal policies in the southern province may simply reflect institutional momentum. In fact, besides his time in Tibet, Little Hu initiated a harsh crackdown at the first signs of protests in Inner Mongolia in the spring of 2011. Some felt Hu had overreacted but he did not shirk from his decision, recently telling the Financial Times, “When we deal with mass incidents, there is no question we will take compulsory measures . . . We will be tough when we need to be tough, and we will be soft when we need to be soft.”</p></blockquote>
<p><a href="http://www.reuters.com/article/2012/12/18/us-china-politics-guangdong-idUSBRE8BH0FM20121218"><strong>Reuters&#8217; Sui-Lee Wee outlined Hu&#8217;s earlier career</strong></a>:</p>
<blockquote><p>In Inner Mongolia, Hu Chunhua, also known as &#8220;Little Hu&#8221;, has been referred to as a future president. While there, Hu Chunhua oversaw rapid <a href="http://chinadigitaltimes.net/china/economic-growth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with economic growth">economic growth</a> and dealt successfully with protests last year by ethnic Mongols.</p>
<p>Hu Chunhua came to Inner Mongolia following a brief stint in Hebei, the arid province which surrounds <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>, where he was rapidly moved after a scandal over tainted milk in which at least six children died and thousands became ill.</p>
<p>Hu Chunhua remains something of an enigma, even in China. He has given few clues about his deeper policy beliefs. One of the best known things about him is that he does not appear to dye his hair jet black like many politicians.</p>
<p>In meetings with the public, Hu Chunhua comes across as low key and self effacing, in line with an image of a loyal, humble Communist Party member. People who have met him describe him as relaxed, easy-going and spontaneous, unlike stiffer party leaders.</p></blockquote>
<p>Hu and <a href="http://chinadigitaltimes.net/2012/11/chongqing-a-slippery-stepping-stone-gets-new-party-head/">newly appointed Chongqing Party chief Sun Zhengcai</a> were both elevated to the <a href="http://chinadigitaltimes.net/china/politburo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Politburo">Politburo</a> last month, and <a href="http://chinadigitaltimes.net/2012/11/princelings-hold-sway-now-but-what-of-2017/">are likely to rise further to the Politburo Standing Committee in 2017 and the presidency and premiership in 2022</a>. (See Cheng Li&#8217;s profiles of the <a href="http://www.brookings.edu/about/centers/china/top-future-leaders/hu_chunhua">two</a> <a href="http://www.brookings.edu/about/centers/china/top-future-leaders/sun_zhengcai">men</a> at the Brookings Institution.) None of this can be taken for granted, however: neither of their predecessors, Wang Yang and <a href="http://chinadigitaltimes.net/china/bo-xilai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Bo Xilai">Bo Xilai</a>, has followed the trajectory widely anticipated even at the start of this year. The Associated Press&#8217; <a href="http://bigstory.ap.org/article/chinese-politician-seen-reformer-leaves-post"><strong>Didi Tang focused on Wang Yang, Guangdong&#8217;s previous Party chief, whose next assignment has not yet been revealed</strong></a>:</p>
<blockquote><p>Xinhua gave no indication of Wang&#8217;s next job, but China watchers said he is likely to be named a vice premier when China&#8217;s legislature meets in the spring.</p>
<p>Wang, 57, is seen as a politically liberal figure. He failed to win a seat on the party&#8217;s ruling seven-member Standing Committee when new leaders were installed last month but was named to the lower-ranking Politburo.</p>
<p>[…] Wang was seen at Xi&#8217;s side when the general secretary visited Guangdong in early December. <p>Hu&#8217;s replacement in Inner Mongolia, Wang Jun, has extensive experience related to <a href="http://chinadigitaltimes.net/2012/07/little-hu-mining-grasslands/">the autonomous region&#8217;s heavy mining industry</a>. <a href="http://www.economist.com/node/14663437?story_id=14663437">Wang was appointed governor of coal-rich Shanxi province</a> following an accident which claimed more than 270 lives at an iron mine in 2008, and had previously headed the national work safety agency. <a href="http://news.xinhuanet.com/english/china/2012-12/19/c_132050544.htm">His acting replacement in Shanxi is Li Xiaopeng</a>, son of former premier Li Peng. <a href="http://news.xinhuanet.com/english/china/2012-12/18/c_124114390.htm">New Party chiefs for Zhejiang, Shaanxi and Jilin</a> were also announced on Tuesday, with <a href="http://news.xinhuanet.com/english/china/2012-12/19/c_132050913.htm">appointments for Fujian</a> and <a href="http://news.xinhuanet.com/english/china/2012-12/19/c_132051048.htm">Guangxi following the next day</a>. The <a href="http://www.globaltimes.cn/content/750987.shtml"><strong>blizzard of new posts sent a &#8220;subtle message&#8221;</strong></a>, according to a Global Times editorial, which hailed the new provincial leaders as offering the public a fresh start.</p>
<blockquote><p>The Party secretary is the very top leader in a province. The prominence of this position differs from Western systems and is the key to ensuring that the Party rules the country&#8217;s political system.</p>
<p>[…] The population and economic scale of many provinces exceed those of middle-sized countries. As China is undergoing rapid development and social conflicts, the difficulties in managing a province can be much greater than managing a global power.</p>

<p>I. Give prominence to propaganda and reporting focus points. Propagate the magnificent achievements of the recovery and rebuilding in Tangshan in the 30 years since the earthquake and changes in economic and social development, propagate the “quake-proof spirit” of “being selfless in official duty, going through tough times together, keeping fighting in spite of setbacks and advancing bravely.”</p>
<p>II. Report important events online well. On 27 and 28 July, Xinhua and the People’s Daily will respectively transmit news reports reflecting the huge developments and changes in Tangshan’s economy and society in the 30 years since the Tangshan earthquake and especially since the <a href="http://chinadigitaltimes.net/china/16th-party-congress/" class="st_tag internal_tag" rel="tag" title="Posts tagged with 16th Party Congress">16th Party Congress</a>; on 28 July, Xinhua will transmit copy concerning a large remembrance conference for the 30th anniversary of the Tangshan earthquake of the Hebei Provincial Party Committee and the provincial government; on 28 July, China National Radio and <a href="http://chinadigitaltimes.net/china/cctv">China Central Television</a> will respectively produce and broadcast special subject programs, reflecting the huge economic and social developments and changes in the 30 years since the Tangshan earthquake and especially since the 16th Party Congress; at the end of July, main Central news work units will issue information about Hebei provincial leaders meeting with and consoling orphans who survived the Tangshan earthquake and people who were disabled. All websites must timely and fully report the important above activities well, and must timely transmit information, comment and remembrance articles from the People’s Daily, Xinhua and other main central news work units.</p>
<p>III. Strengthen online public opinion guidance and management. For all websites’ corresponding copy, only copy from main central news work units and main Hebei provincial news work units may be used, important copy must be checked and inspected by the responsible person himself, it is strictly prohibited to translate and issue foreign media copy, instructions must be requested for issues of uncertainty. A good atmosphere must be created for remembrance activities, do not discuss and do not play up predictions of the Tangshan earthquake in that year, the level of the earthquake, the refusal to accept foreign aid, the fact that casualty numbers have not been officially published, etc., prevent that there are people who slander the image of the Party and there government under the guise of so-called “rethinking” “uncovering,” etc. Management over forums, blogs, news trackers and other interactive columns must be strengthened, timely block and delete rumors, attacks, distortions and all other kinds of harmful information.</p>

				<content:encoded><![CDATA[<p>As <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a> is expected to be anointed as China’s leader next month, <a href="http://www.nytimes.com/2012/09/30/world/asia/aiming-for-top-xi-jinping-forged-ties-early-in-china.html?_r=3&amp;hpw&amp;pagewanted=all&amp;"><strong>Ian Johnson at The New York Times gives a detailed account of Xi’s early years as a county head in Hebei Province</strong></a>, during which time he bolstered his resume and consolidated political ties:</p>
<blockquote><p>Even three decades into the country’s rapid industrialization, China’s leadership still pays heed to its heritage as a party of peasants, and it has tended to promote officials who can claim to be deeply rooted in the rural struggle. But it has also tended to favor “<a href="http://chinadigitaltimes.net/china/princelings/" class="st_tag internal_tag" rel="tag" title="Posts tagged with princelings">princelings</a>,” the privileged offspring of former leaders who had ties to the party’s revolutionary history.</p>
<p>After his time in Zhengding, Mr. Xi could check both boxes.</p>
<p>[…] Zhengding was a grain-growing center, with peasants forced to grow huge amounts for central granaries. Mr. Xi formed a clever alliance with Maoists and used his family ties in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> to cut Zhengding’s grain quota by one-quarter. That freed up farmers to use their land more lucratively, such as for raising fish, geese or cattle.</p>
<p>[…T]he time in Zhengding helped Mr. Xi hone his skills, setting a template for his rise. It also cemented his bond with Liu Yuan, who is now a senior leader in the People’s Liberation Army. He also made an ally in Li Zhanshu, who was a local official in <a href="http://chinadigitaltimes.net/china/hebei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hebei">Hebei</a> at the same time as Mr. Xi. Mr. Li has now been tapped to take over the party’s nerve center, its General Office.</p></blockquote>

<blockquote><p>The ring abducted babies in Yunnan and sold them in <a href="http://chinadigitaltimes.net/china/hebei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hebei">Hebei</a> and <a href="http://chinadigitaltimes.net/china/shandong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shandong">Shandong</a> provinces in northern China, according to the bureau.</p>
<p>Railway police in Yunnan&#8217;s provincial capital of <a href="http://chinadigitaltimes.net/china/kunming/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Kunming">Kunming</a> have arrested 76 suspects so far after traveling to seven different cities in the three provinces since November 2011 to bust the ring.</p>
<p>The ring purchased the infants at a price of 8,000 to 10,000 yuan (1,266 to 1,582 U.S. dollars) each in Yunnan and sold them in Hebei and Shandong for 20,000 to 50,000 yuan, according to the bureau.</p>
<p>The family-based ring is connected by well-organized members who are responsible for abducting, purchasing, transporting, introducing and adopting infants, said Wang Ansi, an official with the public security bureau of the Kunming Railway.</p>
<p>The ring could achieve one trans-provincial trade in three days to traffic the infants, who were stolen from the Zhuang-Miao Autonomous Prefecture of Wenshan in Yunnan province, he said.</p></blockquote>
<p>The kidnapping and trafficking of children has long been a problem under the <a href="http://chinadigitaltimes.net/china/one-child-policy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with one-child policy">one-child policy</a> in China. Police reportedly rescued more than 8,000 children last year, and Xinhua reported last week that the China Social Assistance Foundation (CSAF) had <strong><a href="http://www.china.org.cn/china/2012-05/25/content_25472709.htm">launched a fund dedicated to utilizing microblogs to curb child abduction</a></strong>:</p>
<blockquote><p>The CSAF said the public fund, which was initiated by some Chinese celebrities, will encourage people to report <a href="http://chinadigitaltimes.net/china/child-trafficking/" class="st_tag internal_tag" rel="tag" title="Posts tagged with child trafficking">child trafficking</a>, volunteers to trace abducted children and media to publish related information, combining the efforts of police, judicial departments and online volunteers to fight against <a href="http://chinadigitaltimes.net/china/child-trafficking/" class="st_tag internal_tag" rel="tag" title="Posts tagged with child trafficking">child trafficking</a>.</p>
<p>The fund will also try to promote public awareness of <a href="http://chinadigitaltimes.net/china/child-abduction/" class="st_tag internal_tag" rel="tag" title="Posts tagged with child abduction">child abduction</a>, as well as enhance the capacity for families and children to fight child trafficking, the CSAF said.</p>
<p>In the meantime, a non-profit miniseries named &#8220;Seeking the Lost Children&#8221; will debut on the Internet next week. The eight-episode miniseries exposes the previously untold stories of some families that have suffered from child abduction.</p></blockquote>

				<content:encoded><![CDATA[<p>A <a href="http://asiasociety.org/blog/asia/watch-new-documentary-short-explores-northern-chinas-huge-water-crisis">16-minute documentary by Lynn Zhang and Shirley Han Ying</a> kicks off an <a href="http://sites.asiasociety.org/chinagreen/">Asia Society China Green</a> series on China&#8217;s <a href="http://chinadigitaltimes.net/china/south-to-north-water-diversion-project/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south-to-north water diversion project">South-to-North Water Diversion project</a>. The filmmakers follow a group of farmers who have spent many years and all their savings petitioning against <a href="http://chinadigitaltimes.net/china/water-pollution/" class="st_tag internal_tag" rel="tag" title="Posts tagged with water pollution">water pollution</a> from a nearby chemical plant, which they say poisoned their pear orchard.</p>
<p>The film features interview segments with <a href="http://chinadigitaltimes.net/china/ma-jun/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ma Jun">Ma Jun</a> of the Institute of Public and Environmental Affairs on China&#8217;s water &#8220;time bomb&#8221;. Groundwater extraction lowered the water table in <a href="http://chinadigitaltimes.net/china/hebei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hebei">Hebei</a> by 130 feet between 1996 and 2006, and with inadequate supplies, there is not enough clean water to reclaim the polluted. The real extent of the problem is unknown, Ma says: while 90% of the shallow groundwater flowing through the cities is thought to be polluted, no complete data exists.</p>
<p>Local officials did eventually come up with a solution of sorts for the farmers&#8217; plight: they confiscated the land on which the orchard had stood.</p>

<p>The film ends on an optimistic note regarding the South-to-North Water Diversion project. In addition to long-standing doubts about its practicality, however, <a href="http://chinadigitaltimes.net/2012/04/causes-consequences-of-southern-droughts/">severe droughts in southern China have raised questions about the core assumption underlying the scheme</a>.</p>

From China Daily:</p>
<blockquote><p>According to the police, the person, surnamed Liu, used the website he operates to spreadrumors on Feb 19 that <a href="http://chinadigitaltimes.net/china/sars/" class="st_tag internal_tag" rel="tag" title="Posts tagged with SARS">SARS</a> infections had occurred in Baoding-based PLA 252 Hospital inorder to boost the website’s traffic.</p>
<p>On Sunday, local authorities decided to punish Liu by sentencing him to spend two years in alabor education institution, the report said.</p>
<p>The Ministry of Health published an online note on Feb 25 to clarify that the infections in the hospital were actually caused by adenovirus type 55. The note said there has been no reportof any fatal or critical cases.</p></blockquote>
<p>Reuters reported that Lin <a href="http://www.reuters.com/article/2012/02/27/us-china-sends-man-labor-camp-sars-rumor-idUSTRE81Q1MH20120227">spread the rumors in a bid to improve traffic</a>, according to the announcement by the Baoding public security bureau.</p>
