According to Canyu, the directives were issued by the Beijing Municipal Network <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">Propaganda</a> Management Office and the State Council Internet management departments and provided to to Canyu by insiders. China Copyright and Media has not verified the source. </em></p>

<p>Third level: Delete the post “Joint Announcement of Apology from the People’s Republic of China Bureau of Finance and General Administration of Taxation (Fw.),” forums and other interactive segments are not to discuss this, all search engines are to set it up as a keyword for screening.</p>
<p>The post states: “The People’s Republic of China Bureau of Finance and General Administration of Taxation have received a decision on 31 May 2007 from the Shanghai Stock Exchange and the Shenzhen Stock Exchange openly condemning the People’s Republic of China Bureau of Finance and the General Administration of Taxation, and which openly condemns the acts of relevant responsible persons within the Bureau of Finance and the General Administration of Taxation in the securities trading <a href="http://chinadigitaltimes.net/2007/05/chinas-nervous-investors-flee-to-quality-jamil-anderlini/">stamp tax adjustment</a> information disclosure process that violated regulations. He was reported to be suffering from cancer and had largely disappeared from public view in the past year.</p>

Suddenly <a href="http://www.chinavitae.com/biography_display.php?id=25" target="_blank">Huang Ju </a>was back, with the familiar quizzical eyebrows arching from behind large wire-framed glasses, sitting alongside other members of the Chinese Communist Party&#8217;s supreme policymaking body, the <a href="http://chinadigitaltimes.net/china/politburo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Politburo">Politburo</a>&#8217;s nine-member Standing Committee.</p>
<p>Huang&#8217;s return, which was broadcast on official television Monday evening and reported prominently in the next day&#8217;s People&#8217;s Daily, came after five months during which he had <a href="/2006/03/china_attributes_vice_premiers_absence_to_unidentified.php" target="_blank">dropped from sight</a>, generating a swirl of rumors, reports and more or less informed speculation about what had happened to one of China&#8217;s most powerful men.</p>
<p>Huang&#8217;s reemergence settled nothing about his status &#8212; people still wondered whether he was deathly ill, under investigation for a security breach or tainted by a wife with her hand in the till. But it dramatically illustrated the secrecy behind which China&#8217;s leaders work, a dark cloak that hides even the most mundane details about how they rule the world&#8217;s most populous nation. The Chinese government said Thursday that Vice Premier <a href="http://www.chinavitae.com/biography_display.php?id=25" target="_blank" id="25">Huang Ju</a>, one of the nine members of the <a href="http://chinadigitaltimes.net/china/politburo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Politburo">Politburo</a> Standing Committee, the nation&#8217;s secretive ruling council, had been hospitalized and was recovering. It did not specify the illness.</p>
<p><a href="http://english.people.com.cn/200603/02/eng20060302_247377.html" target="_blank">The statement by a government spokesman</a> at a news conference was the first official comment on Huang&#8217;s unexplained absence since mid-January from all public events, including those attended by the other eight members of the committee.</p>
<p>Huang, 67, an influential former mayor of Shanghai who ranks sixth in the Communist Party hierarchy, is considered a close associate of former president <a href="http://chinadigitaltimes.net/china/jiang-zemin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Jiang Zemin">Jiang Zemin</a>. His disappearance has prompted discussion in party circles about whether allies of Jiang are being pushed aside by a rival faction led by his successor, <a href="http://chinadigitaltimes.net/china/hu-jintao/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hu Jintao">Hu Jintao</a>.
