From Choi Chi-yuk at South China Morning Post:</p>
<blockquote><p>Mainland reports suggested that Xiangtan , the city overseeing <a href="http://chinadigitaltimes.net/china/shaoshan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shaoshan">Shaoshan</a>, planned to spend more than 6 billion yuan (HK$7.5 billion) on organising ceremonial shows, the renovation of Mao&#8217;s memorial hall, and construction of related projects.</p>
<p><a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>-based independent political analyst Chen Zimin said that, judging from Xu&#8217;s remarks, the party&#8217;s Central Committee was going to hold a high-level and far-reaching ceremony to mark Mao&#8217;s birthday, which he said would signify a dramatic turn to the left in terms of politics and ideology.</p>

<p>Meanwhile, J.M. at The Economist sees <strong><a href="http://www.economist.com/blogs/analects/2013/06/maos-birthday?fsrc=scn/tw_ec/party_time">dealing with Mao&#8217;s history as a dilemma for China&#8217;s new leadership</a></strong>:</p>
<blockquote><p>[...I]n the coming months Mr Xi might be wary of overdoing the adulation. In the autumn he will preside over a crucial meeting of the party’s central committee that he apparently hopes will approve plans for wide-ranging economic <a href="http://chinadigitaltimes.net/china/reforms/" class="st_tag internal_tag" rel="tag" title="Posts tagged with reforms">reforms</a>. Encouraging Maoists could play into the hands of what liberals in China call “interest groups”, such as large state-owned enterprises, that stand in the way of reform.</p>
<p>Fuelling Maoist fervour could also make it more difficult to handle the case of <a href="http://chinadigitaltimes.net/china/bo-xilai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Bo Xilai">Bo Xilai</a>, a Politburo member who was <a href="http://www.chinadaily.com.cn/china/2012cpc/2012-11/04/content_15872917.htm">expelled from the party in November</a> for alleged abuses of power, including complicity in the murder of a British businessman. Mr Bo is a darling of die-hard Maoists who believe that, for all the party’s lip-service to Mao, the country has fallen prey to the worst excesses of capitalism. He is widely expected to be put on trial in the coming months. Mr Xi does not want to encourage supporters of Mr Bo.</p>
<p>[...] In his final months as China’s leader before Mr Xi took over, <a href="http://chinadigitaltimes.net/china/hu-jintao/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hu Jintao">Hu Jintao</a> tried to silence these die-hards, whose online criticisms of the leadership—and support for Mr Bo—had become an embarrassment. Censors blocked several of their websites (as <a href="http://www.economist.com/blogs/analects/2012/04/chinas-maoists">Analects reported</a> in April last year). But the Maoists have proved resilient. <a href="http://www.wyzxsx.com%29/">Utopia</a>, one of their favourite websites, remains closed. But it offers links to new sites where somewhat toned-down material can be read. He was charged with inciting <a href="http://chinadigitaltimes.net/china/subversion/" class="st_tag internal_tag" rel="tag" title="Posts tagged with subversion">subversion</a> after <a href="http://chinadigitaltimes.net/2012/08/police-charge-activist-who-cast-doubt-on-suicide/">questioning the alleged suicide</a> last year of his friend, labor activist <a href="http://chinadigitaltimes.net/china/li-wangyang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with li wangyang">Li Wangyang</a>. On Tuesday <a href="http://www.scmp.com/news/china/article/1129710/detained-hunan-dissident-zhu-chengzhi-allowed-see-wife"><strong>he was allowed a visit from his wife</strong></a>, whom he had not seen since his <a href="http://chinadigitaltimes.net/china/detention/" class="st_tag internal_tag" rel="tag" title="Posts tagged with detention">detention</a> in June. <p>Zhu&#8217;s wife, Zeng Qiulian, was taken by police to a hotel to meet him for two hours yesterday morning, his lawyer <a href="http://chinadigitaltimes.net/china/liu-xiaoyuan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Xiaoyuan">Liu Xiaoyuan</a> said. Zhu is being held at a secret location, he said.</p>
<p>&#8220;She said he looked okay … his hair and beard have grown very long because they have not been cut,&#8221; Liu said. Zeng&#8217;s mobile phone was switched off yesterday. Shaoyang police refused to comment.</p>
<p>[…] Since Zhu was detained, police have pressured his relatives to get him to sign a retraction of statements he made to the media that cast doubt on the official version of Li&#8217;s death.</p>
<p>Fellow activist <a href="http://chinadigitaltimes.net/china/wang-lihong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Wang Lihong">Wang Lihong</a>, who spoke to Zhu&#8217;s wife yesterday, said Zhu remained incarcerated because he refused to sign the retraction. But she and other activists would continue to press the authorities to release him before the Lunar New Year.</p>

				<content:encoded><![CDATA[<p><a href="http://www.reuters.com/article/2013/01/08/us-china-dissident-idUSBRE90707U20130108"><strong>Zhu Chengzhi may have become the first to be detained under new amendments</strong></a> to China&#8217;s <a href="http://chinadigitaltimes.net/china/criminal-procedure-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with criminal procedure law">Criminal Procedure Law</a>. Amid fierce criticism, the changes passed through the National People&#8217;s Congress by <a href="http://chinadigitaltimes.net/2012/03/amended-criminal-procedure-law-passes-2639-votes-to-160/">a vote of 2,639 to 160</a> in March last year, and came into effect on New Year&#8217;s Day. The new <a href="http://chinadigitaltimes.net/china/article-73/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Article 73">Article 73</a> allows some prisoners to be held in an undisclosed location for up to six months without access to a lawyer, but does require that families be notified of their <a href="http://chinadigitaltimes.net/china/detention/" class="st_tag internal_tag" rel="tag" title="Posts tagged with detention">detention</a>. From Sui-Lee Wee at Reuters:</p>
<blockquote><p>Authorities in Shaoyang city in central <a href="http://chinadigitaltimes.net/china/hunan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hunan">Hunan</a> province told family members of <a href="http://chinadigitaltimes.net/china/zhu-chengzhi/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Zhu Chengzhi">Zhu Chengzhi</a>, 62, last Friday that he would be put under &#8220;residential surveillance&#8221; under &#8220;Article 73&#8243;, Zhu&#8217;s wife, Zeng Qiulian, told Reuters by telephone on Monday. Article 73 legalizes detaining people in secret.</p>
<p>[…] Article 73 legalizes a practice that began in earnest in 2011. Fearing that anti-authoritarian uprisings across the Arab world could inspire challenges to Communist rule, the government unlawfully held dozens of activists, including artist <a href="http://chinadigitaltimes.net/china/ai-weiwei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ai Weiwei">Ai Weiwei</a>, for weeks or months in secret detention.</p>
<p>[…] Police had charged Zhu with &#8220;<a href="http://chinadigitaltimes.net/china/incitement/" class="st_tag internal_tag" rel="tag" title="Posts tagged with incitement">incitement</a> to subvert state power&#8221; after he posted <a href="http://chinadigitaltimes.net/china/photos/" class="st_tag internal_tag" rel="tag" title="Posts tagged with photos">photos</a> online following the death of his friend, Li Wangyang, who was found in a hospital ward in Shaoyang, his neck tied with a noose made from cotton bandages.</p>
<p>Authorities said it was suicide &#8211; a verdict that angered thousands of scholars, lawyers and activists.</p></blockquote>

Zhu had <a href="http://chinadigitaltimes.net/2012/08/police-charge-activist-who-cast-doubt-on-suicide/">already been held for over six months since his detention on June 9th</a>, days after Li&#8217;s death. <a href="http://www.duihuahrjournal.org/2013/01/china-ushers-in-non-residential.html"><strong>A fuller account of Zhu&#8217;s story is available at the Dui Hua Human Rights Journal</strong></a>:</p>
<blockquote><p>Public criticism over the “disappearance clauses” may have ultimately contributed to some salutary changes to the legislation, including the removal of exemptions for providing notification of residential surveillance (but not carrying out residential surveillance in a designated residence). Under the revised CPL, which took effect on January 1, 2013, police are thus required to give notice to relatives within 24 hours of all individuals being subjected to “non-residential residential surveillance.” This limits the ability of police to make an individual disappear without a trace, but the practice of non-residential residential surveillance remains deeply problematic, even though its inclusion in the CPL has given it a veneer of legitimacy.</p>
<p>This situation is illustrated by the case of Zhu Chengzhi, who, according to Zhu’s defense lawyer <a href="http://chinadigitaltimes.net/china/liu-xiaoyuan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Xiaoyuan">Liu Xiaoyuan</a>, is likely to be the first person in China to be placed in this form of residential surveillance (the number of the notice issued by local police is “A01”) since the new CPL took effect earlier this month. Zhu, age 62, was detained in June 2012 by police in Shaoyang, Hunan, after he allegedly disseminated information that raised doubts about local authorities’ official finding of suicide in the death of his friend and long-time political prisoner Li Wangyang (李旺阳). After reportedly refusing to sign a guarantee that he would cease his efforts to draw attention to suspicions surrounding Li’s death, Zhu was placed under criminal detention on suspicion of “inciting <a href="http://chinadigitaltimes.net/china/subversion/" class="st_tag internal_tag" rel="tag" title="Posts tagged with subversion">subversion</a>,” charges for which he was formally arrested on July 25, 2012.</p>
<p>After five months of incommunicado detention, Zhu’s case was transferred to prosecutors on December 25. On January 4 (the first day of business for Chinese government offices following the New Year’s Day holiday), Zhu’s wife, Zeng Qiulian, retained Liu Xiaoyuan to represent her husband. That same day, the Shaoyang People’s Procuratorate handed the case back to police for additional investigation, and police decided to place Zhu under residential surveillance and delivered an official notification (translated below) to his wife.</p></blockquote>

<p dir="ltr">Ming Pao Newsflash: Numerous mainland cities are experiencing days-long <a href="http://chinadigitaltimes.net/china/anti-japan-protests/" class="st_tag internal_tag" rel="tag" title="Posts tagged with anti-Japan protests">Anti-Japan protests</a> in defense of China’s sovereignty over the <a href="http://chinadigitaltimes.net/china/diaoyu-islands/" class="st_tag internal_tag" rel="tag" title="Posts tagged with diaoyu islands">Diaoyu Islands</a>. Authorities have begun exerting increasingly strict control over the demonstrations. Police in the city of <a href="http://chinadigitaltimes.net/china/changsha/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Changsha">Changsha</a>, <a href="http://chinadigitaltimes.net/china/hunan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hunan">Hunan</a> Province, issued an edict urging authorities to “complete the work of influencing employee ideology,” forbidding municipal government employees from instigating or taking part in <a href="http://chinadigitaltimes.net/china/anti-japan-demonstrations/" class="st_tag internal_tag" rel="tag" title="Posts tagged with anti-japan demonstrations">anti-Japan demonstrations</a> and marches. The edict also orders public employees to immediately report any incidents to their superiors. Reports from the city of Xiamen, <a href="http://chinadigitaltimes.net/china/fujian/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Fujian">Fujian</a> Province, also claim protests in defense of the Diaoyu Islands were met with suppression from the authorities. High level members of the Beijing media revealed they had received orders from above that allow the media to “report on nationalist sentiment, but breaking information from the street must be strictly controlled. Interviewing Diaoyu defenders is strictly prohibited.”</p>
<p dir="ltr">Yesterday, protesters numbering in the thousands gathered outside the gates of the Japanese Embassy in Beijing. On Liangmaqiao East Street, where the Japanese embassy is located, the sidewalk was converted into a “designated protest area.” Those who wished to walk through the area opposite the gate of the embassy were forced to pass through a bus stop or “launching station.”</p>
<p dir="ltr">Demonstration Rules: Serious Expressions, No Playing with Cell Phones</p>
<p dir="ltr"><a href="http://chinadigitaltimes.net/2012/09/cars-tv-ads-targets-of-anti-japan-protests/">Protesters were released in waves of about 100 people.</a> More than 100 police officers stood by to maintain order. In each group, protesters who brought their own banners were ushered to the front of the pack. Chinese flags were passed out to those who came empty-handed. Each time a group of 100 amassed, a plain-clothed man with a megaphone would announce the “demonstration rules.” “We all know that everyone is very angry, but there are a lot of foreign media up ahead. This is a time to demonstrate the quality of Chinese citizens. Do not carry bottles of water or anything like that. Remember to sing the national anthem. Everyone must take part in chanting slogans. Facial expressions are to be kept serious—don’t laugh when you shouldn’t be laughing. And don’t play with your cell phones.”</p>
<p dir="ltr">Each “marching contingent” sang the national anthem about 30 meters from the front gate of the embassy. A young man lead the chanting of such phrases as “Give back my Diaoyu Islands” and “Little Japanese: Get out of the Diaoyu Islands.” There were also such slogans as “Long live the <a href="http://chinadigitaltimes.net/china/ccp/">Chinese Communist Party</a>,” “Long live the Chinese people” and “Long live the <a href="http://chinadigitaltimes.net/china/pla/">People’s Liberation Army</a>.” A man shouting “Death to [Japanese Prime Minister] <a href="http://chinadigitaltimes.net/china/yoshihiko-noda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Yoshihiko Noda">Yoshihiko Noda</a>” and “Death to the emperor of <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a>” was allowed to do so unmolested by the police. Anyone who strayed from the group, however, was quickly ordered to “return to the protest area.” After five minutes of chanting, police directed demonstrators to proceed out of the area. National flags were “reclaimed” to be used by the next group of protesters.</p>
<p dir="ltr">Four Arrested in <a href="http://chinadigitaltimes.net/china/shenzhen/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shenzhen">Shenzhen</a> for Destroying Japanese Cars</p>
<p dir="ltr">In Shenzhen, Guangdong Province, a city that has a history of destroying Japanese cars, police confirmed the arrest of four vandals. Shenzhen police stated that while they understood the patriotic fervor of city residents and even supported the rational airing of said sentiments, some people are purposefully stoking the crowds to destroy the private property of others. Such behavior would not be tolerated, the police said.</p>

				<content:encoded><![CDATA[<p style="text-align: left;"><a href="http://chinadigitaltimes.net/china/netizens/" class="st_tag internal_tag" rel="tag" title="Posts tagged with netizens">Netizens</a> don’t just write colorful comments on <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a> critiquing Chinese politics and society. Many netizens are also cartoonists, getting away with more in pictures than they could in words. Their cartoons often speak for themselves; other times, people write captions for them as they circulate online. CDT Chinese collects these cartoons and captions. Now the translation team is bringing them to CDT English.</p>
<p>In this first installment, CDT has rounded up a few cartoons posted on Weibo this summer:</p>

<p>A man sits on a pile of bricks while playing an <em>erhu</em> (two-stringed instrument) in the shape of the word “demolish” (<em>chai</em> 拆). <a href="http://chinadigitaltimes.net/china/building-demolition/" class="st_tag internal_tag" rel="tag" title="Posts tagged with building demolition">Building demolition</a> is a sadly common trope in contemporary China. Old neighborhoods are razed to make way for high rises, many built on pure <a href="http://chinadigitaltimes.net/china/housing-bubble/">speculation</a>. Local governments can turn a quick profit by selling land to real estate developers. <a href="http://chinadigitaltimes.net/china/forced-eviction/">The authorities don’t always wait for land to be unoccupied</a> before they let the bulldozers in.</p>
<p>One netizen provided a caption that sounds like the song of the smirking musician, lamenting the city of <a href="http://chinadigitaltimes.net/china/changsha/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Changsha">Changsha</a>, <a href="http://chinadigitaltimes.net/china/hunan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hunan">Hunan</a> that was:</p>
