<p>Zhu Yanfeng is the former chairman of the board of China <a href="http://chinadigitaltimes.net/china/faw/" class="st_tag internal_tag" rel="tag" title="Posts tagged with FAW">FAW</a> Group, a state-owned automobile manufacturer based in Jilin Province. Zhu has since left <a href="http://chinadigitaltimes.net/china/faw/" class="st_tag internal_tag" rel="tag" title="Posts tagged with FAW">FAW</a> and took his current government post in May 2012. <a href="http://cn.ibtimes.com/articles/24837/20130401/435285.htm"><strong>Caixin reported on March 31 that Zhu is under investigation</strong></a> [zh]. Sources referencing the journal China Policy Observer (中国政策观察) say that <a href="http://club.kdnet.net/dispbbs.asp?page=1&amp;boardid=1&amp;id=9102430"><strong>senior FAW executives were called in to &#8220;assist in investigation&#8221; just before the National People&#8217;s Congress opened</strong></a> last month [zh].</p>

				<content:encoded><![CDATA[<p>Among a slew of other new appointments this week, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> reported that Hu Jintao protégé <a href="http://news.xinhuanet.com/english/china/2012-12/18/c_124114390.htm"><strong>&#8220;Little Hu&#8221; Chunhua is to be the new Party chief of Guangdong province</strong></a>. His time at the helm of the economic powerhouse is likely to pave the way for national leadership in the future.</p>
<blockquote><p>Hu Chunhua has been appointed secretary of the <a href="http://chinadigitaltimes.net/china/guangdong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangdong">Guangdong</a> Provincial Committee of the Communist Party of China (CPC), replacing Wang Yang, the CPC Central Committee announced Tuesday.</p>
<p>Wang Jun will replace Hu as secretary of the Inner Mongolia Autonomous Regional Committee of the CPC, according to the announcement.</p>
<p>Hu, born in April 1963, is currently a member of the Political Bureau of the CPC Central Committee. Wang Yang is also a Political Bureau member.</p>
<p>Hu previously served as deputy secretary of the Tibet Autonomous Regional Committee of the CPC, first secretary of the Secretariat of the <a href="http://chinadigitaltimes.net/china/communist-youth-league/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Communist Youth League">Communist Youth League</a> of China Central Committee and governor of north China&#8217;s Hebei Province.</p></blockquote>
<p>At the South China Morning Post, <a href="http://www.scmp.com/news/china/article/1108542/all-eyes-hu-chunhua-he-takes-over-guangdong-party-chief"><strong>Mimi Lau described a range of views on Hu&#8217;s appointment and prospects</strong></a>:</p>
<blockquote><p>Liu Kaiming, director of the Institute of Contemporary Observation, a labour rights NGO in Shenzhen, said Hu lacked the track record of outstanding political achievements necessary to impress Guangdong officials.</p>
<p>&#8220;After spending extensive time in remote inland areas, Hu might find it hard to fit in at first in Guangdong, especially when dealing with vested interests,&#8221; Liu said. &#8220;I&#8217;m not very sure about officials from remote regions because they often appear very conservative and arrogant, but Hu might be different because he&#8217;s young.&#8221;</p>
<p>[…] Dr Peng Peng, a researcher with the <a href="http://chinadigitaltimes.net/china/guangzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangzhou">Guangzhou</a> Academy of Social Sciences, said Hu would have to hunker down after arriving in Guangdong because it was unlike any other mainland region.</p>
<p>&#8220;The press here is outspoken and the public can often complain directly to leaders,&#8221; Peng said. &#8220;In order to do a good job in Guangdong, Hu needs to be even more open-minded than Wang Yang.</p>
<p>&#8220;Wang Yang laid a solid foundation. Hu is much younger than Wang. I&#8217;m guessing Hu is more likely to flow with the open atmosphere in Guangdong.&#8221;</p></blockquote>
<p>But at The Diplomat, <a href="http://thediplomat.com/china-power/the-new-hu-in-town/?utm"><strong>David Cohen sounded a cautious note on the prospects for bold reform</strong></a>:</p>
<blockquote><p>A Guangdong posting will give “Little Hu” a chance to burnish his reformist credentials, like Wang Yang before him. If Xi follows through on his talk of reform, that may prove to be a valuable skill. Guangdong is China&#8217;s most liberal province and frequently given to experimentation — if Xi is looking for models for national reform the leader of Guangdong may get some chances to influence the direction of national policy with some inventive provincial initiatives, such as Wang Yang&#8217;s much-ballyhooed “Wukan model.”</p>
<p>This trend should also give us some pause before rooting for Wang or Hu as reformers — neither of their records shows particularly bold action before traveling to Guangdong, so to some extent Wang&#8217;s liberal policies in the southern province may simply reflect institutional momentum. In fact, besides his time in Tibet, Little Hu initiated a harsh crackdown at the first signs of <a href="http://chinadigitaltimes.net/china/protests/" class="st_tag internal_tag" rel="tag" title="Posts tagged with protests">protests</a> in Inner Mongolia in the spring of 2011. Some felt Hu had overreacted but he did not shirk from his decision, recently telling the Financial Times, “When we deal with mass incidents, there is no question we will take compulsory measures . . . We will be tough when we need to be tough, and we will be soft when we need to be soft.”</p></blockquote>
<p><a href="http://www.reuters.com/article/2012/12/18/us-china-politics-guangdong-idUSBRE8BH0FM20121218"><strong>Reuters&#8217; Sui-Lee Wee outlined Hu&#8217;s earlier career</strong></a>:</p>
<blockquote><p>In Inner Mongolia, Hu Chunhua, also known as &#8220;Little Hu&#8221;, has been referred to as a future president. While there, Hu Chunhua oversaw rapid economic growth and dealt successfully with protests last year by ethnic Mongols.</p>
<p>Hu Chunhua came to Inner Mongolia following a brief stint in Hebei, the arid province which surrounds Beijing, where he was rapidly moved after a scandal over tainted milk in which at least six children died and thousands became ill.</p>
<p>Hu Chunhua remains something of an enigma, even in China. He has given few clues about his deeper policy beliefs. One of the best known things about him is that he does not appear to dye his hair jet black like many politicians.</p>
<p>In meetings with the public, Hu Chunhua comes across as low key and self effacing, in line with an image of a loyal, humble Communist Party member. People who have met him describe him as relaxed, easy-going and spontaneous, unlike stiffer party leaders.</p></blockquote>
<p>Hu and <a href="http://chinadigitaltimes.net/2012/11/chongqing-a-slippery-stepping-stone-gets-new-party-head/">newly appointed Chongqing Party chief Sun Zhengcai</a> were both elevated to the Politburo last month, and <a href="http://chinadigitaltimes.net/2012/11/princelings-hold-sway-now-but-what-of-2017/">are likely to rise further to the Politburo Standing Committee in 2017 and the presidency and premiership in 2022</a>. (See Cheng Li&#8217;s profiles of the <a href="http://www.brookings.edu/about/centers/china/top-future-leaders/hu_chunhua">two</a> <a href="http://www.brookings.edu/about/centers/china/top-future-leaders/sun_zhengcai">men</a> at the Brookings Institution.) None of this can be taken for granted, however: neither of their predecessors, Wang Yang and <a href="http://chinadigitaltimes.net/china/bo-xilai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Bo Xilai">Bo Xilai</a>, has followed the trajectory widely anticipated even at the start of this year. The Associated Press&#8217; <a href="http://bigstory.ap.org/article/chinese-politician-seen-reformer-leaves-post"><strong>Didi Tang focused on Wang Yang, Guangdong&#8217;s previous Party chief, whose next assignment has not yet been revealed</strong></a>:</p>
<blockquote><p>Xinhua gave no indication of Wang&#8217;s next job, but China watchers said he is likely to be named a vice premier when China&#8217;s legislature meets in the spring.</p>
<p>Wang, 57, is seen as a politically liberal figure. He failed to win a seat on the party&#8217;s ruling seven-member Standing Committee when new leaders were installed last month but was named to the lower-ranking Politburo.</p>
<p>[…] Wang was seen at Xi&#8217;s side when the general secretary visited Guangdong in early December. Li Cheng, an expert on China&#8217;s elite politics at Washington-based think tank Brookings Institute, said the appearance of the two together was to show the solidarity of the party leadership, because Wang is not considered to be in Xi&#8217;s camp in China&#8217;s factional politics.</p>
<p>&#8220;It&#8217;s a symbol of unity,&#8221; Li said.</p></blockquote>
<p>Hu&#8217;s replacement in Inner Mongolia, Wang Jun, has extensive experience related to <a href="http://chinadigitaltimes.net/2012/07/little-hu-mining-grasslands/">the autonomous region&#8217;s heavy mining industry</a>. <a href="http://www.economist.com/node/14663437?story_id=14663437">Wang was appointed governor of coal-rich Shanxi province</a> following an accident which claimed more than 270 lives at an iron mine in 2008, and had previously headed the national work safety agency. <a href="http://news.xinhuanet.com/english/china/2012-12/19/c_132050544.htm">His acting replacement in Shanxi is Li Xiaopeng</a>, son of former premier Li Peng. <a href="http://news.xinhuanet.com/english/china/2012-12/18/c_124114390.htm">New Party chiefs for Zhejiang, Shaanxi and Jilin</a> were also announced on Tuesday, with <a href="http://news.xinhuanet.com/english/china/2012-12/19/c_132050913.htm">appointments for Fujian</a> and <a href="http://news.xinhuanet.com/english/china/2012-12/19/c_132051048.htm">Guangxi following the next day</a>. The <a href="http://www.globaltimes.cn/content/750987.shtml"><strong>blizzard of new posts sent a &#8220;subtle message&#8221;</strong></a>, according to a Global Times editorial, which hailed the new provincial leaders as offering the public a fresh start.</p>
<blockquote><p>The Party secretary is the very top leader in a province. The prominence of this position differs from Western systems and is the key to ensuring that the Party rules the country&#8217;s political system.</p>
<p>[…] The population and economic scale of many provinces exceed those of middle-sized countries. As China is undergoing rapid development and social conflicts, the difficulties in managing a province can be much greater than managing a global power.</p>
<p>[…] Party secretaries should make efforts to improve communication with the public. We are looking forward to those who are outspoken and can interact with the public.</p>
<p>A new political style has been showcased by the Party&#8217;s top leadership. These new provincial leaders are expected to emulate it in solving local problems.</p></blockquote>

<p>I. For news on North Korea’s nuclear tests, only copy from Xinhua and People’s Daily can be used, it is not permitted to use that of China News Net. Open trackers, but they must be managed well, in managing trackers, some principles shall be persisted in: (1) Our country’s persistent position of “non-nuclearization” on the Korean peninsula; (2) The hope of return to the Six Party Talks; (3) All sides deal with this matter soberly; (4) Do not disseminate rumors, do not engage in pointless guessing concerning nuclear pollution.</p>
<p>II. Concerning reporting the case of the Beijing City Vice-Mayor <a href="http://chinadigitaltimes.net/china/liu-zhihua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Zhihua">Liu Zhihua</a>, including the process of the case, work units and individuals involved in the case, as well as targets of investigation, etc., only official copy from Xinhua and People’s Daily is to be transmitted online, it is strictly prohibited to use copy from other sources. Strengthen management over forums, news trackers, blogs and mobile telephone messages, all information not conforming to these requirements must be firmly deleted. <p>Sun, 49, was elected as a member of the Political Bureau of the CPC Central Committee after the 18th CPC National Congress last week. Born in Shandong Province, he served as Minister of [agri]Culture for three years before being transferred to Northeast China in 2009 as secretary of the CPC Jilin Provincial Committee.</p>

Unlike Mr. Xi&#8217;s generation, which came of age during the chaos of the <a href="http://chinadigitaltimes.net/china/cultural-revolution/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Cultural Revolution">Cultural Revolution</a>, Mr. Sun and his contemporaries grew up during the period of relative openness following economic reforms launched by Deng Xiaoping in 1978.</p>

<p><a href="http://www.brookings.edu/about/centers/china/top-future-leaders/sun_zhengcai"><strong>Cheng Li&#8217;s biographical entry on Sun</strong></a> at The Brookings Institution highlights his PhD, a year spent studying in the U.K., and a &#8220;humble&#8221; family background, another difference between him and princelings like Bo and Xi.</p>

<p>[…] There have been different explanations for the quick rise of Sun Zhengcai and his relationships with senior leaders. <p>Modest background is shared by <a href="http://www.brookings.edu/about/centers/china/top-future-leaders/hu_chunhua"><strong>Hu Chunhua, or &#8220;Little Hu&#8221;</strong></a>. Both men have just received seats on the &#8220;outer&#8221; <a href="http://chinadigitaltimes.net/china/politburo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Politburo">Politburo</a>, are relatively young at 49, and are strongly tipped for future leadership. <p>Hu Chunhua established his patron-mentor relationship with Hu Jintao in Tibet when the latter served as party secretary there (1988–1992). Hu Chunhua has been widely regarded as “a carbon copy of Hu Jintao” [to whom he is not related]. Both come from humble family backgrounds, both were student leaders in their college years, both advanced their political careers primarily through the CCYL, both worked in arduous work environments such as Tibet, both served as provincial party secretaries at a relatively young age, and both have low-profile personalities. Hu Chunhua’s parents were farmers in a poor village and he has six siblings. Hu got married in Tibet and the couple have one daughter.</p>

<p>Hu the Younger&#8217;s current role is as Party secretary for <a href="http://chinadigitaltimes.net/china/inner-mongolia/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Inner Mongolia">Inner Mongolia</a>: see &#8216;<a href="http://chinadigitaltimes.net/2012/07/little-hu-mining-grasslands/">Little Hu and the Mining of the Grasslands</a>&#8216; on CDT. <a href="http://www.scmp.com/news/china/article/1086372/inner-mongolia-party-chief-hu-chunhua-seen-making-politburo-standing">He is now widely expected to take over as Guangdong Party head</a>, though it was rumoured last month <a href="http://chinadigitaltimes.net/2012/10/little-hu-may-take-over-chongqing-post/">that he was also a contender for the Chongqing position</a>. Both he and Sun may then rise to the <a href="http://chinadigitaltimes.net/china/politburo-standing-committee/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Politburo Standing Committee">Politburo Standing Committee</a> in 2017, when <a href="http://www.chinafile.com/age-chinas-new-leaders-may-have-been-key-their-selection">five of the seven current members</a> are due to retire. Last week, <a href="http://www.bloomberg.com/news/2012-11-15/politburo-lineup-signals-rising-stars-who-may-replace-xi-in-2022.html"><strong>Bloomberg traced their likely trajectories</strong></a>.</p>

<p>If the two do assume top leadership posts 10 years from now, their advancement within the party’s top echelons may follow the path of Hu Jintao, whose grooming began when he was named to the Politburo’s Standing Committee at age 49 in 1992, said Bo Zhiyue, senior research fellow at the National University of Singapore’s East Asia Institute who has written a research paper on Hu Chunhua and Sun.</p>
<p>By contrast, Xi Jinping, who was named Communist Party general secretary […], and Li Keqiang, who is forecast to take over from Premier Wen Jiabao in March, were elevated into the Politburo Standing Committee in 2007 without serving in the broader Politburo. <p>Nothing about future leadership transitions can be taken for granted, however, as <a href="http://chinadigitaltimes.net/2012/11/chinas-backroom-powerbrokers-block-reform-candidates/">the current Party secretary in Guangdong</a> and <a href="http://chinadigitaltimes.net/2010/03/bo-xilai-chinas-most-charismatic-politician-makes-a-bid-for-power/">Sun&#8217;s predecessor in Chongqing might attest</a>.</p>

Chinese journalists and bloggers often refer to those instructions as “<a href="http://chinadigitaltimes.net/china/directives-from-the-ministry-of-truth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Directives from the Ministry of Truth">Directives from the Ministry of Truth</a>.” CDT has collected the selections we translate here from a variety of sources and has checked them against official Chinese media reports to confirm their implementation.</em></p>
<p><em>Since directives are sometimes communicated orally to journalists and editors, who then leak them online, the wording published here may not be exact. The original publication date is noted after the directives; the date given may indicate when the directive was leaked, rather than when it was issued. CDT does its utmost to verify dates and wording, but also takes precautions to protect the source.</em></p>
<p>The following directives were all issued by the Guangdong Department of Propaganda. CDT published three other <a href="http://chinadigitaltimes.net/2012/11/ministry-of-truth-guangdong-directives/">directives from this source</a> on November 7.</p>

<p>广东省委宣传部：对华东师范大学教师张雪忠的有关情况不报不评。</p></blockquote>
<p><a id="internal-source-marker_0.03612927946724509" href="http://chinadigitaltimes.net/chinese/2012/11/%E4%BF%A1%E6%81%AF%E7%A4%BE%E4%BC%9A%E7%A0%94%E7%A9%B6%E6%89%80%EF%BD%9C%E7%BD%91%E6%B0%91%E6%9D%83%E5%88%A9%E9%80%9A%E8%AE%AF%EF%BC%88%E6%80%BB%E5%8D%81%E5%85%AD%E6%9C%9F%EF%BC%8C2012%E5%B9%B410/">Zhang, a professor at the Shanghai university’s law school, was barred from teaching undergraduates in September after writing about the plan to introduce patriotism classes into Hong Kong schools</a> [zh]. (<a href="http://chinadigitaltimes.net/2012/09/hong-kong-scraps-china-education-plan/">Protests lead the plan to be scrapped.</a>) Zhang’s Sina and Tencent <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a> accounts were deleted in early October, but he has “<a href="http://chinadigitaltimes.net/space/Reincarnate">reincarnated</a>” and continues to post on the microblogging platforms. He wrote the following <em>weibo</em> on Tencent on November 8:</p>
<blockquote><p><strong>ZhangXuezhong:</strong> Without democracy, we cannot contain corruption; if we cannot contain corruption, we cannot improve people&#8217;s lives; if we do not improve people&#8217;s lives, social development is out of the question. The root of all problems lies in our lack of democracy; the solution to all these problems lies in realizing democracy. I have never once believed that I can degrade myself to the point that I cannot even enjoy the conditions for democratic rights; I have always believed that those who deprive me of my democratic rights are the true enemy.</p>
<p>张雪忠:没有民主，就不可能遏制腐败；不能遏制腐败，就不可能改善民生；不改善民生，就谈不上社会发展。一切问题的根源，就在于缺乏民主；一切问题的答案， 就在于实现民主。我从来就不相信会低贱到连享有民主权利的资格都没有；我一直都认为，那些剥夺民主权利的人，才是真正的敌人。</p></blockquote>

				<content:encoded><![CDATA[<p>While China continues to recover from a <a href="http://chinadigitaltimes.net/2006/08/a-terrible-year-for-natural-disasters-in-china-newsgd/">year of natural disasters</a>, such as a <a href="http://chinadigitaltimes.net/2012/08/dam-breach-kills-at-least-10/"> fatal dam breach</a> and a <a href="http://chinadigitaltimes.net/2012/09/64-killed-100000-displaced-by-yunnan-quakes/">deadly earthquake</a>, NPR reports that a <a href="http://www.npr.org/blogs/thetwo-way/2012/09/14/161142510/did-you-know-a-super-typhoon-is-heading-for-asia"><strong>super typhoon, Sanba, is heading for China and other parts of Asia</strong></a>:</p>
<blockquote><p>It&#8217;s had top sustained winds above 170 miles per hour. It&#8217;s got very low pressure. It is life threatening. And its cone of possible landfall includes Okinawa and the Asian mainland.</p>
<p>The Saffir-Simpson scale only goes to a category 5. If Sanba keeps its ferocity, the National Hurricane Center warns &#8220;catastrophic damage will occur: A high percentage of framed homes will be destroyed, with total roof failure and wall collapse.&#8221;</p></blockquote>
<p>According to CNN, <a href="http://articles.cnn.com/2012-09-15/asia/world_asia_typhoon-sanba_1_okinawa-powerful-storms-japanese-island"><strong>the super typhoon has already passed through Okinawa, and it is making its way to South Korea</strong></a>:</p>
<blockquote><p>It made landfall in northeastern Okinawa around 6:30 a.m. Sunday (5:30 p.m. ET Saturday) with an eye that was nearly half the island&#8217;s length.</p>
<p>There were no immediate reports of damage.</p>
<p>As of 9:50 p.m. ET, Samba was moving to the north at 30 kph (18 mph), the <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a> Meteorological Association said.</p>
<p>Sanba is on track to make a direct hit on <a href="http://chinadigitaltimes.net/china/south-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south korea">South Korea</a> in a couple of days, the Korean Meteorological Association predicted, before moving up the Chinese coast.</p></blockquote>
<p>While Sanba has not yet made landfall on China, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> reports <a href="http://news.xinhuanet.com/english/china/2012-09/16/c_131853447.htm"><strong>China’s meteorological authority’s prediction of strong winds and rainstorms</strong></a>:</p>
<blockquote><p>Sanba, the 16th <a href="http://chinadigitaltimes.net/china/typhoon/" class="st_tag internal_tag" rel="tag" title="Posts tagged with typhoon">typhoon</a> of the year, was positioned at about 65 kilometers east of the Japanese island of Okinawa at 5 a.m., according to a statement posted on the website of China&#8217;s National Meteorological Center (NMC).</p>
<p>The typhoon will move northwest at a speed of around 25 km per hour and bring heavy rainfalls to China&#8217;s northeastern provinces from Monday to Tuesday, the center said.</p>
<p>Storms will hit the north and southeast of <a href="http://chinadigitaltimes.net/china/heilongjiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Heilongjiang">Heilongjiang</a> Province and eastern <a href="http://chinadigitaltimes.net/china/jilin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with jilin">Jilin</a> Province over the next two days, while some regions will see downpours of 100 to 120 millimeters, the NMC forecast.</p>
<p>The nation&#8217;s flood control authority on Friday urged residents in the coastal regions to be fully prepared for possible influences of the Sanba and take precautions against wind, moisture and strong rainfall.</p></blockquote>
<p><a href="http://www.chinadaily.com.cn/china/2012-09/15/content_15760241.htm"><strong>The super typhoon’s trajectory is also expected to pass over the disputed Diaoyu Islands</strong></a>, from China Daily:</p>
<blockquote><p>China&#8217;s meteorological authority said Saturday the super typhoon Sanba was positioned at waters 750 km southeast of Diaoyu Islands at 5 am and will move closer northward at a speed of 20 kmph.</p>
<p>According to forecast by the National Meteorological Center (NMC), typhoon Sanba, the 16<sup>th</sup> typhoon seen this year, will maintain or slightly weaken its strength before entering waters of the southeastern parts of the East China Sea on Saturday morning.</p>
<p>As a result, gales of Beaufort Force 7-9 are forecast in most parts of the East China Sea, the <a href="http://chinadigitaltimes.net/china/taiwan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Taiwan">Taiwan</a> Straits, waters east of <a href="http://chinadigitaltimes.net/china/taiwan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Taiwan">Taiwan</a>, the estuary of the Yangtze River, the Hangzhou Bay, the southern part of the Yellow Sea and coastal areas in Jiangsu, <a href="http://chinadigitaltimes.net/china/zhejiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Zhejiang">Zhejiang</a> and <a href="http://chinadigitaltimes.net/china/fujian/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Fujian">Fujian</a> provinces from Saturday morning to Sunday morning.</p>
<p>According to the NMC, the super typhoon Sanba will whip up hurricanes at waters near its center as it passes through.</p></blockquote>

<p><em>Employee: Yesterday the mountain was closed. Yesterday a national leader came.</em></p>
<p><em>Reporter: Do you know who came?</em></p>
<p><em>Employee: Liu Qi.</em></p>
<p><em>Reporter: Is it true that because the mountain was closed, a lot of people weren’t able to go up?</em></p>
<p><em>Employee: Yesterday the mountain was closed. Later on people went up. After a while, after a bit it was over.</em></p>
<p><em>Reporter: Is it true that a lot of people shouted “I want my money back”?</em></p>
<p><em>Employee: I don’t know about that.</em></p>
<p>@NiuniuBaby writes, “Over 1000 people were waiting at the entrance. We heard that such-and-such leader from the capital was there. They didn’t admit any visitors after 2 p.m. They announced over the PA that the road up the mountain was under construction. Visitors blocked the road down so that the official cars couldn’t pass. It was quite a sight.”</p>

				<content:encoded><![CDATA[<p>A ten-year-old boy in north-eastern China died on Tuesday of apparent pesticide poisoning from a tainted bottle of strawberry yoghurt drink, bringing renewed attention to the country&#8217;s <a href="http://chinadigitaltimes.net/china/milk-contamination/">persistent problems with dairy safety</a>. China Daily published <a href="http://www.chinadaily.com.cn/china/2011-12/02/content_14199879.htm"><strong>an account of the incident from the boy&#8217;s father, Chu Shiwei</strong></a>:</p>

<p>He recalled that his wife, surnamed Liu, returned to the family home in <a href="http://chinadigitaltimes.net/china/changchun/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Changchun">Changchun</a>, capital of <a href="http://chinadigitaltimes.net/china/jilin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with jilin">Jilin</a> province, at about 8:35 pm and drank less than half a bottle of the strawberry drink before handing it to their son to finish.</p>
<p>&#8220;About five minutes later, my wife was on the floor, twitching and foaming at the mouth,&#8221; he said on Thursday. &#8220;Her hands were like chicken&#8217;s feet.&#8221;</p>
<p>It was not until the ambulance arrived that the boy also began crying in pain.</p>
<p>Both victims were rushed to the intensive care unit at the No 1 Hospital Affiliated to Jilin University. However, Chu&#8217;s son died five hours later.</p>
<p>&#8220;He&#8217;s now at the funeral parlor. His body and teeth are black,&#8221; said the father.</p>
</blockquote>
<p>The drinks have been pulled from sale locally, a move attributed to local authorities by China Daily and to manufacturer <a href="http://chinadigitaltimes.net/china/coca-cola/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Coca-Cola">Coca-Cola</a> by The Wall Street Journal. <a href="http://online.wsj.com/article/SB10001424052970204397704577073714225104438.html"><strong>Coca-Cola insisted, however, that the product itself was not to blame</strong></a>, while The Wall Street Journal noted a similar case in 2009 in which the company was cleared of responsibility for mercury contamination:</p>

<p>Coca-Cola spokeswoman Joanna Price said Friday that authorities in Changchun, the capital of Jilin, had pinpointed two bottles of the strawberry-flavored variety of the drink as the source of the poisoning. She declined to comment on whether the drinks may have been poisoned after bottling.</p>
<p>Ms. Price said Coca-Cola tested its product line and found no other contaminated bottles. Nevertheless, Coca-Cola has pulled all Minute Maid Pulpy Super Milky drinks from shop shelves in Changchun, and the strawberry-flavored variety from the entire province.</p>
<p>&#8220;This case does not involve a product-quality issue, and government authorities are carrying out detailed investigations at this time,&#8221; a statement from the Atlanta-based company said ….</p>
<p>A young man who fell ill in 2009 after drinking a can of Sprite, a Coca-Cola brand, said he was poisoned by a chemical substance in the product. <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> said Chinese authorities who investigated the case found that mercury was added to the Sprite after its purchase, and they exonerated Coke.</p>

<p><a href="http://www.ft.com/intl/cms/s/0/827dc8fe-1c07-11e1-af09-00144feabdc0.html?ftcamp=rss#axzz1fN287O5b">Many in China appear willing to take the company at its word on this occasion</a>,  according to The Financial Times. Instead, <a href="http://the-diplomat.com/china-power/2011/12/02/return-of-chinas-milk-issue/"><strong>public anger is once again directed at China&#8217;s own food safety authorities</strong></a>. From The Diplomat&#8217;s David Cohen:</p>

<p>The Chinese public has instead turned its attention to China’s <a href="http://chinadigitaltimes.net/china/food-safety/" class="st_tag internal_tag" rel="tag" title="Posts tagged with food safety">food safety</a> administration, which issued a set of remarkably weak standards for milk in June – including, remarkably, lowering the minimum protein content of milk sold in China from 2.95 per hundred grams to 2.8 – a significant step away from the developed world standard of 3.0.  The poisoning in the Sanlu scandal was caused by <a href="http://chinadigitaltimes.net/china/melamine/" class="st_tag internal_tag" rel="tag" title="Posts tagged with melamine">melamine</a>, an industrial chemical which manufacturers used to disguise low protein contents.  The new standards also allow milk to contain as many as 2 million bacteria per milliliter, some 20 times the allowable amount in the United States and EU.</p>
<p>The sheer audacity of lowering China’s most-watched food safety standard has raised suggestions of powerful special interests – an article in The People’s Daily quoted Zeng Shouying, vice director of the <a href="http://chinadigitaltimes.net/china/dairy-industry/" class="st_tag internal_tag" rel="tag" title="Posts tagged with dairy industry">Dairy Industry</a> Committee of China Dairy Association claiming that China&#8217;s three major dairy companies exploited their advisory role in the drafting committee to remove tougher standards proposed by experts.  The Ministry of Health responded yesterday in the pages of the same paper, telling the journalist that “it was right that dairy producers, crucial to the safety of their produce, should be represented in the drafting committee.”</p>
</blockquote>
<p>A recent report by The New Yorker&#8217;s Evan Osnos illustrated the long shadow of China&#8217;s melamine scandals: trust in domestically-purchased products remains so low that <a href="http://chinadigitaltimes.net/2011/10/the-hottest-commodity-at-the-chinese-border/">mainland tourists return from Macau laden with cans of baby formula</a>.</p>
<p>Health concerns have also arisen in connection with the early withdrawal of a new Coke can in the West. TIME reports that <a href="http://newsfeed.time.com/2011/12/02/the-new-new-coke-coca-cola-ditches-white-cans-after-one-month/">the new design caused confusion between Diet and regular Coke</a>, bringing unexpected calories to dieters and potentially more serious consequences to diabetics.</p>

<p><a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a> Economy Watch, a U.S. website, on Saturday carried <a href="http://chinadigitaltimes.net/china/photos/" class="st_tag internal_tag" rel="tag" title="Posts tagged with photos">photos</a> from a report filed by Badaogou police station in Baishan, <a href="http://chinadigitaltimes.net/china/jilin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with jilin">Jilin</a> Province, reporting the collection of the bodies. This website said it obtained the photos from an anonymous blog on Chinese portal site Wangyi.</p>
<p>Badaogou police fished 53 bodies out of the Apnok (or Yalu) River following a tip-off from local residents on Oct. 3, 2003. It found three more bodies the next day. Possessions found on the bodies identified the 36 males and 20 females, including seven children, as North Korean.</p>
<p>Officers presumed that they had been all shot to death by North Korean border guards while attempting to cross the border.</p></blockquote>

<p>Translation of the document: &#8220;PRC blog carried without comment a photo, apparently reposted from bbs.163.com, of an October 2003 Jilin Province, Baishan City, Changbai Korean Nationality Autonomous County Public Security police station report of bodies found floating in the <a href="http://chinadigitaltimes.net/china/yalu-river/" class="st_tag internal_tag" rel="tag" title="Posts tagged with yalu river">Yalu River</a>. All apparently DPRK citizens: 36 men, 20 women, 7 children. According to the medical examiner&#8217;s report, all had been shot to death. According to the report, It is supposed that they were all were shot by DPRK border guards as they attempted to sneak across the DPRK &#8211; PRC border. The bodies were cremated, and the ashes stored pending instructions from higher authority. &#8221;</p>

				<content:encoded><![CDATA[<p>Winter has unquestionably arrived in northern China.  According to <a href="http://news.sina.com.cn/c/2007-11-25/100514382406.shtml">weather data from Xinhua</a>, temperatures in some northern areas have fallen by as much as 14 degrees centigrade in recent weeks.  Bitter though it may be, the icy temperatures have at least one advantage: The arrival of rime or <em>wusong</em> (ÈõæÂáá ) on the banks of the <a href="http://en.wikipedia.org/wiki/Songhua_River">Songhua River</a> in <a href="http://en.wikipedia.org/wiki/Jilin_City">Jilin City</a>. <em>Wusong</em> is a yearly phenomenon, the result of steam from nearby power plants freezing on local trees, and said to be a popular winter delicacy for domestic and foreign tourists. <a href="http://chinadigitaltimes.net/china/photos/" class="st_tag internal_tag" rel="tag" title="Posts tagged with photos">Photos</a> from <a href="http://news.163.com/07/1125/11/3U51HKE30001125A_2.html">Xinhua</a>:</p>

What follows is the story of Qu Chao, a goldfish farmer in the northeastern Chinese province of <a href="http://chinadigitaltimes.net/china/jilin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with jilin">Jilin</a>, and his attempt to lodge a complaint via the courts and through complaints procedures in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>, against local officials who, he says, sabotaged his business and deprived his family of their livelihood. The resourceful Qu is one of the first <a href="http://chinadigitaltimes.net/china/petitioners/" class="st_tag internal_tag" rel="tag" title="Posts tagged with petitioners">petitioners</a> to record their beating at the hands of provincial officials who came to <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> to bring him home.
