These unglamorous but crucial vessels can replenish men-of-war, allowing them to stay at sea for long intervals without returning to port. <p>So while China&#8217;s new carrier has certainly made huge strides in its development from being a partially completed dream of the Soviet Navy to the <a href="http://chinadigitaltimes.net/china/liaoning/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liaoning">Liaoning</a>, the ship must be considered part of the development of a larger goal — the creation of a Chinese carrier strike group. The development of such a potent and complex asset takes time. Flight crews need countless hours of training to start. Kinks in carrier operations need to be sorted out. The list could go on and on.</p>

<p>PLA Navy deputy chief of staff <a href="http://www.bloomberg.com/news/2013-04-24/china-plans-to-build-new-generation-of-bigger-aircraft-carriers.html"><strong>Song Xue gave some details of China&#8217;s future carrier plans</strong></a> the following day, announcing that the Liaoning will be joined by an <a href="http://www.globaltimes.cn/content/777117.shtml#.UXdERKL-FtY">escort of destroyers, frigates, submarines and supply ships</a>, and ultimately by a new generation of larger, domestically built carriers. From Michael Forsythe at Bloomberg News:</p>

<p>Future <a href="http://chinadigitaltimes.net/china/aircraft-carriers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with aircraft carriers">aircraft carriers</a> will carry more fighter jets than the Liaoning, Rear Admiral Song Xue told foreign military attaches yesterday in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>, according to the official <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> New Agency. The carrier was built around a Soviet-era hull and began trials at sea last year.</p>
<p>The remarks signal that the People’s Liberation Army will push ahead with a modernization plan under which defense spending has more than doubled since 2006. China has been more assertive in pressing sovereignty claims against Japan as well as <a href="http://chinadigitaltimes.net/china/vietnam/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Vietnam">Vietnam</a> and the <a href="http://chinadigitaltimes.net/china/philippines/" class="st_tag internal_tag" rel="tag" title="Posts tagged with philippines">Philippines</a> in the <a href="http://chinadigitaltimes.net/china/south-china-sea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with South China Sea">South China Sea</a>.</p>
<p>“This only adds publicly to what many believed to be the case: that the Liaoning is a training or ‘starter’ carrier and eventually China would build larger and more capable ones,” Taylor Fravel, a professor at the Massachusetts Institute of Technology who focuses on China’s relations with its neighbors, said by e-mail. “It suggests that today’s PLA is much more confident than in the past regarding its willingness to talk about future military programs.”</p>

<p>Things might have gone rather differently for the Liaoning, <em>née</em> Riga, and later Varyag. Macau gambling tycoon <a href="https://chinadigitaltimes.net/2011/05/british-aircraft-carrier-to-become-hong-kong-casino/">Stanley Ho reportedly had plans to turn it into a floating casino</a>, a fate also proposed for Britain&#8217;s retired HMS Ark Royal.</p>

				<content:encoded><![CDATA[<p>Chinese state media reports <a href="http://africa.chinadaily.com.cn/china/2013-02/05/content_16200295.htm"><strong>ninety-five people have been allegedly infected with hepatitis C after receiving injections at a local clinic in Donggang City, Liaoning</strong></a>. <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> reports:</p>
<blockquote><p>A statement from the municipal health authorities said 120 patients who had received treatment at the clinic were traced and screened for the disease, and 95 of them are suspected to have been infected with the disease, which the World Health Organization says can lead to cirrhosis of the liver and liver cancer.</p>
<p>Local authorities launched an investigation after being tipped off on January 28 that patients who had received varicose vein treatment at a privately-run clinic were suspected to have been infected with <a href="http://chinadigitaltimes.net/china/hepatitis-c/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hepatitis c">hepatitis C</a>.</p>
<p>Preliminary investigation has not ruled out the possibility of improper medical behavior of the clinic as the cause of the outbreak. Further investigation is underway. Hepatitis C is viral and is mainly transmitted through contact with contaminated blood, although it can also spread through sexual contact and from mother to child during delivery.</p></blockquote>
<p>According to AP, <a href="http://www.washingtonpost.com/world/asia_pacific/chinese-clinic-suspected-of-infecting-95-patients-with-hepatitis-c-contaminated-injections/2013/02/04/fdb80a9c-6f40-11e2-b35a-0ee56f0518d2_story.html">the tip off said that patients who had received varicose vein treatment could be infected</a>. The Global Times reports <a href="http://www.globaltimes.cn/content/760268.shtml"><strong>a doctor has been detained</strong></a>:</p>
<blockquote><p>The doctor, surnamed Xue, working as a surgeon at the clinic in the city of Donggang, was detained by local police on February 2 and is being investigated, according to sources with the city&#8217;s health bureau.</p>
<p>The clinic has been ordered to close. A further investigation is underway, the sources said.</p></blockquote>
<p>This case is reminiscent of the <a href="http://chinadigitaltimes.net/2004/03/henan-boosts-help-to-hivaids-victims-china-daily/">incident in Henan</a> where <a href="http://news.bbc.co.uk/2/hi/asia-pacific/1359670.stm">thousands of people were infected with the HIV virus after selling their blood</a>.</p>

				<content:encoded><![CDATA[<p>Late last month, premier-in-waiting <a href="http://chinadigitaltimes.net/china/li-keqiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Li Keqiang">Li Keqiang</a> declared that boosting the country&#8217;s urban population, which <a href="http://chinadigitaltimes.net/2012/01/most-chinese-are-now-urban-dwellers/">passed 50% of the total a year ago</a>, was <a href="http://english.caijing.com.cn/2012-11-29/112322258.html"><strong>China&#8217;s most promising avenue for further development</strong></a>. From Caijing:</p>
<blockquote>
<p>China has already entered the middle-income stage of development, but the development is &#8220;unbalanced&#8221;, especially when it comes to the widening gap between town and country, Mr. Li said.</p>
<p>Disparity means potential, in other words, China&#8217;s biggest potential for development in the coming decades lies in the process of <a href="http://chinadigitaltimes.net/china/urbanization/" class="st_tag internal_tag" rel="tag" title="Posts tagged with urbanization">urbanization</a>, he added.</p>
<p>[…] A UN report, titled Urban and Rural Areas 2011, predicted that nearly 70 percent of the population will live in urban areas by 2035. Over the next two decades China will build 20,000 to 50,000 new skyscrapers and more than 170 <a href="http://chinadigitaltimes.net/china/cities/" class="st_tag internal_tag" rel="tag" title="Posts tagged with cities">cities</a> will require mass transit systems by 2025.</p>
</blockquote>
<p>At The New York Times on Tuesday, however, <a href="http://www.nytimes.com/2012/12/05/opinion/how-cities-can-save-china.html?hp&amp;_r=1&amp;"><strong>Henry M. Paulson Jr. argued that China must rethink its approach to urbanisation</strong></a>.</p>
<blockquote>
<p>A flawed system of municipal finance is driving debt, <a href="http://chinadigitaltimes.net/china/corruption/" class="st_tag internal_tag" rel="tag" title="Posts tagged with corruption">corruption</a> and dissent, while unsustainable urban planning has yielded polluted cities that are destroying China’s ecosystem. Yet China’s future requires continued urbanization, which, absent a new approach, will only make the problem worse.</p>
<p>Cities can, however, be part of the solution: better urban policies can put China on a healthier path forward, economically and environmentally.</p>
<p>[…] Getting China’s urbanization right will matter to us all. Fortunately, many in China understand this, and cooperation with the <a href="http://chinadigitaltimes.net/china/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with United States">United States</a> government, corporate world and nonprofit sector, including my own research and advocacy institute, is bringing them the tools they need to prioritize design issues in their cities and adapt infrastructure plans now. These tools include instruction in sustainable practices for government leaders, public education in environmental issues and specialized training for the country’s urban planners.</p>
<p>China must adopt this new approach quickly, before vast infrastructure investment makes the current model irreversible. By 2025, China is projected to have a staggering 200 cities with populations over one million. America has just nine.</p>

<p>Widespread adoption of Paulson&#8217;s new approach may be some way off. The Financial Times&#8217; Simon Rabinovitch noted this week that <a href="http://blogs.ft.com/beyond-brics/2012/12/05/china-urbanisation-lords-of-the-ring/#axzz2EOKq0D4k">a 50-storey steel ring set to dominate Liaoning&#8217;s Shenfu New Town has attracted international derision</a> for wasting resources and adding &#8220;little to no real social value&#8221;. The Guardian&#8217;s Jonathan Kaiman reported <a href="http://www.guardian.co.uk/world/2012/dec/06/china-flatten-mountain-lanzhou-new-area?intcmp=239"><strong>a twenty billion yuan scheme to level 700 mountains on the outskirts of Gansu&#8217;s provincial capital, Lanzhou</strong></a>, despite grave doubts about the financial viability and environmental sustainability of plans for the site. <a href="http://chinadigitaltimes.net/2012/01/city-air-harmful-for-another-20-30-years/">Lanzhou was rated China&#8217;s most polluted city</a> in a 2011 air quality survey by the World Health Organisation.</p>
<blockquote>
<p>Liu Fuyuan, a former high-level official at the country&#8217;s National Development and Reform Commission, told China Economic Weekly that the project was unsuitable because <a href="http://chinadigitaltimes.net/china/lanzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Lanzhou">Lanzhou</a> is frequently listed as among China&#8217;s most chronically water-scarce municipalities. &#8220;The most important thing is to gather people in places where there is water,&#8221; he said.</p>
<p>Others also pointed to the financial risk of building a new city in the middle of the desert. &#8220;All this investment needs to be paid back with residential land revenue, and I don&#8217;t see much on returns in these kinds of cities,&#8221; said Tao Ran, an economics professor at Renmin University in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>. &#8220;If you have a booming <a href="http://chinadigitaltimes.net/china/real-estate/" class="st_tag internal_tag" rel="tag" title="Posts tagged with real estate">real estate</a> market it might work, but it seems to me that <a href="http://chinadigitaltimes.net/china/real-estate/" class="st_tag internal_tag" rel="tag" title="Posts tagged with real estate">real estate</a> in China is very, very risky.&#8221;</p>
<p>In an email interview, a China Pacific Construction Group spokeswoman dismissed criticisms of the project as unjustified. &#8220;Lanzhou&#8217;s environment is already really poor, it&#8217;s all desolate mountains which are extremely short of water,&#8221; said Angie Wong. &#8220;Our protective style of development will divert water to the area, achieve reforestation and make things better than before.&#8221;</p>

<p>Rebel Pepper comments on the vigor of recent <a href="http://chinadigitaltimes.net/china/anti-japan-protests/" class="st_tag internal_tag" rel="tag" title="Posts tagged with anti-Japan protests">anti-Japan protests</a> following Japan’s purchase of three of the Diaoyu Islands. He notes that the mob’s reaction to Japan mirrors perennial anger with the “Old Monk” (the Dalai Lama). When pro-Tibet demonstrations hounded Olympic torchbearers in 2008, Heilongjiang provincial websites were instructed to <a href="http://chinadigitaltimes.net/2012/09/censorship-vault-guiding-protests-then-and-now/">direct patriotic discussions at the “Dalai clique’s secessionist forces.”</a></p>

<p>Anti-Japan protesters can be as viciously patriotic as they wish, but they are not permitted to inject any domestic issues into their list of demands. The dispute is a convenient distraction from the evergreen problems of poverty and corruption in China. “Patriotic fervor” won’t improve people’s lives any more than a little Chinese flag will help a beggar on the street.</p>

The eye at the top represents the show’s current programming. The format change will not open anyone’s eyes.</p>

<p><a href="http://chinadigitaltimes.net/2012/09/sensitive-words-watch-brother-and-watch-uncle/">“Watch Brother” Yang Dacai lost his job after smiling at the scene of a horrific truck crash and brandishing multiple luxury watches. Consciously or not, he is now pulling other officials down with him.</a> Sinking Stone imagines a sinister Kungfu Panda, ready to pounce from his perch atop a government stamp and then hightail it to the U.S. with his green card. “What goes around comes around,” reads the caption. “<a href="http://chinadigitaltimes.net/china/official-corruption/">Who doesn’t own a few watches?</a>”</p>

<p>“Subconsciously striking you is like swatting a fly!” exclaims the cartoon version of <a href="http://chinadigitaltimes.net/china/liaoning/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liaoning">Liaoning</a> police officer Zhang Yan. Zhang and a crew of construction workers battled a farming family at the scene of a forced demolition in the town of Panjin. One villager, Wang Shujie, allegedly set himself on fire and rushed at Zhang with a sickle. <a href="http://shanghaiist.com/2012/09/26/man_dies_in_liaoning_forced-demolit.php">Zhang then says he “subconsciously fired his gun” six times, killing Wang.</a> Cradled in Zhang’s broken arm, Rebel Pepper will have none of it.</p>

				<content:encoded><![CDATA[<p>Together with the <a href="http://chinadigitaltimes.net/2012/09/18th-party-congress-to-begin-november-8th/">long-awaited announcement of a start date for the 18th Party Congress</a>, Xinhua revealed on Friday that <a href="http://news.xinhuanet.com/english/china/2012-09/28/c_131880079.htm"><strong>Bo Xilai has been expelled from the Party and will now face criminal prosecution</strong></a>:</p>
<blockquote>
<p>Investigations found that Bo seriously violated the Party disciplines while heading the city of Dalian, <a href="http://chinadigitaltimes.net/china/liaoning/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liaoning">Liaoning</a> Province and the Ministry of Commerce as well as serving as a member of the CPC Central Committee Political Bureau and party chief of <a href="http://chinadigitaltimes.net/china/chongqing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Chongqing">Chongqing</a> Municipality.</p>
<p>Bo abused his power, made severe mistakes and bore major responsibility in the <a href="http://chinadigitaltimes.net/china/wang-lijun/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Wang Lijun">Wang Lijun</a> incident and the intentional homicide case of Bogu Kailai.</p>
<p>He took advantage of his office to seek profits for others and received huge bribes personally and through his family.</p>
<p>[…] Bo had affairs and maintained improper sexual relationships with a number of women.</p>
<p>He was also found to have violated organizational and personnel disciplines and made wrong decisions in personnel promotion, which led to serious consequences.</p>
<p>The investigation also found clues to his suspected involvement in other crimes.</p>
</blockquote>
<p>The trial of Bo&#8217;s former sidekick Wang Lijun triggered <a href="http://chinadigitaltimes.net/2012/09/details-of-the-trials-of-wang-lijun/">renewed speculation that Bo would face criminal charges</a> last week. A lengthy Xinhua account of the trial described a dramatic encounter between the two men and implied that Bo had failed to act on knowledge of his wife&#8217;s crime; furthermore, Wang was said to have earned a reduced sentence by cooperating with other investigations, of which Bo seemed a likely target. <a href="http://www.businessweek.com/news/2012-09-28/bo-xilai-is-expelled-from-communist-party-referred-to-judiciary"><strong>Bo&#8217;s fate is not unprecedented</strong></a>, as Michael Forsythe wrote at Bloomberg News:</p>

<p>Bo’s is not the first case of a Politburo member to be referred to the criminal justice system. Former Beijing party chief Chen Xitong was imprisoned for <a href="http://chinadigitaltimes.net/china/corruption/" class="st_tag internal_tag" rel="tag" title="Posts tagged with corruption">corruption</a> following his 1995 Politburo expulsion and former Shanghai party boss Chen Liangyu was sentenced to 18 years in prison in 2008 for taking bribes after he was expelled from the Politburo in 2006.</p>
<p>Chen was replaced in Shanghai by <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a>, the current vice president, who is forecast to take over the top party and government positions within the next year.</p>

<p>The news about Bo was released on Friday evening at the start of the week-long National Day holiday, and announced with <a href="https://twitter.com/TomLasseter/status/251640319303614464">a cursory recitation of Xinhua&#8217;s report</a> in the number two slot on the <em>Xinwen Lianbo</em> evening news. Top billing went to <a href="http://chinadigitaltimes.net/2012/09/18th-party-congress-to-begin-november-8th/">the 18th Party Congress start date</a>: at The Wall Street Journal, <a href="http://online.wsj.com/article/SB10000872396390444712904578023884222854230.html"><strong>Jeremy Page commented on the timing of these two major stories</strong></a></p>

<p>The twin announcements from the state-run Xinhua news agency indicate that party chieftains have likely reached broad agreement on who should run the country for the next 10 years. Internal differences over how to handle the Bo case are widely believed to have delayed an announcement on when the leadership change would begin. […]</p>
<p>[…] By unveiling the accusations against Mr. Bo at the same time as the announcement of the beginning of the leadership change, party officials appear to be trying to send a signal to the country regarding corruption, the <a href="http://chinadigitaltimes.net/china/abuse-of-power/" class="st_tag internal_tag" rel="tag" title="Posts tagged with abuse of power">abuse of power</a> and the decadent lifestyles of many within the party elite—issues that have inflamed national public opinion. It also serves as an acknowledgment that the issues have become a direct challenge to the party&#8217;s hold on power.</p>

<p>At the Associated Press, Christopher Bodeen presented <a href="http://news.yahoo.com/china-says-disgraced-leader-bo-expelled-party-102144876.html"><strong>a range of views on the political motives behind Bo&#8217;s toppling</strong></a>:</p>

<p>&#8220;They want to drive a stake through the heart of his political career, and make it absolutely impossible, not only for him to reappear but for anyone else who has that idea of trying to create that sort of personalized, political, charismatic leadership in some part of China which may challenge the leadership,&#8221; Rana Mitter, professor of Chinese history and politics at Oxford University.</p>
<p>[…] Bo&#8217;s supporters called the Politburo decision a political tactic. &#8220;I have doubts on any criminal wrongdoings of Bo Xilai. I need to see the evidence,&#8221; said Han Deqiang, an economics professor at Beijing University of Aeronautics and Astronautics and a leading voice in what Chinese call the new left. &#8220;I think this is a political battle turned into a criminal one.&#8221;</p>
<p>[…] &#8220;This announcement is long overdue. This means there is some progress in the rule of law in China. There is more transparency,&#8221; said <a href="http://chinadigitaltimes.net/china/li-zhuang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Li Zhuang">Li Zhuang</a>, a formidable defense lawyer who found himself jailed in Chongqing after he accused police of extracting his client&#8217;s confession by torture. &#8220;Of course it is also political. In China, politics and law often go hand in hand.&#8221;</p>

<p><strong>Updated at 14:36 PST</strong>: Edward Wong at the New York Times <a href="http://www.nytimes.com/2012/09/29/world/asia/bo-xilai-expelled-from-chinas-communist-party.html"><strong>weighs in with more about the accusations against Bo</strong></a>:</p>
<blockquote><p>
The most serious accusations against Mr. Bo appeared to be those relating to bribes and the Heywood <a href="http://chinadigitaltimes.net/china/murder/" class="st_tag internal_tag" rel="tag" title="Posts tagged with murder">murder</a>, though no details were given. Ms. Gu was also accused of taking bribes. One Chongqing resident with government ties said officials had learned of the decision in afternoon meetings in that city; at one session, the attendees were told that Mr. Bo had taken several million renminbi in bribes and Ms. Gu had taken more than 20 million renminbi, or $3 million.</p>
<p>The Xinhua report also said Mr. Bo had violated party discipline for many years, starting with posts in the city of Dalian and Liaoning Province, continuing during a stint as commerce minister and extending through his four-year governance of Chongqing, where he was known for a so-called anticorruption crackdown and a revival of Mao-era patriotic songs through public singalongs.</p>
<p>The report also said investigators found Mr. Bo “had or maintained inappropriate sexual relationships with a number of women,” but did not give names. That line did not appear to be referring to potential criminal charges, but instead read like an attempt to soil the reputation of Mr. Bo in the eyes of ordinary Chinese. Officials in Chongqing were also told of Mr. Bo’s improper relationships, as well as those of Wang Lijun, a former police chief, and Wu Wenkang, another Bo associate in the government, said the resident, who spoke on the condition of anonymity because of a fear of official reprisal.</p>
<p>The public airing of such serious and sordid charges showed that party leaders had reached agreement that Mr. Bo had to be dealt with severely.</p></blockquote>

		<description><![CDATA[Last week, writer Lang Yaoyuan wrote on his verified Sina Weibo account that not a single publication in Liaoning Province dared publish a citizen-produced “protect the islands” advertisement. The <em>Liaoning Daily</em> explained that it “must thoroughly adhere to Xianhua News Agency’s manuscripts.” Many netizens complained, “Even patriots have to be examined and approved.” Others joked that “the facts prove the Diaoyu Islands belong to Xinhua.”

LangYaoyuan: Liaoning Papers Censor Ad: The Chinese government objected and the Chinese people protested after Japan brazenly announced its purchase of the Diaoyu Islands. Kowloon Harbor, a business on Shenyang’s Middle Road, invested over 500,000 yuan in seven print media journals in the city to publicize that “the Diaoyu Islands belong to China!” Yet not a single Liaoning newspaper published the advertisement. The <em>Liaoning Daily</em> explained that it “must thoroughly adhere to Xianhua News Agency’s manuscripts.” If the people publicize the message to protect the islands, the government must examine and approve that message.
Other Weibo users took Lang’s complaint further:

insider_outsider: Whether that ad gets published or not, they still get off. Did you see that full-page spread in a Russian paper declaring “the Kuril Islands are Russia’s?” They printed a photo of their president standing on one of the islands. Actually, my biggest question is, who in China owns the Diaoyu? It certainly isn’t me, and it certainly isn’t you. Maybe it’s “the people.” Seeing people who don’t have any property rights get this worked up makes me think they’re a little sick in the head.

He is thought to have siphoned funds from heating bills. From The New York Times:</p>
<blockquote><p>The teen killed two of her family members and six more people before fleeing, the state-run Legal Daily newspaper said. It reported he was caught but did not describe the circumstances.</p>
<p>The official <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> News Agency said the attack took place Wednesday night in <a href="http://chinadigitaltimes.net/china/liaoning/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liaoning">Liaoning</a> province. Media said the 17-year-old suspect is from Fushun city and his surname is Li. The attack happened in Yongling town.</p>
<p>Police in Xinbin county, which oversees the town, declined to comment.</p></blockquote>
<p>The state-run Global Times reported that <a href="http://www.globaltimes.cn/content/724947.shtml">one of the injured died of wounds</a> on Thursday morning, and the remaining wounded people continue to receive medical treatment amid the ongoing investigation.</p>

<p>Protesters, including children, marched holding banners that declared: &#8220;I love Dalian and reject poison&#8221; and &#8220;return me my home and garden, get out PX, protect Dalian,&#8221; according to photographs posted on <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a>, China&#8217;s version of Twitter ….</p>
<p>&#8220;A poster was put on the Internet yesterday calling people to &#8216;stroll&#8217; on Sunday morning starting from 10 a.m. on the People&#8217;s Square, near which the Dalian government is located,&#8221; a resident in Dalian, who declined to be named, told Reuters by telephone ….</p>
<p>Public distrust of the government mounted after Chinese media reported that the petrochemical plant might have been allowed to operate illegally months before it received mandatory environmental approval. According to Southern Metropolis News, the Fujia plant started full-scale production in June 2009, but it did not get the go-ahead from the <a href="http://chinadigitaltimes.net/china/liaoning/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liaoning">Liaoning</a> environmental protection bureau until April last year.</p></blockquote>
<p>On Sunday evening, <a href="http://www.reuters.com/article/2011/08/14/us-china-protests-idUSTRE77D0EK20110814"><strong>authorities announced the PX plant will be closed immediately</strong></a>, according to Reuters:</p>
<blockquote><p>Authorities in northeastern China on Sunday ordered a petrochemical plant to be shut down immediately after thousands of people demonstrated, demanding the relocation of the factory at the center of a toxic spill scare, state media said.</p>
<p>Demonstrators in the port city of Dalian, in Liaoning province, faced down a wall of police in riot gear in front of the municipal government office. Minor scuffles broke out, although there was no report of injuries among the 12,000 protesters, state news agency Xinhua said.</p>
<p>The authorities also pledged to relocate the Fujia <a href="http://chinadigitaltimes.net/china/chemical-plant/" class="st_tag internal_tag" rel="tag" title="Posts tagged with chemical plant">Chemical Plant</a>, Xinhua said, citing a statement from the municipal committee of the Communist Party and the government. The report did not say where the plant is likely to move to.

Reuters reported that Weibo searches for &#8220;Dalian&#8221; &#8220;PX&#8221; and other related terms were blocked, while reports on Twitter suggested that <a href="https://twitter.com/wlyeung/status/102581400502411264">cell phone signals in the area</a> <a href="https://twitter.com/wlyeung/status/102584776296374274">were also being blocked</a> [edit: <a href="https://twitter.com/wlyeung/status/102648082243661824">voice calls could be made, but data networks were reportedly inaccessible</a>]. Any Western criticism of these measures is likely to be met with references to <a href="http://chinadigitaltimes.net/2011/08/hadrians-firewall-xinhua-on-britains-u-turn-over-web-monitoring/">David Cameron&#8217;s proposal to control riots by restricting social media access</a>, and to <a href="http://www.washingtonpost.com/national/sf-transit-agencys-cell-phone-shutdown-shielding-commuters-or-hints-of-orwell/2011/08/13/gIQAjqbfDJ_story.html">the shutting-down of cellular phone signals on San Francisco&#8217;s BART transit system to disrupt protests</a>, both on Thursday.</p>
<p>Also on Thursday, the <a href="http://topics.scmp.com/news/china-news-watch/article/City-may-move-chemical-plant-over-spill-fear"><strong>South China Morning Post explored prospects for the plant&#8217;s relocation</strong></a>, which was already under consideration:</p>
<blockquote><p>The PX plant would make history if it became the first large, operational petrochemical project to be relocated on the mainland.</p>
<p>But given the scale of the PX plant and growing environmental awareness, analysts said it could take a long time to find another site.</p>
<p>&#8220;It will be a real test for the Dalian authorities in the face of tough choices between economic growth and the public&#8217;s well-being,&#8221; <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>-based environmentalist Ma Jun said.</p>
<p>However, he added that the relocation was unlikely to eliminate huge environmental risks posed by dozens of other large petrochemical plants in the same industrial zone in the city&#8217;s eastern suburbs.</p>
<p>Analysts noted that the Dalian government could face tough questions about who should pay for the relocation and who should be held responsible for building the PX project in the first place.</p></blockquote>
<p>The sensitivity of the threatened leak was no doubt heightened by <a href="http://chinadigitaltimes.net/2010/07/first-details-on-china-oil-spills-cause-emerge/">the large oil spill in Dalian which followed a pipeline explosion</a> last summer. The disaster led to <a href="http://www.boston.com/bigpicture/2010/07/cleaning_dalian_harbor.html">a lengthy clean-up operation</a> in which <a href="http://chinadigitaltimes.net/2010/08/photographer-captures-death-of-dalian-oil-spill-firefighter/">one local firefighter drowned in oil</a>.</p>
<p>In a landmark case in 2007, <a href="http://chinadigitaltimes.net/2011/03/after-the-salt-rush-nuclear-fears-remain/">protests forced the relocation of a planned PX plant in Xiamen</a>.</p>
