These directives were originally published on <a href="http://canyu.org/">Canyu.org</a> (Participate) and date from 2005 to 2007. According to Canyu, the directives were issued by the <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> Municipal Network Propaganda Management Office and the State Council Internet management departments and provided to to Canyu by insiders. <a title="Posts tagged with China Copyright and Media" href="https://chinadigitaltimes.net/china/china-copyright-and-media/" rel="tag">China Copyright and Media</a> has not verified the source. </em></p>

In China, the Internet enjoys relatively greater freedom than other media. Even so, three articles I posted on my blog vanished without notice. The Sina editor told me the government&#8217;s Internet monitors took them away. This also happened with my blog on the <a href="http://chinadigitaltimes.net/china/phoenix/" class="st_tag internal_tag" rel="tag" title="Posts tagged with phoenix">Phoenix</a> Web site, where sometimes I&#8217;ve not been able even to post my article. The editor at <a href="http://chinadigitaltimes.net/china/phoenix/" class="st_tag internal_tag" rel="tag" title="Posts tagged with phoenix">Phoenix</a> told me this was because of a key word search that revealed my piece, and this is also how those other articles disappeared.</p>
<p>What&#8217;s written on blogs can also lead me to news stories. Only a few days after I started my blog, someone in the city of Harbin wrote the following message to me: &#8220;It was rumored that the city government was going to shut down the water supply and people started to panic.&#8221; These words reminded me of the explosion in a refinery plant at the neighboring city about 10 days earlier and how they might have caused the river to become polluted. I checked with my local contacts, and they confirmed that the local government issued the notice but without giving a reason. I sent a crew to the scene, and the result was a big story that we broadcast long before other media were reporting about this disaster. <p><a href="http://en.wikipedia.org/wiki/News_Corporation"> News Corp. </a> will sell a 19.9 percent stake in a China-focused broadcaster to the state parent of <a href="http://en.wikipedia.org/wiki/China_Mobile"> China Mobile Ltd.</a>, the companies said in a joint statement on Thursday.</p>
<p>The stake has a market value of US$185 million, based on the last shares price close.</p>

<p>People familiar with the situation said News Corp had talked about selling all of its 38 per cent stake in <a href="http://chinadigitaltimes.net/china/phoenix/" class="st_tag internal_tag" rel="tag" title="Posts tagged with phoenix">Phoenix</a>. There is speculation that the company has not facilitated News Corp&#8217;s own expansion into China to the degree that Mr Murdoch had hoped. <a href="http://chinadigitaltimes.net/china/phoenix/" class="st_tag internal_tag" rel="tag" title="Posts tagged with phoenix">Phoenix</a> has in recent years become China&#8217;s leading commercial broadcaster, while regulators have restricted the reach of News Corp&#8217;s own <a href="http://chinadigitaltimes.net/china/star/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Star">Star</a> TV unit to upscale hotels and apartments and the southern province of Guangdong.

But on the phone that day in January, he defied the authorities and quickly approved the Zhao story, recalled the reporter, Rose Luqiu.</p>
<p>While the government <a href="/2005/01/john_ruwitch_ch.php" target="_blank">barred its own radio and television stations from reporting Zhao&#8217;s death</a>, <a href="http://chinadigitaltimes.net/china/phoenix/" class="st_tag internal_tag" rel="tag" title="Posts tagged with phoenix">Phoenix</a> led its evening newscast with her brief report. Then the station&#8217;s commentators began discussing Zhao&#8217;s legacy and whether his death might prompt new calls for political reform.
