				<content:encoded><![CDATA[<p>The blogger who released <a href="http://chinadigitaltimes.net/2012/12/what-to-make-of-chinas-sex-scandal-surge/">a sex video that brought down Chongqing official Lei Zhengfu</a> last year has refused to hand over footage of other officials despite threats of prison time for withholding evidence. Following <a href="http://chinadigitaltimes.net/2013/01/bos-influence-banished-as-trial-rumors-swirl/">a late-night visit to his Beijing home by Beijing and Chongqing police on Sunday</a>, <a href="http://www.globaltimes.cn/content/758803.shtml"><strong>Zhu Ruifeng spent seven hours in talks at a police station on Monday</strong></a>, but would not give up the material for fear of incriminating his source. From Chang Meng and Li Xiang at <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a>:</p>

<p>&#8220;I also turned down their demand for the original version of those already exposed clips, for the safety of the person from Chongqing&#8217;s <a href="http://chinadigitaltimes.net/china/police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with police">police</a> bureau who fed me the information,&#8221; said Zhu, adding that he is not ready to publish the remaining evidence, as time is needed to authenticate them.</p>
<p>The negotiations came after Zhu claimed some local officials involved in the scandal haven&#8217;t yet been netted and accused local police of a coverup and destroying evidence.</p>
<p>[…] <a href="http://chinadigitaltimes.net/china/si-weijiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Si Weijiang">Si Weijiang</a>, a Shanghai-based lawyer, told the Global Times there is no crime of withholding evidence, and that the process to compel Zhu to be a witness is not clear. The police have no right to forcibly request the evidence, he said.</p>

<p>The videos were recorded as part of an <a href="http://chinadigitaltimes.net/china/extortion/" class="st_tag internal_tag" rel="tag" title="Posts tagged with extortion">extortion</a> racket targeting a number of Chongqing officials, <a href="http://chinadigitaltimes.net/2013/01/bos-influence-banished-as-trial-rumors-swirl/">11 of whom have now been dismissed as a result</a>. Former Chongqing Party chief <a href="http://chinadigitaltimes.net/china/bo-xilai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Bo Xilai">Bo Xilai</a> and his police chief <a href="http://chinadigitaltimes.net/china/wang-lijun/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Wang Lijun">Wang Lijun</a> reportedly covered up an earlier investigation into the case. While Zhu says that his source is associated with the Chongqing police, the police now claim that he may have obtained the videos from a member of the gang itself.</p>
<p>The Washington Post&#8217;s <a href="http://www.washingtonpost.com/blogs/worldviews/wp/2013/01/28/police-hound-chinese-blogger-who-exposed-political-sex-scandal/"><strong>Wang Juan highlighted Zhu&#8217;s use of social media for protection</strong></a>:</p>

<p>Zhu’s lawyer, Li, said he believed the policemen originally intended to detain Zhu when they tried to get into his house Sunday night but were forced to change their plan once Zhu’s online posts for help and calls to Chinese and foreign media drew widespread attention.</p>
<p>[…] Before leaving his home for the police station on Monday, Zhu posted a picture online of a signed legal document. The document named several people he was officially authorizing as his <a href="http://chinadigitaltimes.net/china/lawyers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with lawyers">lawyers</a> and representatives and said that any confession or change of <a href="http://chinadigitaltimes.net/china/lawyers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with lawyers">lawyers</a> after he is imprisoned would likely be made under duress. Mindful of several recent high-profile cases in which detainees have been cut off entirely from the outside world and with their <a href="http://chinadigitaltimes.net/china/lawyers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with lawyers">lawyers</a> switched out for government-friendly ones, Zhu said in the document that the <a href="http://chinadigitaltimes.net/china/lawyers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with lawyers">lawyers</a> he named are the only ones he wants, “even if I later write a letter in blood asking for a change of <a href="http://chinadigitaltimes.net/china/lawyers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with lawyers">lawyers</a>.”</p>

<p>A euphemism for a house call from the <a href="http://chinadigitaltimes.net/china/police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with police">police</a>. Instead of demanding to be let in, the <a href="http://chinadigitaltimes.net/china/police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with police">police</a> simply pretend to be from the water utility and coerce the resident to open the door. This may also appear as 查水表 (chá shuǐbiǎo), which has the same meaning.</p>

				<content:encoded><![CDATA[<p><a href="http://world.time.com/2012/12/14/chinese-authorities-drop-subversion-case-against-laid-off-teacher/"><strong>Prosecutors have dropped charges of inciting subversion against Chen Pingfu</strong></a>, a former teacher who became a street musician in order to pay medical bills. Chen subsequently wrote more than 300 online articles about abuses by <em><a href="http://chinadigitaltimes.net/china/chengguan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with chengguan">chengguan</a></em> and <a href="http://chinadigitaltimes.net/china/police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with police">police</a>, based on his own and others&#8217; experiences. From Austin Ramzy at TIME:</p>

<p>Chen’s lawyer, He Huixin, wrote a lengthy defense of his client, citing an argument put forward in support of Chen Duxiu, a Communist Party co-founder charged with similar crimes by Chiang Kai-shek’s Nationalist regime in 1933: that criticism doesn’t necessarily equate to <a href="http://chinadigitaltimes.net/china/subversion/" class="st_tag internal_tag" rel="tag" title="Posts tagged with subversion">subversion</a>. The government’s case against Chen didn’t seem to prove that he sought to bring down the system, says [Joshua] Rosenzweig: “The underlying weakness was the underlying weakness in most inciting <a href="http://chinadigitaltimes.net/china/subversion/" class="st_tag internal_tag" rel="tag" title="Posts tagged with subversion">subversion</a> cases—the tendency to see criticism of the Communist Party and its polices as an attempt to undermine the entire political system.”</p>
<p>[…] Still, a widespread relaxation in the way China handles such sensitive cases appears unlikely. “Chinese courts don’t set precedent in the way they do in common-law jurisdictions, so the way this case is handled doesn’t necessarily bind [other] judges,” says Rosenzweig. Sadly, the Chen verdict may prove to be a rare happy outcome.</p>
</blockquote>
<p>In a previous report in September, <a href="http://world.time.com/2012/09/11/teacher-violinist-enemy-of-the-state-web-posts-spur-free-speech-debate-in-china/"><strong>Ramzy described some of Chen&#8217;s writings</strong></a>:</p>

<p>[…] Prosecutors in <a href="http://chinadigitaltimes.net/china/lanzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Lanzhou">Lanzhou</a> identified 34 in particular as evidence of the charge of inciting subversion. The titles include “I Can’t Bear Humiliation in Silence,” “The Call to Overthrow the Dictators Has Sounded” and “I Want Freedom, Respect and to Live Like a Normal Person.” They all bear the distinct voice of an educated man who once held a respected position in society enraged by the abuse he endures as an outcast hustling for a living on the streets. “Yesterday I saw a gang of fierce, imposing chengguan who drove away a middle-aged shoeshine man,” he wrote in a 2010 essay called “A Weasel Serves the Chickens.” “That shoeshine man wasn’t doing anything to inconvenience pedestrians, so why did they drive him off? If it weren’t for family difficulties or a lack of money, who would subserviently shine shoes like that?”</p>
<p>Chen places much of the blame for the injustices he faced on authoritarian system, and by endorsing the <a href="http://chinadigitaltimes.net/china/arab-spring/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Arab Spring">Arab Spring</a> last year he made himself a target for the crackdown that followed in China. In an essay from February 2011, titled “Study the Egyptians, We Don’t Want to Be Fooled Again,” he wrote, “I’m convinced that if we didn’t have the [Communist] Party’s leadership, this society would finally be harmonious and peaceful.” […]</p>

<blockquote><p>On the evening of August 22, 2012, the Taiyuan Municipal Police Department in Shanxi Province launched a “provincial capital public security and public incident prevention and control combined patrol demonstration” at the Taiyuan Coal Business Center.</p>
<p>The combined patrol officially started at 8 p.m. Taiyuan’s <a href="http://chinadigitaltimes.net/china/armed-police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Armed Police">armed police</a>, patrol police, special police, traffic police and all other divisions and units formed an all-weather, all-terrain 103-unit strong “golden shield” patrol squad. Despite this, and <a href="http://chinadigitaltimes.net/2012/07/sichuan-environmental-protest-turns-violent/">in contrast with recent protests in Shifang</a>, police appear so far to have reacted with considerable restraint <strong>[See update below]</strong>. <a href="http://offbeatchina.com/another-nimby-protest-that-swept-the-local-government-and-stripped-a-mayor-may-mark-the-new-era-of-grassroots-activism-in-china"><strong>This has been commended by some netizens</strong></a>, including one quoted by Offbeat China:</p>

<p>&#8220;[The mayor] didn’t call for tear gas or tanks to crack down the protesters. It’s an improvement. This mayor deserves some applause. Even better, he immediately announced that the project was permanently canceled.&#8221;</p>

<p>A local resident told <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a> on Thursday, however, that <a href="http://www.globaltimes.cn/content/723643.shtml"><strong>efforts to resolve the situation by other means had already proven unsuccessful</strong></a>:</p>

<p>&#8220;We have applied for a protest permit but the local government has refused to approve it. We will still walk the streets to express our opinion,&#8221; Gu [Bin] said, adding that the government has also refused repeated request to make public the environmental assessment report.</p>

<p><strong>[Updated at 16:40 PST]</strong>: At The New York Times, <a href="http://www.nytimes.com/2012/07/29/world/asia/after-protests-in-qidong-china-plans-for-water-discharge-plant-are-abandoned.html"><strong>Jane Perlez explains the Qidong protests’ context</strong></a>:</p>
<blockquote>
<p>The city is part of the vast Yangtze Delta region that has been an engine of China’s manufacturing power in the past decade.</p>
<p>Last year, Qidong was connected to Shanghai by a nearly 40-mile-long bridge, making the local economic enterprise zone, established by the local government to attract business, even more appealing to investors.</p>
<p>One of the most profitable industries in Qidong is the exporting of fish, including processed lobster and shrimp, to the United States. The city boasts freezers certified by the European Union for the export of fish to Europe.</p>
<p>Some of the protesters argued that the wastewater plant would discharge effluent into the sea and harm the fishing industry. But most seemed to be concerned about drinking <a href="http://chinadigitaltimes.net/china/water/" class="st_tag internal_tag" rel="tag" title="Posts tagged with water">water</a>.</p>

<p>Reports circulated on Saturday evening of a crackdown in Qidong. A <a href="http://news.yahoo.com/photos/world-events-slideshow/protester-stands-front-lines-riot-police-officers-saturday-photo-150028844.html">dramatic photograph by the AP’s Eugene Hoshiko showed massed riot police</a> in place of the conventionally uniformed officers pictured earlier in the day. These <a href="http://www.google.com/hostednews/ap/article/ALeqM5jzrLg-ZDSxAHHmmwoujvYyvY26TA?docId=1e702f9377314a7cae6140f41d71303f">armoured police reportedly arrived late on Saturday</a> to guard government offices.</p>

<p>At TIME, <a href="http://world.time.com/2012/07/28/environmental-protest-blocks-wastewater-pipeline-near-shanghai/#ixzz21xP25AWe"><strong>Austin Ramzy suggested that the violence could prompt harsher responses to future protests elsewhere</strong></a>, even as the pipeline’s cancellation encourages others to take their complaints to the streets.</p>
<blockquote>
<p>The success in blocking the pipeline project in Qidong will undoubtedly inspire further <a href="http://chinadigitaltimes.net/china/environmental-protests/" class="st_tag internal_tag" rel="tag" title="Posts tagged with environmental protests">environmental protests</a> around the country, just as the success of the <a href="http://chinadigitaltimes.net/china/shifang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shifang">Shifang</a> protest earlier this month inspired demonstrators in Qidong. But the scenes of violence and officials humiliated and injured in the streets could also heighten authorities’ fears of activism, and may lead to tough measures to dampen future protests.</p>
<p>“Whenever you have any violent confrontations, people may feel the repercussions politically,” says Dali Yang, an expert on Chinese politics at the University of Chicago. “But I do think it will stimulate reflection in terms of public policy making, particularly for those kinds of projects that affect many people, to allow for public comment. Having public participation is extremely important, and things would have not have gone this far in Qidong if they had done so.”</p>

<p>Having failed to satisfy the public through engagement, the local government instead tried to head off the protests with mass text messaging. (Their systems for this are apparently <a href="http://chinadigitaltimes.net/2012/07/heavy-rain-kills-at-least-37-beijing/">more advanced than the Beijing Meteorological Bureau’s</a>.) Tea Leaf Nation <a href="http://tealeafnation.com/2012/07/massive-protest-near-shanghai-scuttles-wastewater-pipeline/"><strong>translated some of these warning messages</strong></a>:</p>
<blockquote><p>“Dear parents, after receiving instructions from superiors, we ask that, in order to maintain a harmonious and stable environment in Qidong, you do not organize, participate in, support or stand around to watch the group protests that have no permission from the government. We ask this so that you do not suffer any unnecessary harm! We ask that you cooperate! After you receive this please respond promptly with ‘Child’s name+Name of guardian+Acknowledgement+Guarantee to not organize, participate in, support or stand around to watch.’ We thank you for your understanding of our work.”</p></blockquote>
<blockquote><p>“All Students: We hope that during the summer you will respect and follow the law, obey traffic regulations, watch out for your personal safety, finish your summer schoolwork; with regard to that certain movement organized by society persons, strictly adopt the stance of not being curious, not participating, not supporting, not standing around to watch. Have a cultured, safe and meaningful summer vacation. Zhegui [Middle] School Administration.”</p></blockquote>
<p>Local authorities have not received all the blame, however. Those of the protesters who turned to violence and vandalism have prompted deep unease among observers. <a href="http://home.wangjianshuo.com/archives/20120728_hottest_weibo_ever.htm"><strong>Jian Shuo Wang, for example, wrote on Weibo</strong></a> (<a href="http://sinocism.com/?p=5834">via Bill Bishop at Sinocism</a>):</p>

<p>Seeing the development of the situation today, felt the pain. We crossed the line, seriously crossed the line, and started a bad beginning, not as restrained as Xiamen [the site of <a href="http://chinadigitaltimes.net/2007/07/lesson-embedded-in-xiamen-protests-taiwan-news/">protests against a PX plant in 2007</a>]. If you use violence to get what you want, you will get addicted to violence. Other party’s wrong deed is not the reason of your own wrong deed. Right goal always cannot prove the rightness of process. If we continue to follow the current thinking too far, China may enter into the next terrible violence-ruled circle.</p>

				<content:encoded><![CDATA[<p>The New York Times&#8217; Edward Wong relates a series of conversations with &#8220;<a href="http://chinadigitaltimes.net/2011/10/i-dont-feel-powerful-at-all-ai-weiwei-ranked-most-powerful-figure-in-art-world/">the world&#8217;s most powerful artist</a>&#8221; <a href="http://www.nytimes.com/2012/05/27/world/asia/first-a-black-hood-then-81-captive-days-for-artist-in-china.html?_r=1&amp;smid=fb-share"><strong>Ai Weiwei, detailing his 81-day detention last year</strong></a>.</p>

<p>The policeman yanked the black hood over <a href="http://chinadigitaltimes.net/china/ai-weiwei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ai Weiwei">Ai Weiwei</a>’s head. It was suffocating. Written in white across the outside was a cryptic phrase: “Suspect 1.7.”</p>
<p>At the rear of a white van, one policeman sat on each side of Mr. Ai, China’s most famous artist and provocateur. They clutched his arms. Four more men sat in the front rows.</p>
<p>“Until that moment I still had spirit, because it didn’t look real,” Mr. Ai said. “It was more like a performance. Why was it so dramatic?”</p>
<p>On the morning of April 3, 2011, the policemen drove Mr. Ai, one of the most outspoken critics of the Communist Party, to a rural detention center from <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> Capital International Airport, where Mr. Ai had planned to fly to <a href="http://chinadigitaltimes.net/china/hong-kong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hong Kong">Hong Kong</a> and <a href="http://chinadigitaltimes.net/china/taiwan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Taiwan">Taiwan</a> on business. So began one of the most closely watched human rights dramas in China of the past year.</p>
