At the highest level, there is the Central <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">Propaganda</a> Department, which ensures that media and cultural content follows the official line as mandated by the <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a>.  Then there is  the State Council Information Office (<a href="http://chinadigitaltimes.net/china/scio/" class="st_tag internal_tag" rel="tag" title="Posts tagged with SCIO">SCIO</a>), which has established &#8220;Internet Affairs Bureau&#8221; to oversee all Websites that publish news, including the official sites of news organizations as well as independent sites that post news content. </p>
<p>Recently, the ninth session of the 2009 SCIO Internet News Work Training Session just finished in Beijing. All participants are top editors and managers of major news websites in China. The trainers include:</p>

<p>Soon after the training finished, one of the participants released her notes from this session online. CDT has translated the entire collection of notes from this 2009 SCIO Internet News Work training session; in total there are eight articles, which we will publish consecutively in coming days. <p>A.	Introduction to the Central Government <a href="http://chinadigitaltimes.net/china/social-stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social stability">Social Stability</a> Preservation Office.  The Central Government <a href="http://chinadigitaltimes.net/china/social-stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social stability">Social Stability</a> Preservation Office is an organ within the Communist Party Central Committee that conducts discussions and provides coordination.<br />
B.	The current state of social stability: Our nation is still engaged in a long term struggle with hostile forces in the West which seek to break apart and westernize China.  Domestically, our country is still in a critical stage of its reforms.<br />
C.	Currently, our country’s main internal contradictions (conflicts) are:<br />
i.	Mass incidents caused by changes in businesses.<br />
ii.	Problems with ex-members of the armed forces.  The central government requests: they must be well taken care of, every effort must be made to resolve their difficulties, and it is necessary to prevent them from being used by hostile forces.<br />
iii.	Irregularly petitioning for redress.  It is the right of citizens to petition higher levels of government; however, using irregular means of petitioning for redress influences social stability.<br />
iv.	Large scale mass incidents caused by demolitions and the taking of rural land.<br />
v.	Large scale mass incidents caused by serious criminal activity.  For example, multi-level marketing schemes and illegal fundraising.<br />
D.	The challenges to social stability brought by the widespread use of the internet.</p>

　　一、对中央维稳办的介绍，中央维稳办是中央的议事协调机构。<br />
　　二、我国当前社会稳定的形式。我国仍长期面对西方敌对势力对我国的分化和西化的斗争。从国内来看，我国正处在改革的攻坚阶段。<br />
　　三、我国目前主要的人民内部矛盾：<br />
　　1、因企业改制引发的群体性事件<br />
　　2、部队退役人员问题。中央要求：要善待他们，要千方百计解决他们的困难，要防止敌对势力利用他们。<br />
　　3、非正常上访。越级上访也是公民的权利，但是采取非正常手段的上访就会对社会稳定造成影响。<br />
　　4、因房屋拆迁、农村征地引发的大规模群体性事件。<br />
　　5、涉重刑犯罪引发的大规模群体性事件。如传销和非法集资等。<br />
　　四、互联网的广泛应用对维护稳定提出挑战。</p>

<p>Content of the lesson:<br />
A.	First, explain the changes in humankind’s information environment by using the examples of Google Earth, Renlifang* etc.  Explain the importance of Internet information.<br />
B.	What is “the news?”  The news is information that gets derailed from the normal course of events; it is information that breaks from one’s normal expectations.  The news is a type of information; people need this kind of information to direct their lives.  The news will always be based on a concept of contrast.<br />
C.	Suggestions for internet news providers: fully understand the country’s situation, master the skills and science of reporting, improve the depth of information provided.<br />
D.	Important points on the language used in news reporting<br />
i.	Use concrete nouns; don’t use general words.  For example, if you know that the news story involves apples, then definitely don’t write “fruit.”<br />
ii.	Use adjectives carefully.  Don’t use adverbs.  It’s best not to use phrases such as “deeply touched.”<br />
iii.	Use action verbs, make the place described come to life.<br />
E.	It is very important to specify the source of the news item.<br />

Unless it is common sense, one must clarify the source of information that one does not see with one’s own eyes.  Do not use anonymous sources.  If unclear about the veracity of news information, one must find at least two impartial sources to check the veracity of the information.</p>

　　三、对网络新闻实务的建议：全面了解国情、掌握科学的新闻技术、强化提供深度信息的意识。<br />
　　四、新闻用语的注意要点：<br />
　　1、使用具体名词，不使用概括性词语。如，已知新闻里有苹果，那就绝对不要写水果。<br />
　　2、谨慎使用形容词，不使用副词。“深深地”感动这样的说法最好不要用。<br />
　　3、使用行为动词，使描述的场面生动。<br />
　　五、交待新闻来源很重要。<br />
　　除非属于常识，否则必须交待你没有亲眼看到的东西的出处。不使用匿名来源。对新闻的真实性不确定，必须找到与新闻事件无利害关系的两个以上信息来源对新闻进行核实。</p></blockquote>

Then there is  the State Council Information Office (SCIO), which has established &#8220;Internet Affairs Bureau&#8221; to oversee all Websites that publish news, including the official sites of news organizations as well as independent sites that post news content. </p>
<p>Recently, the ninth session of the 2009 SCIO <a href="http://chinadigitaltimes.net/china/internet-news/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Internet news">Internet News</a> Work Training Session just finished in Beijing. All participants are top editors and managers of major news websites in China. The trainers include:</p>

<p>A.	The importance of online news media:<br />
B.	How online news media can become part of the mainstream media<br />
The mainstream media has three characteristics: it has [the attention of] the masses, it effectively broadcasts information, and it has mainstream values.  Online news media cannot become part of the mainstream media because it lack mainstream values.  A Marxist approach to the news is theory underlying the success of the mainstream media.<br />
C.	The current points of focus of Internet news: government credibility, patriotic enthusiasm, protection of social property, and debates over morality.<br />
D.	Internet news media must also persist in upholding Party principles:<br />
i.	Persist in correctly guiding public opinion, improve [their] ability to guide public opinion.<br />
ii.	Serve the people, serve socialism.<br />
iii.	Persist in truthfully reporting the news.<br />
iv.	Persist in managing website as politicians.<br />
v.	Stay close to real life, stay close to reality, stay close to the masses.</p>

Long term: the world is becoming more multi-polar, the economy is becoming more globalized, high technology is developing quickly, competition between countries is becoming more and more fierce on all levels.<br />
Short term: the influence and impact of the international credit crisis<br />
D.	The state of the country<br />
Long term: there are more and more problems that have arisen since the country began developing.<br />
Short term: China’s influence on the international community has grown, [China] has also increasingly come under attack<br />
E.	The state of the Party<br />
There have appeared within the Party new circumstances and duties to which it is not well suited and which are not in accord with the nature and purpose of the Party.<br />
F.	Means of resolution: persist in reform and innovation, increase the Party’s vigor, persist in the Party’s [sole] governance of the Party, strictly govern the Party.</p>

At the highest level, there is the Central <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">Propaganda</a> Department, which ensures that media and cultural content follows the official line as mandated by the CCP.  Then there is  the State Council Information Office (<a href="http://chinadigitaltimes.net/china/scio/" class="st_tag internal_tag" rel="tag" title="Posts tagged with SCIO">SCIO</a>), which has established &#8220;Internet Affairs Bureau&#8221; to oversee all Websites that publish news, including the official sites of news organizations as well as independent sites that post news content. </p>
<p>Recently, the ninth session of the 2009 SCIO Internet News Work Training Session just finished in Beijing. All participants are top editors and managers of major news websites in China. The trainers include:</p>

<p>Soon after the training finished, one of the participants released her notes from this session online. CDT has translated the entire collection of notes from this 2009 SCIO Internet News Work training session; in total there are eight articles, which we will publish consecutively in coming days. A.	The media’s reporting of Obama’s visit to China was very unprofessional<br />
i.	China-U.S. relations are very complicated; one should not mechanically apply the word “harmonious.”<br />
ii.	China and the U.S. have not declared that they will establish a “relationship as partners.”<br />
iii.	Not only did the online media simply say good words and select nice sounding articles to reprint, it even republished an article from a small Spanish newspaper.<br />
iv.	There was no in-depth background analysis; there was only surface level policy explanation.<br />
v.	It was announced that Premier Wen does not approve of the phrase “Group of Two”*.  However, the U.S. has never used the “Group of Two” concept.<br />
vi.	There were no prominent articles about important views raised by Obama.<br />
B.	The actual power gap between China and the U.S. is still quite large.  This can be seen by the following:<br />
i.	National strength in many areas.   [The U.S.] is strong and in the lead in more than one area.<br />
ii.	Ability to resolve problems, for example the Somali pirates that captured Chinese sailors.<br />
iii.	 Ability to mobilize the international community, having countries within their sphere of political influence.<br />
iv.	The power of a great nation to influence with words, ability to create solutions to resolve issues.<br />
C.	The media creates the viewpoint with which Chinese people see the world.  The greatest security challenge facing China comes from within.  The increase in China’s power actually comes from systemic transformations.  Online news media must pay close attention to China’s domestic problems.  The advantage of America compared to China is that it has mature institutions that have gradually developed through a lengthy process.  Therefore, China compared to America is an “unrefined” great nation.<br />
D.	The success of Obama’s visit to China does not lie in smiling photo-ops, but in the following areas:<br />
i.	China and the U.S. are both continually pushing forward mechanisms to oversee relations between the two countries.<br />
ii.	China and the U.S. created new measures with which to solve problems.<br />
iii.	China and the U.S. displayed new enthusiasm and vision.<br />
E.	Problems that China must avoid on its road to development<br />
i.	Avoid becoming like Japan<br />
During World War II, Japan impulsively attacked Pearl Harbor, anxious to fight a decisive battle.  The result was that it became an occupied territory.<br />
ii.	Avoid becoming like Latin America<br />
When Latin American countries began developing, they did whatever the U.S. told them to do.  They lacked a concept of self-sovereignty.  This caused their domestic economies to be hollow; their economic prosperity was unable to be lasting.<br />
F.	Conclusion: the real “world superpower” emerges through waiting.  As long as you make few mistakes, others will “give you” a chance.</p>
<p>* “Group of two”, or G-2 (Chinese: liang guo ji tuan), is a concept introduced by former U.S. National Security Advisor Zbigniew Brzezinski&#8217;s.  It implies a U.S.-China convergence of interests, and a relationship whereby the two countries regulate the world economy.</p>

　　一、媒体对此次奥巴马访华的报道很不专业：<br />
　　1、中美关系很复杂，根本不能套用“和谐”这个词。<br />
　　2、中美并未宣布建立“伙伴关系”。<br />
　　3、没只说好话，只挑好听的转载，甚至一家西班牙的小报都转载。<br />
　　4、没有深入的背景分析，只有表面的政策解读。<br />
　　5、宣扬温总理说不赞成两国集团，但是美国从来没有提过“两国集团”这种概念。<br />
　　6、对奥巴马提出的重要观点并没有突出报道。<br />
　　二、中美的真实实力差距仍然很大，主要体现在以下几个方面：<br />
　　1、综合国力。不光是一方面的强大和领先。<br />
　　2、解决问题的能力，比如对绑架中国船员的索马里海盗。<br />
　　3、国际的动员能力，有多少国家围着你转。<br />
　　4、大国话语的影响力，解决方案的制造能力。<br />
　 　三、媒体在给中国人创造看待世界的观念。中国所面临的最大安全挑战是来自内部，中国实力的提高其实是来自体制的转型，网络媒体要关注中国的国内问题。美 国与中国相比，优势是有一个成熟的机制，这是其长期发展的过程中渐渐形成的。所以，与美国相比，中国只是一个“粗糙”的大国。<br />
　　四、奥巴马访华的成功之处，不在于双方的笑脸相迎，而是以下几个方面：<br />
　　1、中美双方正在不断地推进对彼此关系的管理体制。<br />
　　2、中美双方创立了新的解决问题的办法。<br />
　　3、中美双方展示了新的热情和眼光。<br />
　　五、中国发展道路上必须避免的问题：<br />
　　1、避免日本化。<br />
　　日本二战时一时冲动攻击美国珍珠港，急于与人决斗，于是沦为被占领地。<br />
　　2、避免拉美化。<br />
　　拉美国家开始发展的时候什么都听美国的，没有自主意识，造成民族经济的空洞化，经济繁荣不能持久。<br />
　　六、总结：真正的世界“老大”是等出来的，只要你少犯错误，别人就会“给你”机会。</p>

<p>1, Commercial websites must understand that it is the government that protects the development of domestic websites.  If the Chinese internet didn&#8217;t have <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a>, then Yahoo would have free rein; if there were no Baidu, then Google would have free rein; if there were no QQ, then MSN would have free rein.  All of this is because the government is intentionally fostering domestic enterprises.</p>
<p>2, Key news websites and commercial websites should unify their thinking, they should learn to think politically.</p>
<p>Criticize Sina for not thinking politically; when reporting on Obama&#8217;s visit to China, they played without authorization a video of Obama speaking in Shanghai.   </p>
<p>The most important part of Obama&#8217;s visit to China was his speech in Shanghai.  The format of this speech was different than the speech format used by past U.S. presidents when visiting China.  It was specially designed by the U.S. government to enlarge Obama&#8217;s personal influence. </p>
<p>Before Obama visited China, America and China negotiated that websites and television stations would broadcast the event.  China accepted their request; however, live television coverage was to be limited to Shanghai area television stations. </p>
<p>These measures were implemented to accord with the <a href="http://en.wikipedia.org/wiki/Central_Committee_of_the_Communist_Party_of_China">Party&#8217;s Central Committee</a>&#8216;s desire that people become enthused about China-U.S. relations rather than be enthused about Obama. </p>
<p>Providing a video of Obama&#8217;s speech without authorization was done for Sina&#8217;s commercial interest and was not done for the nation&#8217;s interest.  In order to gain a little, a lot was lost. </p>
<p>Criticize Netease for going after sensational stories and not doing a good job of directing public opinion.  [Netease's] international news headlines are always things like “New York Mayor Bloomberg Receives Annual Salary of $1”, “Black American Becomes Mayor”, “American Youth Becomes Mayor”.  These headlines are sensationalist and cast aspersions [on the Chinese government].  [Netease] has set the wrong direction for public opinion and has not properly fulfilled its role as a guide [of public opinion].</p>
<p>3, Each web organization gets a perfect score for their reporting of the 60th Anniversary National Day celebrations.  Liu Yunshan [head of the Central Propaganda Department] has given his comment as evaluation: &#8220;it cannot be done better.&#8221;  This is a classic example of the Internet positively guiding public opinion.  I praise everyone&#8217;s work and express thanks to each website.</p>
<p>4, As for my expectations and hopes for everyone: magnify positive news stories; to the extent possible don&#8217;t report negative news stories.  The Internet media should not be influenced by the Western media which thinks bad news is good news.</p>
<p>4.[sic] I&#8217;d like to recommend a few books to everybody, and hope that all Internet news editors can take a look at them.</p>

<p>5,  Conclusion:  China&#8217;s Internet media is only ten years old.  It is understandable that some mistakes will be made; however, I hope that everyone can soon become more seasoned in their work.</p>
<p>一、商业网站要明白是政府在保护国内网站的发展。中国的互联网没有新浪，就是雅虎的天下；没有百度，就是谷歌的天下；没有QQ，就是MSN的天下。而这都是政府在有意扶植民族企业。<br />
　　二、重点新闻网站和商业网站要统一思想，要学会讲政治。</p>
<p>　1、批评新浪不讲政治，在报道奥巴马访华的新闻时，擅自放奥巴马在上海演讲的视频。</p>
<p>　　奥巴马访华最重要的部分就是上海演讲，这次的演讲形式不同于以往的美国总统访华的演讲，是美国政府刻意设计的，为了扩大奥巴马的个人影响。</p>
<p>　　奥巴马访华之前，美方和中方交涉要求网站和电视进行转播，中方同意了他们的要求，但是电视直播只在上海地方电视台进行。</p>
<p>　　这些措施是为了符合中央的要求，即要形成中美关系热，而不是奥巴马热。</p>
<p>　　新浪擅自在提供奥巴马演讲视频，是为了自己的商业利益，不是为了国家利益，因小失大，得不偿失。</p>
<p>　　2、批评网易热衷猎奇不做好的舆论引导。国际新闻头条总是放&#8221;纽约市长布隆伯格年薪1美元&#8221;、&#8221;美国黑人当市长&#8221;、&#8221;美国少年当市长&#8221;这样的大惊小怪而又有所影射的标题。舆论导向错误，没有起到正确的引导作用。</p>
<p>　　三、国庆60周年的报道，各网都可以获得一百分。刘云山评价：达到了极致。这是互联网正面引导舆论的典型成绩。表扬大家的表现，并向各网站表示感谢。<br />
　　四、对大家的要求和希望：放大正面新闻，尽可能不报道负面新闻。互联网媒体不能受西方媒体的影响，以为坏消息就是好新闻。<br />
　　四、推荐给大家的几本书，希望所有的网络新闻编辑都看一下。<br />
　　1、亨廷顿《变化社会中的政治秩序》<br />
　　2、勒庞《乌合之众》<br />
　　3、赵汀阳《世界制度哲学导论》<br />
　　五、总结：中国网络媒体才10岁，犯错误也是可以理解的，但是希望大家早点成熟起来。</p></blockquote>

At the highest level, there is the Central <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">Propaganda</a> Department, which ensures that media and cultural content follows the official line as mandated by the <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a>.  Then there is  the State Council Information Office (SCIO), which has established &#8220;Internet Affairs Bureau&#8221; to oversee all Websites that publish news, including the official sites of news organizations as well as independent sites that post news content. </p>
<p>In July 5, 2006, the director of the State Council Information Office (SCIO) <a href="http://www.meitiren.com/thread-7247-1-9.html">publicly told the Chinese media</a> that in order to strengthen the monitoring and control of Internet content, one of the necessary measures is to invest in capacity-building through training programs for editors and managers of all the major websites.  These training programs had been systematized even before the SCIO&#8217;s announcement.  Many of these training programs were carried out by News and Communication Schools in Chinese universities; some of them are organized through various official media themselves, but the highest level training program has been one organized by the State Council Information Office itself.  In 2005, SCIO organized 10 such training sessions, and this system has continued over the last four years.</p>
<p>Recently, the ninth session of the 2009 SCIO <a href="http://chinadigitaltimes.net/china/internet-news/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Internet news">Internet News</a> Work Training Session just finished in Beijing. All participants are top editors and managers of major news websites in China.  Trainers are:</p>

<p>Soon after the training finished, one of the participants released her notes from this session online, and they have been <a href="http://www.google.com/search?hl=en&#038;client=safari&#038;rls=en&#038;q=%22国新办网络局培训班学习材料%22&#038;aq=f&#038;oq=&#038;aqi=">quickly circulating through Chinese cyberspace.</a> The Internet police has been rapidly deleting copies of the notes and netizens&#8217; comments on them.  </p>
<p>CDT has translated the entire collection of notes from this 2009 SCIO Internet News Work training session; in total there are eight articles, which we will publish consecutively in coming days.  CDT would like to thank the translator, who wishes to remain anonymous. Here is the first article: </p>

<p>Li Wufeng, Bureau Chief of the State Council Information Office Internet Affairs Bureau</p>
<p>Main points of the lecture:</p>
<p>1, Without media hype there will not be popular internet expressions; if the news is reported in an orderly way, then online public opinion will be harmonious and orderly.  It is extremely important to safeguard the orderly dissemination of online news.</p>
<p>2. Currently, the online republishing of news stories has the following major problems:</p>
<p>    2.1 Republishing articles from small papers and publications, even republishing articles from the foreign press.</p>
<p>    2.2 The online news phenomenon of “news laundering”* is still serious.  Sometimes standard news sources do not even carry the story [that the republishing source claimed the standard news source published].</p>
<p>    2.3 Intentionally posting unpermitted content on interactive interfaces (forums, blogs).</p>
<p>    2.4 Small newspapers and websites republish each others&#8217; stories, creating media hype.  For example, the Deng Yujiao incident** and the Hangzhou street race case***.</p>
<p>3, The issues created by these problems are extremely serious.  The following are some of the major problems caused:</p>
<p>    3.1 Little incidents are hyped into big issues.</p>
<p>    3.2 It breeds a base and vulgar culture.</p>
<p>    3.3 It seriously influences the direction of public opinion.</p>
<p> 4, In response to the above issues, the next step is to vigorously take measures to protect the orderly republication of news stories.</p>
<p>    4.1 Improve training, protect the orderly dissemination of online information.</p>
<p>    4.2 Each website must improve its internal mechanisms; it is the station of a news editor to be responsible.</p>
<p>    4.3 The agencies in charge of supervision must improve their monitoring and inspection.</p>
<p>    4.4 Move forward in perfecting a republication system; clearly establish the source of republished articles.</p>
<p>In addition: a list (version three) of news media organizations from which articles can be copied is currently being organized and discussed.  It will be made available as soon as possible. </p>
<p>* “News laundering” (xi gao) is a term coined to describe a situation in which a news organization is unable or unauthorized to be the first to publish a certain item of news, and consequently finds another news organization to first post the news.  When the news has been posted by the second news organization, the first news organization will republish the news citing the second news organization.</p>
<p>**  The Deng Yujiao incident refers to a case in which a young woman claimed that she stabbed a Party official in self defense after he solicited sex. <p>*** The Hangzhou street race case refers to a case in which a wealthy young man, Hu Bin, struck and killed another young man, Tan Zhuo as Hu was speeding in Hangzhou.  Hu Bin was later convicted, after the case aroused a great deal of online discussion about the role of wealth in judicial proceedings.</p>

　　发言要点：<br />
　一、没有新闻的炒作，则不会有网络流行语；新闻报道有序，则网上舆论和谐有序。维护好网上新闻传播秩序十分重要。<br />
　　二、当前网络新闻转载主要存在以下问题：<br />
　　1、转载小报小刊的文章，甚至是境外媒体的。<br />
　　2、新闻网站“洗稿”现象严重，某些新闻标准的新闻来源并没有该新闻。<br />
　　3、有意在互动栏目（论坛、博客）贴发违规内容。<br />
　　4、小报和网站相互转载炒作事件。如邓玉娇事件，杭州飙车案。<br />
　　三、而这些问题造成的影响也极其严重，主要有以下几点：<br />
　　1、把小事情炒作得很大。<br />
　　2、助长恶俗文化和恶搞文化。<br />
　　3、舆论导向会受到严重影响。<br />
　　四、针对以上情况，下一步要积极采取措施，维护网上转载秩序。<br />
　　1、加强培训，维护网上信息传播秩序。<br />
　　2、各网站要加强自我建设，新闻编辑上岗必须责任制。<br />
　　3、监管机构要加强巡查检查。<br />
　　4、进一步完善转载制度，明确转载稿源。<br />
