				<content:encoded><![CDATA[<p>At MIT Technology Review, <a style="font-weight: bold;" href="http://www.technologyreview.com/featuredstory/511051/inside-chinas-genome-factory/">Christina Larson profiles the world&#8217;s most prolific DNA sequencer, BGI-Shenzhen</a>, which has unravelled the genomes of the <a href="http://chinadigitaltimes.net/china/rice/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rice">rice</a> plant and the <a href="http://chinadigitaltimes.net/china/giant-panda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with giant panda">giant panda</a>, contributed to the international Human Genome Project, and isolated Tibetans&#8217; genetic adaptation to life at high altitudes. The budding &#8220;bio-Google&#8221; is now collaborating with Danish, American and British research into obesity, autism and intelligence, and with the Children’s Hospital of Philadelphia on medical DNA analysis.</p>

<p>BGI-<a href="http://chinadigitaltimes.net/china/shenzhen/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shenzhen">Shenzhen</a>, once known as the <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> Genomics Institute, has burst from relative obscurity to become the world’s most prolific sequencer of human, plant, and animal DNA. In 2010, with the aid of a $1.58 billion line of credit from China Development Bank, BGI purchased 128 state-of-the-art DNA sequencing machines for about $500,000 apiece. It now owns 156 sequencers from several manufacturers and accounts for some 10 to 20 percent of all DNA data produced globally. So far, it claims to have completely sequenced some 50,000 human genomes—far more than any other group.</p>
<p>BGI’s sheer size has already put Chinese gene research on the map. Those same economies of scale could also become an advantage as comprehensive gene readouts become part of everyday medicine. The cost of DNA sequencing is falling fast. In a few years, it’s likely that millions of people will want to know what their <a href="http://chinadigitaltimes.net/china/genes/" class="st_tag internal_tag" rel="tag" title="Posts tagged with genes">genes</a> predict about their health. BGI might be the one to tell them.</p>
<p>[…] Wang [Jian, BGI's president and cofounder], the Everest climber, is still frequently asked to explain BGI’s strategy and its intentions. He says to think of a wandering migrant worker—looking for opportunity and occasionally irritating the authorities. That is what BGI is like. But its only core mission is to do work that will be socially useful, he says: its strategy is to “do good.”</p>

<blockquote><p>The Ullens Center for Contemporary Art in Beijing has an intriguing new take on China’s place in the debate over <a href="http://chinadigitaltimes.net/china/apple/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Apple">Apple</a>, iPhones, and the people who make them. While Americans hash out the moral ups and downs of having our electronics produced by Chinese factory hands, a young performance artist named Li Liao decided to jump into the middle of it. He got an assembly-line job making iPads, and forty-five days later he used his wages to buy one. As an exhibit, he put the <a href="http://chinadigitaltimes.net/china/ipad/" class="st_tag internal_tag" rel="tag" title="Posts tagged with IPad">iPad</a> on a pedestal, tacked up his uniform and badges, and framed his contract. The effect, on a white gallery wall, is a strangely addictive ready-made tableau about the intersection of money, aspiration, and technology. I watched two young men separately linger over it for very different reasons: one was a hip Chinese gallerygoer in chunky glasses and a camel-hair coat, taking it all in; the other was a gallery security guard in a borrowed suit and white gloves. He was studying the details of the contract.</p></blockquote>

<p><em>Did the experience change your perceptions of Apple one way or the other?</em></p>
<p>I worked at Foxconn for forty-five days. Before that, I was already an Apple consumer. I don’t think this experience changed my perception of the products; it only made one thing clearer: many of the products in this world actually have nothing to do with the workers who made them. To most of the workers there, Apple was just a name, a logo.</p>

				<content:encoded><![CDATA[<p>A series of book signings by writer and 6.5 million-follower <em>weibo</em> celebrity Li Chengpeng has become a lightning rod for tensions between <a href="http://chinadigitaltimes.net/china/leftists/" class="st_tag internal_tag" rel="tag" title="Posts tagged with leftists">leftists</a> and liberals. In an incident at a signing in Beijing on Sunday, two men threw a punch and an ominously gift-wrapped knife at Li. This apparently encouraged <a href="http://www.scmp.com/news/china/article/1128953/another-signing-another-brawl-divisive-writer-li-cheng-peng"><strong>a strong showing by both sides in Shenzhen on Tuesday, with at least three clashes taking place during the event</strong></a>. From He Huifeng and Choi Chi-yuk at the South China Morning Post:</p>
<blockquote><p>&#8220;I would hardly be here to buy Li&#8217;s book if not for what happened to him on Sunday,&#8221; one young man said. &#8220;I just came here to show my support for Li, a liberal-minded critic.&#8221;</p>
<p>[…] Meanwhile, dozens of protesters, most in their 40s or 50s and some wearing <a href="http://chinadigitaltimes.net/china/mao-zedong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Mao Zedong">Mao Zedong</a> badges, gathered outside the building.</p>
<p>One of the protesters said he was outraged by some of Li&#8217;s recent comments, such as labelling those who took to the streets in anti-Japanese demonstrations in Shenzhen &#8220;brain damaged&#8221;.</p>
<p>&#8220;Li is a typical traitor who does nothing more than distort history and mislead the public, particularly the young,&#8221; he said.</p></blockquote>
<p>Also at the South China Morning Post, <a href="http://www.scmp.com/news/china/article/1128163/author-attacked-leftists-mulls-filing-charges"><strong>Laura Zhou had previously described Sunday&#8217;s altercation, over which Li is reportedly considering legal action</strong></a>.</p>
<blockquote><p>Li Chengpeng, a former journalist, was punched in the head during an afternoon signing of his new book for readers at the Zhongguancun Bookstore in Haidian district, and another man was filmed throwing a packaged kitchen knife at Li.</p>
<p>The man who punched Li claimed to have a strong aversion to the content of Li&#8217;s new book, The Whole World Knows. The assailant was taken away by Beijing <a href="http://chinadigitaltimes.net/china/police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with police">police</a>, according to a post on the public security bureau&#8217;s microblog that night.</p>
<p>The new book is a collection of essays that include sensitive topics such as the shoddy quality of school buildings that collapsed and killed thousands of students during the 2008 Sichuan earthquake and the alleged cover-up of the 2011 <a href="http://chinadigitaltimes.net/china/wenzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with wenzhou">Wenzhou</a> <a href="http://chinadigitaltimes.net/china/train-crash/" class="st_tag internal_tag" rel="tag" title="Posts tagged with train crash">train crash</a>.</p></blockquote>
<p>The knife incident, in which a man waited in line to present Li with the threatening &#8220;gift&#8221;, and then threw it at him when it was apparently rejected, was caught on video (<a href="http://www.scmp.com/comment/blogs/article/1127603/liberal-writer-li-chengpeng-was-punched-and-threatened-knife-his#comment-8762">via SCMP&#8217;s John Kennedy</a>):<a name="chengdu"></a></p>

<p>In contrast with the action in Beijing and Shenzhen, Li&#8217;s signing in <a href="http://chinadigitaltimes.net/china/chengdu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Chengdu">Chengdu</a> on Saturday was markedly subdued. <a href="http://globalvoicesonline.org/2013/01/14/chinas-silent-book-signing-raises-voices/"><strong>Li had been ordered not to address the audience and wore a mask over his mouth in protest</strong></a>. Global Voices Online translated a <em>weibo</em> post Li sent before the event, together with a selection of other users&#8217; reactions:</p>
<blockquote><p>Someone just delivered a strict order: at my book signing event, I’m not allowed to talk; the readers are not allowed to ask me any questions; I can’t even introduce myself or say “ Happy New Year, Thank you”. I’m not even allowed to introduce the names of other guests at my event; they are not allowed to talk or answer any questions. They can only sit in the corner. I deeply feel it’s against my understanding of dignity. They are crazy.</p></blockquote>
<blockquote><p>王金明小伙[zh]: It’s the most depressing signing event I’ve ever experienced. There were many people on the spot but no sound. The policemen were guarding each corner. Li wore a mask and signed his book with the wrong date. His guests only appeared very shortly before being asked to step down. There were tears on Li’s face.</p></blockquote>
<blockquote><p>I suddenly discovered that the Communist Party has made creating a buzz into an art. Li Chengpeng’s book signing was just a small ordinary event, but after the Communist Party&#8217;s handling of it, it became a work of performance art that has spread throughout the world.</p></blockquote>
<p><a href="http://www.bruce-humes.com/?p=7789">Bruce Humes</a> and <a href="http://www.saschamatuszak.com/li-cheng-peng-book-signing-in-chengdu/">Sascha Matuszak</a> blogged their accounts of the Shenzhen and Chengdu signings, respectively.</p>
<p>Scuffles between leftists and liberals also broke out outside the offices of the <a href="http://chinadigitaltimes.net/china/southern-weekly/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Southern Weekly">Southern Weekly</a> newspaper, during protests over <a href="http://chinadigitaltimes.net/china/censorship/" class="st_tag internal_tag" rel="tag" title="Posts tagged with censorship">censorship</a> of its New Year greeting. <a href="http://ajw.asahi.com/article/asia/china/AJ201301090063"><strong>Li was particularly outspoken about the Southern Weekly affair</strong></a>. From an interview at <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a>&#8217;s Asahi Shimbun:</p>
<blockquote><p>To me, this feels as if the insult toward <a href="http://chinadigitaltimes.net/china/freedom-of-speech/" class="st_tag internal_tag" rel="tag" title="Posts tagged with freedom of speech">freedom of speech</a> has been lifted up a level. I cannot stand it, and I believe many other people feel the same.</p>
<p>China&#8217;s Constitution recognizes freedom of speech. The new party leadership advocates the rule of law. It should therefore sponsor freedom of speech&#8211;but doesn&#8217;t. The reality is different.</p>
<p>[…] I&#8217;ve felt pressure. I&#8217;ve been braced to see my blog shut down. Yet, we are not challenging the government. We just want China to become a better country.</p>
<p>The fact that many people have raised their voice this time has great significance. This is the first step on a long road toward achieving freedom of speech.</p></blockquote>

Guo is a soprano known best for her rendition of patriotic songs, such as “My Motherland” (我的祖国). It seems that a falling-out with major shareholders has lead to the dismissal of the Art School’s long-time manager, Wu Ting’an, and closure of the school property. Guo is also embroiled in lawsuits which put her on the line for at least 20 million RMB [zh].
Central Propaganda Department: All media outlets and websites are to report the Ren Jianyu case in strict accord with the wire copy released by Xinhua and the Chongqing high court. Do not put the news on the front page or lure readers to the story. Do not alter headlines. Do not produce any other reports or commentary apart from the wire copy. The audit reveals that the Universiade, or World University Games, held in 2011 cost the city of Shenzhen 12.8 billion RMB (about US$2 bil). Former vice-mayor Liang Daoxing, who oversaw preparation for the games, is under investigation for graft.

				<content:encoded><![CDATA[<p><a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a>, who recently took over as chief of the Chinese Communist Party, traveled last week to <a href="http://chinadigitaltimes.net/china/shenzhen/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shenzhen">Shenzhen</a> Special Economic Zone, in a replay of <a href="http://en.wikipedia.org/wiki/Deng_Xiaoping#After_resignation_and_the_1992_southern_tour">Deng Xiaoping&#8217;s 1992 trip </a>which launched broad-ranging economic reforms. His trip is seen as an indication that Xi will try to implement significant changes in the way the economy is run. <a href="http://dealbook.nytimes.com/2012/12/10/in-china-new-leadership-and-new-style/">In the words of Bill Bishop</a>, the Shenzhen trip shows that Xi, &#8220;is hitching himself to <a href="http://chinadigitaltimes.net/china/deng-xiaoping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Deng Xiaoping">Deng Xiaoping</a>’s legacy and style and is serious about reinvigorating reforms.&#8221; <a href="http://www.scmp.com/news/china/article/1102538/xi-jinping-tells-officials-accept-no-delay-restructuring-economy"><strong>South China Morning Post reports on his trip</strong></a>:</p>
<blockquote><p>In the first official report on Xi&#8217;s southern tour, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> said Xi met local officials and business chiefs from state-owned and private companies and stressed that the restructuring of the economy &#8220;admits no delay&#8221; if China is not to lose out internationally. <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> did not mention other activities on Xi&#8217;s southern tour.</p>
<p>Xi was quoted as saing: &#8220;We should acknowledge the economic and social achievements we have made so far this year and recognise the long-term fundamentals will remain sound … meanwhile, we should recognise that adverse domestic and overseas effects will be long-term, complicated and winding. We should not run from conflicts and cover up problems.&#8221;</p>
<p>Xinhua said Xi interacted intensively with those at the meeting, who raised problems with tax, financial and land policies, the bleak trade outlook and difficulties faced by small businesses. He also told them not to read from prepared scripts.</p></blockquote>
<p>The New York Times <a href="http://www.nytimes.com/2012/12/10/world/asia/chinese-leaders-visit-to-shenzhen-hints-at-reform.html?pagewanted=all&#038;_r=1&#038;"><strong>looks at the importance and potential impact of the Shenzhen trip</strong></a>:</p>
<blockquote><p>Mr. Xi, known as a skillful consensus builder, has kept his ideas carefully veiled throughout his career, but his trip to Shenzhen is the strongest sign yet that he may favor more open policies. In a speech in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> on Nov. 29, Mr. Xi spoke of the “Chinese dream” of realizing the nation’s “revival,” which, besides being a call for renewal, also signaled strong nationalist leanings.</p>
<p>Mr. Xi’s father, Xi Zhongxun, was a revered senior official handpicked by Mr. Deng to help shape the new economic policies and oversee the creation of the Shenzhen zone. Mr. Xi’s mother lives in Shenzhen, and he visited her on his trip, according to <a href="http://chinadigitaltimes.net/china/hong-kong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hong Kong">Hong Kong</a> news reports.</p>
<p>“If he indeed went to Shenzhen, that means he intends to make reform a subject of priority,” said Li Weidong, a liberal political analyst. “That would really be a phenomenon.”</p>
<p>Mr. Li cautioned, though, that the so-called reform policies that followed Mr. Deng’s 1992 southern tour, in his view, “ended up being fake” because China’s boom resulted in widespread corruption and the expansion of state enterprises at the expense of private entrepreneurship.</p></blockquote>
<p>Corruption is indeed the major challenge facing the new Xi administration, which he has confronted so far by <a href="http://chinadigitaltimes.net/2012/12/xi-a-little-less-decoration-a-little-more-action-please/">requiring simpler and humbler government</a>. For the Council on Foreign Relations, Elizabeth Economy looks at <a href="http://blogs.cfr.org/asia/2012/12/10/xi-jinpings-three-easy-steps-to-a-clean-china/">three other strategies Xi and his colleagues may take</a> to try to curb official excesses.</p>

Chinese journalists and bloggers often refer to those instructions as “Directives from the <a href="http://chinadigitaltimes.net/china/ministry-of-truth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ministry of Truth">Ministry of Truth</a>.” CDT has collected the selections we translate here from a variety of sources and has checked them against official Chinese media reports to confirm their implementation.</em></p>
<p><em>Since directives are sometimes communicated orally to journalists and editors, who then leak them online, the wording published here may not be exact. The original publication date is noted after the directives; the date given may indicate when the directive was leaked, rather than when it was issued. CDT does its utmost to verify dates and wording, but also takes precautions to protect the source.</em></p>
<p>The following directives were all issued by the <a href="http://chinadigitaltimes.net/china/guangdong-department-of-propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangdong Department of Propaganda">Guangdong Department of Propaganda</a>. <p><a id="internal-source-marker_0.03612927946724509" href="http://chinadigitaltimes.net/chinese/2012/11/%E4%BF%A1%E6%81%AF%E7%A4%BE%E4%BC%9A%E7%A0%94%E7%A9%B6%E6%89%80%EF%BD%9C%E7%BD%91%E6%B0%91%E6%9D%83%E5%88%A9%E9%80%9A%E8%AE%AF%EF%BC%88%E6%80%BB%E5%8D%81%E5%85%AD%E6%9C%9F%EF%BC%8C2012%E5%B9%B410/">Zhang, a professor at the Shanghai university’s law school, was barred from teaching undergraduates in September after writing about the plan to introduce patriotism classes into Hong Kong schools</a> [zh]. (<a href="http://chinadigitaltimes.net/2012/09/hong-kong-scraps-china-education-plan/">Protests lead the plan to be scrapped.</a>) Zhang’s Sina and Tencent Weibo accounts were deleted in early October, but he has “<a href="http://chinadigitaltimes.net/space/Reincarnate">reincarnated</a>” and continues to post on the microblogging platforms. He wrote the following <em>weibo</em> on Tencent on November 8:</p>
<blockquote><p><strong>ZhangXuezhong:</strong> Without democracy, we cannot contain corruption; if we cannot contain corruption, we cannot improve people&#8217;s lives; if we do not improve people&#8217;s lives, social development is out of the question. The root of all problems lies in our lack of democracy; the solution to all these problems lies in realizing democracy. I have never once believed that I can degrade myself to the point that I cannot even enjoy the conditions for democratic rights; I have always believed that those who deprive me of my democratic rights are the true enemy.</p>
<p>张雪忠:没有民主，就不可能遏制腐败；不能遏制腐败，就不可能改善民生；不改善民生，就谈不上社会发展。一切问题的根源，就在于缺乏民主；一切问题的答案， 就在于实现民主。我从来就不相信会低贱到连享有民主权利的资格都没有；我一直都认为，那些剥夺民主权利的人，才是真正的敌人。</p></blockquote>

<blockquote><p>“Are we not going to be able to continue working?” Since the beginning of August, <a href="http://chinadigitaltimes.net/china/shenzhen/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shenzhen">Shenzhen</a>’s Hand-in-Hand Workers’ Activity Center has faced routine inspections by lower-level government bureaus, and this has its leader, Chen Yandi, worried. Chen’s concern is certainly not unfounded. After inspections began, the landlord of the NGO’s office terminated their lease, leaving them with the choice of either not working or having to relocate.</p>
<p>[…] On July 1<sup>st</sup> of this year, <a href="http://chinadigitaltimes.net/china/guangdong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangdong">Guangdong</a>’s provincial government produced, “On Promoting the Development and Regulated Management of Social Organizations,” in which the government ruled that except under special circumstances and in specific fields, social organizations in <a href="http://chinadigitaltimes.net/china/guangdong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangdong">Guangdong</a> would no longer need a professional supervising unit to sponsor them. Instead, they could register directly with the Ministry of Civil Affairs. From the perspective of social organizations, this would remove a great burden.</p>
<p>[...A]fter the release of the new law, someone from the Shenzhen Migrant Workers’ Center went to the Longgang Civil Affairs bureau to ask if they could register. Two weeks later, their reply was, “This is just something the media is cooking up.”</p>
<p>[...] Yu Jianrong of the Chinese Academy of Social Sciences expressed that having worked with labor organizations many times in the past, he has kept close watch on the Shenzhen “routine inspection” issue. As he understands it, a great number of these labor organizations only want to help workers who find themselves disadvantaged in modern society. They provide help and services that are beneficial towards solving conflicts between labor and capital interests, and they also help the government in solving labor disputes.</p>
<p>[...] At the same time, he feels that that the Guangdong provincial government is putting special importance on social construction and development.  Moreover, Shenzhen is in many respects at the forefront of the country. The government should, within the framework of social construction, regulate and guide the development of labor <a href="http://chinadigitaltimes.net/china/ngos/" class="st_tag internal_tag" rel="tag" title="Posts tagged with NGOs">NGOs</a>.</p></blockquote>
