				<content:encoded><![CDATA[<p>Saturday&#8217;s <a href="http://news.xinhuanet.com/english/china/2013-04/23/c_132332591.htm">6.6Mw earthquake in Sichuan has killed 193</a> and injured over 12,000, but has also <a href="http://www.nytimes.com/2013/04/23/world/asia/after-earthquake-chinese-seek-out-private-charities-for-their-donations.html?hp&amp;_r=0"><strong>laid bare the extent of damage to the reputation of the Red Cross Society of China</strong></a>. At The New York Times, Edward Wong examined the effects of cases such as <a href="http://chinadigitaltimes.net/2011/07/an-online-scandal-underscores-chinese-distrust-of-its-charities/">the infamous Guo Meimei scandal</a>, which compounded distrust of what China Daily described as the <a href="http://chinadigitaltimes.net/china/red-cross/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Red Cross">Red Cross</a>&#8217; &#8220;<a href="http://www.chinadaily.com.cn/opinion/2011-07/15/content_12912148.htm">long-established shady operation and lack of internal transparency</a>.&#8221;</p>
<blockquote>
<p>Many Chinese traveled to Sichuan to volunteer. Charities were inundated with donations. By February 2011, the Red Cross Society of China, a member of the International Federation of Red Cross and Red Crescent Societies, had received about $650 million in donations from within China and abroad for that quake, according to a report on the Web site of the official China News Service.</p>
<p>But the Red Cross became a pariah in the eyes of many Chinese after a scandal two years ago that centered on <a href="http://chinadigitaltimes.net/china/guo-meimei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with guo meimei">Guo Meimei</a>, a 20-year-old woman who had posted photographs of herself online posing next to Italian sports cars, hoarding Hermès handbags and flying in business-class cabins. She said on her microblog that she was the “commercial general manager” at the Red Cross. People speculated about whether she had gotten her title by being the mistress of a top Red Cross official. She became the most talked-about subject on the Chinese Internet during those months, and her name invariably comes up in discussions of philanthropy here.</p>
<p>As a result, Chinese are saying on <a href="http://chinadigitaltimes.net/china/microblogs/" class="st_tag internal_tag" rel="tag" title="Posts tagged with microblogs">microblogs</a> and other forums that people who want to give to current relief efforts in Sichuan should, without a doubt, avoid the Red Cross.</p>
<p>[…] The Red Cross Society of China declined to comment for this article. Zhao Baige, an executive vice president at the organization, told a reporter from Southern Metropolis Daily that there were may online critics who had deep-rooted misunderstandings and prejudices toward the group.</p>
</blockquote>
<p>China Real Time&#8217;s <a href="http://blogs.wsj.com/chinarealtime/2013/04/20/earthquake-in-sichuan-charity-organization-has-china-seeing-red/"><strong>Josh Chin reported the immediate and visceral backlash against the Chinese Red Cross</strong></a> on Saturday, when its announcement on <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a> <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a> that it had dispatched an investigation team was met with <a href="http://globalvoicesonline.org/2013/04/20/netizens-tell-red-cross-society-of-china-to-get-lost/">thumbs down</a> and worse:</p>
<blockquote>
<p>“Little Red, you’ve really lost the people’s hearts,” read one of the few responses suitable for print on the website of a family newspaper.</p>
<p>“Investigate your [expletive] you gang of swindlers,” went another.</p>
<p>Why so much vitriol?</p>
<p>Unlike most Red Cross organizations, which operate independently of government, the Chinese Red Cross has close ties to the state. For several decades after the Communist victory in 1949, it was an actual government agency, operating essentially as a branch of the Ministry of Health. Although now separate from the ministry, it maintains active links with health officials and is one of only a handful of organizations officially allowed to solicit contributions from Chinese citizens.</p>
<p>For much of its existence, that semi-official status gave the Chinese Red Cross clout that Red Cross branches in other countries lacked, but it has also helped make the organization a target for public anger over <a href="http://chinadigitaltimes.net/china/official-corruption/" class="st_tag internal_tag" rel="tag" title="Posts tagged with official corruption">official corruption</a>.</p>
</blockquote>
<p>Though photos have shown <a href="http://offbeatchina.com/losing-peoples-trust-china-red-cross-donation-boxes-are-left-empty-literally">Red Cross collection boxes sitting empty</a>, the organization had in fact collected over 50 million yuan by Saturday evening, according to <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a>. But as the newspaper&#8217;s Chen Tian reported, <a href="http://www.globaltimes.cn/content/776522.shtml#.UXYaEMu9KK2"><strong>more public donations were flowing through new platforms set up by China&#8217;s Internet giants</strong></a>:</p>
<blockquote>
<p>Sina Micro-charities, which was launched this February, had initiated 29 quake relief projects with the help of institutions and individuals for the hardest-hit city of Ya&#8217;an by Sunday morning, according to a notice posted on the platform late Sunday.</p>
<p>The Sina Micro-<a href="http://chinadigitaltimes.net/china/charity/" class="st_tag internal_tag" rel="tag" title="Posts tagged with charity">charity</a> projects, which allow the public to donate money with debit cards, credit cards or the online payment platform Alipay, have gathered nearly 80.4 million yuan ($13.01 million) from more than 60,000 Internet users.</p>
<p>Meanwhile, other Internet service providers offering online payment platforms, including <a href="http://chinadigitaltimes.net/china/tencent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with tencent">Tencent</a> and Alipay, have collected tens of millions of yuan in donations for the quake-hit areas.</p>
<p>[…] Wang Zhenyao, president of <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> Normal University&#8217;s One Foundation Philanthropy Research Institute, told the Global Times that the [Sina] platform offers information in a way that allows donors to know where their money is going.</p>
<p>&#8220;The purpose of each micro-charity project is clear and highly targeted, and the project timelines track how the funds are utilized,&#8221; Wang said. &#8220;This reassures people and makes them want to donate.&#8221;</p>
</blockquote>
<p>Disillusionment with the fate of money sent to the mainland has spawned <a href="http://www.scmp.com/news/hong-kong/article/1220991/hong-kong-activists-try-block-quake-donations-over-corruption-fears"><strong>an anti-donation campaign in Hong Kong</strong></a>, with participants seeking to block a proposed HK$100 million package from the government. Chief Executive Leung Chun-ying has insisted that although he &#8220;supports all national measures against graft […] financially, the <a href="http://www.scmp.com/news/hong-kong/article/1221383/leung-defends-sichuan-donation-citing-love-and-care-compatriots">Hong Kong society should donate to the people affected</a>&#8221; on a basis of &#8220;love, care and support for compatriots.&#8221; But in an online poll at South China Morning Post, <a href="http://www.scmp.com/comment/polls/poll/1221224/should-hong-kongs-legislature-approve-hk100m-donation-sichuan-earthquake">92% opposed the donation</a>, even if conditions are imposed to prevent misuse. Online polls are unscientific and notoriously easy to manipulate, but there were many expressions of opposition through other channels as well. <p>Such reluctance comes in sharp contrast to the generosity that followed the Sichuan earthquake five years ago, when the government gave HK$10 billion, and non-government groups raised HK$15 billion from the public.</p>
<p>[…] The Democratic Party and the Civic Party said they would decide today whether to support the government&#8217;s proposed donation. Democratic Party chairwoman Emily Lau Wai-hing said she received many objections about the funding plan.</p>
<p>&#8220;I am deeply sorry and feel sympathy for the disaster … but the mainland lacks a system rather than money. I do not wish to see the money fall into the pockets of corrupt officials,&#8221; Lau said.</p>
<p>[…] &#8220;HK$100 million could be used in many better ways to help Hong Kong, rather than wasting it on the mainland bureaucracy,&#8221; one user wrote. Another said: &#8220;I doubt that even one dollar in a 100 would really go to helping the victims.&#8221;</p>
<p>Senior journalists familiar with mainland affairs also reminded Hongkongers to think twice before donating. They said some of the money raised five years ago was wasted on fancy meals and building unused roads. A HK$2 million secondary school was built with donations but torn down after 11 months to make way for luxury flats.</p>

<p><strong>Updated at 2:00 PST, April 23:</strong> On Twitter, SCMP&#8217;s George Chen clarifies that funds used for the demolished school were returned:</p>

				<content:encoded><![CDATA[<p>At Tech in Asia, <a href="http://www.techinasia.com/wechat-weibo-war-years-biggest-story-weibo-win/"><strong>Charles Custer surveys the stakes in the brewing battle between between Sina Weibo and Tencent&#8217;s Weixin</strong></a> (or WeChat). <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a>, he argues, has repeatedly helped local social and environmental issues coalesce into nationwide movements, a trend that the rise of <a href="http://chinadigitaltimes.net/china/weixin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Weixin">Weixin</a> threatens to unravel.</p>
<blockquote>
<p>Five years ago, for example, you might think that the pollution of a local river was just a problem with a nearby factory, but thanks to Deng Fei’s weibo campaign and others, it’s easy to see on Weibo that many rivers nationwide have similar problems. So, what you previously considered a local problem is now a national one, and when that happens, you’re more likely to try to push for national changes instead of just complaining about your local authorities.</p>
<p>[…] That’s why Weibo’s fight with WeChat is so crucial. WeChat is a totally different service with a very different focus, but the more time users spend on WeChat, the less they’re spending on Weibo. And while chatting with your friends and following celebrities is fun, the service just isn’t designed for the swift passing-along of information the way that weibo is. WeChat’s focus is your circle of friends and your local area, Weibo’s focus is far wider. To return to our polluted river analogy, on Weibo you share your photos of the river with your followers all over the country, and they pass it on to theirs; quickly, it can go national. But on WeChat, you bitch with your friends and coworkers about the river and it stays in your (mostly) local social circles. Even if it does spread, that spread isn’t easily visible or trackable, which makes it seem like fewer people are talking about it and thus reduces its impact.</p>
</blockquote>
<p>While <a href="http://chinadigitaltimes.net/china/sina-weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina weibo">Sina Weibo</a> currently has 500 million registered users to Weixin&#8217;s 300 million, its lead may be less substantial than it appears. Also at Tech in Asia, Steven Millward suggested last week that <a href="http://www.techinasia.com/sina-weibo-90-percent-users-zombies/">as many as 95% of all Sina Weibo accounts may be either &#8220;zombies&#8221; or spammers</a>, and Weixin is likely to reach the half-billion mark within the next twelve months. Whether or not Weixin encourages a narrowly local focus among users, <a href="http://www.globaltimes.cn/content/764088.shtml"><strong>Tencent has global ambitions for the service</strong></a>. Its <a href="http://www.techinasia.com/heatmap-wechat-users-worldwide-january-2013/">largest user bases abroad are currently in Malaysia and India</a>, but the company appears intent on conquering America as a springboard to world domination. From Fang Yunyu at <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a>:</p>

<p>&#8220;We are planning to set up our WeChat office in the US, in a bid to explore opportunities in the US market,&#8221; <a href="http://chinadigitaltimes.net/china/tencent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with tencent">Tencent</a> Holdings said in a statement e-mailed to the Global Times.</p>
<p>[…] &#8220;If a foreign product can succeed in the US market, where many excellent IT products and companies were born, it will be relatively easy for the product to go into other markets,&#8221; Tencent noted.</p>
<p>[…] Tencent announced last month that the total number of WeChat users had reached 300 million, including over 10 million overseas users, about two years after the <a href="http://chinadigitaltimes.net/china/shenzhen/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shenzhen">Shenzhen</a>-based company launched the mobile application.</p>
<p>&#8220;The figure may exceed 500 million by the end of this year, which will be equivalent to the number of Internet users in the country. In other words, it means the domestic WeChat market will very soon be saturated,&#8221; Fang Xingdong, founder of the Beijing-based industry consultancy Internet Laboratory, told the Global Times Monday.</p>
</blockquote>
<p>International users may be deterred, however, by reports of Weixin <a href="http://chinadigitaltimes.net/2012/12/wechat-a-threat-to-all/">actively assisting Chinese authorities</a> with <a href="http://chinadigitaltimes.net/2012/11/net-turns-cold-and-spooky-for-fatigued-netizens/">surveillance of political dissidents</a> and <a href="http://chinadigitaltimes.net/2013/01/wechat-censoring-across-borders/">censorship even of users outside China</a>.</p>

<p>You are correct. Over the past decade, the rapid development of the Internet has led people to believe there will be more space for speech. But the constraints [on the press] have actually gotten tighter. Fortunately, <a href="http://chinadigitaltimes.net/china/journalists/" class="st_tag internal_tag" rel="tag" title="Posts tagged with journalists">journalists</a> are resisting. Otherwise, it would be worse. Now, the government’s domestic strategy is to maintain stability. <a href="http://chinadigitaltimes.net/china/hu-jintao/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hu Jintao">Hu Jintao</a> once said China should learn from North Korea, and sent people to investigate the Eastern European system. Although this trend began in the Jiang Zemin era, the Hu and Wen administration furthered it, regardless of the cost. For example, they bought the most advanced <a href="http://chinadigitaltimes.net/china/internet-surveillance/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Internet surveillance">Internet surveillance</a> technology, say, from CISCO. Internet companies like <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a> and <a href="http://chinadigitaltimes.net/china/tencent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with tencent">Tencent</a> have struck a deal with the authorities—or you might call it collusion. In order to secure their business interests, they spend huge amounts monitoring <a href="http://chinadigitaltimes.net/china/social-media/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social media">social media</a>. The […] space society has carved out for free expression is being constricted. Moreover, the “stability maintenance” system is making social management crueler. For example, the way law enforcement handles petitioners and property demolition is becoming ever more gangster-like. Although the media tries to fight, it can’t be a counterweight to the giant “stability maintenance” machine.</p>
<p>[…] <strong>Do you think new media, such as social media, can further China’s <a href="http://chinadigitaltimes.net/china/freedom-of-speech/" class="st_tag internal_tag" rel="tag" title="Posts tagged with freedom of speech">freedom of speech</a>?</strong></p>
<p>New media by itself is a tool. What is more important is how it is used. The government definitely wants to use it to control and steer public opinion. And, indeed, they are spending hugely on it. People in society hope social media will expand the space for expression. It’s not clear how things will turn out. New media might become society’s tool if society uses it more aggressively. For instance, in the current Southern Weekend and Yanhuang Chunqiu cases, new media played an important role. Without new media, it would have been unimaginable for the <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">propaganda</a> department’s work to have been exposed.</p>

				<content:encoded><![CDATA[<p>The <a href="http://chinadigitaltimes.net/2013/01/unhappy-guangdong-journalists-protest-new-year-meddling/">heavy-handed rewriting of the Southern Weekly newspaper&#8217;s traditional New Year greeting</a> has triggered <a href="http://chinadigitaltimes.net/2013/01/southern-weekend-editorial-staff-goes-on-strike/">a staff strike, a barrage of letters and petitions, and an upwelling of popular support both on- and offline</a>. In the midst of it all, according to the Associated Press, <a href="http://www.washingtonpost.com/world/asia_pacific/chinese-newspapers-dispute-with-censors-sparks-petition-street-protest-for-political-freedom/2013/01/07/e3692666-5939-11e2-b8b2-0d18a64c8dfa_story.html"><strong>newspaper staff have been trying to negotiate a settlement with their official managers</strong></a> [<a href="#update">See below</a> for an update on the meeting]:</p>
<blockquote><p>On Tuesday, the paper’s editorial committee was to hold a fourth round of negotiations with its top management, which is part of the provincial propaganda office, according to a Southern Weekly editor. The editor spoke on condition of anonymity because of an internal directive not to talk to the foreign media.</p>
<p>Propaganda officials want the newspaper to publish — as per normal — on Thursday but editors are negotiating over whether to do so, and the terms under which they would be willing, for example, if they could include a letter to readers explaining the incident, the editor said.</p>
<p>The committee is also pushing a larger appeal to abolish <a href="http://chinadigitaltimes.net/china/censorship/" class="st_tag internal_tag" rel="tag" title="Posts tagged with censorship">censorship</a> of the newspaper’s content prior to publication, the editor said. The suggestion is that Communist Party leaders could provide direction but not interfere with reporting and editing, and should refrain from taking issue with content until after publication, the editor said.</p></blockquote>
<p>Meanwhile, <a href="http://www.reuters.com/article/2013/01/08/china-newspaper-protest-idUSL4N0AD5GT20130108"><strong>protests continued outside Southern Weekly&#8217;s headquarters</strong></a>, with the newspaper&#8217;s supporters facing off against a small Maoist counter-protest. From James Pomfret at Reuters:</p>
<blockquote><p>The scuffles broke out after supporters of the paper, published on Thursdays, jeered and skirmished with a small band of leftists holding posters of Chairman Mao Zedong and signs denouncing the Southern Weekly as &#8220;a traitor newspaper&#8221; for defying the party.</p>
<p>&#8220;These people (leftists) are paid agitators of the government, twisting the truth with propaganda. We had to do something about it,&#8221; said pro-press freedom protester Cheng Qiubo.</p>
<p>Dozens of police officers had to intervene, though the protests were allowed to continue. Two technicians with a ladder tried to rig a surveillance camera to the branch of a tree outside the newspaper gates, but were swiftly surrounded and shouted down by angry crowds and forced to retreat.</p></blockquote>

<p>The Wall Street Journal&#8217;s <a href="http://www.tout.com/m/6qdpu5?ref=twan2f17">Paul Mozur posted video of the heated confrontation</a>, while <a href="https://www.facebook.com/media/set/?set=a.4683654682180.176576.1018248142&amp;type=1">others published dozens</a> of <a href="https://www.facebook.com/media/set/?set=a.421761547904696.99978.100002125623191&amp;type=1">photos on Facebook</a> and other <a href="http://chinadigitaltimes.net/china/social-media/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social media">social media</a> sites. Some showed Guy Fawkes masks <a href="http://www.guardian.co.uk/books/2011/nov/27/alan-moore-v-vendetta-mask-protest">inspired by the Alan Moore graphic novel <em>V for Vendetta</em></a>, via the <a href="http://chinadigitaltimes.net/2012/12/cctv-airs-v-for-vendetta/">2005 Hollywood adaptation that aired last month on CCTV</a>. <p><a href="http://www.tealeafnation.com/2013/01/online-and-off-social-media-users-go-to-war-for-freedom-of-press-in-china/"><strong>Tea Leaf Nation tracked online support for Southern Weekly</strong></a>:</p>
<blockquote><p>[… T]hese include some of Chinese social media’s most high profile users from all walks of life. Celebrities such as actress Yao Chen (with 31 million followers) and actor Chen Kui (with 27 million followers) tweeted explicit messages of support on <a href="http://chinadigitaltimes.net/china/sina-weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina weibo">Sina Weibo</a>, a microblog platform. Yao quoted the 1970 Nobel lecture of Alexander Solzhenitsyn, the Russian author and dissident, along with a logo of Southern Weekend. Chen was more direct: “I am not that deep, and I don’t play word games; I support the friends at Southern Weekend.”</p>
<p>[…] Ren Zhiqiang (@任志强), one of the most outspoken businessmen in China with almost 13 million followers, tweeted on Sina Weibo, “Freedom of press and freedom of speech are rights given to the society and the people by the constitution; they are also symbols of human rights and freedom. Yet they have become pipe dreams without the rule of law, being seriously distorted and restricted. If truth is not allowed to be spoken, would truth disappear?”</p>
<p>Li Chengpeng and Han Han, China’s two most famous bloggers, both wrote articles in support of Southern Weekend. Li wrote, “We don’t need tall buildings, but we need a newspaper that speaks the truth. We don’t need the second highest GDP in the world, but we need a newspaper that speaks the truth. We don’t need a fleet of aircraft carriers, but we need a newspaper that speaks the truth.”</p></blockquote>
<p><a name="gted"></a><a href="http://chinadigitaltimes.net/2013/01/han-han-a-tribute-to-southern-weekly/">Han Han&#8217;s post was previously featured at CDT on Monday</a>.</p>
<p>A Global Times editorial, &#8216;<a href="http://blog.feichangdao.com/2013/01/global-times-netease-and-sina-weibo.html?spref=tw"><strong>Southern Weekend&#8217;s &#8216;Letter to Readers&#8217; Truly Makes One Ponder</strong></a>&#8216;, on the other hand, reiterated a claim posted by Southern Weekly&#8217;s official Sina Weibo account: that provincial propaganda authorities in fact had nothing to do with the controversial edits. China Media Project&#8217;s <a href="http://chinadigitaltimes.net/china/david-bandurski/" class="st_tag internal_tag" rel="tag" title="Posts tagged with David Bandurski">David Bandurski</a><a name="hostile"></a> had previously reported that <a href="http://cmp.hku.hk/2013/01/07/30402/">newspaper staff felt this to be “completely at odds with the truth”</a>, and that it was issued &#8220;without confirmation or authorization from members of the newspaper’s editorial committee.&#8221; The Times editorial went on to hit <a href="http://chinadigitaltimes.net/2013/01/ministry-of-truth-urgent-notice-on-southern-weekly/">other points from a propaganda directive obtained by CDT</a>: that &#8220;Party control of the media is an unwavering basic principle&#8221;, and that &#8220;external hostile forces are involved in the development of the situation&#8221;—including, it alleged, Chen Guangcheng. From translated highlights at Fei Chang Dao:</p>
<blockquote><p>These people are making spirited demands, and while on the surface they are going after a specific person and event, its obvious to everyone watching that their target is the entire system that involves the media.</p>
<p>Whether these people like it or not, this is common sense: given the current state of China&#8217;s society and government, the kind of &#8220;free media&#8221; that these people yearn for in their hearts simply cannot exist. All of China&#8217;s media can develop only to the extent China does, and media <a href="http://chinadigitaltimes.net/china/reform/" class="st_tag internal_tag" rel="tag" title="Posts tagged with reform">reform</a> must remain part-and-parcel of China&#8217;s overall <a href="http://chinadigitaltimes.net/china/reform/" class="st_tag internal_tag" rel="tag" title="Posts tagged with reform">reform</a>, and the media absolutely will not become a &#8220;political special zone&#8221; of China.</p>
<p>[…] Even in the West, the mainstream media will not choose to openly oppose the government.</p></blockquote>
<p><a href="http://www.globaltimes.cn/content/754392.shtml">A version of the editorial</a> also appeared on the English-language Global Times site.</p>
<p>The Diplomat&#8217;s David Cohen reported that, <a href="http://chinadigitaltimes.net/2013/01/ministry-of-truth-urgent-notice-on-southern-weekly/">as instructed</a>, <a href="http://thediplomat.com/china-power/media-outlets-protest-state-editorial-on-southern-weekly/?utm">the editorial was republished by major web portals</a> including <a href="http://chinadigitaltimes.net/china/sohu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sohu">Sohu</a>, Sina and <a href="http://chinadigitaltimes.net/china/tencent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with tencent">Tencent</a>. Each, however, added a disclaimer to the effect that republication did not equal endorsement. Further defiance was shown in screen grabs of <a href="http://i45.tinypic.com/10fw8rm.jpg">headlines on sites&#8217; front pages, arranged so that their first characters spelled out messages of support</a>. According to Amy Li at South China Morning Post, <a href="http://www.scmp.com/news/china/article/1122825/beijing-says-partys-control-press-unshakable-after-southern-weekly">the editorial also appeared in</a> Guangzhou Information Times, Guangzhou&#8217;s New Express Daily, Beijing Youth Daily, Beijing Times, Hangzhou&#8217;s City Express, Shenzhen&#8217;s Daily Sunshine, Xi&#8217;an&#8217;s Sanqin Daily, Xi&#8217;an Evening News and China Business News.</p>
<p><a href="http://cmp.hku.hk/2013/01/08/30467/"><strong>David Bandurski saw the leaked directive as potentially ominous</strong></a>. From China Media Project:</p>
<blockquote><p>If it is true, as Berkeley’s China Digital Times reports, that media have been issued a propaganda directive on the Southern Weekly incident that deflects blame from Guangdong propaganda officials toward foreign “hostile forces,” that is not an encouraging sign.</p>
<p>Readers should understand that the Southern Weekly crisis is not just a face-off between pro-reform voices and status-quo Party conservatives. In this case, it was propaganda officials in Guangdong — the spiritual heart of China’s reform and opening — who upset the status-quo by exercising censorship to such an intrusive extent that the situation became unacceptable to working <a href="http://chinadigitaltimes.net/china/journalists/" class="st_tag internal_tag" rel="tag" title="Posts tagged with journalists">journalists</a>, most of whom had already made an uneasy peace with media controls.</p>
<p>The crisis at the Nanfang Media Group is not just about whether <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a> is serious about the ostensible new openness and responsiveness attributed to him by sustained state propaganda. It is about whether China could be moving backward on the issue of media freedom, which would send worrying signals about the overall direction of the new leadership.</p></blockquote>
<p>At The Wall Street Journal, <a href="http://chinadigitaltimes.net/china/danwei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with danwei">Danwei</a>&#8217;s Jeremy Goldkorn also discussed the situation in terms of prospects for media and internet freedom, saying that &#8220;I don&#8217;t believe there&#8217;s anybody in the senior leadership who&#8217;s committed to those ideals.&#8221;</p>
<p>An <a href="http://www.telegraph.co.uk/comment/telegraph-view/9785554/A-serious-test-for-Xi-Jinping.html"><strong>editorial in The Telegraph suggested that the new leadership&#8217;s response will be revealing</strong></a>, finding some encouragement in a People&#8217;s Daily editorial with a different tone to Global Times piece:</p>
<blockquote><p>This is Mr Xi’s first serious test and early indications suggest that he is treading carefully. Demonstrations have been lightly policed and yesterday the People’s Daily, the party’s official outlet, said that propaganda officials should “follow the rhythm of the times” and help the authorities create a “pragmatic and open-minded image”. On the face of it, this heralds a welcome and more tolerant official approach to the media. Whether or not it amounts to anything of substance will become clear in the next few days.</p></blockquote>
<p><a href="http://chinadigitaltimes.net/2012/12/all-eyes-on-new-guangdong-party-chief-hu-chunhua/">Guangdong&#8217;s new Party chief Hu Chunhua</a> will also be under scrutiny: the posting is, in part, a near-final test of his suitability for future national leadership.</p>
<p>For now, however, <a href="http://www.nytimes.com/2013/01/09/world/asia/faceoff-in-chinese-city-over-censorship-of-newspaper.html"><strong>it remains unclear which way Beijing will move</strong></a>. From Jonah Kessel and Chris Buckley at The New York Times:</p>
<blockquote><p>Both supporters and critics of Southern Weekend journalists have claimed that Mr. Xi would back their cause.</p>
<p>“I don’t believe that Xi is totally hypocritical when he talks about reform,” said Mr. Chen [Min, also known by the pen name Xiao Shu], who was forced out of the newspaper in 2011.</p>
<p>“The Southern Weekend journalists have said that they accept party control, but the question is what kind of control and how far should it go unchallenged,” Mr. Chen added.</p></blockquote>
<p><a name="update"></a>Update (January 8, 11:20 am PST):</p>
<p>Reuters has reported that <a href="http://www.reuters.com/article/2013/01/08/us-china-newspaper-protest-idUSBRE9070NK20130108"><strong>Guangdong Provincial Party chief Hu Chunhua has stepped into the fray </strong></a>and negotiated an agreement between propaganda officials and Southern Weekly:</p>

<p>(2) Focus propaganda points</p>
<p>a. Meticulously explain and interpret our Party’s strategies and policies in building Socialism and a harmonious society, the important speeches of Central leading comrades concerning harmonious society construction, the newest achievements of theoretical circles’ research concerning harmonious society construction published by Central focus news and network media, and deeply analyze the major significance of building a harmonious society for our country’s developments.</p>
<p>b. Starting from both the macro-level and the micro-level, give prominence to introducing the new measures, new progress and new achievements of harmonious society construction nationwide and in all localities.</p>
<p>c. Integrated with welcoming <a href="http://chinadigitaltimes.net/china/national-day/" class="st_tag internal_tag" rel="tag" title="Posts tagged with National Day">National Day</a>, look back on the course of our 57 years of development, give prominence to our Party’s wise decisions in concepts to govern the country and the development path, and its important navigational function.</p>

From 15 September, Qianlong, Sina, <a href="http://chinadigitaltimes.net/china/sohu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sohu">Sohu</a>, <a href="http://chinadigitaltimes.net/china/netease/" class="st_tag internal_tag" rel="tag" title="Posts tagged with netease">NetEase</a>, TOM and China Net shall again publish a corresponding special subject on building a harmonious society on the main page of the news website “focus subject” or “hot subject” areas (the original special subject may be used). Before 1 October, it may be placed in a relatively low position in the focus subject section; after 1 October, it is to be put in a high position, on the second or third line; from three days before the 6th Plenum begins until three days after the meeting concludes, it must be placed on the first position of special subjects, and special subject entry points are to be set up on the main page of the website and the news section.</p>

				<content:encoded><![CDATA[<p>The U.S. <a href="http://chinadigitaltimes.net/china/securities-and-exchange-commission/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Securities and Exchange Commission">Securities and Exchange Commission</a> (SEC) <a href="http://www.reuters.com/article/2012/12/04/sec-china-idUSL1E8N37EY20121204"><strong>charged the Chinese arms of the five big accounting firms with violations</strong></a> on Monday for failing to turn over audit reports on U.S.-listed Chinese companies, according to Reuters:</p>
<blockquote><p>The Securities and Exchange Commission began proceedings against the Chinese affiliates of Deloitte, KPMG, PricewaterhouseCoopers, BDO and Ernst &amp; Young. The agency on Monday also moved to pursue a case they had put on hold against Deloitte.</p>
<p>It was the SEC&#8217;s widest enforcement effort yet to procure documents in connection with probes of possible accounting <a href="http://chinadigitaltimes.net/china/fraud/" class="st_tag internal_tag" rel="tag" title="Posts tagged with fraud">fraud</a> of U.S.-listed Chinese companies, and raised questions about whether talks have stalled between the U.S. and Chinese governments to resolve the issue.</p>
<p>The SEC said it has been seeking documents related to investigations of possible wrongdoing at nine China-based companies. Chinese secrecy laws have stymied efforts to obtain audit documents that investigators need to determine whether there were accounting irregularities.</p>
<p>An administrative law judge will schedule a hearing to determine potential sanctions against the Chinese arms of the accounting firms, the SEC said.</p></blockquote>
<p>The Financial Times reported that <a href="http://blogs.ft.com/beyond-brics/2012/12/04/snap-baidu-sina-drops-on-secchina-accounting-impasse/#axzz2E9tbEfuA">investors were spooked by the news</a>, as shares in <a href="http://chinadigitaltimes.net/china/baidu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Baidu">Baidu</a>, <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a>, Ctrip.com and others tumbled on Tuesday. Most of the accounting firms <a href="http://dealbook.nytimes.com/2012/12/03/s-e-c-charges-the-chinese-affiliates-of-5-big-accounting-firms/?ref=business">said they were cooperating with the regulators</a>, according to Edward Wyatt at DealBook, though Kara Scannell and Shannon Bond of The Financial Times point out that <a href="http://www.ft.com/intl/cms/s/0/6ee44ace-3d6d-11e2-9f35-00144feabdc0.html">the auditors are damned if they do, damned if they don&#8217;t</a>, because they will violate U.S. laws if they withhold the documents and Chinese laws if they share them.</p>
<p>A number of U.S.-listed Chinese companies have come under fire over the past two years, as <a href="http://chinadigitaltimes.net/2012/04/cdt-money-earnings-season-marred-by-fraud-clouds/">clouds of fraud</a> have hung over the likes <a href="http://chinadigitaltimes.net/china/sino-forest/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sino-forest">Sino-Forest</a>, SinoTech Energy, and Focus Media. And while the SEC has subpoenaed for audit materials, Patrick Chovanec noted over the summer that <a href="http://chovanec.wordpress.com/2012/06/17/can-u-s-and-china-avert-accounting-armageddon/">Chinese regulators had blocked their information requests</a>. Chovanec feared at the time that the SEC-appointed Public Company Accounting Oversight Board (PCAOB) would deregister the <a href="http://chinadigitaltimes.net/china/auditors/" class="st_tag internal_tag" rel="tag" title="Posts tagged with auditors">auditors</a> in question, therefore leading to a delisting of all U.S.-listed Chinese firms because they would then lack a way to file audited financial statements with the SEC.</p>
<p>Ultimately, claims Ronald Barusch at the Wall Street Journal, <a href="http://blogs.wsj.com/deals/2012/12/04/dealpolitik-chinese-auditor-clash-heightens/">The SEC had nowhere else to go</a> in its clash with the Chinese and Monday&#8217;s action moves all sides toward a showdown. And while the SEC&#8217;s point is fair and might bring a moral victory, John Foley of  Reuters writes in DealBook that <a href="http://dealbook.nytimes.com/2012/12/04/s-e-c-s-fair-but-futile-stance-on-china-based-auditors/"><strong>&#8220;a mass de-listing is no longer far-fetched:&#8221;</strong></a></p>
<blockquote><p>By escalating the issue to a 300-day court review, the S.E.C. may just prove that compromise is elusive. The agency is effectively asking Chinese auditors to flout local law, or China to cast off its preoccupation with state secrecy. Neither is plausible. Starting a fight as China prepares to hand over power to new leaders, who may wish to score easy political points by swatting away attacks on the country’s sovereignty, looks especially unwise.</p>
<p>It didn’t have to be this way. Back in 2000, when Chinese companies like <a href="http://chinadigitaltimes.net/china/sohu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sohu">Sohu</a> and Sina first listed on U.S. exchanges, a tough stance on accountability might have worked. Instead, regulators foolishly turned a blind eye, despite the obvious contradictions in China’s state capitalist model.</p>
<p>Now the cost of taking a stand is high. Were the S.E.C. to refuse to accept accounts audited by Chinese firms, it might leave even established Chinese companies with no choice but to delist.</p></blockquote>
<p><strong><a href="http://www.bloomberg.com/news/2012-12-05/averting-china-delistings-needs-compromise-hastings-says.html">Both sides should seek a compromise to avoid the China delistings</a></strong>, according to a lawyer who spoke with Bloomberg&#8217;s Belinda Cao:</p>
<blockquote><p>Should the auditors be barred from reviewing the financial statements of Chinese stocks listed in the U.S. the companies would have to withdraw from the market, Steven Winegar, a Hong Kong-based partner at Paul Hastings, which has represented companies including Nasdaq-listed Jiayuan.com International Ltd. (DATE), said on a conference call hosted by Jefferies Group Inc. today.</p>
<p>“That of course has a catastrophic effect on the market value and on the companies themselves.” he said on the call with investors. “It’s almost unthinkable that it will get to that stage.”</p>
<p>The key issue in this case is whether U.S. or Chinese regulators should have primary supervising responsibility for the accused auditing firms, according to Winegar. The SEC order “gives a fair amount of time for continuing negotiations and continuing settlements” between the Chinese and U.S. authorities, while “there’s no assurance this will be resolved any time soon.” he said.</p></blockquote>

				<content:encoded><![CDATA[<p><a href="http://chinadigitaltimes.net/2012/03/weibo-comments-suspended-in-coup-rumour-aftermath/">Weibo wasn’t the only social media platform punished after coup rumors spread this March.</a> An apparently leaked “urgent notice” to <a href="http://en.wikipedia.org/wiki/Online_forum">online forum</a> managers was posted to the Chinese tech site <a href="http://www.e553.com/cmsjc/discuzjiaocheng/5101.html">e553.com</a> on April 11 and to <a href="http://chinadigitaltimes.net/chinese/2012/09/%E7%B4%A7%E6%80%A5%E9%80%9A%E7%9F%A5%EF%BC%9A%E7%BA%B5%E6%A8%AA%E6%90%9C%E7%B4%A2%E5%BC%80%E6%94%BE%E7%AE%A1%E7%90%86%E5%91%98%E6%90%9C%E7%B4%A2%E7%A6%81%E6%90%9C%E8%AF%8D%E6%9D%83%E9%99%90/">CDT Chinese</a> on September 25. The notice instructs managers how to use DiscuzSearch, the search function for the forum software <a href="http://en.wikipedia.org/wiki/Discuz!">Discuz!</a>, to block posts containing sensitive keywords and to prevent posts from being published overnight (when banned material can spread without human censors noticing). Webmasters are warned to be especially vigilant during “this most critical and difficult of times for websites,” alluding to the Party’s upcoming <a href="http://chinadigitaltimes.net/china/leadership-transition/" class="st_tag internal_tag" rel="tag" title="Posts tagged with leadership transition">leadership transition</a>.</p>
<p>Various government organs cracked down on online rumor-mongering after discussion of an alleged coup plot by ousted <a href="http://chinadigitaltimes.net/china/chongqing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Chongqing">Chongqing</a> Party Secretary <a href="http://chinadigitaltimes.net/china/bo-xilai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Bo Xilai">Bo Xilai</a> and Security Chief <a href="http://chinadigitaltimes.net/china/zhou-yongkang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Zhou Yongkang">Zhou Yongkang</a> spread in late March. The commenting function on both <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a> and <a href="http://chinadigitaltimes.net/china/tencent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with tencent">Tencent</a>’s <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">weibo</a> (<a href="http://en.wikipedia.org/wiki/Microblogging_in_China">microblogging</a>) services was suspended from March 31 to April 3, and 16 other websites were shut down. The <a href="http://chinadigitaltimes.net/2012/04/an-interview-with-mao-yushi/#utopia">Maoist website Utopia was shuttered for a month in April</a> and forced to move its URL.</p>
<p>China’s online censors do not simply expunge offending information from the Web. As seen from the notice below and from CDT’s <a href="http://chinadigitaltimes.net/china/sensitive-words-series/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Sensitive Words Series">Sensitive Words series</a>, certain keywords may be blocked from search results—but the offending material is still visible to web managers and others with access to a platform’s “back end.” And <a href="http://chinadigitaltimes.net/china/censorship/" class="st_tag internal_tag" rel="tag" title="Posts tagged with censorship">censorship</a> is not directly controlled by the government, but instead delegated to the private sector.</p>

<p>1) As we are in a special period of time, we recommend that you delete all references to any kind of incident and the names and nicknames of all leadership.</p>
<p>2) Keywords provided by the Internet Monitoring and Surveillance Department need to be thoroughly deleted.</p>

				<content:encoded><![CDATA[<p>Reuters reports that <a href="http://www.reuters.com/article/2012/03/12/sina-weibo-idUSL4E8EC11B20120312"><strong>Sina expects 60% of users of its Weibo service to meet a March 16th real name verification deadline</strong></a>, suggesting that the requirement will gain greater traction than a similar attempt to regulate mobile phone usage in 2010.</p>
<blockquote><p>In December, the <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> city government issued rules giving microblog operators based in the city, which include <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a>, three months to ensure users register their real identities.</p>
<p>Users must link their mobile phone numbers to their <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a> account and only those verified will be allowed to post messages. Sina has said the regulations would hurt the platform.</p></blockquote>
<p>The real-name requirement was one focus of <strong><a href="http://chrdnet.com/wp-content/uploads/2012/03/We-can-dig-a-pit-and-bury-you-alive-final-online-version.pdf">Chinese Human Rights Defenders&#8217; 2011 report</a> </strong>(PDF), released last week. Almost half of the activists surveyed by the organisation said that they used <a href="http://chinadigitaltimes.net/china/sina-weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina weibo">Sina Weibo</a> in their work on a daily basis, and reported tangible successes achieved through doing so, particularly in quickly spreading word of detentions. But growing numbers of account closures have forced many to &#8216;reincarnate&#8217;, a recourse which the real name policy is intended to block.</p>
<blockquote><p>The most alarming development in 2011 [in terms of online controls] was the government’s introduction of the requirement that microbloggers use their real names when registering to open an account. The thriving domestic microblogsphere has proved highly effective in exposing government misconduct during the past few years, but it is now threatened with curtailment as a result of this requirement. After much speculation about its introduction, it was announced at the end of the year that it would be implemented in Beijing, <a href="http://chinadigitaltimes.net/china/shanghai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shanghai">Shanghai</a>, Tianjin, <a href="http://chinadigitaltimes.net/china/guangzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangzhou">Guangzhou</a>, and <a href="http://chinadigitaltimes.net/china/shenzhen/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shenzhen">Shenzhen</a>. Since the two main internet companies operating <a href="http://chinadigitaltimes.net/china/microblogs/" class="st_tag internal_tag" rel="tag" title="Posts tagged with microblogs">microblogs</a> in China—Sina and <a href="http://chinadigitaltimes.net/china/tencent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with tencent">Tencent</a>—are based in Beijing and Shenzhen, the new measure is likely to affect most of China’s 250 million registered microblog users …. <p>Given the logistical difficulties, some observers question whether the government will succeed in pushing ahead with the “real-name registration” measure. A similar effort to control the use of <a href="http://chinadigitaltimes.net/china/cell-phones/" class="st_tag internal_tag" rel="tag" title="Posts tagged with cell phones">cell phones</a> in 2010 went largely unenforced;38 small vendors of SIM cards, for example, bypassed the registration system as it negatively effected their business. However, microblogs are operated by several giant internet companies who have a strong track record of avoiding trouble by complying with <a href="http://chinadigitaltimes.net/china/censorship/" class="st_tag internal_tag" rel="tag" title="Posts tagged with censorship">censorship</a> requirements.
