				<content:encoded><![CDATA[<p>At Foreign Affairs, Martin King Whyte writes that despite growing alarm about economic <a href="http://chinadigitaltimes.net/china/inequality/" class="st_tag internal_tag" rel="tag" title="Posts tagged with inequality">inequality</a> in China, satisfaction with and optimism about personal gains have defused much of its political volatility. <a href="http://www.foreignaffairs.com/articles/139365/martin-king-whyte/china-needs-justice-not-equality" title="http://www.foreignaffairs.com/articles/139365/martin-king-whyte/china-needs-justice-not-equality"><strong>A greater threat to stability, he argues, comes from political inequality</strong></a>, which the government is more reluctant to confront.</p>
<blockquote><p>In March, China completed its transition to a new leadership team. The usual fanfare &#8212; masses of black limousines bringing nearly 3000 delegates to the Great Hall of the People to hear proud speeches about the country’s three decades of <a href="http://chinadigitaltimes.net/china/economic-growth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with economic growth">economic growth</a> and waxing international influence &#8212; was dampened by a sense that, by the next time the party comes to town, there might not be as much to celebrate. <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a>, the new leader of the Chinese Communist Party, and his colleagues have repeatedly expressed alarm at increasing social protests. According to confidential but widely circulated Chinese police estimates, there are now about 180,000 mass protest incidents each year, roughly 20 times more than there were in the mid-1990s. China’s leaders portray the surge of protests as fueled by popular outrage over the yawning gap between rich and poor &#8212; a chasm that the leaders have spent a decade trying to close. In reality, though, Chinese citizens are angry about a different gap: the one between the powerful and the powerless. The <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a> has turned a blind eye toward this problem. Unless the situation changes and China’s new leaders start finding ways to temper popular outrage over procedural injustices and official <a href="http://chinadigitaltimes.net/china/corruption/" class="st_tag internal_tag" rel="tag" title="Posts tagged with corruption">corruption</a>, the prospect that they will maintain political order until the next <a href="http://chinadigitaltimes.net/china/leadership-transition/" class="st_tag internal_tag" rel="tag" title="Posts tagged with leadership transition">leadership transition</a> is bleak.</p>

<blockquote><p>Abstract: China’s particular form of <a href="http://chinadigitaltimes.net/china/social-stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social stability">social stability</a> is one of ‘rigid stability’ that is intimately connected with its authoritarian regime. This form of ‘rigid stability’ is maintained via a mechanism of ‘<a href="http://chinadigitaltimes.net/china/stability-preservation/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability preservation">stability preservation</a> through pressure’. A new line of thinking is currently needed in regard to <a href="http://chinadigitaltimes.net/china/stability-preservation/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability preservation">stability preservation</a>, with <a href="http://chinadigitaltimes.net/china/rights-protection/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rights protection">rights protection</a> as its precursor and foundation. ‘Rigid stability’ must give way to ‘resilient stability’, ‘static stability’ must yield to ‘dynamic stability’, and ‘<a href="http://chinadigitaltimes.net/china/stability-preservation/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability preservation">stability preservation</a>’ must become ‘stability creation’.</p></blockquote>
<blockquote><p>In an increasingly open and democratic nation, true stability is unattainable through reliance upon the coercive and heavy-handed measures of the Mao era. Stability preservation during sensitive times of social conflict demands more than wise governance; it also requires that stability be rethought to fit the present stage of social development.</p></blockquote>
<p>Yu&#8217;s <a href="http://cmp.hku.hk/2012/03/26/20910/">vision for reform</a> earned him <a href="http://chinadigitaltimes.net/2012/11/chinas-great-global-thinkers-for-2012/">a place on Foreign Policy magazine&#8217;s 2012 list of &#8220;Great Global Thinkers&#8221;</a>, behind Chen Guangcheng and <a href="http://chinadigitaltimes.net/china/ai-weiwei/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ai Weiwei">Ai Weiwei</a>. At the South China Morning Post, The University of Nottingham&#8217;s <a href="http://www.scmp.com/comment/insight-opinion/article/1135292/chinas-reformers-within"><strong>Andreas Fulda described the marked contrast between Yu and Ai</strong></a>, concluding that &#8220;establishment intellectuals like Yu are the people the West must learn to work with if it wishes to encourage <a href="http://chinadigitaltimes.net/china/political-reform/" class="st_tag internal_tag" rel="tag" title="Posts tagged with political reform">political reform</a> in China.&#8221;</p>
<blockquote>
<p>Yu, an establishment intellectual, is an unlikely poster boy for the Chinese democracy movement. He is a patriot first, a democrat second. His position on the East China Sea islands territorial dispute between China and Japan is emphatically nationalistic, much to the frustration of his liberal supporters within China, and in his 10-year plan he does not advocate civilian control of the Chinese military, as most other liberals in China do.</p>
<p>In contrast, outspoken libertarian activists like <a href="http://chinadigitaltimes.net/china/liu-xiaobo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Xiaobo">Liu Xiaobo</a> and artist Ai Weiwei are clear-cut reformers, railing at government control from outside the system. Their cause offers a compelling narrative to the West. But the strong focus on activists outside the system comes at the expense of people like Yu, who are prepared to straddle both sides. Establishment intellectuals need to walk a fine line between their reformist aspirations and the existing political realities in China.</p>
<p>[…] Due to the repression of reformers outside the system, policymakers dealing with China should recognise that more people like Yu will grow in influence in the years to come. This may be challenging. These patriots will first and foremost stand up for China&#8217;s interests, yet the reality is that this is fairly representative of popular thinking in modern China.</p>

<p>Pan asks that all levels of authority unite their thinking, raise awareness, stress key points, and devote utmost attention to looking out for the &#8220;Real God&#8221; cult. Realistically grasp the organizational characteristics, management targets, <a href="https://chinadigitaltimes.net/china/re-education/">re-education</a>, and guidance of [key members of] the evil cult. Complete tasks to standard, organize safeguards to standard, and coordinate government departments, villages, and town (streets) to standard. Practically create a joint workforce. Effectively stymie the momentum of the evil cult&#8217;s public conversion activities. Guarantee the political and social <a href="http://chinadigitaltimes.net/china/harmony/" class="st_tag internal_tag" rel="tag" title="Posts tagged with harmony">harmony</a> and <a title="How to Fight China’s Corruption Cancer" href="http://chinadigitaltimes.net/china/stability-maintenance">stability</a> of the entire county.</p>
<p>During the meeting, county Politics and Law Commission Vice-Secretary <a href="http://chinadigitaltimes.net/china/yang-zhuodong/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Yang Zhuodong">Yang Zhuodong</a> expounded on the harmfulness and present severity of &#8220;Real God&#8221; and other evil cults, setting forth prevention and control work for the current period of time. County Political Commissar <a href="http://chinadigitaltimes.net/china/qiu-guoting/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Qiu Guoting">Qiu Guoting</a> introduced the origins and characteristics of the &#8220;Real God&#8221; cult, putting forth the specific plan for its investigation and management.</p>
<p>According to our understanding, &#8220;Real God&#8221; is also known as &#8220;Eastern Lightning.&#8221; Cult members call it &#8220;Almighty God.&#8221; This group creates an atmosphere of social panic by spreading rumors and propagating false claims and heresies, such as the <a href="http://chinadigitaltimes.net/china/apocalypse/" class="st_tag internal_tag" rel="tag" title="Posts tagged with apocalypse">apocalypse</a>. The cult seriously endangers social <a href="http://chinadigitaltimes.net/china/stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability">stability</a>. It is essentially an anti-social, misanthropic, perverse religious sect. Recently its activities have become rather common in certain villages and towns in Xinchang, particularly in remoter areas. It has an evil influence; the need to crack down and bring it under control is acute. All levels of the government are to alert the masses to awaken to the nature of the &#8220;Real God&#8221; cult, such that they do not fall prey to the faith. <p>会上，县委政法委副书记杨卓东阐述了“实际神”以及其他邪教组织的危害性和当前形势的严峻性，部署了当前以及今后一个时期对邪教组织的防控工作。县公安局政委裘国挺介绍了“实际神”邪教组织的产生过程及其特点，提出了具体的专项排查处置方案。</p>

The survey also estimated the urban jobless rate in July 2012 was 8.05 percent, almost double the official figure.</p>
<p>[…] “China’s <a href="http://chinadigitaltimes.net/china/wealth-gap/" class="st_tag internal_tag" rel="tag" title="Posts tagged with wealth gap">wealth gap</a> is so prevalent between regions, sectors, and urban and rural that it’s impossible to see a meaningful decline in the Gini coefficient in the short term,” Gan Li, director of the Chengdu-based center and a professor at Texas A&amp;M University in College Station, Texas, said at a briefing in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> today. “Depending on market forces alone can’t resolve the gap and China must change the structure of income distribution and rely on massive fiscal transfers to narrow such a yawning disparity.”</p>
<p>Higher fiscal revenue and a bigger share of state-owned enterprises’ profits could give the government about 3.8 trillion yuan ($610 billion) a year to spend on income redistribution, said Gan, who has a doctorate in economics from the University of California at Berkeley. In the long run “China needs to beef up funding for education and reduce inequality of opportunity to lower the <a href="http://chinadigitaltimes.net/china/income-gap/" class="st_tag internal_tag" rel="tag" title="Posts tagged with income gap">income gap</a>,” he said.</p>

<p>Although higher than expected, <a href="http://www.globaltimes.cn/content/749103.shtml"><strong>the new figure may still be too low</strong></a>. From Chen Dujuan at Global Times:</p>

<p>Zheng Xinye, a professor at Renmin University of China, told the Global Times Sunday that the real Gini coefficient may be even higher than 0.61, since the super-rich are hard to reach for surveys.</p>
<p>&#8220;The widening income gap was caused by restrictions that kept small and medium-sized companies from entering high-profit sectors, as well as by employment discrimination,&#8221; Zheng said. Data showed that the wage gap between finance and agriculture, which earn the highest and lowest wages respectively, has widened to a ratio of 4.2 in 2010 from 2.24 in 1997.</p>
<p>Zheng said that low standards for labor and environmental protection have increased the wealth of the rich at the cost of the health and income of the poor.</p>
<p>[…] Greater urbanization will ease the income gap, Pan Jiancheng, deputy director-general of the China Economic Monitoring &amp; Analysis Center of the National Bureau of Statistics (NBS), said at the survey release press conference, noting that China needs to boost economic transformation and improve social security.</p>

<p>The Gini coefficient is not a definitive or comprehensive measure of inequality, however, its widespread use arising in large part from its simplicity and convenience. <a href="http://www.slate.com/articles/news_and_politics/hey_wait_a_minute/2008/05/is_india_more_equal_than_the_united_states.html"><strong>Mark Gimein described the measure&#8217;s limitations</strong></a> at Slate (<a href="https://twitter.com/SlackerScholar/status/277977935414173696">via Trey Menefee</a>) in 2008:</p>
<blockquote>
<p>[…] Measuring inequality, or what most people think of as inequality, is not simple. And, perhaps more importantly, the standard measure of inequality tells us a lot less about poverty than we might think or hope.</p>
<p>To see why, let&#8217;s look a little bit into the mathematics of inequality. The Gini index is a number that expresses the proportion of income that goes to people on various steps on the economic ladder. In a country in which everyone has exactly the same income, the Gini coefficient will be zero. On the other hand, in a country in which all the income goes to one person, the Gini coefficient will be 1, and the Gini index will be 100 (technically, it&#8217;ll never reach the perfect 100, but it&#8217;ll be incredibly close). In real life, the <a href="http://chinadigitaltimes.net/china/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with United States">United States</a> has a Gini index of 45, and Norway&#8217;s is 28.</p>
<p>[…] The problem here is that Gini index alone does not yield enough information to indicate what proportion of a country&#8217;s people are poor—even if we know the country&#8217;s total income. A measure omitting that crucial concept doesn&#8217;t get to what people really mean when they talk about inequality. Take it out, and most of the rhetoric about inequality loses its soul.</p>
</blockquote>
<p><a href="http://english.peopledaily.com.cn/200607/20/eng20060720_285083.html">Comparing the Gini coefficients of countries at different stages of development is also problematic</a>, as Tsinghua University economist Wei Jie explained to People&#8217;s Daily Online in 2006.</p>
<p>At The Wall Street Journal, <a href="http://online.wsj.com/article/SB10001424127887323316804578164784240097900.html"><strong>Tom Orlik described the study&#8217;s findings on unemployment</strong></a>:</p>
<blockquote>
<p>The survey represents the most ambitious attempt yet to map China&#8217;s labor markets, household income and asset ownership—areas where the official data are widely regarded as inaccurate or deficient.</p>
<p>Employment is a hot-button issue for China&#8217;s ruling Communist Party, with the risk that high levels of joblessness could trigger destabilizing unrest. At the end of 2008, severe job losses for migrant workers helped prompt the government to unleash a massive stimulus package.</p>
<p>[…] Despite a significantly higher rate of unemployment than reported by the government,China&#8217;s labor market still appears to have weathered 2012&#8242;s growth slowdown relatively well. A loss of around 4.5 million jobs for China&#8217;s migrant workers in the past year has taken their unemployment level to 10 million, still well below the 23 million out of work in 2009.</p>
</blockquote>
<p>That the official figure seems inaccurate comes as no great surprise. Last month, Caixin&#8217;s <a href="http://english.caixin.com/2012-11-23/100464723.html"><strong>Zhang Huanyu pondered the official urban unemployment rate&#8217;s mysterious steadiness since the start of 2010</strong></a>:</p>
<blockquote>
<p>The urban unemployment rate announced by the government has remained at 4.1 percent from the start of 2010 to June 30. Even during the worst of the global financial crisis in 2009, the figure climbed to only 4.3 percent.</p>
<p>When I talk to government officials and scholars, they unintentionally reveal the importance they attach to the statistic. But the fact the figure barely changes is a sign its accuracy can be doubted. Unfortunately, this is true of many statistics released by government agencies in China.</p>
<p>[…] The National Bureau of Statistics once promised that starting in 2011 it would release more accurate unemployment figures, but so far we haven&#8217;t seen them.</p>
<p>In March, bureau director Ma Jiantang was asked about the unemployment rate and said: &#8220;From the research we have done, the gap between our data and the real situation is narrowing.&#8221;</p>

Qianlong Net will set up a special Beijing column, and strengthen reports concerning Beijing City studying the spirit of General Secretary Hu Jintao’s important speech and the “Decision,” and timely reprints important articles and reports from the Beijing Daily and other municipally-subordinate traditional media; all other commercial websites must appropriately strengthen reports on all walks of life studying, propagating, and implementing the spirit of the 6th Plenum of the 16th Party Congress.</p>
<p>IV. Strengthen guidance and management over online public opinion. In the near future, public opinion guidance work in the following few areas must be stressed, all websites are to strengthen management over trackers and forums with reference to them. First, the nature and deep connotations of the Socialist harmonious society must be completely elaborated. Second, it must be fully explained that building a harmonious society reflects the Party’s persistent putting the basic interest of the broadest people as the starting point and stopover point for all Party and government work. Third, it must be deeply elaborated that the Party and government pay even more attention to the development of social undertakings, pay even more attention to resolving the problems of imbalanced development, and promote the coordinated development of economy and society. Fourth, guidance must be strengthened over social security, labor, and employment, education fairness, healthcare and hygiene services, and other hot sports and issues that the masses are concerned about. Fifth, public opinion guidance over <a href="http://chinadigitaltimes.net/china/civilized-Web">running the web in a civilized manner</a> and using the web in a civilized manner must be continuously strengthened, forcefully build an online harmonious culture.</p>
<p>V. Assessment and rewards. In order to encourage all websites to do propaganda and reporting of the spirit of the 6th Plenum of the 16th Party Congress, the Municipal Network Management Office will conduct assessment and rewards of all websites’ propaganda situation concerning the spirit of the 6th Plenum of the 16th Party Congress. At the end of November, the Municipal Network Management Office will organize experts, to comprehensively mark all websites’ arrangement of special subject positions, special subject content, propaganda forms, propaganda and public opinion guidance in interactive columns, website and news front pages, management situations, etc., and the first three sites will be given material and spiritual awards, those with insufficient propaganda are criticized (comparative assessment and award standards are notified separately).</p>
<p>VI. Propaganda requirements. First, training for website editors concerning the spirit of the 6th Plenum of the 16th Party Congress must be strengthened. The Municipal Network Management Office will organize and convene special subject lectures to study the spirit of the 6th Plenum of the 16th Party Congress. All websites must also internally organize editors to focus on studying the spirit of General Secretary Hu Jintao’s important speech and the spirit of the “Decision,” to raise their understanding of the spirit of the 6th Plenum of the 16th Party Congress, raise the level of online propaganda work, and realistically implement online management work measures. Second, a harmonious network must be forcefully built, and harmonious culture construction stimulated. <p>（二）及时转发中央重点新闻和网络媒体的重点文章和重点报道。人民日报、新华社等中央主要新闻媒体，将在近期陆续刊发系列理论文章、专家专访、热点解读、评论言论，推出一批建设和谐社会的先进典型，网站要及时跟进，突出、及时、准确转发好这些报道。</p>
<p>（三）精心设计专题专栏内容，增强吸引力和感染力。各网站要认真策划专题，使主页、首页的宣传与专题、专栏宣传相互配合、相互呼应，充分利用文字、图片、音视频等多种宣传手段形成声势、形成影响。</p>
<p>（四）开办网上学习辅导园地。各网站发挥互联网传播优势，为十六届六中全会精神的宣传提供网上学习辅导支持。要为网民提供重要文件、文献、资料查询服务，可在请示市网管办许可的情况下邀请专家学者在线访谈，提供理论、政策辅导服务。</p>
<p>（五）安排好论坛、博客等互动栏目的宣传。可开设建设性话题，通过嘉宾访谈、专题讨论、优秀文章推荐、热点排行、网上征文等形式加强宣传，积极主动引导网民讨论。</p>
<p>（六）加强对北京学习、贯彻十六届六中全会精神的报道。千龙网要开设北京专栏，加强对北京市学习胡锦涛总书记讲话和《决定》精神的报道，及时转载 《北京日报》等市属传统媒体的重要文章和报道；其它各商业网站要适当加强对北京市各界学习、宣传、贯彻落实十六届六中精神的报道。</p>
<p>四、加强对网上舆论的引导和管理近期要着重做好以下几个方面的舆论引导工作，各网站参照加强对跟贴和论坛的管理。一是要全面阐释社会主义和谐社会的 性质和深刻内涵。二是要充分说明构建和谐社会体现了党始终把最广大人民的根本利益作为党和政府一切工作的出发点和落脚点。三是要深入阐明党和政府更加注重 社会事业的发展，更加注重解决发展不平衡问题，推动经济社会协调发展。四是要加强对社会保障、劳动就业、教育公平、医疗卫生服务等群众关心的热点问题的引 导。五是要继续加强文明办网、文明上网的舆论引导，大力建设网上和谐文化。</p>
<p>五、评比表彰为鼓励各网站做好十六届六中全会精神的宣传报道，市网管办将对各网站开展十六届六中全会精神宣传情况进行评比表彰。 11月底，市网管办将组织专家，依据各网站安排专题位置、专题内容、宣传形式、互动栏目、网站和新闻首页宣传、舆论引导、管理情况进行综合打分，对前三名 予以物质和精神奖励，对宣传不到位者予以批评（具体评比和奖励标准另行通知）。</p>

At The New Yorker, <a href="http://www.newyorker.com/online/blogs/comment/2012/11/black-friday-in-red-china.html"><strong>Osnos contrasts this festival of middle class prosperity</strong></a> with <a href="http://chinadigitaltimes.net/2012/11/mixed-news-on-netizen-detentions/">the recent detention of Beijing-based Twitter user Zhai Xiaobing</a> (<a href="https://twitter.com/stariver">@stariver</a>) for a satirical post about the <a href="http://chinadigitaltimes.net/china/18th-party-congress/" class="st_tag internal_tag" rel="tag" title="Posts tagged with 18th party congress">18th Party Congress</a>.</p>

<p>In this contradiction—between Singles Day and illegal tweets, between needing the <a href="http://chinadigitaltimes.net/china/middle-class/" class="st_tag internal_tag" rel="tag" title="Posts tagged with middle class">middle class</a> to sustain the Party’s rule, and punishing the <a href="http://chinadigitaltimes.net/china/middle-class/" class="st_tag internal_tag" rel="tag" title="Posts tagged with middle class">middle class</a> for passing jokes around—lies the Communist Party’s essential problem. For years, the Party, and many observers abroad, believed that the <a href="http://chinadigitaltimes.net/china/middle-class/" class="st_tag internal_tag" rel="tag" title="Posts tagged with middle class">middle class</a> would be the Party’s greatest ally, that it had gained so much during the boom years that it would never risk the trappings of prosperity for fuzzy notions of political freedom. It was an idea that reached all the way back to the ancient sage <a href="http://chinadigitaltimes.net/china/mencius/" class="st_tag internal_tag" rel="tag" title="Posts tagged with mencius">Mencius</a>, who declared that “Those who have property are also inclined to preserve social <a href="http://chinadigitaltimes.net/china/stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability">stability</a>.” In modern China, that turned into the belief that the middle class would become the xiaofei qianwei, zhengzhi houwei: “the consumer avant-garde and political rear guard.”</p>
<p>[…] The arrest of Zhai Xiaobing, which has inspired a petition calling for his release, stirred a particular kind of dread among China’s self-made liberals because it reached into the privileged domain beyond the <a href="http://chinadigitaltimes.net/china/great-firewall/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Great Firewall">Great Firewall</a>, the electronic dinner table where members of China’s new knowledge class were supposed to be able to joke freely, as long as they kept shopping. Day by day, it seems, the Party is confronting the fact that prosperity alone—the politics of goods—is no match for the politics of information.</p>

<p><a href="http://chinadigitaltimes.net/china/yasheng-huang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Yasheng Huang">Yasheng Huang</a> questioned the nature of the link between stability and prosperity in <a href="http://www.foreignpolicy.com/articles/2012/11/19/the_key_to_bringing_democracy_to_china">a recent essay at Foreign Policy</a>, <a href="http://chinadigitaltimes.net/2012/11/the-key-to-bringing-democracy-to-china/">featured on CDT earlier this week</a>. &#8220;Some analysts believe that the Chinese people tolerate <a href="http://chinadigitaltimes.net/china/corruption/" class="st_tag internal_tag" rel="tag" title="Posts tagged with corruption">corruption</a> in exchange for fast growth,&#8221; he wrote. &#8220;This is a bit like saying that New Yorkers tolerated Hurricane Sandy. Fast growth maintains a façade of stability not because it has secured tacit complicity from the Chinese people, but because it has funded the instruments of repression.&#8221;</p>

				<content:encoded><![CDATA[<p>McClatchy Newspapers&#8217; Tom Lasseter <a href="http://www.mcclatchydc.com/2012/10/29/172896/dispute-over-village-election.html"><strong>tells the story of a July 2010 uprising in the suburban Beijing village of Raolefu</strong></a>, where angry villagers disputed the shady re-election of a corrupt leader and where a court later sentenced seven of the villagers to prison terms on charges that included conspiracy. <a href="http://chinadigitaltimes.net/china/raolefu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Raolefu">Raolefu</a>, he writes, symbolizes the institutionalization of absolute power that may hinder <a href="http://chinadigitaltimes.net/china/reform/" class="st_tag internal_tag" rel="tag" title="Posts tagged with reform">reform</a> as the Communist Party seeks to maintain social <a href="http://chinadigitaltimes.net/china/stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability">stability</a>:</p>
<blockquote><p>China has permitted village-level elections since the 1980s, and they usually are closely supervised affairs. At the committee building at Raolefu, there was a red banner hanging with the Communist Party slogan &#8220;always adhere to the party&#8217;s basic line,&#8221; and some 100 local officials and staff were on hand. But after the villagers blocked the doors, they were in control. The guardrails buffering the leadership from the public suddenly made them look penned inside.</p>
<p>A man in the crowd shouted, &#8220;How much money did Wei Jiandong give you?&#8221;</p>
<p>Another turned to one of the police officers guarding the officials and asked, &#8220;Don&#8217;t you have a guilty conscience?&#8221; and used an obscenity.</p>
<p>Locals had been filing petitions in recent years at higher-level government offices, alleging that Wei used his positions to broker illegal real estate deals.</p>
<p>As one of their documents put it: &#8220;During the eight years of Party Secretary Wei&#8217;s time in office, the land in our village was lost&#8230;Most farmers in the village became poorer and poorer.&#8221;</p></blockquote>

				<content:encoded><![CDATA[<p>Heading into the National Day holiday, and on the cusp of a <a href="http://chinadigitaltimes.net/2012/09/18th-party-congress-timing-still-a-mystery/">yet-to-be-scheduled</a> <a href="http://chinadigitaltimes.net/china/leadership-transition/" class="st_tag internal_tag" rel="tag" title="Posts tagged with leadership transition">leadership transition</a>, The New York Times&#8217; Andrew Jacobs reports that <a href="http://www.nytimes.com/2012/09/27/world/asia/chinas-politics-hinder-effort-to-shore-up-economy.html?pagewanted=1&amp;ref=asia"><strong>political distractions have prevented the Communist Party from making the tough decisions</strong></a> needed to address China&#8217;s slumping <a href="http://chinadigitaltimes.net/china/economic-growth/" class="st_tag internal_tag" rel="tag" title="Posts tagged with economic growth">economic growth</a>:</p>
<blockquote><p>Although the departing government has tried in recent months to address decelerating growth by easing bank loan restrictions, increasing pensions and offering tax breaks to small businesses, a lack of consensus among the top stewards of the economy has stymied a more muscular response, insiders say.</p>
<p>Similarly, many analysts question whether the incoming leadership has the political will to overcome the resistance of the so-called <a href="http://chinadigitaltimes.net/china/princelings/" class="st_tag internal_tag" rel="tag" title="Posts tagged with princelings">princelings</a> and other well-connected families that have prospered under the current system.</p>
<p>China’s standard economic formula, they say, is losing its potency: overzealous government investment and lagging consumer spending are creating serious imbalances that are expected to lead to a much more painful reckoning, perhaps not long after the new raft of younger leaders assumes power in early 2013.</p>
<p>“There are tough choices to make, but the central government appears to be so paralyzed they are just sitting on their hands,” said Ho-Fung Hung, a political economist at Johns Hopkins University in Baltimore. “The situation is looking increasingly dire.”</p></blockquote>
<p>China&#8217;s economy <a href="http://news.xinhuanet.com/english/china/2012-09/23/c_123750478.htm">is expected to grow 7.7 percent</a> in the first three quarters of 2012, according to a Tsinghua University think tank, and Reuters reports that a vice governor of the People&#8217;s Bank of China <a href="http://www.reuters.com/article/2012/09/27/us-china-economy-policy-idUSBRE88Q0AX20120927">reiterated the desire of policymakers to steer growth lower</a>. Still, the slowdown has impacted all levels of the economy &#8212; China&#8217;s largest steelmaker announced Thursday that it had <a href="http://www.huffingtonpost.com/huff-wires/20120927/as-china-economy/">shut down a mill in Shanghai</a>, and the China Daily reports that <a href="http://www.chinadaily.com.cn/business/2012-09/28/content_15789317.htm">confidence among small and medium-sized enterprises has slid</a> amid declining trade volumes. While the regime has relied on blistering economic growth to bring about <a href="http://chinadigitaltimes.net/china/social-stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social stability">social stability</a> and preserve its own legitimacy, data collected by Richard A. Easterlin of the University of Southern California shows that <a href="http://www.nytimes.com/2012/09/28/opinion/in-china-growth-outpaces-happiness.html?ref=world"><strong>growth may be outpacing happiness</strong></a>. Also from The New York Times:</p>
<blockquote><p>As the recent riots at a Foxconn factory in northern China demonstrate, growth alone, even at sustained, spectacular rates, has not produced the kind of life satisfaction crucial to a stable society — an experience that shows how critically important good jobs and a strong social safety net are to people’s happiness.</p>
<p>Starting in 1990, as China moved to a free-market economy, real per-capita consumption and gross domestic product doubled, then doubled again. Most households now have at least one color TV. Refrigerators and washing machines — rare before 1990 — are common in cities.</p>
<p>Yet there is no evidence that the Chinese people are, on average, any happier, according to an analysis of survey data that colleagues and I conducted. If anything, they are less satisfied than in 1990, and the burden of decreasing satisfaction has fallen hardest on the bottom third of the population in wealth. Satisfaction among Chinese in even the upper third has risen only moderately.</p></blockquote>

<p>In the world’s largest democracy, recent fears of pogroms and ethnic violence have highlighted just how fractious and febrile India’s social makeup is. <a href="http://chinadigitaltimes.net/china/rumors/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rumors">Rumors</a> circulating last week of planned attacks on migrants from the Indian Northeast saw tens of thousands of Northeasterners in some of India’s main cities cram onto trains bound for their remote homelands. The “exodus” — as it was branded in bold block letters by the Indian media — followed earlier incidents of ethnic strife in the northeastern state of Assam, where members of the indigenous Bodo tribe clashed with Bengali Muslim settlers, driving hundreds of thousands of Muslims out of their homes. Mass SMSes, emails and posts over <a href="http://chinadigitaltimes.net/china/facebook/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Facebook">Facebook</a> and <a href="http://chinadigitaltimes.net/china/twitter/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Twitter">Twitter</a> warned of (and, in some cases, encouraged) Muslim reprisal attacks on Northeasterners in cities like India’s tech capital, Bangalore, as the Muslim holy month of Ramadan drew to a close, sparking a nationwide panic.</p>
</blockquote>
<p>The <a href="http://www.nytimes.com/2012/08/22/business/global/internet-analysts-question-indias-efforts-to-stem-panic.html?_r=1">government&#8217;s efforts to stem the panic included a flurry of take-down requests to Google, Twitter and Facebook</a>, as well as <a href="http://cis-india.org/internet-governance/blog/analysing-blocked-sites-riots-communalism">limited blocks on webpages from Al Jazeera, The Telegraph, the Australian Broadcasting Corporation and Wikipedia</a>. While there has been <a href="http://cpj.org/blog/2012/08/indias-clumsy-internet-crackdown.php">some speculation about ulterior motives behind this response</a>, The Atlantic&#8217;s Max Fisher wrote that the episode raises <a href="http://www.theatlantic.com/international/archive/2012/08/when-is-government-web-censorship-justified-an-indian-horror-story/261396/"><strong>difficult questions about the role of social networks in spreading the hysteria</strong></a>.</p>

<p>Technology didn&#8217;t cause any of this, of course. But social media and text messaging, both of which are becoming increasingly common in reaches of India&#8217;s enormous lower and middle classes, accelerated the flow of rumors and of inflammatory images. Some of the material turns out to have been fake: doctored images and videos showed anti-Muslim attacks that never happened. Because the rumors can be self-fulfilling, their lightening-fast spread across India&#8217;s vast population, much of which is very newly connected to the web, can be costly. The original 1993 crisis displaced an estimated 20,000 people, but this most recent manifestation has already displaced 300,000, and killed 80. No doubt there are many factors that might explain the new severity of this old crisis, but with the spread of rumors apparently playing a significant role, the recent explosion in Indian Internet access rates (the 100 millionth Indian web users logged on in December) could be relevant. The government, unable to counter the destabilizing rumors, shut down some of the means of their dispersal.</p>
<p>[…] When world governments in places like Ethiopia or China censor the internet, they tend to cite some version of the same basic idea: free discussion is a threat to &#8220;national <a href="http://chinadigitaltimes.net/china/stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability">stability</a>.&#8221; Typically, web freedom activists perceive this as little more than an excuse for online authoritarianism, and they&#8217;re probably often correct. But what if, in India&#8217;s case, the government could actually be right? Can Photoshopping up some &#8220;evidence&#8221; of ethnic attacks be akin to inciting violence? What about sending a text message falsely claiming such attacks, for which a Bangalore man was arrested? At what point does a Facebook rumor become a cry of &#8220;fire&#8221; in the crowded theatre of Indian ethnic anxieties?</p>
</blockquote>
<p>Chinese authorities have long used the &#8220;<a href="http://chinadigitaltimes.net/2011/10/rumors-are-a-cancer-that-threatens-the-internet-and-society/">cancer</a>&#8221; (or <a href="http://cmp.hku.hk/2012/03/22/20772/">bats</a>) of potentially destabilising <a href="http://chinadigitaltimes.net/china/rumors/">online rumours</a> to justify Internet controls. The exodus in India, argued <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a>, <a href="http://www.globaltimes.cn/content/728561.shtml"><strong>demonstrated the danger posed by &#8220;unchecked websites&#8221;, and the need for tough measures to control them</strong></a>:</p>

<p>[…] What happened in India can help us understand more objectively whether the Internet can foment social instability and how it does so. The exodus was a result of public panic that was easily ignited by rumors. It takes more than working with social networking websites to appease the agitated public and prevent this from happening again.</p>
<p>But New Delhi&#8217;s worries that the Internet promoted the rumors didn&#8217;t come out of nowhere. As the inventor of social networking sites, the US has experience in regulating them. But these websites have caused disturbances in other countries. The unrest in the UK last summer exposed the side effects of these networking sites, prompting the government to ponder blocking Internet information flow in times of emergency, a decision that led to an outcry.</p>
<p>[…] India is a poor country. Survival is top priority for the majority of the population. Every piece of information carried by the Internet or cell phone looks real to grass-roots people.</p>
<p>China&#8217;s situation is relatively good. It is hard to imagine rumors causing an exodus. The government&#8217;s reaction and public&#8217;s ability to discern false information are much better. But the mass of information flowing through the Internet still presents a challenge to governance. The Internet has become deeply integrated in Chinese society, but can still create a disturbance.</p>

But, he writes, although &#8220;<a href="http://www.foreignpolicy.com/articles/2012/05/22/bear_in_a_china_shop"><strong>China will likely surpass the United States as the world’s top economy … until it solves its fairness problem, it will remain a second-rate society</strong></a>.&#8221; From Foreign Policy:</p>

<p>No question, China has many problems. Years of one-sided investment-driven growth have created obvious excesses and overcapacity. A weaker global economy since the 2008 financial crisis and rapidly rising labor cost at home have slowed China’s vaunted export machine. Meanwhile, a massive <a href="http://chinadigitaltimes.net/china/housing-bubble/" class="st_tag internal_tag" rel="tag" title="Posts tagged with housing bubble">housing bubble</a> is slowly deflating, and the latest economic data is discouraging. Real growth in GDP slowed to an annualized rate of less than 7 percent in the first quarter of 2012, and April saw a sharp slowdown in industrial output, electricity production, bank lending, and property transactions. Is China’s legendary economy in serious trouble?</p>
<p>Not just yet. The odds are that China will navigate these shoals and continue to grow at a fairly rapid pace of around 7 percent a year for the remainder of the decade, overtaking the <a href="http://chinadigitaltimes.net/china/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with United States">United States</a> to become the world’s biggest economy around 2020. That’s a lot slower than the historical average of 10 percent, but still solid. Considerably less certain, however, is whether China’s secretive and corrupt Communist Party can make this growth equitable, inclusive, and fair. Rather than economic collapse, it’s far more likely that a decade from now China will have a strong economy but a deeply flawed and unstable society.</p>

For those who make excuses and shrink from responsibility, causing significant trouble, an unremitting management of the organization must be carried out, monitoring those who should be monitored, relieving from their posts those who should be relieved. Serious cases should be handed over to party and government discipline departments.<br />
Province-Wide Investigation of Conflicts</p>
<p>Combine cadres involved in implementing basic-level “Three Go-Tos and Four Togethers* to promote <a href="http://chinadigitaltimes.net/china/harmony/" class="st_tag internal_tag" rel="tag" title="Posts tagged with harmony">harmony</a>” with those involved in “household visits to understand the people.” We will launch a province-wide investigation of individual social stability cases to promptly grasp the social situation, the will of the people and security trends.</p>
<p>Following the order of village first (neighborhood), then township (residential district) and then county (city, district), every type of conflict and dilemma will be received and heard in the same manner, put in order, classified and managed, dealt with according to the law and handled in a given period of time. For large and difficult problems, we will put into action a cooperative effort between county (city, district), township (residential district) and village (neighborhood). For each dispute there will be one leader, one case file and one thorough investigation. Establish a system of conflict resolution officers. Establish a complete conflict resolution network on the three levels of village (neighborhood), organization (building) and household.</p>

<p>Need for Heart-to-Heart Discussion of Difficulties that the Masses Cause Party Organs</p>
<p>Jiangxi has made <a href="http://chinadigitaltimes.net/china/stability-maintenance/" class="st_tag internal_tag" rel="tag" title="Posts tagged with stability maintenance">stability maintenance</a> an important part of its “vanguard record setting” for party officials, reflected in party officials’ achievement reports, the masses’ appraisal of success, announcements of shining achievement, branch performance of assigned tasks and at every level of the organization’s achievement. We have also established necessary measures to inspire ambition and grant material rewards.</p>
<p>Classify and allocate responsibilities to establish a system in which low-level cadres and party officials engage in heart-to-heart discussion. Low-level party organization secretaries will lead discussion. Other groups and party members must start heart-to-heart talks according to work allocation. High-level party organizational secretaries must talk with low-level secretaries. All levels of party organization secretaries must talk with party member groups. Low-level party branch secretaries must talk with all party members, and group members must talk among themselves. This will be carried out once a year. All levels of party organization will follow work allocation.  There must be heart-to-heart talks when personal hardship or accidents occur, when disputes arise, or when something reflects poorly.</p>

<p>Complete Rotating Party Secretary Training in Two Years</p>
<p>Learning from the experience of township (residential district) party organization secretaries rotated through social management training, Jiangxi will take two years to complete focused rotational training of village (neighborhood) party organization secretaries and stability maintenance officers. During this process, new party organization secretaries will complete service training within six months. Cadres, especially outstanding young cadres with potential for improvement through training, will go to petitions departments and frontline crisis posts for practical exercises.</p>

<p>Excellence in Stability Maintenance Can Lead to Promotion</p>
<p>Increase the ability of basic-level party organizations and cadres to assess and appraise stability maintenance. Those who carry out their work carefully, produce outstanding results and show themselves to be desirable should be relied on. Particularly excellent workers can be promoted on an unprecedented level. For those whose understanding does not meet the capacity required by their position, with irresolute attitudes and no practical strength, severe criticism and education must be carried out. For those who are not at their posts at crucial moments, who retreat and create problems, or who do not follow orders, do not have discipline, work perfunctorily and shrink from responsibility, unremitting management of the organization must be carried out. Monitor those who should be monitored and relieve from their posts those who should be relieved. Serious cases should be handed over to party and government discipline departments.</p>

<p>Leading Cadres Are the First Responders to <a href="http://chinadigitaltimes.net/china/sudden-incidents/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sudden incidents">Sudden Incidents</a></p>
<p>Jiangxi has established that county-level leadership will include the township (residential district) and focus on the village (neighborhood). Township (residential district) leadership will include the village (neighborhood) and control the group (building). Village (neighborhood) cadres will include the group (building) and control the household. Department party members and cadres will include the household and assist at each level. Every level will include the next in a “four-level connection” that forms the stability maintenance work organ. Be clear that maintaining stability is the primary responsibility for the three levels of party organization secretaries in county (city, district), township (residential district) and village (neighborhood). Basic-level party organizations will mediate stability maintenance work tasks and implement maintenance measures. As soon as there is a sudden incident, responsible comrades in lower-level party organizations will work according to previous orders, getting on the scene at the first moment, working face-to-face with the masses, preventing its expansion and spread and promptly reporting factual information and correctly guiding social opinion.</p></blockquote>

<blockquote><p>State-controlled media portray China&#8217;s leaders as living by the austere Communist values they publicly espouse. But as scions of the political aristocracy carve out lucrative roles in business and embrace the trappings of wealth, their increasingly high profile is raising uncomfortable questions for a party that justifies its monopoly on power by pointing to its origins as a movement of workers and peasants.</p>
<p>Their visibility has particular resonance as the country approaches a once-a-decade leadership change next year, when several older princelings are expected to take the Communist Party&#8217;s top positions. That prospect has led some in Chinese business and political circles to wonder whether the party will be dominated for the next decade by a group of elite families who already control large chunks of the world&#8217;s second-biggest economy and wield considerable influence in the military.</p>
<p>&#8220;There&#8217;s no ambiguity—the trend has become so clear,&#8221; said Cheng Li, an expert on Chinese elite politics at the Brookings Institution in Washington. &#8220;Princelings were never popular, but now they&#8217;ve become so politically powerful, there&#8217;s some serious concern about the legitimacy of the &#8216;Red Nobility.&#8217; The Chinese public is particularly resentful about the princelings&#8217; control of both political power and economic wealth.&#8221;</p></blockquote>
