				<content:encoded><![CDATA[<p>Japanese prime minister <a href="http://www.scmp.com/news/china/article/1220155/were-ok-thanks-says-china-japan-offers-aid-after-sichuan-earthquake">Shinzo Abe offered his country&#8217;s &#8220;maximum support&#8221; to China</a> following <a href="http://chinadigitaltimes.net/2013/04/strong-earthquake-hits-sichuan-dozens-killed/">a 6.6Mw earthquake in Sichuan on Saturday</a> that <a href="http://www.scmp.com/news/china/article/1220176/battle-help-victims-sichuan-quake">killed at least 186 people and injured over 11,000</a>. Beijing replied that no foreign assistance was currently required, even as <a href="http://english.peopledaily.com.cn/90882/8217382.html">state media reported the imminent arrival of nearly 200 Russian rescue workers</a>. <strong>[Update at 16:35 PST, April 22: the <a href="http://ndnews.oeeee.com/html/201304/22/51638.html">Ministry of Foreign Affairs has denied that any foreign rescue workers are in Sichuan</a> [zh, via <a href="https://twitter.com/mrbaopanrui">Patrick Boehler</a>]. The original title of this post, &#8216;China Refuses Quake Help from <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a> After Yasukuni Visits&#8217;, has been changed to reflect this.]</strong> The apparent snub followed <a href="http://www.nytimes.com/2013/04/22/world/asia/japanese-cabinet-ministers-visit-contentious-war-shrine.html"><strong>private visits to the controversial Yasukuni Shrine by several Japanese ministers</strong></a> over the weekend. From Martin Fackler at The New York Times:</p>

<p>The separate visits by at least four cabinet members, including the deputy prime minister, Taro Aso, were the first to the <a href="http://chinadigitaltimes.net/china/yasukuni-shrine/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Yasukuni Shrine">Yasukuni Shrine</a> by members of the government of Prime Minister <a href="http://chinadigitaltimes.net/china/shinzo-abe/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shinzo Abe">Shinzo Abe</a>, an outspoken nationalist who took power in December. The large shrine of Japan’s native Shinto religion honors the nation’s war dead, including several who were executed as war criminals after <a href="http://chinadigitaltimes.net/china/world-war-ii/" class="st_tag internal_tag" rel="tag" title="Posts tagged with World War II">World War II</a>. This has made it a target of condemnation in China and South <a href="http://chinadigitaltimes.net/china/korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Korea">Korea</a>, both of which suffered greatly as a result of Japan’s empire-building efforts in the early 20th century.</p>
<p>The Japanese news media said that while Mr. Abe refrained from visiting the shrine to avoid provoking China and <a href="http://chinadigitaltimes.net/china/south-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south korea">South Korea</a>, he did send a ritual offering of the branch of a cypress tree, used in traditional Shinto ceremonies. Sunday was the start of a three-day spring festival at the shrine when conservative politicians frequently visit and offer prayers.</p>
<p>[…] Before Mr. Abe took office, there had been widespread concern that he might say or do something to outrage victims of Japanese wartime aggression. But Mr. Abe has so far acted with restraint, apparently eager to avoid isolating Japan in the region. He has responded calmly to almost daily intrusions by Chinese ships into waters claimed by Japan around disputed islands in the East China Sea. </p>

<p>In response, <a href="http://online.wsj.com/article/SB10001424127887323735604578438041350041864.html?mod=rss_about_china">South Korean Foreign Minister Yun Byung-se cancelled what would have been the two countries&#8217; first ministerial meetings under their new governments</a>, while Chinese <a href="http://chinadigitaltimes.net/china/ministry-of-foreign-affairs/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ministry of Foreign Affairs">Ministry of Foreign Affairs</a> spokeswoman <a href="http://www.reuters.com/article/2013/04/22/us-china-japan-yasukuni-idUSBRE93L08I20130422">Hua Chunying said that Japan must face its history</a> and respect its neighbors&#8217; feelings. Her comments echoed those of ministry spokesman Hong Lei, who said last month in anticipation of a possible shrine visit by Abe himself that &#8220;<a href="http://news.xinhuanet.com/english/china/2013-03/29/c_132272064.htm">only when Japan faces up to the past can it embrace the future</a>.&#8221;</p>
<p>At Bloomberg last week, author <a href="http://www.bloomberg.com/news/2013-04-14/to-erase-militarist-past-japan-must-re-learn-it.html"><strong>Pankaj Mishra grappled with Japan&#8217;s &#8220;extreme case of forgetfulness, ignorance and self-absorption,&#8221;</strong></a> while acknowledging the &#8220;absurdity&#8221; and &#8220;hypocrisy&#8221; of the Allies&#8217; post-war Tokyo Trials.</p>

<p>[…] Yushukan [the museum at the Yasukuni Shrine] takes too many liberties with historical accuracy. It presents the invasion of Manchuria in 1931, which inaugurated a particularly deranged phase of Japanese militarism, as an act of “legitimate self-defense.” The Rape of <a href="http://chinadigitaltimes.net/china/nanjing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nanjing">Nanjing</a> in 1937 is referred to as the <a href="http://chinadigitaltimes.net/china/nanjing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Nanjing">Nanjing</a> Incident in which “Chinese soldiers in civilian clothes” were “severely prosecuted.”</p>
<p>[…] Nothing undermines this litany of half-truths, omissions, suppressions and outright falsehoods than the simple failure to acknowledge that Japan’s pan-Asianist crusade, which claimed more than 10 million lives in China alone, came as a calamity to most Asians.</p>
<p>But it is a bit unfair to expect Japan’s conservative rulers today to periodically denounce their country’s short-lived empire and produce apologies on demand to its former enemies while British Tories propose to celebrate their imperial past in revised <a href="http://chinadigitaltimes.net/china/history/" class="st_tag internal_tag" rel="tag" title="Posts tagged with history">history</a> textbooks.</p>
<p>[…] As Japan searches, still confusedly, for a new identity within Asia, it may come to appreciate, as Jeff Kingston, a close observer of contemporary Japan, writes, “the potential benefits of reassuring past enemies.” But how will the effort at reconciliation with victims of Japanese aggression shape official memories of Japan’s war in Asia?</p>

<p>A Hefei restaurateur named Xu recently confronted Japan&#8217;s war history in his own way by <a href="http://www.scmp.com/news/china/article/1212833/anhui-restroom-osaka-street-sino-japanese-hatred-shows-no-end"><strong>naming his restaurant&#8217;s toilets &#8216;Yasukuni Shrine&#8217;</strong></a>. From Amy Li at South China Morning Post:</p>

<p>A diner who recently ate at the restaurant ended up taking photos of the newly named restroom and posting them on Weibo, where they went viral and triggered mixed reactions.</p>
<p>“All restrooms in China should adopt this name,” wrote a blogger.</p>
<p>Some others deemed the “patriotic” act  too extreme.</p>
<p>Wang Kaiyu, a researcher at Anhui’s Academy of Social Sciences, said Xu&#8217;s actions were understandable, but not “appropriate.”</p>

<p>As reporters gather in <a href="http://chinadigitaltimes.net/china/seoul/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Seoul">Seoul</a> to await the latest hostile missive (or missile) from the North, Western governments have continued to press China to do more to rein in their putative ally. Like a pit pull chained in the front yard, <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a> does keep the neighbours on edge. Of course there is always the danger of what might happen if you neglect to feed the dog.</p>
<p>China’s involvement on the Korean peninsula in the period since the <a href="http://chinadigitaltimes.net/china/korean-war/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Korean War">Korean war</a> has been cited amply in recent press accounts. But <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>’s interests there have historical roots which reach back far earlier than 1950. For more than two thousand years, successive Chinese dynasties have seen <a href="http://chinadigitaltimes.net/china/korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Korea">Korea</a> as a tributary to be protected, a prize to be coveted, or as a dangerous land bridge which might convey “outer barbarians” into China. Unsurprising then that China should have a long history of mucking about in Korean politics, a history which has often brought it into conflict with that other great Eastern power, <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a>. This has seldom worked out well for the Korean people. Nor has it led to much joy for China.</p>
<p>[…] The misgivings felt by Koreans watching outside forces—particularly China and Japan—intervening to solve problems on the peninsula is understandable, against the historical backdrop. As is China’s reluctance to commit itself to managing <a href="http://chinadigitaltimes.net/china/pyongyang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Pyongyang">Pyongyang</a>. Today’s deadlock is both a legacy of the cold war and the latest chapter in a long story of power shifts across <a href="http://chinadigitaltimes.net/china/east-asia/" class="st_tag internal_tag" rel="tag" title="Posts tagged with East Asia">East Asia</a>.</p>
</blockquote>
<p>At Tea Leaf Nation last week, Taylor Washburn focused on <a href="http://www.tealeafnation.com/2013/04/what-goguryeos-buried-ghosts-mean-for-the-future-of-sino-korean-relations/"><strong>the disputed status of the first-millennium &#8220;proto-Korean&#8221; kingdom of Goguryeo</strong></a>:</p>
<blockquote>
<p>In late January, 2013, South Korea&#8217;s Hankyoreh newspaper reported that an elite group of scholars in the northeastern Chinese province of <a href="http://chinadigitaltimes.net/china/jilin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with jilin">Jilin</a> was conducting &#8220;closed research&#8221; on a freshly discovered stele, an engraved memorial stone dating to the fifth century A.D. What interest could the examination of such an artifact hold for contemporary Korean readers? &#8220;Concerns are being raised,&#8221; the Hankyoreh piece noted vaguely, &#8220;that […] it is very likely that China will use the results of the study &#8230; to reinforce its argument that Goguryeo belongs to China.&#8221;</p>
<p>[…] Whatever defensive instincts may have inspired China&#8217;s Goguryeo revisionism, efforts to downplay the independence of Korean civilization cannot but appear menacing from across the Yellow Sea. In a 2012 poll, nearly three quarters of South Koreans indicated that they perceive China as a military threat. Although some of this growing fear undoubtedly stems from Beijing&#8217;s ongoing support for Pyongyang, it also reflects a deeper anxiety that a stronger China will seek to revive elements of the Sinocentric regional order that prevailed in East Asia before the arrival of Westerners and the ascent of Meiji Japan, under which Korea&#8217;s rulers paid tribute to the Manchu Qing.</p>
<p>If the current Chinese investigation of the Jilin stele continues to make news in Korea, it will certainly exacerbate such unease. What remains to be seen is whether Beijing, mindful of its own security imperatives, will determine this a price worth paying. For the moment, at least, the ghosts of Goguryeo can rest. But William Faulkner&#8217;s familiar observation is as true of Manchuria as Mississippi: &#8220;The past is never dead. It&#8217;s not even past.&#8221;</p>

				<content:encoded><![CDATA[<p><strong>Update: </strong>The <a href="http://www.cbc.ca/news/story/2013/03/22/south-korea-computers.html">Korean Communications Commission has announced that its original attribution was a mistake</a>, and that the IP address involved in the attack actually belongs to one of the targeted companies. The attack is still believed to have originated abroad, however.</p>
<p><strong>Original post: </strong>South Korean authorities have revealed that <a href="http://www.nytimes.com/2013/03/21/world/asia/south-korea-computer-network-crashes.html"><strong>malware used in a major cyberattack against Korean banks and broadcasters has been traced to an IP address in China</strong></a>. (For a detailed description of the attack, see <a href="http://arstechnica.com/security/2013/03/your-hard-drive-will-self-destruct-at-2pm-inside-the-south-korean-cyber-attack/">Sean Gallagher&#8217;s account at Ars Technica</a>.) The attack came amid North Korean threats of &#8220;catastrophic&#8221; retaliation if the U.S. persisted in flying B-52 bombers over the peninsula, however, and <a href="http://chinadigitaltimes.net/china/pyongyang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Pyongyang">Pyongyang</a> is widely regarded as the chief suspect. At a <a href="http://chinadigitaltimes.net/china/hacking/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hacking">hacking</a> conference here last year, Michael Sutton, the head of threat research at Zscaler, a security company, said a handful of <a href="http://chinadigitaltimes.net/china/hackers/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hackers">hackers</a> from China “were clearly very skilled, knowledgeable and were in touch with their counterparts and familiar with the scene in <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a>.”</p>
<p>But there has never been any evidence to back up some analysts’ speculation that they were collaborating with their Chinese counterparts. “I’ve never seen any real evidence that points to any exchanges between China and North Korea, ” said Adam Segal, a senior fellow who specializes in China and cyberconflict at the Council on Foreign Relations.</p>

<p>“Discovering that the code was from China makes it more likely that the attack was from North Korea, because a lot of North Korean hackers operate there,” said Ryou Jae Cheol, a professor of computer engineering and securities at Chungnam National University. “Who else would be making this kind of attack at this scale and timing other than North Korea?”</p>
<p>[…] “It’s highly probable that North Korea used Chinese IPs for the attacks,” said Lim Jong In, dean of Korea University’s Graduate School of Information Security. “These are sentimental attacks, aimed at spreading confusion to the whole society by paralyzing media and financial institutions. But it will take some time to exactly track who’s behind this as China is unlikely to actively cooperate.”</p>

<p>At Reuters, <a href="http://timesofindia.indiatimes.com/tech/enterprise-it/security/Cyberattacks-on-South-Korea-show-North-Koreas-hacking-prowess/articleshow/19109830.cms"><strong>Ju-min Park described the difficulty of assessing North Korea&#8217;s cyberwarfare capabilities</strong></a>:</p>

<p>Jang Se-yul, a former North Korean soldier who went to a military college in Pyongyang to groom hackers and who defected to the South in 2008, estimates the North has some 3,000 troops including 600 professional hackers in its cyber unit.</p>
<p>[…] The North&#8217;s professional &#8220;cyber-warriors&#8221; enjoy perks such as luxury apartments for their role in what Pyongyang has defined as a new front in its &#8220;war&#8221; against the South, Jang told Reuters.</p>
<p>[…] &#8220;North Korea can&#8217;t invest in fighter jets or warships, but they have put all their resources into raising hackers. Qualified talent matters to cyber warfare, not technology,&#8221; said Lee Dong-hoon, an information security expert at Korea University in Seoul.</p>

From Justin McCurry and Tania Branigan at The Guardian:</p>
<blockquote><p>The authorities in Pyongyang said scientists had set off a &#8220;miniaturised&#8221; nuclear device with a greater explosive force than those used in two previous nuclear tests, in 2006 and 2009.</p>
<p>&#8220;It was confirmed that the nuclear test that was carried out at a high level in a safe and perfect manner using a miniaturised and lighter nuclear device with greater explosive force than previously did not pose any negative impact on the surrounding ecological environment,&#8221; KCNA, the North&#8217;s official news agency, announced.</p>
<p>The agency said the test had been in response to &#8220;outrageous&#8221; US hostility that &#8220;violently&#8221; undermined the regime&#8217;s right to peacefully launch satellites – a reference to the condemnation and tighter sanctions that greeted Pyongyang&#8217;s successful rocket launch almost two months ago.</p></blockquote>

<p>After <a href="https://twitter.com/mchancecnn/status/301218237100728322">some initial confusion</a>, China&#8217;s Foreign Ministry <a href="https://twitter.com/XHNews/status/301248161358434304">expressed &#8220;resolute&#8221; opposition to the test</a> (<a href="http://news.xinhuanet.com/2013-02/12/c_114671685.htm">Chinese</a>), which <a href="http://www.nytimes.com/2013/02/13/world/asia/north-korea-nuclear-test-poses-challenge-to-chinas-xi-jinping.html"><strong>has placed Beijing in an awkward position</strong></a>. From Jane Perlez at The New York Times:</p>
<blockquote><p>The nuclear test by North Korea on Tuesday, in defiance of warnings by China, leaves the new Chinese leader, Xi Jinping, with a choice: Does he upset North Korea just a bit by agreeing to stepped up United Nations sanctions, or does he rattle the regime by pulling the plug on infusions of Chinese oil and investments that keep North Korea afloat?</p>
<p>[…] The Obama administration excoriated Mr. Hu [Jintao] after North Korea’s second nuclear test in 2009, accusing him of “willful blindness” to the country’s actions.</p>
<p>“With Hu out of the picture the administration is intent on determining whether Xi Jinping will prove more attentive to U.S. security concerns,” Jonathan D. Pollack, director of the John L. Thornton China Center at the Brookings Institution said. “How Xi chooses to respond will be an important early signal of his <a href="http://chinadigitaltimes.net/china/foreign-policy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with foreign policy">foreign policy</a> priorities and whether he is ready to cooperate much more openly and fully with Washington and <a href="http://chinadigitaltimes.net/china/seoul/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Seoul">Seoul</a> than his predecessor.”</p></blockquote>
<p><a href="http://bigstory.ap.org/article/chinas-patience-north-korea-wearing-thin"><strong>China&#8217;s patience with its wayward satellite had already been wearing thin</strong></a>: an editorial in the state-run Global Times early this month <a href="http://www.globaltimes.cn/content/760434.shtml">urged that North Korea &#8220;must pay a heavy price&#8221; for a third nuclear test</a>. From Christopher Bodeen at The Associated Press:</p>
<blockquote><p>&#8220;Perhaps Kim Jong <a href="http://chinadigitaltimes.net/china/un/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UN">Un</a> thinks Xi Jinping will indulge him. Perhaps he&#8217;s in for a surprise,&#8221; said Richard Bush, Director of the Center for Northeast Asian Policy Studies at the Brookings Institution in Washington D.C.</p>
<p>[…] &#8220;At the start, China gave him a warm welcome and, I think, some aid. But we got no gratitude. They take us for granted,&#8221; said Jin Canrong, an international affairs expert at Renmin University in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>. &#8220;China tried to get closer to him, but it was not successful. China has become very disappointed.&#8221;</p>
<p>Yet Beijing also sees Pyongyang as a crucial buffer against U.S. troops based in South Korea and <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a>. It also deeply fears a regime collapse could send swarms of refugees across its border. For those reasons, Beijing is unlikely to cut Pyongyang adrift, even if it pushes North Korea harder to end its nuclear provocations and reform its broken-down economy.</p></blockquote>
<p>The New York Time&#8217;s <a href="http://www.nytimes.com/2013/02/12/world/asia/north-korea-draws-new-china-scrutiny.html"><strong>Perlez had also examined the debate</strong></a> prior to the test:</p>
<blockquote><p>For all the concern in some quarters about North Korea’s wayward behavior, that dread of losing a buffer still prevails among China’s most influential policy makers, particularly in the military, according to Jia Qingguo, a professor at Beijing University’s School of International Studies who is a proponent of a new policy toward North Korea.</p>
<p>“It’s better than before, but it is still difficult to overcome” the mind-set, he said. “A lot of people are taking the very old-fashioned belief that North Korea is a strategic buffer, and they still believe American invaders would march over North Korea to come to China.”</p>
<p>[…] Despite the strains, many analysts are convinced that China remains a firm ally of North Korea. China was only blowing off steam by allowing news media criticism of Pyongyang, said Stephanie Kleine-Ahlbrandt, North <a href="http://chinadigitaltimes.net/china/east-asia/" class="st_tag internal_tag" rel="tag" title="Posts tagged with East Asia">East Asia</a> director and China adviser for the International Crisis Group in Beijing.</p>
<p>“The traditionalists in the People’s Liberation Army and the International Liaison Department of the Communist Party control foreign policy [<a href="https://twitter.com/ska_kongshan/status/301155788104290305">on North Korea</a>],” she said. “The political relationship between China and North Korea right now is at a low point, but China’s longstanding priorities on the Korean Peninsula of no war, no instability and no nukes remain in that order of priority.”</p></blockquote>
<p>Tuesday&#8217;s detonation may force China&#8217;s hand. Global Times&#8217; Wang Zhang and Hao Zhou reported on February 5th that <a href="http://www.globaltimes.cn/content/760181.shtml"><strong>Beijing had been &#8220;diplomatically cornered&#8221; by the threat of the test</strong></a>:</p>
<blockquote><p>[… A] South Korean embassy official told the Global Times that Seoul is well aware that North Korea rarely listens to Beijing&#8217;s advice. What South Korea expects is just pressure from China in line with the other participants of the Six-Party Talks to deliver a clear message before it attempts an audacious and defiant third nuclear test, the official said.</p>
<p>&#8220;This is a grave test of China&#8217;s diplomacy,&#8221; said Zhang Liangui, a professor on Korean Peninsula issues at the Party School of the Communist Party of China Central Committee.</p>
<p>If China fails to persuade North Korea to give up its plan for a fresh nuclear test or fails to deliver immediate and severe sanctions that could substantially hit North Korea after the test, China will forever lose the chance to play a dominant role on the Korean Peninsula nuclear issue and all the previous efforts to realize the denuclearization of the peninsula will have been in vain, Zhang said.</p></blockquote>
<p>But <a href="http://www.economist.com/news/china/21571196-china-continues-fret-over-its-troublesome-neighbour-naughty-step?fsrc=scn/tw_ec/on_the_naughty_step"><strong>the diplomatic mushroom cloud may have a silver lining</strong></a>. From The Economist, on February 2nd:</p>
<blockquote><p>Now, more than ever, China might want to seem a contributor to regional peace. Its belligerence over the disputed Senkaku or Diaoyu islands has brought relations with Japan to their worst level since 1945, with China now considering Japan’s proposal for a summit between its prime minister, Shinzo Abe, and the Communist Party leader, Xi Jinping. China’s assertion of territorial claims in the South China Sea has soured relations there, too. The Philippines has been provoked into asking a UN tribunal to rule on whether part of China’s claim has a legal basis.</p>
<p>On both those issues China will find it hard to offer concessions. This week Mr Xi growled that “no country should presume that we will engage in trade involving our core interests or that we will swallow the ‘bitter fruit’ of harming our sovereignty, security or development.”</p>
<p>North Korea offers a chance for China to seem flexible without jeopardising any “core interests” and, indeed, to enhance its own security at the same time. The new treatment of North Korea could also strengthen China’s relations with South Korea, which were damaged by the failure to join the widespread international condemnation of the North for attacks on the South in 2010. And it would offer what Zhu Feng, a scholar at Peking University, calls “a new platform for China and the <a href="http://chinadigitaltimes.net/china/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with United States">United States</a> to get closer”.</p></blockquote>
<p>In any case, <a href="http://www.tealeafnation.com/2013/02/chinese-web-users-weigh-in-on-north-korean-earthquake/"><strong>many Chinese netizens appear to have lost patience</strong></a>. From Liz Carter at Tea Leaf Nation:</p>
<blockquote><p>Writer and critic <a href="http://chinadigitaltimes.net/china/yao-bo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Yao Bo">Yao Bo</a> took to <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a> Weibo, China’s Twitter, asking, “Who can North Korea threaten with its nuke? It can’t reach America, and it doesn’t have any grievance with Japan. They share a language and culture with the South Koreans. What can they do besides threaten China? There are still people saying this is a good thing, and they must be mentally ill, beyond hope. Raising a mad dog to protect your house really is the logic of a <a href="http://chinadigitaltimes.net/space/Patriotraitor">patriotraitor </a>[slang for a traitor who pretends to be a patriot].”</p>
<p>[…] Even Hu Xijin, editor of China’s party-line, state-run news organization the Global Times, remarked on Weibo, “North Korea just experienced a ‘man-made earthquake,’ which is likely a nuclear test. North Korea is headed down the wrong path. Its people will pay the price for the country’s mistakes. The legitimacy of North Korean rule should be reconsidered.”</p></blockquote>

<blockquote><p>&#8220;China maintains that the Security Council&#8217;s reaction should be prudent and moderate, and that it should work for the peace and stability of the (Korean) Peninsula and avoid the progressive escalation of tensions,&#8221; foreign ministry spokesman Hong Lei said at a daily press briefing on Monday.</p>
<p>Hong said China has repeatedly expressed its position on the satellite launches, stressing regret over the issue. &#8220;Based on such a stance, China has constructively participated in the recent <a href="http://chinadigitaltimes.net/china/unsc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UNSC">UNSC</a> negotiations,&#8221; Hong said in response to reports that the <a href="http://chinadigitaltimes.net/china/unsc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UNSC">UNSC</a> is likely to pass a resolution on <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a>&#8217;s satellite launch.</p>
<p>&#8220;China and the US have many differences in principles over dealing with the satellite launch. That&#8217;s why the <a href="http://chinadigitaltimes.net/china/un/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UN">UN</a> negotiations have lasted for more than a month,&#8221; said Shi Yuanhua, a researcher on Korean studies at the Shanghai-based Fudan University.</p>
<p>The US wanted to impose new sanctions against North <a href="http://chinadigitaltimes.net/china/korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Korea">Korea</a>, while China wants to issue a statement to expand the existing UN sanctions, Reuters said.</p></blockquote>
<p>While Chinese state media is calling for the UNSC to be prudent, <a href="http://www.voanews.com/content/us-china-reach-deal-on-tightening-un-sanctions-on-north-korea-diplomats/1588360.html"><strong>diplomats at the UN say China and the US have reach a deal that would tighten sanctions on North Korea</strong></a>. The Voice of America reports:</p>
<blockquote><p>The diplomats say the U.S. circulated a draft resolution to the 15-member U.N. Security Council. It could vote as early as Tuesday to punish North Korea for the launch.</p>
<p>They say the resolution would condemn the launch and expand existing sanctions. But it is not clear if it would add any new sanctions &#8211; a step that China, <a href="http://chinadigitaltimes.net/china/pyongyang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Pyongyang">Pyongyang</a>&#8217;s only major ally, has been reluctant to accept.</p>
<p>Washington has been pushing <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> to accept strong measures following the rocket launch, which was widely condemned as a disguised missile test banned under U.N. Sanctions.</p>
<p>China, which has previously agreed to U.N. sanctions against North Korea, has said it wants the Security Council to take a &#8220;cautious&#8221; approach that will not further escalate tensions on the Korean peninsula.</p></blockquote>
<p>Aside from the UNSC resolution, <a href="http://english.yonhapnews.co.kr/national/2013/01/21/52/0301000000AEN20130121010400320F.HTML"><strong>Chinese Foreign Minister Yang Jiechi said China does not support North Korea&#8217;s nuclear weapons program</strong></a>. Yang made these remarks at a meeting with a delegation sent by <a href="http://chinadigitaltimes.net/china/south-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south korea">South Korea</a>&#8217;s President-elect, Park Geun-hye, from Yonhap News Agency:</p>
<blockquote><p>According to Shim Yoon-joe, a member of the delegation, Yang praised Park&#8217;s so-called &#8220;Korean Peninsula trust process,&#8221; which states that if the North accepts denuclearization, large-scale international economic projects will be pursued in the communist country to help restore inter-Korean relations.</p>
<p>During the meeting, the delegation made clear that South Korea will not tolerate the North&#8217;s nuclear ambitions, but that they believe it is very important to build trust through dialogue with the communist nation.</p>
<p>Commenting on Beijing&#8217;s relations with Seoul, Yang said that China considers its relations with South Korea &#8220;very&#8221; important and that he expects bilateral ties to further grow under the new leaders in both countries, according to the delegation.</p>
<p>&#8220;I believe South Korea under Park&#8217;s leadership will achieve its growth targets of the new era,&#8221; Yang was quoted as saying during a meeting with the delegation. &#8220;South Korea is very important to China, and our strategic relations will develop into a new stage and take a big leap down the road.&#8221;</p></blockquote>
<p>According to The Guardian, <a href="http://www.guardian.co.uk/world/2013/jan/22/china-block-korean-unification-us"><strong>China may block Korean unification</strong></a>. The report was released by US senate Republican staff members that claimed Beijing would assert territorial claims over Pyongyang. This comes amid <a href="http://chinadigitaltimes.net/2012/11/asean-calls-for-talks-with-china-on-sea-dispute/">China&#8217;s claims over the South China Sea</a> and <a href="http://chinadigitaltimes.net/2012/12/will-2013-bring-war-over-the-diaoyu-islands/">Diaoyu islands</a>:</p>
<blockquote><p>The report was released last month with little fanfare, but North Korea watchers say it gives voice to an increasingly popular but still-sensitive sentiment: that China will ultimately try to prevent the South from absorbing the North, the long-assumed post-collapse scenario.</p>
<p>China might act with similar aggression in North Korea, the report argues, to &#8220;safeguard its own commercial assets, and to assert its right to preserve the northern part of the peninsula within China&#8217;s sphere of influence&#8221;.</p>
<p>The report was written primarily by Keith Luse, an <a href="http://chinadigitaltimes.net/china/east-asia/" class="st_tag internal_tag" rel="tag" title="Posts tagged with East Asia">east Asia</a> specialist who worked as an aide for the recently defeated Republican senator Dick Lugar, who had been a member of the Senate committee on foreign relations with a long-standing interest in North Korea. The minority staff report, Luse said in an email, was written to inform committee members – including John Kerry, nominated by Barack Obama as the next secretary of state – &#8220;to not expect an East-West Germany repeat situation&#8221; regarding unification between the Koreas.</p>
<p>&#8220;Anybody who is a serious analyst can&#8217;t discount this as a plausible scenario,&#8221; said Victor Cha, the Korea chair at the Centre for Strategic and International Studies, referring to the general argument of the report.</p>
<p>From a US perspective, Cha said, the greatest concern is how poorly prepared other countries are to deal with – and co-operate during – a crisis in North Korea. Beijing has no interest in planning with Washington and Seoul, thinking such talks too sensitive. And Seoul worries that such talks would cause tensions with Beijing to spike.</p></blockquote>

<blockquote>
<p>China&#8217;s more assertive <a href="http://chinadigitaltimes.net/china/foreign-policy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with foreign policy">foreign policy</a> over the last two years has played a key role in getting two arch-conservatives — <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a>&#8217;s <a href="http://chinadigitaltimes.net/china/shinzo-abe/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shinzo Abe">Shinzo Abe</a> and <a href="http://chinadigitaltimes.net/china/south-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south korea">South Korea</a>&#8217;s Park Geun-hye — elected to lead their respective countries. Some Chinese observers believe that Abe and Park will be forced by China&#8217;s inexorable rise to come to terms with their giant neighbor. Don&#8217;t count on it. To much of its region, China&#8217;s behavior as it is coming of age as a modern superpower is eerily reminiscent of its past policy as a regional hegemon.</p>
<p>For a very long time, imperial China dominated its wider region. The Chinese imperial court considered itself the indispensable center of a regional order in which China had the right and the duty to set international norms and standards, and to intervene if these were broken. It was an ideological system in which Chinese principles had to be the starting point for all things.</p>
<p>[…] China needs to learn from its past that a good foreign policy must be more than only seeking what is best for one&#8217;s country to the detriment of others. It is rather to seek to create a region, and eventually a world, where as many as possible believe that China&#8217;s rise can also be to their own advantage.</p>
</blockquote>
<p>The Council on Foreign Relations&#8217; Scott A. Snyder, on the other hand, suggests that <a href="http://blogs.cfr.org/asia/2013/01/20/a-new-opportunity-for-china-south-korea-relations-under-park-geun-hye-and-xi-jinping/">Park&#8217;s election might actually offer an opportunity for a fresh start in Sino-South Korean relations</a>. At Bloomberg last October, Pankaj Mishra examined the argument that <a href="http://www.bloomberg.com/news/2012-10-14/asia-knows-how-to-get-along-with-a-bigger-china.html">neighboring countries&#8217; historical experience has left them well equipped to deal with a resurgent China</a>.</p>
<p>At Foreign Policy, meanwhile, Stephen M. Walt summarizes his arguments from a recent Harvard-Peking University joint conference on Sino-<a href="http://chinadigitaltimes.net/china/us-relations/" class="st_tag internal_tag" rel="tag" title="Posts tagged with U.S. relations">U.S. relations</a>, arguing that <a href="http://walt.foreignpolicy.com/posts/2013/01/18/what_i_told_the_chinese"><strong>both China and the United States should exercise restraint in the pursuit of their respective strategic goals</strong></a>.</p>
<blockquote>
<p>[…] If Chinese leaders are consistently smart, judicious, farsighted, clear-eyed, and wise, and if their American counterparts consistently exhibit similar qualities, then the two governments may be able to manage their future relations without serious trouble. But the <a href="http://chinadigitaltimes.net/china/history/" class="st_tag internal_tag" rel="tag" title="Posts tagged with history">history</a> of both countries suggests that there is very little chance that these idyllic circumstances will prevail every year for the next several decades. Sooner or later, we are bound to get a cadre of foolish, impetuous, or incompetent leaders in one capital or the other, or maybe even both at the same time. If &#8220;wise leadership&#8221; is the prerequisite for managing Sino-American rivalry over the long haul, in short, <a href="http://chinadigitaltimes.net/china/history/" class="st_tag internal_tag" rel="tag" title="Posts tagged with history">history</a> suggests one ought to worry. A lot.</p>
<p>The bottom line is that Washington and <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> have an obvious interest in taking steps now that might make their relationship easier to manage in the future. In particular, establishing rules of the road for naval activity (similar to the earlier Incidents at Sea agreement) might reduce the danger of an unintended clash on the high seas. Reaching an understanding on the use of unmanned drones or <a href="http://chinadigitaltimes.net/china/cyberattacks/" class="st_tag internal_tag" rel="tag" title="Posts tagged with cyberattacks">cyberattacks</a> would help too. Military-to-military contacts and other forms of elite exchange would be a good idea as well, so that elites in both societies know the people with whom they are dealing personally and are less likely to misread or misinterpret what they may do while in official positions. None of these steps makes rivalry disappear, but together they could help keep it from boiling over.</p>
<p>And that just might be the greatest contribution that these two states could make to international peace and security over the next 25 years.</p>

				<content:encoded><![CDATA[<p align="LEFT"> Despite <a href="http://chinadigitaltimes.net/2012/10/china-north-korea-tensions-rise-after-failed-venture/">the tensions between the two countries due to failed business ventures</a> and <a href="http://chinadigitaltimes.net/2012/12/china-reiterates-concern-over-n-korean-rocket-launch/">China&#8217;s recent expression of concern</a> and <a href="http://www.washingtonpost.com/blogs/worldviews/wp/2012/12/12/north-korea-missile-launch-cost-why-now/">&#8216;regret&#8217; with North Korea&#8217;s successful satellite launch</a>, the Voice of America reports <a href="http://blogs.voanews.com/breaking-news/2012/12/27/north-koreas-trade-with-china-expanded-rapidly-in-2011-seoul/"><strong>North Korea&#8217;s trade with China has expanded rapidly in 2011</strong></a>:</p>
<blockquote><p>A new report says North <a href="http://chinadigitaltimes.net/china/korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Korea">Korea</a>&#8217;s <a href="http://chinadigitaltimes.net/china/trade/" class="st_tag internal_tag" rel="tag" title="Posts tagged with trade">trade</a> with China accounted for more than 70 percent of its total commerce last year, as the isolated nation deepens its reliance on its only major ally.</p>
<p><a href="http://chinadigitaltimes.net/china/south-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south korea">South Korea</a>&#8217;s national statistics office said Thursday that <a href="http://chinadigitaltimes.net/china/pyongyang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Pyongyang">Pyongyang</a>&#8217;s bilateral trade with <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> totaled over $5.6 billion in 2011. That is an increase of over 60 percent from the previous year.</p>
<p><a href="http://chinadigitaltimes.net/china/seoul/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Seoul">Seoul</a> says it is the first time that <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a>&#8217;s trade with China has topped 70 percent of its global commerce since it began tracking trade figures in 2000.</p>
<p>Meanwhile, the economic gap between South Korea and North Korea continues to be large. The report found South Korea&#8217;s gross national income per capita ($1239) was nearly 19 times that of the North in 2011.</p></blockquote>
<p>According to the Los Angeles Times, <a href="http://www.latimes.com/news/nationworld/world/la-fg-china-north-korea-trade-20121229,0,5846468.story"><strong>analysts predict 2012 will be another year of trade expansion:</strong></a></p>
<blockquote><p><a name="PEPLT007555"></a><a name="ORGOV0000117"></a><a name="PEPLT00007712"></a>The dramatic increase reflects a conscious decision by Beijing in 2011 to prop up its failing ally. Shortly before his death a year ago, North Korean leader Kim Jong Il made three trips to China to secure support for rebuilding his ruling Workers&#8217; Party, the equivalent of the Communist Party in China. The Chinese also have been keen to prop up Kim&#8217;s 29-year-old son and successor, Kim Jong <a href="http://chinadigitaltimes.net/china/un/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UN">Un</a>.</p>
<p><a name="OREDU000047"></a>&#8220;This is just the beginning of further big increases in Sino-<a href="http://chinadigitaltimes.net/china/north-korea-trade/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea trade">North Korea trade</a>,&#8221; explained John Park, an expert in China-Korean relations at MIT University. &#8220;The primary goal of the Communist Party of China is to more effective manage what is referred to as the North Korean instability variable.&#8221;</p>
<p>Park said that North Korean state trading companies are working in China, which enables the regime to generate new sources of revenue for its own ruling elite.</p>
<p>With Chinese help, the North Korean economy grew for the first time in three years, albeit a modest 0.83%. In the last year, Pyongyang has undergone its first significant facelift in decades, adding modern apartment blocks, a new airport terminal, stores and restaurants and a dolphinarium to the North Korean capital.</p></blockquote>
<p>As trade increases, <a href="http://www.arirang.co.kr/News/News_View.asp?nseq=142560&amp;code=Ne2&amp;category=2">North Korea&#8217;s dependence on China also grows</a>. The South China Morning post reports <a href="http://www.scmp.com/comment/insight-opinion/article/1114527/beijings-new-politburo-may-deal-more-firmly-north-korea"><strong>Beijing&#8217;s new politiburo may deal more firmly with Pyongyang</strong></a>:</p>
<blockquote><p>Rising officials who hail from the northeastern provinces of Liaoning , <a href="http://chinadigitaltimes.net/china/jilin/" class="st_tag internal_tag" rel="tag" title="Posts tagged with jilin">Jilin</a> and Heilongjiang understand the importance of perseverance to advance China&#8217;s agenda of North Korean economic reform. These officials, represented by Zhang Dejiang and Li Keqiang , now on the Politburo Standing Committee, and Sun Zhengcai in the larger Politburo, spent their formative years in close proximity to North Korea, and benefited from their time in local governments with long-term cross-border interactions with North Korean counterparts. They appreciate that patience and constant pressure are key to promoting reform in Pyongyang. This new generation of leaders is ostensibly better informed on North Korean issues and this fact may lead to some policy nuance &#8211; if not policy changes &#8211; from China.</p>
<p>Although the new leadership has made vague statements on North Korea (even after Pyongyang&#8217;s latest, controversial satellite launch), Chinese academics close to the matter are a useful gauge of the temperature in Beijing policy circles. These academics include Zhang Liangui of the Central Party School, Zhu Feng of Peking University, and Lu Chao of the Liaoning Academy of Social Sciences, among others. These Chinese experts who are allowed and encouraged to comment about North Korea in mainland news media have not been entirely favourable. Zhang Liangui publicly raised questions about reconsidering China&#8217;s policy towards Pyongyang just before North Korea&#8217;s missile launch in April. Even more telling, Zhang, another Kim Il-sung University alumnus, conducted this public debate in English.</p>
<p><a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a>&#8217;s public comments suggest that the military elements of the alliance will remain strong, but within limits. China will reluctantly tolerate space rockets even though these launches enrage regional rivals, and will likely tolerate small-arms and weapons development within limits; it&#8217;s in China&#8217;s interest to keep the Korean People&#8217;s Army on its feet.</p></blockquote>
<p>Although trade with North Korea has increased, <a href="http://www.washingtonpost.com/business/north-koreas-trade-with-china-jumps-62-percent-in-2011/2012/12/27/1a411738-4ffe-11e2-835b-02f92c0daa43_story.html"><strong>China&#8217;s trade with South Korea has declined</strong></a>, from The Washington Post:</p>
<blockquote><p>While Pyongyang’s economic exchange with Beijing has been on the rise since 2009, its trade with Seoul, North Korea’s second-biggest trade partner after China, has declined. About 20 percent of North Korea’s overall trade was with the South in 2011.</p>
<p>The national statistics office releases an annual report on North Korea’s economy, energy, trade, population and natural resources based on figures from various agencies at home and abroad. It releases the previous year’s data at the end of the following year. The figures for 2012 will become available toward the end of 2013.</p>
<p>North Korea’s trade data was gathered from official statistics figures in overseas countries through KOTRA, the Korea Trade-Investment Promotion Agency, the office said.</p>
<p>The office said North Korea’s population is estimated at 24.3 million as of 2011, about half of South Korea’s 49.8 million. Its economy expanded 0.8 percent in 2011 over a year earlier, while South Korea’s economy grew 3.6 percent.</p></blockquote>

				<content:encoded><![CDATA[<p>Following the seizure of two Chinese <a href="http://chinadigitaltimes.net/china/fishing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with fishing">fishing</a> vessels by the Argentinian <a href="http://chinadigitaltimes.net/china/coast-guard/" class="st_tag internal_tag" rel="tag" title="Posts tagged with coast guard">coast guard</a> on Wednesday and a series of incidents in waters closer to home, Chuin-Wei Yap and Sameer Mohindru report at The Wall Street Journal on <a href="http://online.wsj.com/article/SB10001424127887324669104578205041179985354.html"><strong>China&#8217;s growing appetite for seafood, and its ecological and geopolitical effects</strong></a>.</p>
<blockquote>
<p>The episode comes as China&#8217;s fishing boats increasingly find themselves embroiled in both cross-border and commercial disputes. Chinese ships fish in both international waters and under bilateral fisheries agreement in the waters of other nations. They work for largely private companies or for themselves, and aren&#8217;t generally directed by <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>.</p>
<p>However, in Asian waters, fishing boats have become a proxy for China&#8217;s sovereign reach in largely territorial spats. In cases farther afield, its fishing boats have been entangled in accusations of overfishing and harming local economies.</p>
<p>[…] China&#8217;s hunger is growing at a time when around 87% of global fisheries are seen to be at full exploitation, overexploited, or depleted, according to the <a href="http://chinadigitaltimes.net/china/united-nations/" class="st_tag internal_tag" rel="tag" title="Posts tagged with United Nations">United Nations</a>&#8217; Food and Agriculture Organization. China like other nations has signed international agreements that allow it to fish in global waters, and some fishing experts have praised Beijing for beefing up its statistics on fishing in some areas and for raising more fish in domestic farms.</p>
<p>Still, a European Commission report this year said China reported just 368,000 tons of its 2010-2011 catch from the high seas compared with an estimated actual haul of 4.6 million tons.</p>

<p>The height of the Diaoyu/Senkaku Islands dispute in the autumn saw <a href="http://chinadigitaltimes.net/2012/08/hk-activists-arrested-after-diaoyu-landing/">forays into the islands&#8217; waters by fishing boats from Hong Kong</a> and <a href="http://chinadigitaltimes.net/2012/09/taiwanese-ships-join-the-diaoyu-fray/">Taiwan</a>, while <a href="http://ajw.asahi.com/article/behind_news/politics/AJ201209220025">China dispatched its own fishery monitoring vessels</a>. Reports suggested that <a href="http://www.telegraph.co.uk/news/worldnews/asia/china/9548059/China-sends-1000-boats-armada-to-disputed-island-chain.html">a thousand-strong armada of Chinese fishing boats would also converge on the islands</a>, but this ultimately failed to materialise.</p>

<p>200 computer screens, stationed one foot apart, flicker through smoky air and fluorescent lighting. Some have as many as four males huddled around with their arms hanging on each other, mostly shirtless. It’s 11pm on Thursday, and even though discounted night hours haven’t started, the Internet cafe is near capacity. Occasional bursts of anger or joy from gamers sound out above the low chatter.</p>
<p>Lao Bing takes a sip of beer and pulls out a cigarette. His shirtless body is frozen in a perpetual slump, his chest hanging over the keyboard. Minuscule movements can be detected in his wrist as he moves the mouse over a rubber pad displaying an ad for affordable abortion services at a nearby hospital.</p>
<p>He types hurriedly into a keyboard crusted with crumbs and dirt. “Damn not working.” He tries again. “Down also.”</p>
<p>[…] The foreigner’s image of China often includes Communist Party officials using <a href="http://chinadigitaltimes.net/china/censorship/" class="st_tag internal_tag" rel="tag" title="Posts tagged with censorship">censorship</a> tools to prevent citizens from accessing and spreading political messages. We don’t think of people like Lao Bing, chilling in a room with hundreds of males looking at <a href="http://chinadigitaltimes.net/china/porn/" class="st_tag internal_tag" rel="tag" title="Posts tagged with porn">porn</a>.</p>

<p>II. Notice concerning strengthening online propaganda work on building Socialism and a harmonious society</p>
<p>The Politburo of the CCP Central Committee has decided to convene the 6th Plenary Meeting of the 16th Central Committee of the Chinese Communist Party in Beijing, in October of this year, the main theme of the 6th Plenum is researching the question of building Socialism and a <a href="http://chinadigitaltimes.net/space/Harmonious">harmonious society</a>. In order to create a good online public opinion atmosphere for the convention of the 6th Plenum, and stimulate the construction of a harmonious society, hereby, the following requirements for online propaganda work are notified:</p>
<p>(1) Guiding ideology</p>
<p>Building Socialism and a harmonious society are the major strategic tasks put forward by the Communist Party starting from the total arrangement of the Socialist undertaking with Chinese characteristics and the overall picture of completely constructing a relatively well-off society. Online public propaganda and reporting must earnestly implement the important principles, policies and deployments made by the Party Center in the area of building a harmonious society, give prominence to propagating the new progress, new results and new experiences up and down the entire country in the area of building a harmonious society, and new achievements obtained in economic, political, cultural, and social construction, and other aspects, in order to create a good online public opinion environment for the convention of the 6th Plenum.</p>
<p>(2) Focus propaganda points</p>
<p>a. Meticulously explain and interpret our Party’s strategies and policies in building Socialism and a harmonious society, the important speeches of Central leading comrades concerning harmonious society construction, the newest achievements of theoretical circles’ research concerning harmonious society construction published by Central focus news and network media, and deeply analyze the major significance of building a harmonious society for our country’s developments.</p>
<p>b. Starting from both the macro-level and the micro-level, give prominence to introducing the new measures, new progress and new achievements of harmonious society construction nationwide and in all localities.</p>
<p>c. Integrated with welcoming <a href="http://chinadigitaltimes.net/china/national-day/" class="st_tag internal_tag" rel="tag" title="Posts tagged with National Day">National Day</a>, look back on the course of our 57 years of development, give prominence to our Party’s wise decisions in concepts to govern the country and the development path, and its important navigational function.</p>

Give prominence propagating our Party’s confronting the problem of influencing the harmony of Chinese society with a positive attitude, correctly dissolving social contradictions, expanding the harmonious factors to the largest extent, and reducing the inharmonious factors to the largest extent.</p>

<p>(3) Work arrangements</p>

From 15 September, Qianlong, <a href="http://chinadigitaltimes.net/china/sina/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sina">Sina</a>, <a href="http://chinadigitaltimes.net/china/sohu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with sohu">Sohu</a>, NetEase, TOM and China Net shall again publish a corresponding special subject on building a harmonious society on the main page of the news website “focus subject” or “hot subject” areas (the original special subject may be used). Before 1 October, it may be placed in a relatively low position in the focus subject section; after 1 October, it is to be put in a high position, on the second or third line; from three days before the 6th Plenum begins until three days after the meeting concludes, it must be placed on the first position of special subjects, and special subject entry points are to be set up on the main page of the website and the news section.</p>
<p>b. Renew special subject content, timely reprint reports and comments of Central and municipal focus media and news websites concerning harmonious society construction.</p>
<p>c. Before and after the 6th Plenum, strengthen propaganda and reports around the process of the meetings; strengthen deep interpretation of the reports and decisions passed at the meeting, and the speeches of General Secretary Hu Jintao.</p>
<p>d. Vigorously excavate news events reflecting the “harmonious society,” and use them to substantiate the special subject.</p>
<p>e. Revolving around harmonious society construction topics, set up constructive discussion topics, and guide netizens to participate in discussion on harmonious society construction.</p>
<p>(4) Work requirements</p>
<p>Propaganda keys must be strictly grasped, persist in giving first place to positive propaganda. News information sources must be standardized, strengthen guidance, supervision and control over online public opinion. All websites cannot exaggerate or play up topics existing in harmonious society construction and are not allowed to engage in online surveys under the guise of harmonious society construction topics, online attacking discussions and harmful information must be timely deleted. If any website has good propaganda suggestions, they must report the propaganda policy and plan to our office for examination and approval in advance. <p>1 October of this year is the day of remembrance for the 57th anniversary of the foundation of the People’s Republic of China, in order to even better propagate the glorious course that our country has marched for 57 years, and create a joyous and auspicious holiday atmosphere, hereby, the following is notified concerning online propaganda and reporting work for the 57th National Day:</p>

<p>(2) Propaganda focus points</p>
<p>a. Forcefully propagate the huge achievements of our country since founding the nation and especially since reform and opening up in the aspects of political, economic, cultural, and social construction, prominently report the achievements gained in our country’s economic construction in the last half-year.</p>
<p>b. Vigorously report the celebration activities organized in all localities in the entire country around the 57th National Day, all sectors and all industries’ actual activities to present gifts for the 57th glorious anniversary of the motherland, to create a united, warm, and joyous holiday atmosphere.</p>
<p>c. Grasp the key theme of propaganda and reporting on the Golden Week travel well, guide netizens to have a healthy, happy and safe National Day vacation, put an end to the emergence of propaganda and reports that propagate luxury and waste, and environmental destruction.</p>
<p>d. Integrate Mid-Autumn Festival, and ensure propaganda and reports that gives high regard to China’s traditional holidays and carries forward the excellent cultural traditions of the Chinese nation.</p>
<p>e. Qianlong Net will strengthen propaganda and reporting over corresponding activities to celebrate the 57th National Day in Beijing City and on economic and social construction achievements, and sets up a special section; commercial websites must appropriately expand propaganda strength concerning activities related to the 57th National Day in Beijing City.</p>
<p>(3) Work arrangements</p>
<p>a. All Qianlong, Sina, Sohu, Netease, TOM, and China Net must roll out a “Celebrate the 57th Anniversary of the Foundation of the People’s Republic of China” (the name may be somewhat changed) in the special subject section of the news centre, starting from 25 September, and maintain it until 15 October.</p>

<p>Propaganda and reporting requirements for activities to commemorate the 30th anniversary of the Tangshan earthquake.</p>
<p>I. Give prominence to propaganda and reporting focus points. Propagate the magnificent achievements of the recovery and rebuilding in Tangshan in the 30 years since the earthquake and changes in economic and social development, propagate the “quake-proof spirit” of “being selfless in official duty, going through tough times together, keeping fighting in spite of setbacks and advancing bravely.”</p>
<p>II. Report important events online well. On 27 and 28 July, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> and the People’s Daily will respectively transmit news reports reflecting the huge developments and changes in Tangshan’s economy and society in the 30 years since the Tangshan earthquake and especially since the 16th Party Congress; on 28 July, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> will transmit copy concerning a large remembrance conference for the 30th anniversary of the Tangshan earthquake of the Hebei Provincial Party Committee and the provincial government; on 28 July, China National Radio and <a href="http://chinadigitaltimes.net/china/cctv">China Central Television</a> will respectively produce and broadcast special subject programs, reflecting the huge economic and social developments and changes in the 30 years since the Tangshan earthquake and especially since the 16th Party Congress; at the end of July, main Central news work units will issue information about Hebei provincial leaders meeting with and consoling orphans who survived the Tangshan earthquake and people who were disabled. All websites must timely and fully report the important above activities well, and must timely transmit information, comment and remembrance articles from the People’s Daily, Xinhua and other main central news work units.</p>
<p>III. Strengthen online public opinion guidance and management. For all websites’ corresponding copy, only copy from main central news work units and main Hebei provincial news work units may be used, important copy must be checked and inspected by the responsible person himself, it is strictly prohibited to translate and issue foreign media copy, instructions must be requested for issues of uncertainty. A good atmosphere must be created for remembrance activities, do not discuss and do not play up predictions of the Tangshan earthquake in that year, the level of the earthquake, the refusal to accept foreign aid, the fact that casualty numbers have not been officially published, etc., prevent that there are people who slander the image of the Party and there government under the guise of so-called “rethinking” “uncovering,” etc. Management over forums, blogs, news trackers and other interactive columns must be strengthened, timely block and delete rumors, attacks, distortions and all other kinds of harmful information.</p>

<blockquote><p> Lured by cheap iron ore and low wages, the Xiyang Group, one of China’s biggest mining conglomerates, took a significant risk, building a mine in economically backward <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a> that was designed to feed China’s steel mills and provide much-needed investment to China’s impoverished ally. The business spat came into the open last month when Xiyang posted a gritty, salacious blog item describing what the company called its “nightmare” in running the mine. It included details of high living by the North Korean managers when they visited China, where they were said to have demanded female escorts, expensive alcohol and cars. To the surprise of many, <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a> responded to Xiyang’s accusations with some of its own, despite its heavy dependence on Chinese aid and the investment of Chinese companies. The <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> office of the Joint Venture and Investment Committee of North Korea posted a note on its Web site saying that Xiyang had failed to provide up to half of the investment it promised even after several years, and that many laws and regulations had been passed to provide more legal protection for foreign investors. To stand a chance of real economic advancement, analysts say, he would need continuing support from China. About two-thirds of the 305 foreign investments in North Korea are Chinese, according to a list published by the Open Source Center, a <a href="http://chinadigitaltimes.net/china/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with United States">United States</a> government intelligence organization that analyzes publicly available material. <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a> comes next with 15 investments, according to the list.</p></blockquote>

<blockquote><p>As often with stories about North Korea, interest quickly faded once it was clear that this was not &#8220;the end of China&#8217;s support for North Korea&#8221; as so often predicted but something more akin to the normal give and take of business activities. The Chinese position seems to be that North Korea is stable under its new leadership and, no doubt with proper precautions, can be a reliable business partner. Negative assessments of North Korea&#8217;s economic development continue as regular features in most of the world&#8217;s press. Journalists who manage to get to the country, or who rely on refugee reports, play down the signs of economic change.</p>
<p align="LEFT">As with Myanmar about 10 years ago, some commentators see all Chinese activities as a seamless whole.</p>

<p>While speculations on China and North Korea&#8217;s economic relationship continues, the North&#8217;s relations with <a href="http://chinadigitaltimes.net/china/south-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with south korea">South Korea</a> have been deteriorating as the <a href="http://www.bloomberg.com/news/2012-10-21/south-korea-prepares-to-evacuate-citizens-as-north-threatens-1-.html">South preparing to evacuate over 800 people at the DMZ </a>. Amid mounting tensions, <a href="http://www.reuters.com/article/2012/10/20/us-china-korea-idUSBRE89J09U20121020"><strong>China is urging restraint between the two Koreas</strong></a>, Reuters adds:</p>
<blockquote><p>Impoverished North Korea said on Friday it would attack if <a href="http://chinadigitaltimes.net/china/seoul/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Seoul">Seoul</a> allowed activists to drop anti-northern leaflets on its territory, in its most strident warning against its long-time foe for months. <a name="midArticle_2"></a>&#8220;As a close neighbor of the peninsula, China urges the two Koreas to resolve the conflict through dialogue and consultation,&#8221; Chinese Foreign Ministry spokesman Hong Lei said in a statement. <a name="midArticle_3"></a>&#8220;We hope the two parties can stay calm and not make any provocative or radical actions.&#8221;</p>
<p align="LEFT">A looming presidential election in the south and plans to deploy longer-range missiles by the government in Seoul have angered the north and prompted an escalation of belligerent rhetoric from <a href="http://chinadigitaltimes.net/china/pyongyang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Pyongyang">Pyongyang</a>.</p>
