				<content:encoded><![CDATA[<p>Global Times&#8217; Liu Sha reports on <a href="http://www.globaltimes.cn/content/767725.shtml#.UT_xFWP-FtY"><strong>efforts to push for marriage equality at China&#8217;s annual National People&#8217;s Congress</strong></a>, which CASS sociologist Li Yinhe describes as the only available avenue for <a href="http://chinadigitaltimes.net/china/gay-rights/" class="st_tag internal_tag" rel="tag" title="Posts tagged with gay rights">gay rights</a> activists.</p>

<p>She has been working on legalizing same-sex <a href="http://chinadigitaltimes.net/china/marriage/" class="st_tag internal_tag" rel="tag" title="Posts tagged with marriage">marriage</a> and has sent letters to <a href="http://chinadigitaltimes.net/china/npc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with NPC">NPC</a> deputies every year since 2003, but was either informed that those proposals could not be sent to the legislature because deputies could not get the required 30 signatures from other delegates, or she simply received no response.</p>
<p>&#8220;Even if the proposal gets sent to the NPC, it might be buried under a pile of proposals from other deputies,&#8221; Li Yinhe said.</p>
<p>[… S]kepticism remains, even among gay couples. &#8220;If <a href="http://chinadigitaltimes.net/china/gay-marriage/" class="st_tag internal_tag" rel="tag" title="Posts tagged with gay marriage">gay marriage</a> was one day allowed in China, I wouldn&#8217;t dare get married with my lover here, because I could not predict how people would look at me and I wouldn&#8217;t be sure whether my future career would be affected by this disclosure,&#8221; college student Zhou Lü, who is planning to get married in the UK, told the Global Times, adding that regardless of policies or influences from the West, he is skeptical China&#8217;s traditional culture will ever really accept gay people.</p>

<p>Another initiative to raise the issue at the NPC came in <a href="http://abcnews.go.com/International/chinese-parents-demand-gay-marriage/story?id=18686875"><strong>a petition from almost 200 parents of gays and lesbians</strong></a> organized by a <a href="http://chinadigitaltimes.net/china/guangzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Guangzhou">Guangzhou</a>-based rights group. From Kaijing Xiao at ABC News:</p>
<blockquote>
<p>In the open letter, the parents wrote: &#8220;Some of our children have been with their same-sex partners for almost 10 years; they care for and love each other deeply, but they are unable to legally authorize medical treatment for their partners when they are ill and in need of an operation. As the parents of homosexuals, we are often worried, because they cannot legally marry, and this impacts to various degrees their ability to adopt; authorize necessary medical treatment; inherit their partner&#8217;s assets, or even buy an apartment.&#8221;</p>
<p>[…] &#8220;We have followed the government&#8217;s one-child-policy,&#8221; Wang said in a phone interview. &#8220;My son doesn&#8217;t have any siblings. I don&#8217;t depend on the government to take care me when I&#8217;m old, so how can I trust the government would take care of my son when he is old? He wouldn&#8217;t have anyone to authorize medical treatment for him after I die.</p>
<p>&#8220;My child and many other gay kids are wonderful people,&#8221; she insisted. &#8220;They should have the right to get married and adopt children.&#8221;</p>

<p>“They are fake parties, just a mirage created for the benefit of ordinary people, although most people are not fooled,” said Jin Zhong, editor in chief of Open Magazine, a Hong Kong political journal. “People who join them have a fantasy that they can influence the Communist Party.”</p>
<p>Such sentiments are vehemently rejected by the organizations’ leaders, who say the system works just fine, providing the government with detailed proposals and measured advice from those outside the Communist Party. Asked whether he hoped China might one day embrace multiparty elections, Wan Exiang, chairman of the Revolutionary Committee of the Chinese Kuomintang, said such questions betrayed a Western fixation with electoral <a href="http://chinadigitaltimes.net/china/democracy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with democracy">democracy</a>.</p>
<p>[…] Zhou Zhongxiao, 30, an executive at an online dating site in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>, said his participation in the China Democratic League had provided an outlet for promoting his pet project: the preservation of traditional wedding rituals. “We provide a useful service by helping the ruling party govern the country,” he said, adding with impatience, “Why does a party always have to be seeking political power?”</p>

<p>Reuters&#8217; new Connected China site provides <a href="http://connectedchina.reuters.com/#view=china101&amp;article=inside-the-party"><strong>a brief primer on the parties</strong></a> and their place in China&#8217;s political system:</p>
<blockquote>
<p>China has eight so-called “<a href="http://chinadigitaltimes.net/china/democratic-parties/" class="st_tag internal_tag" rel="tag" title="Posts tagged with democratic parties">democratic parties</a>” but they don’t interfere with the dominance of the Communist Party. According to the government’s official website, “the CPC is the sole party exercising political leadership in this system of multi-party cooperation,” which has been “generally accepted by various parties and people across the country after decades of practice.”</p>
<p>The parties’ influence is limited and is “window dressing” that allows the government to say they listen to outside views, China observer Willy Lam told the BBC. Their membership rolls are comparatively minuscule, and they are barred from challenging the Communist Party’s leadership.</p>
<p>Heads of the parties hold vice-chairman positions on the National People’s Congress or the Chinese People’s Consultative Conference (<a href="http://chinadigitaltimes.net/china/cppcc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CPPCC">CPPCC</a>), according to pro-Beijing newspaper Wen Wei Po. There has only been one non-Communist Party minister since China’s opening up – China Zhi Gong Dang (Party for Public Interests) chairman Wan Gang (万钢), who was appointed Minister of Science and Technology in 2007.</p>

<p>More influential than these eight formal parties are the unofficial factions and alliances within the <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a>. At China Media Project, <a href="http://cmp.hku.hk/2013/03/12/31773/">Wu Jiaxiang discusses these in terms of a liberal &#8216;market faction&#8217;, a conservative &#8216;Cultural Revolution faction&#8217; and a mainstream &#8216;state planning faction&#8217;</a>, while at BBC News last November, <a href="http://www.bbc.co.uk/news/world-asia-china-20203937">Cheng Li described the Party&#8217;s internal politics in terms of &#8216;populist&#8217; and &#8216;elitist&#8217; coalitions</a>.</p>

The State Administration for Radio, Film and Television and General Administration of Press and Publication, for example, <a href="http://www.economist.com/news/china/21571902-officials-say-fewer-bigger-ministries-can-mean-smaller-government-not-everyone-agrees-super-size">may be absorbed by the Ministry of Culture</a>, while the Ministry of Transport is <a href="http://www.reuters.com/article/2013/03/04/us-china-regulator-idUSBRE92300H20130304">widely expected to swallow the colossal and scandal-wracked Ministry of Railways</a>. <a href="http://www.scmp.com/news/china/article/1174084/npc-poised-set-single-food-and-drug-agency-after-series-scandals?utm_source=edm"><strong>Responsibility for food and possibly drug safety, currently scattered across 13 separate agencies, may also be unified in a single body</strong></a> in order to better combat <a href="http://chinadigitaltimes.net/china/public-health,food-safety,drug-safety/">the country&#8217;s steady stream of public health scares</a>. From Zhuang Pinghui at the South China Morning Post:</p>

<p>The ministerial-level body, due to be approved within days at the annual session of the National People&#8217;s Congress, will follow the example of the US Food and Drug Administration.</p>
<p>It will integrate regulation and law enforcement in one agency.</p>
<p>[…] Despite numerous nationwide crackdowns, consumer confidence in the mainland&#8217;s food and drug industry has been shattered. The current system is tangled in red tape, with up to 13 government agencies controlling food and drug regulation and supervision.</p>

<p>Academics and food safety watchdogs have long complained that the numerous agencies create blind spots and overlaps of power that contribute to the chaos.</p>

<p><a href="http://chinadigitaltimes.net/2013/02/government-reform-super-size-me/">Super-sized ministries may not fulfill their promised efficiency gains</a>, however, as The Economist (via CDT) recently explained.</p>
<p>The structure of Chinese food production is also highly fragmented. Here, too, consolidation seems likely, as huge numbers of small-scale suppliers give way to a much smaller number of industrial-scale farms. While big agribusiness can bring its own problems, this trend is <a href="http://www.chinadialogue.net/article/show/single/en/5144-Why-complex-food-chains-are-to-blame-for-China-s-food-safety-scares">expected to greatly simplify food production chains and ease monitoring and enforcement of food safety</a>.</p>

(4) Without exception, all information on the issue of anti-corruption which has not been verified by the discipline inspection commissions of your respective jurisdiction must not be reported. (5) Reduce the number of negative articles on home pages. The Internet Information Office [probably of the State Council Information Office] requests timely management of this task. Particularly ensure that social networking sites are taken care of. (6) Media personnel must not post information which is harmful to the government on their <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a> accounts. All weibos posted by media organizations, reporters, and editors must represent their respective work units. (7) Report less on interaction among the leadership. Do not report &#8220;shocking&#8221; news on representatives. Do not turn reporting on the Two Sessions into entertainment. Report more on the voices of grassroots representatives and committee members. (8) Reuse reports from authoritative media sources and complete coordinated reports [with these sources]. (9) Reports on <a href="http://chinadigitaltimes.net/2012/03/lei-feng-hero-for-todays-china/">learning from Lei Feng</a> must not veer off course or have a negative influence. (10)  Coverage of <a href="http://chinadigitaltimes.net/2013/01/extravagance-to-be-avoided-at-npc-plenary-sessions/">congress amenities and work style</a> and the <a href="http://chinadigitaltimes.net/2013/02/whats-behind-chinas-clean-plate-campaign/">Clean Plate Campaign</a> must focus on new accomplishments, but reign in the scope [or reporting]. 				<content:encoded><![CDATA[<p>The annual meeting of China&#8217;s National People&#8217;s Congress &#8211; the rubber-stamp legislature that is, in theory at least, the head of the Chinese state &#8211; is <a href="http://www.bangkokpost.com/news/asia/328379/china-sets-date-for-12th-national-people-congress">set to commence on March 5</a> at <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>&#8217;s Great Hall of the People. At this year&#8217;s meeting, we will see the ongoing decennial <a href="http://chinadigitaltimes.net/china/leadership-transition/" class="st_tag internal_tag" rel="tag" title="Posts tagged with leadership transition">leadership transition</a> come to its completion with the official &#8220;election&#8221; of China&#8217;s head of state (President) and head of government (Premier of the State Council). As has been tradition since 1993, <a href="http://chinadigitaltimes.net/2012/11/new-party-leadership-unveiled/">newly appointed party positions</a> have already determined that <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a> General Secretary <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a> will take over the presidency, while the premiership will go to the second ranked member of the <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a> Politburo Standing Committee, <a href="http://chinadigitaltimes.net/china/li-keqiang/">Li Keqiang</a>.</p>
<p>The upcoming <a href="http://chinadigitaltimes.net/china/npc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with NPC">NPC</a> meeting will give the newly empowered Xi-Li duo a chance to reveal their objectives and new administration. Since being granted their power at the <a href="http://chinadigitaltimes.net/china/18th-party-congress/">18th Party Congress</a> in November of last year, pledges have been made to <a href="http://chinadigitaltimes.net/2012/12/xis-corruption-cleanup-game-on/">crackdown on corruption</a> and <a href="http://chinadigitaltimes.net/2012/12/xi-a-little-less-decoration-a-little-more-action-please/">limit extravagance</a> in the party, curb the nation&#8217;s <a href="http://chinadigitaltimes.net/china/pollution/">massive pollution problem</a> through <a href="http://journalpiece.com/news/20130208/world/xi-jinping-promises-cleaner-greener-energy-future-china">green energy policies</a>, and <a href="http://chinadigitaltimes.net/2012/12/xi-jinpings-southern-tour-sparks-talk-of-economic-reform/">deepen economic reform</a>. A piece from Bloomberg Businessweek comprehensively outlines what is to be expected at the NPC, noting that <strong><a href="http://www.businessweek.com/news/2013-02-28/china-congress-offers-xi-li-partnership-chance-to-unveil-policy">the nation Xi and Li inherit is much different than it was when Hu Jintao and Wen Jiabao convened the 10th NPC as new leaders a decade ago</a></strong>:</p>
<blockquote><p>As they try to deliver on [their] promises, Xi and Li face an unprecedented level of public scrutiny, with China’s online community expanding more than eight-fold since their predecessors took power 10 years ago. At stake is their ability to maintain the ruling Communist Party’s legitimacy as it adjusts to slower economic growth after an average of 10.5 percent expansion over the past decade.</p>
<p>“Xi and Li take over a nation characterized by far more large-scale corruption, inequality of wealth and environmental degradation than was the case a decade ago,” said Kenneth Lieberthal, director of the Brookings Institution’s John L. Thornton China Center. “The population is now demanding that the government treat it with greater respect.”</p>
<p>[...]China’s citizens have used the Internet to increasingly express discontent over issues from pollution to graft to income disparities. China added 51 million web users last year to bring the total to 564 million, underscoring the challenge faced by Xi and Li in ensuring the government’s message remains dominant.</p></blockquote>
<p>As the party holds supreme power in the PRC, real policy decisions are usually made at plenary meetings of the CCP&#8217;s central committee, while the NPC (with help from the mass media) has acted more as a mechanism to guide public opinion. However, <a href="http://blogs.wsj.com/chinarealtime/2013/03/01/cheng-li-high-expectations-for-chinas-national-peoples-congress/"><strong>Brookings scholar Cheng Li thinks that the upcoming NPC will have more policy implications than in the past</strong></a>. Wall Street Journal reports:</p>
<blockquote><p>First, there is a sense of urgency on the part of Mr. Xi to lift public confidence by initiating major policy changes, especially to please the middle class and to do so now rather than waiting another seven months.</p>
<p>Second, Mr. Xi is now in his “honeymoon period,” and he should cash in his political capital to carry out new policies promptly.</p>
<p>Third, in contrast to the previous 10 years when there was often policy deadlock resulting from the factional infighting of the top leadership, Mr. Xi now has a <a href="http://www.brookings.edu/research/articles/2013/02/china-xi-jinping-li">six-to-one concentration of power</a> in the Politburo Standing Committee — a great advantage that should allow him to do substantive things .</p>
<p>And fourth, <a href="http://chinadigitaltimes.net/china/li-keqiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Li Keqiang">Li Keqiang</a> is under tremendous pressure to demonstrate his leadership ability.  Evidence seems to suggest Messrs. Xi and Li understand very well their need to support each other.  Their different policy preferences can also complement each other, resonating well in different sectors and with different classes throughout the country.</p></blockquote>
<p>In the lead-up to the NPC, there have been attempts to urge leaders into addressing sensitive topics at the NPC. Deutsche-Welle reports on <a href="http://www.phayul.com/news/article.aspx?article=China+open+letter+urges+lawmakers+ratify+UN+treaty&#038;id=33106">an open letter calling for China to ratify a UN human rights treaty</a>; and Channel News Asia notes that, after much <a href="https://chinadigitaltimes.net/2013/01/xinhua-china-to-reform-labor-re-education-system/">public discussion and media coverage</a>, <a href="http://www.channelnewsasia.com/stories/eastasia/view/1257347/1/.html">the controversial re-education through labor system may be discussed</a>.</p>

				<content:encoded><![CDATA[<p>A recent Southern People Weekly article translated by CDT revealed <a href="http://chinadigitaltimes.net/2013/02/wiretapping-wars-the-world-of-official-espionage/">the world of official espionage in China</a>: <a href="http://chinadigitaltimes.net/china/officials/" class="st_tag internal_tag" rel="tag" title="Posts tagged with officials">officials</a> bugging rivals to gather ammunition, and allies to assess their loyalty. A report at Caixin describes another weapon in the ambitious official&#8217;s arsenal. Former <a href="http://chinadigitaltimes.net/china/baidu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Baidu">Baidu</a> employee Gu Dengda spun his knowledge of internal complaints procedures and network of tech company contacts into a 50 million yuan business. <a href="http://english.caixin.com/2013-02-19/100492242.html"><strong>Yage Time Advertising Ltd. illegally scrubbed unfavorable web content</strong></a> for corporate clients including China Mobile, Pizza Hut, Yoshinoya and automotive joint venture FAW-Volkswagen. Some 60% of the firm&#8217;s business, though, came from officials. Eventually, Yage established a content partnership with the <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> city government&#8217;s Qianlong web portal, where it published negative coverage of various companies before seeking payment for taking it down. Gu, along with at least nine others from the internet-scrubbing industry, is now awaiting trial for <a href="http://chinadigitaltimes.net/china/bribery/" class="st_tag internal_tag" rel="tag" title="Posts tagged with bribery">bribery</a>, among other charges. From Wang Chen, Wang Shanshan, Ren Zhongyuan and Zhu Yishi at Caixin:</p>
<blockquote>
<p>As part of Gu&#8217;s strategy, dozens of Yage staffers spent the workday surfing the Internet in search of negative news, comments and postings about government officials. Any official whose reputation seemed to be threatened would be contacted and offered Yage&#8217;s services as soon as negative information surfaced online.</p>
<p>High season for Yage&#8217;s business with local government clients was usually just before the National People&#8217;s Congress and China People&#8217;s <a href="http://chinadigitaltimes.net/china/political-consultative-conference/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Political Consultative Conference">Political Consultative Conference</a> held every March in Beijing. It&#8217;s around conference time that officials typically come under attack from whistleblowers. It&#8217;s also when these officials are often willing to pay a premium to see negative publicity vanish.</p>
<p>[…] Arrested with Gu was Hu Chunyu, the financial news channel chief at Qianlong, a website tied to state-run media including the Beijing Daily newspaper, the Beijing Radio Station and Beijing TV. The site is managed by the <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">Propaganda</a> Department at the Beijing Municipality&#8217;s Communist Party Committee.</p>
<p>A few years after its founding in 2000, Qianlong started outsourcing part of its news production to <a href="http://chinadigitaltimes.net/china/public-relations/" class="st_tag internal_tag" rel="tag" title="Posts tagged with public relations">public relations</a> companies. In 2009, Yage won a more than 100,000 yuan-a-year contract to supply business channel content. Yage also won the right to post and delete articles on that web page.</p>
<p>[…] &#8220;We think Qianlong is shameless,&#8221; [a] source said. &#8220;But you really can&#8217;t cross it. It&#8217;s still one of the Beijing government&#8217;s official propaganda portals.&#8221;</p>

<p><a href="http://chinadigitaltimes.net/2012/08/baidu-employees-arrested-for-paid-deletions/">Four Baidu employees were fired in July last year for carrying out paid deletions</a>, and three of the four were subsequently arrested. At the time, Marbridge Consulting&#8217;s Mark Natkin told The Wall Street Journal that the problem was far more widespread: “There’s no major Chinese Internet company that has been able to completely avoid this sort of thing. It’s just very difficult to <a href="http://chinadigitaltimes.net/china/police/" class="st_tag internal_tag" rel="tag" title="Posts tagged with police">police</a> everybody all the time.”</p>

				<content:encoded><![CDATA[<p>In December, the <a href="http://chinadigitaltimes.net/2012/12/xi-a-little-less-decoration-a-little-more-action-please/">CCP Politburo vowed to cut down on the &#8221;extravagance, formalism and bureaucracy&#8221;</a> that has long been a part of official party and state conduct. On the list of extravagant activities to be nixed were the heavy traffic controls, expensive receptions and lengthy but hollow <a href="http://chinadigitaltimes.net/china/state-media/" class="st_tag internal_tag" rel="tag" title="Posts tagged with state media">state media</a> reports that routinely accompany official visits. The December announcement was in line with the <a href="http://chinadigitaltimes.net/2013/01/how-serious-is-china-on-corruption/">anti-corruption message</a> that <a href="http://chinadigitaltimes.net/china/ccp/" class="st_tag internal_tag" rel="tag" title="Posts tagged with CCP">CCP</a> general secretary <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a> has been toting since his <a href="http://chinadigitaltimes.net/2012/11/new-party-leadership-unveiled/">appointment to the highest of party positions</a> in November. An article from People&#8217;s Daily notes that<a href="http://english.peopledaily.com.cn/90785/8111521.html"> <strong>Xi has recently reiterated his commitment to cutting down extravagance</strong></a>:</p>
<blockquote><p>Chinese leader Xi Jinping has urged all official organs to keep a frugal lifestyle and resolutely oppose extravagance.</p>
<p>Xi, general secretary of the Central Committee of the Communist Party of China (CPC), made the written comment on recent news reporting, noting that the fine Chinese tradition of &#8220;being diligent and thrifty&#8221; and the idea of &#8220;honor to frugality and shame to extravagance&#8221; should be promoted among all walks of life.</p>
<p>The masses have posed strong opposition to extravagance, Xi said, expressing deep sorrow when he thought of many people in poverty.</p>
<p>All government organs, institutions, state-owned enterprises and non-profit organizations as well as <a href="http://chinadigitaltimes.net/china/officials/" class="st_tag internal_tag" rel="tag" title="Posts tagged with officials">officials</a> at various levels should set exemplary examples of putting an end to extravagance, Xi said.</p></blockquote>
<p>In the lead up to the first session of the 12th National People&#8217;s Congress set to commence on March 5, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> announces that <a href="http://news.xinhuanet.com/english/china/2013-01/30/c_132138355.htm"><strong>extravagance will indeed be curtailed at this first meeting of China&#8217;s new parliament</strong></a>:</p>
<blockquote><p>The <a href="http://chinadigitaltimes.net/china/npc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with NPC">NPC</a> Standing Committee statement said expenditures will be tightened for the first session of 12th <a href="http://chinadigitaltimes.net/china/npc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with NPC">NPC</a>. The intensity and duration of traffic controls during the session should be properly limited and road closures should be kept to a minimum.</p>
<p>There will be no flowers in NPC deputies&#8217; hotel rooms and no welcoming ceremonies at the airport or railway stations, according to the statement.</p>
<p>All deputies will eat at buffets without expensive food or alcohol, while extravagant galas, gifts and performances will not be arranged.</p>
<p>NPC deputies will be encouraged to focus on key issues and avoid empty talk, while the media will be encouraged to report more on deputies from grassroots areas.</p></blockquote>
<p>In an article summarizing state media coverage of the pledge, Reuters briefly describes<a href="http://www.reuters.com/article/2013/01/30/us-china-politics-parliament-idUSBRE90T06020130130"><strong> NPC meetings of the past, and Xi&#8217;s campaign to improve official conduct</strong></a>:</p>
<blockquote><p>Normally a bastion of sycophancy, as the hand-picked delegates seek to out-compete each other in lauding the Communist Party, the official Xinhua news agency said that would change when the largely rubber stamp parliament meets in March.</p>
<p>Incoming president Xi Jinping has made cutting back on extravagance and waste a key theme of his first few weeks in office since becoming party chief in November, seeking to assuage anger at corruption and restore faith in the party.</p>
<p>[...]Parliament is unlikely to be dull this year in any case, as it will mark Xi&#8217;s formal assumption of the title of president and the beginning of a new generation of leaders taking on the reins of state power.</p>
<p>Xi has already told officials to end their normal practice of giving stultifying speeches and pre-arranging fawning welcomes from local people and banished alcohol from military functions, as he tries to project a man-of-the-people image.</p>
<p>The party, which has shown no sign of giving up its tight grip on power, has struggled to contain public wrath at a seemingly endless stream of corruption scandals, particularly when officials are seen as abusing their posts to amass wealth.</p></blockquote>

				<content:encoded><![CDATA[<p>At Foreign Policy this week, Nels Frye examined <a href="http://www.foreignpolicy.com/articles/2012/11/13/men_in_black"><strong>civilian official&#8217;s curious uniformity of dress at the 18th Party Congress</strong></a>, and the various political pressures that encourage it.</p>
<blockquote>
<p>China&#8217;s top leaders have been choosing Western business suits over the native-grown Mao suit, or Sun Yat-sen suit as it is known in China (after the founding father of the Republic of China, Sun Yat-sen), ever since <a href="http://chinadigitaltimes.net/china/hu-yaobang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with hu yaobang">Hu Yaobang</a>, top man in the Communist Party from 1981 until 1987, wore them. China&#8217;s most reformist leader, Hu tried to bring accountability and transparency to the government, requiring Han Chinese in Tibet to learn Tibetan and even supporting the use of forks instead of chopsticks. So it&#8217;s no surprise that he was the first major Chinese leader to choose a suit and tie. His liberalism brought his ouster, but the preference for Western dress stuck. As the 1980s and 1990s wore on, fewer and fewer photos depicted leaders wearing the Mao suit. <a href="http://chinadigitaltimes.net/china/hu-jintao/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hu Jintao">Hu Jintao</a> only deployed it for military parades, and it&#8217;s unlikely that incoming President <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a> will favor the look, which he might associate with the suffering he and his peers experienced during the Cultural Revolution.</p>
<p>[…] There really may be no good option for <a href="http://chinadigitaltimes.net/china/officials/" class="st_tag internal_tag" rel="tag" title="Posts tagged with officials">officials</a> when it comes to style. Given their fragile relationship with the governed and the high-stakes race with colleagues to achieve higher rank &#8212; a race in which success comes from avoiding controversy and building consensus &#8212; the current cloaks of invisibility may be their best choice. Hermès ties or Armani suits would probably invite accusations of graft, while Mao suits seem a dangerous throwback. In the end, it&#8217;s just better to be boring.</p>

<p>Reactions to some of the outfits at the Two Sessions meetings in March illustrate the point. <a href="http://chinadigitaltimes.net/2012/03/do-not-hype-two-sessions-gourmet-food-or-luxury-clothing/">CPPCC delegate Li Xiaolin, for example, wore a $2,000 salmon pink Emilio Pucci suit</a>, photos of which were shared online paired with a picture of ragged, barefoot rural children. Ministry of Tofu collected <a href="http://www.ministryoftofu.com/2012/03/chinese-lawmakers-political-delegates-sporting-high-fashion-draws-criticism-from-netizens/">over a dozen images of delegates&#8217; luxury clothing and accessories</a>, together with <a href="http://chinadigitaltimes.net/china/netizens/" class="st_tag internal_tag" rel="tag" title="Posts tagged with netizens">netizens</a>&#8217; scathing comments about how someone wearing a thousand-dollar belt could represent the masses.</p>
<p>While most at the <a href="http://chinadigitaltimes.net/china/18th-party-congress/" class="st_tag internal_tag" rel="tag" title="Posts tagged with 18th party congress">18th Party Congress</a> dressed to blend in, a few stood out. The standard dress code did not apply to delegates belonging to China&#8217;s ethnic minorities, whose <a href="http://www.womenofchina.cn/html/womenofchina/report/146733-1.htm">traditional dress and headgear made an ostentatious point of the congress&#8217; diversity</a> even as, according to Human Rights Watch&#8217;s Nicholas Bequelin, <a href="http://twitter.com/Bequelin/status/268964790544760832">minority representation on the Party&#8217;s Central Committee dropped to the lowest level ever</a>.</p>
<p>With much of the congress and its implications thickly wrapped in secrecy, observers drove the reading of sartorial tea leaves to new heights at <a href="http://chinadigitaltimes.net/2012/11/new-party-leadership-unveiled/">the unveiling of the new Party leadership on Thursday</a>.</p>

				<content:encoded><![CDATA[<p>Below is a snapshot of the online outrage surrounding <a href="http://chinadigitaltimes.net/china/article-73/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Article 73">Article 73</a> of the new <a href="http://chinadigitaltimes.net/china/criminal-procedure-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with criminal procedure law">Criminal Procedure Law</a>, which <a href="http://www.nytimes.com/2012/03/15/world/asia/china-passes-new-safeguards-for-criminal-suspects-though-secret-detentions-by-police-are-still-allowed.html?_r=1">allows the authorities to detain individuals charged with &#8220;national security threats,&#8221; &#8220;terrorism&#8221; or large-scale bribery at undisclosed locations for up to six months</a>. This &#8220;residential surveillance&#8221; clause was passed at the closing session of last week&#8217;s National People&#8217;s Congress.</p>
<p>Last April, Ai Weiwei was detained while boarding a flight from <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> to Hong Kong. He was held secretly for 81 days before returning home. Article 73 legalizes this type of kidnapping.</p>

<p>Derived from the phrase “<a title="Getting soy sauce" href="http://chinadigitaltimes.net/space/Getting_soy_sauce">get soy sauce</a>”: One who is “getting <a href="http://chinadigitaltimes.net/china/soy-sauce/" class="st_tag internal_tag" rel="tag" title="Posts tagged with soy sauce">soy sauce</a>” is just a spectator, listening without making substantive comments or contributions.</p>
<p>Many Chinese citizens have complained that the structure and bloated size of the National People’s Congress (around 3,000 members) render most of its members powerless. Many proposals are supported by over 99% of the votes cast.</p>
<p>During the 2011 <a href="http://wiki.china.org.cn/wiki/index.php/Lianghui" rel="nofollow" target="_blank">Two Sessions</a>, people dubbed committee members who did nothing beside apply their rubber stamp “soy sauce representatives.” <a href="../2011/03/video-dragon%E2%80%99s-take-on-the-two-sessions-translated/" rel="nofollow" target="_blank">This video</a> references “soy sauce representatives” who either do nothing or who “just sit around on the toilet waiting for inspiration to come to them.”</p>
