<p>Even China&#8217;s soft-power triumphs, such as the 2008 <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> Olympics, have quickly turned stale. Not long after the last international athletes had departed, China&#8217;s domestic crackdown on human rights activists undercut its <a href="http://chinadigitaltimes.net/china/soft-power/" class="st_tag internal_tag" rel="tag" title="Posts tagged with soft power">soft power</a> gains. Again in 2009, the <a href="http://chinadigitaltimes.net/china/shanghai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shanghai">Shanghai</a> Expo was a great success, but it was followed by the jailing of Nobel Peace Laureate <a href="http://chinadigitaltimes.net/china/liu-xiaobo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Xiaobo">Liu Xiaobo</a> and screens were dominated by scenes of an empty chair at the Oslo ceremonies. Putin might likewise count on a <a href="http://chinadigitaltimes.net/china/soft-power/" class="st_tag internal_tag" rel="tag" title="Posts tagged with soft power">soft power</a> boost from the Sochi Olympics, but if he continues to repress dissent, he, too, is likely to step on his own message.</p>
<p>China and <a href="http://chinadigitaltimes.net/china/russia/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Russia">Russia</a> make the mistake of thinking that government is the main instrument of soft power. In today&#8217;s world, information is not scarce but attention is, and attention depends on credibility. Government <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">propaganda</a> is rarely credible. The best <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">propaganda</a> is not <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">propaganda</a>. For all the efforts to turn <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a> and China Central Television into competitors to CNN and the BBC, there is little international audience for brittle propaganda. As the Economist noted about China, &#8220;the party has not bought into Mr. Nye&#8217;s view that soft power springs largely from individuals, the private sector, and civil society. So the government has taken to promoting ancient cultural icons whom it thinks might have global appeal.&#8221; But soft power doesn&#8217;t work that way. As Pang Zhongying of Renmin University put it, it highlights &#8220;a poverty of thought&#8221; among Chinese leaders.</p>

				<content:encoded><![CDATA[<p>The <a href="http://www.globaltimes.cn/content/774146.shtml"><strong>reported drowning of a Wenzhou official held in the Party&#8217;s internal disciplinary system</strong></a> has brought renewed attention to the welfare of <em><a href="http://chinadigitaltimes.net/china/shuanggui/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shuanggui">shuanggui</a></em> detainees. <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a>&#8217; Hu Qingyun reported last week:</p>

<p>A Party member and chief engineer for a State-owned enterprise in <a href="http://chinadigitaltimes.net/china/wenzhou/" class="st_tag internal_tag" rel="tag" title="Posts tagged with wenzhou">Wenzhou</a>, Zhejiang Province, died in suspicious circumstances Tuesday while being held for investigation by the city&#8217;s commission for discipline inspection.</p>
<p>The People&#8217;s Procuratorate of Wenzhou said the man, Yu Qiyi, &#8220;suffered an accident&#8221; Monday night and died in hospital at 3:15 am on Tuesday. However, Yu&#8217;s family slammed claims his death was accidental, insisting photos circulated online [see <a href="http://shanghaiist.com/2013/04/10/wenzhou_official_dies_during_shuanggui_disciplinary_session.php">Shanghaiist</a>] show he had bruises and appeared to have been bitten.</p>
<p>[…] On Monday night, staff from Yu Qiyi&#8217;s company rang his family to inform them he had been hospitalized and his life hung in the balance. Family and friends rushed to the hospital, only to learn Yu junior had died and had bruising over much of his upper-body.</p>
<p>[…] The hospital listed the cause of Yu&#8217;s death as drowning, noting he was unconscious when admitted for treatment, his father said. </p>
</blockquote>
<p>Another disputed <em>shuanggui</em> death occurred in September, when the family of a retired official from <a href="http://chinadigitaltimes.net/china/hunan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Hunan">Hunan</a> <a href="http://chinadigitaltimes.net/2012/10/whistleblowing-retired-official-dies-in-custody/">rejected official claims that he had committed suicide</a>. Photos of his apparently bruised body led to speculation that he had been beaten and murdered: &#8220;Inspectors,&#8221; one netizen commented, &#8220;you guys are as fierce as Japanese bandits!&#8221;</p>
<p>The Dui Hua Foundation noted in 2011 that <em>shuanggui</em>—whose name refers to the &#8220;dual designation&#8221; of the time and place of an investigation—<a href="http://chinadigitaltimes.net/2011/07/chinas-sharp-sword-for-punishing-corrupt-officials/">enjoys some popular support</a>, fed by anger at official corruption and other abuses of power. &#8220;Sadly,&#8221; it added, &#8220;acceptance of shuanggui seems to have seeped into international human rights circles and resulted in a dearth of relevant research and advocacy.&#8221; But The Guardian&#8217;s <a href="http://www.guardian.co.uk/world/2013/apr/12/fears-china-shuanggui-detainees"><strong>Jonathan Kaiman reported that state media coverage of Yu&#8217;s death might signal positive, if limited, change</strong></a>:</p>
<blockquote>
<p>Critics say shuanggui detainees, bereft of legal protection, are particularly vulnerable to human rights abuses. According to Flora Sapio, a law professor at the University of Hong Kong who has written a book on the subject, <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a>&#8217;s sympathetic coverage could represent a high-level decision to begin addressing the rights of detainees while leaving the system fundamentally unchanged.</p>
<p>&#8220;What they&#8217;re trying to do is get people in the system to treat criminal suspects in a different way,&#8221; she said. &#8220;At the same time you, as the party state, want to be the only voice with the power to talk on matters of justice.&#8221;</p>
<p>The vast majority of shuanggui detainees stand no chance of rescuing their careers and many kill themselves in detention. Most cases are eventually transferred to the judiciary, where they usually end in death sentences or long imprisonments. <a href="http://chinadigitaltimes.net/china/bo-xilai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Bo Xilai">Bo Xilai</a>, the disgraced <a href="http://chinadigitaltimes.net/china/chongqing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Chongqing">Chongqing</a> party chief, spent 10 months under such detention before his case was sent to the courts in January. He has yet to be formally tried.</p>

				<content:encoded><![CDATA[<p>On January 30th, according to the Japanese government, a Chinese vessel locked weapons radar onto a Japanese destroyer 180 kilometers north of the disputed Diaoyu/Senkaku Islands. The incident prompted <a href="http://chinadigitaltimes.net/2013/02/china-and-japan-trade-accusations-over-radar-lock-incident/">angry condemnation from Tokyo, widespread concern over possible escalation, and counteraccusations</a> that <a href="http://chinadigitaltimes.net/china/japan/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan">Japan</a> was blowing the encounter out of proportion in order to vilify China. The latter intensified on Friday when <a href="http://eng.mod.gov.cn/Press/2013-02/08/content_4432516.htm"><strong>China&#8217;s Defense Ministry declared that no such radar lock took place</strong></a> on either this or another, earlier occasion:</p>
<blockquote>
<p>At around 4pm on January 19, a Chinese naval frigate, while conducting routine training in relevant waters in the <a href="http://chinadigitaltimes.net/china/east-china-sea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with east china sea">East China Sea</a>, spotted an approaching ship-borne helicopter of JSDF. The frigate kept normal observation and alert, and fire control radar was not used.</p>
<p>At around 9am on January 30, a Chinese naval ship found itself closely followed and monitored by JSDF destroyer Yudachi while conducting routine training in relevant waters in the East China Sea. The radars on the Chinese naval ship kept normal observation and alert, and fire control radar was not used. Therefore, the Japanese side’s remarks were against the facts, said the statement.</p>
<p>What needs to be pointed out is that in recent years, Japanese warships and airplanes often conduct long time and close-in monitoring and surveillance of China’s naval ships and airplanes. This is the root cause to air and maritime safety issues between China and Japan. China has lodged representations to the Japanese side on a lot of occasions, said the statement.</p>
</blockquote>
<p><a href="http://news.xinhuanet.com/english/indepth/2013-02/09/c_132161466.htm"><strong>Shang Jun summed up Chinese reactions at Xinhua</strong></a>:</p>
<blockquote>
<p>Japanese Prime Minister <a href="http://chinadigitaltimes.net/china/shinzo-abe/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Shinzo Abe">Shinzo Abe</a> made another attempt on Friday to mislead the international community by demanding China apologize for the recent radar incident.</p>
<p>If there is an apology to be made for the latest unease in China-<a href="http://chinadigitaltimes.net/china/japan-relations/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Japan relations">Japan relations</a>, it should be from the Japanese side.</p>
<p>[…] By spreading false accusation and posing as a poor victim, Japan had intended to tarnish China&#8217;s image so as to gain sympathy and support, but a lie does not help.</p>
<p>A Chinese saying goes that &#8220;it is better for the doer to undo what he has done.&#8221; It is time for Japan to make sincere efforts to rectify its wrongdoing and mend relations with China, rather than playing petty tricks and stirring up tension.</p>
</blockquote>
<p><a href="http://www.scmp.com/news/china/article/1145952/defence-ministry-denies-japanese-radar-incident"><strong>Japan insisted that its own account was accurate</strong></a>, however, with the government reportedly &#8220;<a href="http://www.reuters.com/article/2013/02/09/us-japan-china-idUSBRE91801B20130209">considering the extent of what can be disclosed</a>&#8221; in terms of supporting evidence. From the AFP:</p>
<blockquote>
<p>In reply, Kawai told the ambassador Japan expected <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> to “sincerely fulfil its responsibility for an explanation” and take measures to prevent similar incidents, a statement said.</p>
<p>“We have made a cautious and elaborate analysis of this incident at the defence ministry and we have confirmed it,” Foreign Minister Fumio Kishida said earlier.</p>
<p>“We told the Chinese side we cannot accept their argument and asked them for a sincere response,” he said.</p>
<p>Defence Minister Itsunori Onodera said on Friday the public announcements had been made “after a special unit analysed data on the radar contact and confirmed it. There is no mistake about it”.</p>
</blockquote>
<p>Still, <a href="http://www.nytimes.com/2013/02/09/world/asia/china-denies-directing-radar-at-japanese-military.html?_r=1&amp;"><strong>one analyst found China&#8217;s denial encouraging</strong></a>, if not convincing. From Chris Buckley at The New York Times:</p>
<blockquote>
<p>For all China’s vehemence, the statement by its Defense Ministry suggested that senior officials in Beijing wanted to avoid an escalating quarrel, said Denny Roy, a senior fellow at the East-West Center in Honolulu who researches security issues.</p>
<p>“I think it’s a positive development that the Chinese would deny doing this, as opposed to saying, ‘Yes we did it, and we’ll do it again,’ ” Mr. Roy said. “For the Chinese to not want to be portrayed as an aggressor, I think, is a good sign.”</p>
</blockquote>
<p>Many have wondered, particularly after it emerged that <a href="http://ajw.asahi.com/article/asia/china/AJ201302080067">Abe was not informed of the incident for almost a week</a>, <a href="http://blogs.cfr.org/asia/2013/02/08/whos-in-charge/">exactly who is in charge of events around the islands</a>. <a href="http://www.economist.com/news/asia/21571466-dangerous-dance-around-disputed-islets-becoming-ever-more-worrying-locked"><strong>The Economist considered two possible answers</strong></a>:</p>
<blockquote>
<p>Oddly, the January 30th incident came just as tensions seemed to be easing. There was talk of a fence-mending summit between Mr Abe, who took office in December, and <a href="http://chinadigitaltimes.net/china/xi-jinping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xi Jinping">Xi Jinping</a>, China’s new leader. China has been using mainly civilian agencies rather than the <a href="http://chinadigitaltimes.net/china/navy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with navy">navy</a> to patrol the islands. And the Chinese press has not been uniformly bellicose. In <a href="http://chinadigitaltimes.net/china/global-times/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Global Times">Global Times</a>, a Communist Party newspaper whose default mode is tub-thumping <a href="http://chinadigitaltimes.net/china/nationalism/" class="st_tag internal_tag" rel="tag" title="Posts tagged with nationalism">nationalism</a>, two commentators this week separately urged caution, recalling China’s history of being set back in its development by Japanese aggression—in the 1890s and again in the 1930s and 1940s.</p>
<p>As a result, some Japanese politicians believe the provocation must have been a low-level decision by a commander on the ship. Katsuyuki Kawai, a foreign-affairs spokesman for the ruling Liberal Democratic Party, thinks the incident would have embarrassed China, since “it gives the impression that China is a rogue state”. He says that the idea that China’s forces are out of control is the Japanese government’s “biggest fear”.</p>
<p>The alternative, however—that this is a deliberate policy sanctioned at the highest level—may be even scarier. And a new study of China’s foreign policy by Linda Jakobson of the Lowy Institute, an Australian think-tank, argues that Chinese treatment of the islands is in fact tightly co-ordinated, with Mr Xi in direct charge as the head of a new office set up to deal with the crisis. She cites an anonymous official involved in the decision-making, who suggests that Mr Xi knows the dangers but is being given “exaggerated assessments” by underlings keen that he should take a tough stance.</p>

<p><a href="http://thediplomat.com/2013/02/08/how-involved-is-xi-jinping-in-the-diaoyu-crisis-3/"><strong>From Jakobson herself at The Diplomat</strong></a>:</p>

<p>From Beijing’s perspective, the decision by the Japanese government last September to purchase the islands from their private owner signaled the nationalization of the islands, an unacceptable change in the status quo. According to my sources, a step-by-step plan was devised by the new Diaoyu task force and then approved by Xi to deal with each possible contingency. The plan’s goal is to force the Japanese government to at a minimum acknowledge that the sovereignty of the islands is disputed. Japan’s current stance is that there is no dispute – the islands belong to Japan. A change in Japan’s stance would open up the possibility for both sides to use diplomatic channels to agree that vessels of each respective nation would patrol the disputed waters on alternate days to assert sovereignty. More importantly, it could facilitate discussions on sharing fishing rights in the disputed waters. Fishermen have been at the center of several disputes which have led to an escalation of tensions between the two countries.</p>
<p>The chain of events since Tokyo’s purchase of the islands would appear to confirm that a plan of this nature was drawn up. Beijing began sending civilian law enforcement vessels to patrol the area around the Senkaku/<a href="http://chinadigitaltimes.net/china/diaoyu-islands/" class="st_tag internal_tag" rel="tag" title="Posts tagged with diaoyu islands">Diaoyu islands</a>, crossing into the 12- nautical-mile territorial zone around the islands, with the intention of “protecting” China’s sovereignty. Next, aircraft of these law enforcement agencies were sent to patrol the islands, prompting Japan to send fighter jets to intercept what Tokyo views as intruders. It wasn’t long before Chinese and Japanese jets were both engaging one another over the islands. It is not known whether the most recent action by China, the locking of radar onto a Japanese vessel, was the next step in the task force’s plan, but it seems plausible.</p>
</blockquote>
<p>The episode has prompted <a href="http://www.reuters.com/article/2013/02/08/us-china-japan-idUSBRE91704220130208"><strong>renewed calls for emergency communication protocols between governments in the region</strong></a>. From Michael Martina at Reuters:</p>
<blockquote>
<p>&#8220;What we need in the South China Sea is a mechanism that prevents us turning our diplomacy over to young majors and young (naval) commanders &#8230; to make decisions at sea that cause a problem (that escalates) into a military conflict that we might not be able to control,&#8221; Admiral Samuel Locklear [commander of U.S. forces in the Asia-Pacific] told a conference in the Indonesian capital.</p>
<p>[…] Locklear said governments and their leaders had to understand the potential for things to get out of hand.</p>
<p>&#8220;In this case, I think that point has been made pretty clear,&#8221; he said in reference to international reaction to the dispute between China and Japan.</p>
</blockquote>
<p>According to the Asahi Shimbun, <a href="http://ajw.asahi.com/article/behind_news/politics/AJ201302070069"><strong>plans for such protocols between China and Japan ran aground on the Diaoyu issue itself</strong></a>:</p>
<blockquote>
<p>Plans included establishing communication links between high-level officials, including those at the Cabinet level, and agreeing which language and radio frequencies to use when aircraft pilots or warship commanders need to contact those on the other side.</p>
<p>In June, China and Japan agreed to try to put initial measures in place by the end of 2012. But the agreement was never signed because relations soured following Tokyo&#8217;s decision in September to put in state ownership three of the Senkaku Islands, five islets held by Japan but claimed by China.</p>
<p>[…] A senior official at the Defense Ministry said Beijing has dodged all requests for negotiations since September. The Chinese side typically cites &#8220;scheduling complications,&#8221; the official said.</p>
<p>&#8220;Beijing will not respond to our calls,&#8221; said a senior Foreign Ministry official.</p>
</blockquote>
<p>Even before the alleged radar incident was made public, The Financial Times&#8217; Gideon Rachman warned of the risk that a minor incident might spiral out of control: &#8220;The obvious danger&#8221; given America&#8217;s security guarantees to Japan &#8220;is that, <a href="http://www.ft.com/intl/cms/s/0/e29e200a-6ebb-11e2-9ded-00144feab49a.html#axzz2KM8AyR00">as in 1914, a small incident could invoke alliance commitments that lead to a wider war</a>.&#8221; Responding at Foreign Policy, Stephen M. Walt argued that <a href="http://walt.foreignpolicy.com/posts/2013/02/08/good_news_world_war_i_is_over_and_will_not_happen_again"><strong>Rachman&#8217;s account of World War I&#8217;s origins exaggerated the danger</strong></a>, but raised a different fear of his own.</p>
<blockquote>
<p>[… T]he key point is that the European powers did not go to war in 1914 because a minor incident suddenly and uncontrollably escalated into a hegemonic war. The real lesson of 1914 for the present day, therefore, is to ask whether any Asian powers are interested in deliberately launching a preventive war intended to establish regional hegemony, as Germany sought to do a century ago.</p>
<p>The good news is that this seems most unlikely. […]</p>
<p>There is one feature of the East Asian security environment that is worrisome, however, though it bears little resemblance to pre-war conditions in 1914. Today, conflict in East Asia might be encouraged by the belief that it could be confined to a naval or air clash over distant (and not very valuable) territories and thus not touch any state&#8217;s home territory or domestic population. All Asian countries would be exceedingly leery of attacking each other&#8217;s homelands, but naval and air battles over distant islands are precisely the sort of military exchange one might use to demonstrate resolve and capability but at little or no risk of escalation. That&#8217;s the scenario that I worry about, but that is not what happened back in July 1914.</p>
</blockquote>
<p>At least one source of potential trouble has reportedly been eliminated. <a href="http://ajw.asahi.com/article/special/isles_dispute/AJ201302090073"><strong>Authorities in Beijing had &#8216;Tokyo Big Explosion&#8217;-branded fireworks removed from store shelves</strong></a> ahead of the New Year celebrations. From Keiko Yoshioka at the Asahi Shimbun:</p>
<blockquote>
<p>&#8220;The Chinese are on a path of peaceful development,&#8221; the official quoted authorities as saying. &#8220;The Japanese could allege otherwise if they exploit this firework.&#8221;</p>
<p>[…] The official said the company has no political intentions and chooses names for its fireworks purely with a view to sales.</p>
<p>A firework named &#8220;I Love Diaoyu&#8221; remains on sale. Other options include &#8220;Ultraman,&#8221; &#8220;<a href="http://chinadigitaltimes.net/china/aircraft-carrier/" class="st_tag internal_tag" rel="tag" title="Posts tagged with aircraft carrier">Aircraft Carrier</a> that Boosts National Prestige,&#8221; and &#8220;Beijing Style,&#8221; a play on the title of a popular South Korean music track named &#8220;Gangnam Style,&#8221; by singer Psy.</p>
<p>Moreover, the official said the firework was a good thing because it gave purchasers a way to express their &#8220;rational nationalism&#8221; by venting feelings &#8220;without actually setting Tokyo on fire.&#8221;</p>

<p>While known liberals left comments, <strong><a href="http://www.scmp.com/comment/blogs/article/1145865/xi-jinpings-bring-criticism-brings-little-more-scepticism">CEOs, professors, and other people with more to lose have also criticized Xi</a></strong>. Journalist <a href="http://chinadigitaltimes.net/china/xia-youzhi/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xia Youzhi">Xia Youzhi</a> (@夏佑至) suggests an end to “<a href="http://chinadigitaltimes.net/space/Entrapment">entrapment</a>,” while property developer <a href="http://chinadigitaltimes.net/china/ren-zhiqiang/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Ren Zhiqiang">Ren Zhiqiang</a> (@任志强) recommends “not sending those who offend you to <a href="http://chinadigitaltimes.net/china/re-education-through-labor/" class="st_tag internal_tag" rel="tag" title="Posts tagged with re-education through labor">re-education through labor</a>.” The government’s penchant for punishing its critics leaves many questioning Xi’s motives for this call for “sharp criticism.”</p>

				<content:encoded><![CDATA[<p>Wang Yang, father of the <a href="http://chinadigitaltimes.net/china/guangdong-model/">&#8220;Happy&#8221; Guangdong Model</a> and <a href="http://chinadigitaltimes.net/2011/11/the-guangdong-model/">formerly mooted counterweight to Bo Xilai</a>, was last month <a href="http://chinadigitaltimes.net/2012/12/all-eyes-on-new-guangdong-party-chief-hu-chunhua/">replaced as Guangdong Party chief by rising star Hu Chunhua</a>. Having failed to win a seat on the reduced 7-man <a href="http://chinadigitaltimes.net/china/politburo-standing-committee/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Politburo Standing Committee">Politburo Standing Committee</a> in November, Wang is now widely expected to become a vice premier in the spring. On New Year&#8217;s Day, <a href="http://www.scmp.com/comment/insight-opinion/article/1116763/wang-yang-no-reformist-leader">at the South China Morning Post</a> and on his own blog, <a href="http://chinadigitaltimes.net/china/chang-ping/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Chang Ping">Chang Ping</a> argued that <a href="http://changping.posterous.com/reform-realities"><strong>despite Wang&#8217;s reformist reputation, he left the province&#8217;s media wearing a tighter muzzle than it had previously</strong></a>:</p>
<blockquote><p>Wang has become the poster boy for the reformist camp in the party and a darling of the media. His image as a reformer has endured even as the reputations of both Hu and Premier Wen Jiabao have taken a beating: over the past decade, Hu has shown himself willing to use repression to &#8220;maintain <a href="http://chinadigitaltimes.net/china/social-stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social stability">social stability</a>&#8221;, no matter the damage to society and the political and legal systems, while Wen&#8217;s image as a clean and upright politician has suffered after the devastating media reports on his family&#8217;s wealth.</p>
<p>There&#8217;s no doubt Wang stands out among senior party officials for his quick mind and lack of affectation. He was expressive, and knew how to dress up bureaucratic rhetoric to make it more palatable. He should also be credited for creating some room for debate on reform with his call to &#8220;liberate people&#8217;s thinking&#8221; and his push to strengthen civil society.</p>
<p>But as a member of the Guangdong press, I saw how Wang set back the media during his five-year rule. Freedom of speech is the foundation of all political and democratic reform. From this perspective, we can hardly give his performance a good appraisal.</p></blockquote>
<p>One of the strikes against Wang, Chang argues, is the appointment during his tenure of Tuo Zhen as provincial propaganda chief. Tuo&#8217;s alleged conservatism and inflexibility are said to have taken hold gradually during his <a href="http://www.scmp.com/news/china/article/1120156/tuo-zhen-crusading-journalist-turned-guangdong-propagandist"><strong>thirty-year climb from a start as a &#8220;crusading&#8221; reporter documenting the plight of the poor</strong></a>. From Teddy Ng at South China Morning Post:</p>
<blockquote><p>Tuo, 52, started his career as a reporter at the Economic Daily in 1982, and went on to become the newspaper&#8217;s chief editor in 2005. In 2011, he was made a vice-president of <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a>, and he moved to Guangdong in May last year.</p>
<p>He gained early fame for an award-winning story he wrote in 1983 about an engineer who lived in a dilapidated home and worked for a boss who owned four apartments.</p>
<p>Tuo was named one of China&#8217;s 10 most outstanding young people in 1993 and was made a senior reporter for the Economic Daily in 1994.</p>
<p>During his time at the newspaper, Tuo was involved in a series of reports on reforms launched in Tongling , Anhui province, when former Guangdong Communist Party chief Wang Yang was the city&#8217;s mayor.</p>
<p>He once said the fairness and objectivity of journalists should not be challenged, and the trust bestowed upon journalists by ordinary citizens should be a strong motivation.</p></blockquote>
<p>By the time he reached Guangdong last year, the transformation appeared complete. At South China Morning Post&#8217;s Locustland blog, <a href="http://www.scmp.com/comment/blogs/article/1118939/guangdong-censors-clumsy-hatchet-job-sparks-fierce-backlash"><strong>John Kennedy translated a Weibo post from a purported employee</strong></a> of the <a href="http://chinadigitaltimes.net/china/southern-media-group/">Nanfang Media Group</a>, owner of the wayward <em>Nanfang Zhoumo</em> (<a href="http://chinadigitaltimes.net/china/southern-weekly/">Southern Weekly</a>, or Southern Weekend) newspaper:</p>
<blockquote><p>Rumour has it when Tuo arrived in Guangdong, he called up the heads of each newspaper for one-on-one chats, saying the party has entrusted them to hold the line on permitted speech together, that any lost ground will be lost for good.</p>
<p>Then he came out with a series of mortal blows: forbidding Guangdong media from reporting on corruption in other provinces, banning any commentary on negative news in far-off locations, constantly requiring that only the People&#8217;s Daily or Xinhua version of news be allowed to run. <a href="http://chinadigitaltimes.net/china/southern-weekly/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Southern Weekly">Southern Weekly</a> in particular has been ordered to get prior approval for every story from the provincial propaganda department, which won&#8217;t let each issue go to print until it&#8217;s seen all major reports.</p></blockquote>
<p>This week, <a href="http://cmp.hku.hk/2013/01/03/30247/"><strong>Tuo apparently vindicated Chang&#8217;s comments by rewriting Southern Weekly&#8217;s traditional New Year greeting</strong></a>, without so much as informing the newspaper&#8217;s editors. The original article, Dai Zhiyong&#8217;s strident call for fulfilling &#8220;the dream of constitutionalism in China&#8221;, was replaced with anodyne sentiments about how close to fulfilling its dreams China had come. From David Bandurski at China Media Project:</p>

<blockquote><p>Only if constitutionalism is realized and power effectively checked can citizens voice their criticisms of power loudly and confidently, and only then can every person believe in their hearts that they are free to live their own lives. Only then can we build a truly free and strong nation. . .</p></blockquote>
<p>According to chatter on <a href="http://chinadigitaltimes.net/china/weibo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with weibo">Weibo</a>, there were three versions of the letter. The first was the original by Dai Zhiyong, from which the above translation comes. The second was the draft from editors at the newspaper. The third, the version that eventually went to print, contains further changes now being attributed to Tuo Zhen (庹震), Guangdong’s provincial propaganda chief, as well as an introductory message from Tuo Zhen.<a name="zhuimeng"></a></p>
<p>[…] The full story here is not yet clear. But it looks as though two egregious violations of propaganda protocol are involved here. First, Tuo Zhen seems to have single-handedly made changes to the second version of the “New Year’s Greeting” after editors responded to his objections to the original. The result is Tuo Zhen’s version three. Second, Tuo Zhen seems to have added his own separate text unilaterally to the paper by penning the “Pursuing Our Dreams” message.</p>
<p>While the original editorial is strongly worded, voicing the hope that China’s Constitution will “cut its teeth” and become the real foundation of freedom in the country, the final version is entirely toothless.</p></blockquote>
<p>A reference to legendary ruler Yu the Great added insult to injury, suggesting that he tamed disastrous floods not 4,000 but 2,000 years ago. A group of <a href="http://cmp.hku.hk/2013/01/04/30311/"><strong>former Southern Weekly journalists expressed their anger in an open letter</strong></a>, accusing Tuo of undermining the central government&#8217;s credibility and urging his forced resignation. From a translation at China Media Project:</p>
<blockquote><p>It is our view that Minister Tuo Zhen’s actions overstep the bounds (越界之举), that they are dictatorial (擅权之举), that they are ignorant and excessive.</p>
<p>It is our view that in this era in which hope is necessary, he is obliterating hope; in this era in which equality is yearned for, his actions are haughty and condescending; in this era of growing open-mindedness, his actions are foolish and careless; in this era that cares for learning and refinement, his actions are crude and thoughtless.</p>
<p>In recent days, the general attitude at home and overseas following the <a href="http://chinadigitaltimes.net/china/18th-party-congress/">18th National Congress</a> has been one of optimism over China’s prospects. This optimism is grounded in the outlook and policy direction of the new leadership. That policy direction includes: Unswervingly pushing ahead with reform and opening, <a name="nanjingdaxue"></a>persevering in exercising power under the sunlight [i.e., in an open manner], firmly insisting on the basic principles of the Constitution, and resolutely opposing corruption and bureaucratism (官僚主义).</p>
<p>The actions of Minister Tuo Zhen, in Guangzhou and on the very front lines of reform and opening, are entirely contrary to this policy orientation.</p></blockquote>
<p>By Saturday, South China Morning Post&#8217;s Teddy Ng reported, <a href="http://www.scmp.com/news/china/article/1120199/former-southern-weekend-journalists-want-propaganda-chief-tuo-zhen-go">similar letters and statements had come</a> from Southern Weekly&#8217;s editorial staff, more than fifty former interns, and Nanjing University&#8217;s journalism school. <a href="http://www.washingtonpost.com/world/asia_pacific/chinese-journalists-mount-rare-protest-over-an-act-of-government-censorship/2013/01/04/34bafe40-5688-11e2-89de-76c1c54b1418_story.html"><strong>From Keith Richburg at The Washington Post</strong></a>:</p>
<blockquote><p>Media experts said the demands for Tuo’s ouster set up a challenge that will be difficult for the government to ignore. “There is little room for the two sides to negotiate,” Zhang Lifan, a political commentator, wrote on his weibo account Friday. “The incident will testify to the direction of political reform.”</p>
<p>[…] Asked about the Southern Weekly controversy Friday, Foreign Ministry spokeswoman Hua Chunying said she did not know the specifics of the situation, which she noted did not pertain to foreign affairs. But she added: “In China, no so-called news censorship system exists. The Chinese government protects journalistic freedom according to the law.”</p></blockquote>
<p>Discussion of the case on Weibo has been suppressed by <a href="https://chinadigitaltimes.net/2013/01/sensitive-words-censorship-gets-a-personal-touch/">blocks on relevant search terms</a> already <a href="http://chinadigitaltimes.net/2013/01/sensitive-words-the-rape-of-southern-weekly/">documented at CDT</a>. In addition, some current Southern Weekly staff have seen their Weibo accounts suspended, according to the former employees&#8217; letter. Both central <a href="http://www.scmp.com/comment/blogs/article/1119658/guangdong-propagandists-fight-back-amid-outlash-over-southern-weekly">and local</a> authorities have sought to rein in media coverage of the issue: a <a href="http://chinadigitaltimes.net/2013/01/ministry-of-truth-southern-weekend-new-year-piece/"><strong>Central Propaganda Department directive obtained by CDT ordered</strong></a>:</p>
<blockquote><p>Urgent notice: Upon receipt of this message, controlling departments in all locales must immediately inform all reporters and editors <a name="gt"></a>that they may not discuss the Southern Weekend New Year’s greeting on any public platforms. (January 3, 2013)</p></blockquote>
<p>The <a href="http://blog.feichangdao.com/2013/01/websites-delete-articles-block.html"><strong>Chinese-language Global Times did comment on Thursday</strong></a>, urging cool heads. From a translation at Fei Chang Dao:</p>
<blockquote><p>The truth be told, many media outlets have had the experience of taking certain opinions from the government on important reports. Having the government provide certain specific instructions on important reports is one device that is woven into the fabric of China&#8217;s news management. Overall, China&#8217;s reporting is increasingly open, and the general trend is a gradual reduction in the specific instructions from the government, but at the same time, there has been no change in the larger structure of media management.</p></blockquote>
<p>The Chinese-language editorial was swiftly deleted, but <a href="http://www.globaltimes.cn/content/753599.shtml"><strong>a similar one remains on the English edition&#8217;s site</strong></a>:</p>
<blockquote><p>The reality is that old media regulatory policies cannot go on as they are now. The society is progressing, and the management should evolve. Traditional media is integrating intimately with new media in China, resulting in frequent migration of professionals and different ways for them to pursue their personal interests. All these means the traditional regulation mechanisms no longer fit the new environment</p>
<p>But no matter how the Chinese media is regulated, they will never become the same as their Western counterparts. This should be the basic judgment of Chinese media professionals. China&#8217;s political system differs from the West&#8217;s, and the media cannot separate itself from a country&#8217;s political reality. The only way that fits the development of Chinese media is one that can suit the country&#8217;s development path.</p></blockquote>
<p>While the controversy continued to rage, The Economist&#8217;s <a href="http://www.economist.com/blogs/analects/2013/01/curbing-dissent"><strong>James Miles commented on its Analects blog</strong></a> on the <a href="http://chinadigitaltimes.net/2012/12/scholars-cautiously-urge-political-reform/">constitutionalist</a> <a href="http://chinadigitaltimes.net/2013/01/political-reform-and-chinas-constitution/">current</a> to which the original New Year greeting was intended to contribute.</p>
<blockquote><p>The appeals for the party to respect the constitution’s provisions are part of what appears to be a new tactic by Chinese liberals to push for faster political change. On November 16th, a day after the party’s new leadership was installed, Yanhuang Chunqiu and academics from <a href="http://chinadigitaltimes.net/china/peking-university/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Peking University">Peking University</a> jointly organised a meeting in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a> of around 100 intellectuals as well as a sprinkling of retired officials to discuss the constitution and the importance of upholding it […]. At the meeting a draft was circulated of what was called a “Proposal for a Consensus on Reform”. The thrust of its message was that if only the constitution were to be respected, China would become far more democratic. The document was made public on December 25th, with the names of 72 academics and lawyers attached.</p>
<p>The liberals’ decision to appeal to the constitution is likely to gather wide support among intellectuals, many of whom fear that any more overt challenge to the party could provoke a backlash. A petition for radical political reform issued four years ago resulted in police harassment of many of the thousands of people who signed it, as well as the sentencing of its chief author, <a href="http://chinadigitaltimes.net/china/liu-xiaobo/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Xiaobo">Liu Xiaobo</a>, to 11 years in prison. This time the authorities will find it harder to crack down. Thanks to the rapid growth of social media, especially microblogs, in the last couple of years, the liberals’ message is likely to spread.</p></blockquote>

				<content:encoded><![CDATA[<p>The Standing Committee of China&#8217;s National People&#8217;s Congress has issued <a href="http://news.xinhuanet.com/english/china/2012-12/28/c_132069320.htm">new rules &#8220;to enhance the protection of personal information online and safeguard public interests&#8221;</a>. The regulations broaden and reinforce requirements for real-name registration by internet users (though pseudonyms will still be permitted), and establish a legal requirement for service providers to immediately remove illegal information and report it to the relevant authorities. The move follows <a href="http://chinadigitaltimes.net/2012/12/internet-controls-tighten-under-new-administration/">evident recent activity on the technical front</a>, and has widely been read as an omen for the new Party leadership&#8217;s future rule. <p>The rules had been heralded by a series of editorials in <a href="http://chinadigitaltimes.net/china/state-media/" class="st_tag internal_tag" rel="tag" title="Posts tagged with state media">state media</a>, including one from People&#8217;s Daily Online which <a href="http://cmp.hku.hk/2012/12/27/29924/"><strong>framed the issue of internet regulation in terms of rule of law</strong></a>. From David Bandurski&#8217;s translation at China Media Project:</p>
<blockquote>
<p>The internet is public space, and public order and good customs require the common efforts of web users, demanding that each web users “purify themselves” (自我净化), recognizing from the bottom of their hearts that the internet is not a utopia where they can do as they please, that it is not a “Garden of Peaches of Immortality” [i.e., a paradise] existing outside the law. But on this massive platform comprising 538 million web users and more than a billion mobile users, it is impossible byrelying on self-discipline alone to achieve regulation and order (规范有序) and to eliminate every single person with ulterior motives (别有用心者) or every doer of mischief (恶作剧者).</p>
<p>Without wings, the bird of freedom cannot fly high. Without <a href="http://chinadigitaltimes.net/china/rule-of-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rule of law">rule of law</a>, a free internet cannot go far. Today’s society reveres <a href="http://chinadigitaltimes.net/china/rule-of-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rule of law">rule of law</a>, and just as our actual society needs <a href="http://chinadigitaltimes.net/china/rule-of-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rule of law">rule of law</a>, so does our virtual society need <a href="http://chinadigitaltimes.net/china/rule-of-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rule of law">rule of law</a>. Cleaning up the online world demands the self-discipline of web users, but even more it demands the interventionist discipline (他律) of <a href="http://chinadigitaltimes.net/china/rule-of-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rule of law">rule of law</a>. Only by putting the “binds” of <a href="http://chinadigitaltimes.net/china/rule-of-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with rule of law">rule of law</a> on the internet, by stipulating the lines of conduct and adding supervision according to the law (厘定行为边界，依法加以监管), only by making violators of the law bear the burden of illegality [as opposed to victims of crimes], only then can we possibly restrain irresponsible rumors, restrain the leakage of personal information, and make the internet clean again.</p>
</blockquote>
<p>Following the Standing Committee&#8217;s decision, <a href="http://news.xinhuanet.com/english/indepth/2012-12/28/c_132069782.htm"><strong>state media have emphasised provisions to protect privacy</strong></a>, and denied that the rules are aimed at suppressing netizens&#8217; <a href="http://www.globaltimes.cn/NEWS/tabid/99/ID/730388/Officials-should-be-in-awe-of-moral-whip.aspx">celebrated</a> exposure of official wrongdoing. From Gui Tao and Huang Xin at <a href="http://chinadigitaltimes.net/china/xinhua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Xinhua">Xinhua</a>:</p>
<blockquote>
<p>Online muckraking is not necessarily incompatible with a requirement to provide genuine identification. Many whistleblowers prefer to use their real names, as they feel this will give their claims more weight.</p>
<p>Other reports state that the identity policy will clamp down on the freedom of speech in Chinese cyberspace. But the accusers should know that freedom without limits or responsibility is chaotic and dangerous. No one should enjoy the freedom to spread malicious rumors or libel, even online. The rule should only be feared by slanderers who wish to take advantage of online anonymity.</p>
<p>For law-abiding netizens, the rules passed on Friday will only better safeguard their lawful rights and <a href="http://chinadigitaltimes.net/china/privacy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with privacy">privacy</a>. The rules, which stress the protection of Internet users&#8217; <a href="http://chinadigitaltimes.net/china/privacy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with privacy">privacy</a>, stipulate that citizens have the rights to demand service providers to delete online information that discloses their identities or infringes upon their own rights.</p>
<p>[…] Instead of depriving netizens&#8217; freedom and entitlement, the rules protect the legal rights of every Internet user. The rules will ultimately help to create a better online environment in China.</p>
</blockquote>
<p><a href="http://www.globaltimes.cn/content/752895.shtml"><strong>Global Times aimed for a similarly reassuring tone</strong></a>:</p>
<blockquote>
<p>Overall, the Chinese Internet is free and responsible, but also has moments of chaos and illegal activity. Infringements upon people&#8217;s rights and privacy can easily be found on the Internet. The new legislation, in this regard, is likely to become a turning point in terms of online regulation. Most of its 12 articles respond to the high expectations of the public for changes to the Chinese Internet.</p>
<p>Of course, there are concerns. Despite its chaotic nature, the Internet has been playing a role as a supervisor of the government from the bottom up. As a truly effective and tough supervision mechanism has yet to be formed within the system, supervision from the Internet is important to make up for it. This is a huge contribution the Internet has made to China&#8217;s construction of democracy, and no one wants to see it weakened.</p>
<p>In reality, there is no crackdown on the public&#8217;s supervision via the Internet, because this wouldn&#8217;t help China&#8217;s progress.</p>
<p>But meanwhile, we cannot simply cover up all the problems of the Internet just because it dares to criticize. There is urgent need for the Internet to have order, and this cannot be achieved through moral self-discipline only, but requires assistance from the law.</p>
</blockquote>
<p>Xinhua&#8217;s Gui and Huang also played down the significance of the new real-name rules, arguing that many such requirements already exist. But according to The New York Times&#8217; Keith Bradsher, <a href="http://www.nytimes.com/2012/12/29/world/asia/china-toughens-restrictions-on-internet-use.html?_r=0"><strong>they are now likely to become both more widespread and more strictly enforced</strong></a>.</p>
<blockquote>
<p>Any entity providing Internet access, including over fixed-line or mobile phones, “should when signing agreements with users or confirming provision of services, demand that users provide true information about their identities,” the committee ordered.</p>
<p>[…] The regulations issued Friday build on a series of similar administrative guidelines and municipal rules issued over the past year. China’s mostly private Internet service providers have been slow to comply with them, fearing the reactions of their customers. The committee’s decision has much greater legal force, and puts far more pressure on Chinese Internet providers to comply more quickly and more comprehensively, Internet specialists said.</p>
<p>[…] The requirement for real names appeared to be aimed particularly at cellphone companies and other providers of mobile Internet access. At the news conference, an official from the Ministry of Industry and Information Technology, Zhao Zhiguo, said that nearly all fixed-line services now had real-name registration, but that only about 70 percent of mobile phones were registered under real names.</p>
</blockquote>
<p>Whether or not the new rules stem the flow of online exposés, argued <a href="http://www.npr.org/2012/12/28/168185851/china-approves-real-name-internet-rule"><strong>NPR&#8217;s Frank Langfitt, &#8220;it&#8217;s also clear that muckrakers can only aim so high.&#8221;</strong></a></p>
<blockquote>
<p>LANGFITT: […] Luo Changping is deputy editor of <a href="http://chinadigitaltimes.net/china/caijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Caijing">Caijing</a>, one of China&#8217;s more aggressive and independent magazines. Earlier this month, he posted on his Chinese Twitter account allegations about a high-ranking official in <a href="http://chinadigitaltimes.net/china/beijing/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Beijing">Beijing</a>. <p>LANGFITT: Luo says without the rule of law and a truly open press, piecemeal exposes can only do so much. He&#8217;s not optimistic. […] If there are no systematic changes, he says, I think fighting corruption on a case-by-case basis doesn&#8217;t have much effect. It&#8217;s really just a power struggle between officials.</p>

<p>Growing unrest in <a href="http://chinadigitaltimes.net/china/qinghai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with qinghai">Qinghai</a> province in recent months apparently is worrying local leaders. Earlier self-immolations had been largely concentrated in the adjacent province of Sichuan. The uptick in tensions in Tibetan portions of <a href="http://chinadigitaltimes.net/china/qinghai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with qinghai">Qinghai</a> suggests deepening distrust of local party leaders. Tibetans activists lament what they describe as forced cultural assimilation, political and religious repression and environmental degradation as some of the problems that underlay the self-immolations and wider unrest across the region.</p>
<p>Authorities in Huangnan are also pledging to &#8220;block harmful outside information,&#8221; according to Thursday&#8217;s <a href="http://chinadigitaltimes.net/china/state-media/" class="st_tag internal_tag" rel="tag" title="Posts tagged with state media">state media</a> report. It said authorities had already begun dismantling satellite and other equipment used to broadcast overseas programming. Authorities described the programming—much of it produced with the backing of Western governments—as &#8220;anti-Chinese&#8221; and vowed to increase access to Chinese state-backed programming instead.</p>

<p><a href="http://www.reuters.com/article/2012/12/27/us-china-tibet-idUSBRE8BQ02O20121227"><strong>Reuters reports that 300 monasteries have been affected by the TV seizures</strong></a>:</p>

<p>The government in Huangnan said its approach in tackling self-immolations comprised of &#8220;guiding public opinion on the Dalai issue&#8221;, increasing patrols and &#8220;blocking outside harmful information&#8221;, according to the news agency, which is managed by the Qinghai government.</p>
<p>&#8220;At this critical moment for maintaining <a href="http://chinadigitaltimes.net/china/social-stability/" class="st_tag internal_tag" rel="tag" title="Posts tagged with social stability">social stability</a> in Huangnan prefecture &#8230; (we must) strengthen measures and fully fight the special battle against self-immolations,&#8221; the article said.</p>
<p>&#8220;We do not know anything about it,&#8221; an official from the Huangnan prefecture government told <a href="http://chinadigitaltimes.net/china/reuters/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Reuters">Reuters</a> by telephone, when asked to confirm the report, before hanging up.</p>

<p>The efforts to guide public opinion have included a series of articles and videos distributed abroad through blocked services like Twitter and YouTube. A representative <a href="http://chinadigitaltimes.net/china/china-daily/" class="st_tag internal_tag" rel="tag" title="Posts tagged with China Daily">China Daily</a> article, &#8216;<a href="http://usa.chinadaily.com.cn/epaper/2012-12/21/content_16039309.htm"><strong>Monks vent anger at self-immolation</strong></a>&#8216;, stressed the effects of self-immolations on local businesses, shocked passers-by, and scarred and reportedly repentant survivors, whom it portrayed as innocent dupes of the <a href="http://chinadigitaltimes.net/china/dalai-lama/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Dalai Lama">Dalai Lama</a> and his manipulative and villainous agents:</p>
<blockquote>
<p>People used to gather and watch the acts of self-immolation, but now the act has been disguised, said Ngarnang, director of Aba county&#8217;s information office. &#8220;We have seen a trend whereby the location of these acts has moved from the county seat to the countryside, because it is less public. After all, the Dalai Lama and his followers just need the photographs and videos to use in their <a href="http://chinadigitaltimes.net/china/propaganda/" class="st_tag internal_tag" rel="tag" title="Posts tagged with propaganda">propaganda</a> campaign. They know they won&#8217;t get any support from the local people.&#8221;</p>
<p>[…] Lorang Konchok took advantage of his position as a Geshe, a name given to monks who hold an exclusive degree in Buddhist studies. He told local monks and followers that self-immolation was not against Buddhist doctrine and that those who performed the act were &#8220;heroes&#8221;.</p>
<p>However, he admitted that he had no intention of becoming a &#8220;hero&#8221; himself. &#8220;I won&#8217;t self-immolate because I am scared of the pain,&#8221; said Lorang Konchok at the detention center in Aba prefecture in early December. &#8220;I didn&#8217;t regard them (self-immolators) as heroes until two other monks, Samdam and Dorah, told me so. They also told me they could help publicize those who set themselves on fire.&#8221;</p>
<p>[…] Police later discovered that Lorang Konchok was behind five other acts of self-immolation this year, including that of a young man who also took his own life in March. Two people were also forced to flee their hometown to avoid Lorang Konchok, who harassed them and urged them to commit self-immolation. They did not return to their homes until Lorang Konchok and Lorang Tsering were apprehended by the police.</p>

<p>III. Propaganda arrangements</p>
<p>(1) All websites are to set up “6th Plenum” and “Harmonious Society Construction” special subjects. On the main page of websites and main news pages, continuously strengthen reporting of the 6th Plenum of the 16th Party Congress. The special subjects must be maintained in the first position of the focus special subjects, and real-time news is to be used in the important news section to create a special subject entry point; after all websites roll out a real-time news special section, they shall put real-time news on the 6th Plenum in the first position, and make it into a special subject entry point.</p>
<p>(2) Timely reprint focus articles and focus reports from focus Central news and network media. The People’s Daily, Xinhua, and other main Central news media will successively publish a series of theoretical articles, expert interviews, hot spot interpretations, comments, and discussions in the near future, and roll out a batch of advanced models in building a harmonious society, websites must timely follow up, and prominently, timely, and correctly reprint these reports.</p>

First, the nature and deep connotations of the Socialist harmonious society must be completely elaborated. Second, it must be fully explained that building a harmonious society reflects the Party’s persistent putting the basic interest of the broadest people as the starting point and stopover point for all Party and government work. Third, it must be deeply elaborated that the Party and government pay even more attention to the development of social undertakings, pay even more attention to resolving the problems of imbalanced development, and promote the coordinated development of economy and society. Fourth, guidance must be strengthened over social security, labor, and employment, education fairness, healthcare and hygiene services, and other hot sports and issues that the masses are concerned about. Fifth, public opinion guidance over <a href="http://chinadigitaltimes.net/china/civilized-Web">running the web in a civilized manner</a> and using the web in a civilized manner must be continuously strengthened, forcefully build an online harmonious culture.</p>
<p>V. Assessment and rewards. In order to encourage all websites to do propaganda and reporting of the spirit of the 6th Plenum of the 16th Party Congress, the Municipal Network Management Office will conduct assessment and rewards of all websites’ propaganda situation concerning the spirit of the 6th Plenum of the 16th Party Congress. At the end of November, the Municipal Network Management Office will organize experts, to comprehensively mark all websites’ arrangement of special subject positions, special subject content, propaganda forms, propaganda and public opinion guidance in interactive columns, website and news front pages, management situations, etc., and the first three sites will be given material and spiritual awards, those with insufficient propaganda are criticized (comparative assessment and award standards are notified separately).</p>
<p>VI. Propaganda requirements. First, training for website editors concerning the spirit of the 6th Plenum of the 16th Party Congress must be strengthened. The Municipal Network Management Office will organize and convene special subject lectures to study the spirit of the 6th Plenum of the 16th Party Congress. All websites must also internally organize editors to focus on studying the spirit of General Secretary Hu Jintao’s important speech and the spirit of the “Decision,” to raise their understanding of the spirit of the 6th Plenum of the 16th Party Congress, raise the level of online propaganda work, and realistically implement online management work measures. Second, a harmonious network must be forcefully built, and harmonious culture construction stimulated. All websites must strictly implement laws, regulations and rules, standardize news sources, and resist false news; correctly grasp well the propaganda specifications, proportions, strength, and rhythm. The major theoretical viewpoints and major policy deployments put forward by the Plenum must on the one hand be propagated on a grand scale, and on the other hand, it is necessary to strive in terms of complete understanding and correct grasping, to assist the broad cadres and masses to deeply comprehend the new viewpoints, new thoughts, new measures, and new requirements put forward by the Plenum. Third, network management must be grasped, creating harmonious online public opinion. <p>（二）及时转发中央重点新闻和网络媒体的重点文章和重点报道。人民日报、新华社等中央主要新闻媒体，将在近期陆续刊发系列理论文章、专家专访、热点解读、评论言论，推出一批建设和谐社会的先进典型，网站要及时跟进，突出、及时、准确转发好这些报道。</p>
<p>（三）精心设计专题专栏内容，增强吸引力和感染力。各网站要认真策划专题，使主页、首页的宣传与专题、专栏宣传相互配合、相互呼应，充分利用文字、图片、音视频等多种宣传手段形成声势、形成影响。</p>
<p>（四）开办网上学习辅导园地。各网站发挥互联网传播优势，为十六届六中全会精神的宣传提供网上学习辅导支持。要为网民提供重要文件、文献、资料查询服务，可在请示市网管办许可的情况下邀请专家学者在线访谈，提供理论、政策辅导服务。</p>
<p>（五）安排好论坛、博客等互动栏目的宣传。可开设建设性话题，通过嘉宾访谈、专题讨论、优秀文章推荐、热点排行、网上征文等形式加强宣传，积极主动引导网民讨论。</p>
<p>（六）加强对北京学习、贯彻十六届六中全会精神的报道。千龙网要开设北京专栏，加强对北京市学习胡锦涛总书记讲话和《决定》精神的报道，及时转载 《北京日报》等市属传统媒体的重要文章和报道；其它各商业网站要适当加强对北京市各界学习、宣传、贯彻落实十六届六中精神的报道。</p>
<p>四、加强对网上舆论的引导和管理近期要着重做好以下几个方面的舆论引导工作，各网站参照加强对跟贴和论坛的管理。一是要全面阐释社会主义和谐社会的 性质和深刻内涵。二是要充分说明构建和谐社会体现了党始终把最广大人民的根本利益作为党和政府一切工作的出发点和落脚点。三是要深入阐明党和政府更加注重 社会事业的发展，更加注重解决发展不平衡问题，推动经济社会协调发展。四是要加强对社会保障、劳动就业、教育公平、医疗卫生服务等群众关心的热点问题的引 导。五是要继续加强文明办网、文明上网的舆论引导，大力建设网上和谐文化。</p>
<p>五、评比表彰为鼓励各网站做好十六届六中全会精神的宣传报道，市网管办将对各网站开展十六届六中全会精神宣传情况进行评比表彰。 11月底，市网管办将组织专家，依据各网站安排专题位置、专题内容、宣传形式、互动栏目、网站和新闻首页宣传、舆论引导、管理情况进行综合打分，对前三名 予以物质和精神奖励，对宣传不到位者予以批评（具体评比和奖励标准另行通知）。</p>

For news on <a href="http://chinadigitaltimes.net/china/north-korea/" class="st_tag internal_tag" rel="tag" title="Posts tagged with North Korea">North Korea</a>’s nuclear tests, only copy from Xinhua and People’s Daily can be used, it is not permitted to use that of China News Net. Open trackers, but they must be managed well, in managing trackers, some principles shall be persisted in: (1) Our country’s persistent position of “non-nuclearization” on the Korean peninsula; (2) The hope of return to the Six Party Talks; (3) All sides deal with this matter soberly; (4) Do not disseminate rumors, do not engage in pointless guessing concerning nuclear pollution.</p>
<p>II. Concerning reporting the case of the Beijing City Vice-Mayor <a href="http://chinadigitaltimes.net/china/liu-zhihua/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Liu Zhihua">Liu Zhihua</a>, including the process of the case, work units and individuals involved in the case, as well as targets of investigation, etc., only official copy from Xinhua and People’s Daily is to be transmitted online, it is strictly prohibited to use copy from other sources. Strengthen management over forums, news trackers, blogs and mobile telephone messages, all information not conforming to these requirements must be firmly deleted. Situations of non-earnest implementation of these requirements will be severely dealt with.</p>
<p>III. All websites, the 6th Plenum will be organized from the 8th until the 11th. During this time, negative news from all localities and all departments may not appear in the important news section, do not report on sudden malicious incidents and production security accidents.</p>
