These directives were originally published on <a href="http://canyu.org/">Canyu.org</a> (Participate) and date from 2005 to 2007. According to Canyu, the directives were issued by the Beijing Municipal Network <a title="Posts tagged with propaganda" href="http://chinadigitaltimes.net/china/propaganda/" rel="tag">Propaganda</a> Management Office and the State Council Internet management departments and provided to to Canyu by insiders. <p>A total of 22 deputies of the 10th <a href="en.wikipedia.org/wiki/National_People's_Congress">National People&#8217;s Congress </a>(NPC) and seven members of the 10th National Committee of the Chinese People&#8217;s Political Consultative Conference <a href="en.wikipedia.org/wiki/Chinese_People's_Political_Consultative_Conference">(CPPCC) </a>have been stripped of their membership as law makers and political consultants since 2003, for their link to bribes, abuse of power, and sex scandals. </p>
<p>Nearly half, or 14 of the 29 former lawmakers and advisors had taken up ministerial-level posts in the government, including former Shanghai Party head and Politburo member <a href="http://en.wikipedia.org/wiki/Chen_Liangyu">Chen Liangyu</a>, who was involved in a social security fund scandal. </p></blockquote>

What to make of the execution this month of Chinese food and drug czar <a href="http://en.wikipedia.org/wiki/Zheng_Xiaoyu"><a href="http://chinadigitaltimes.net/china/zheng-xiaoyu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Zheng Xiaoyu">Zheng Xiaoyu</a></a> (ÈÉëÁ≠±Ëê∏)? Debate has raged, and it could be years before the full ramifications, however significant, come clear. Cynics have read Zheng&#8217;s death as the exorcistic end of a show trial for the world&#8217;s consumers. Others chalk it up to old-fashioned Chinese-style retribution &#8211;  a killing necessary to placate the people(‰∏çÊùÄ‰∏çË∂≥‰ª•Âπ≥Ê∞ëÊÑ§), as the saying goes. The Party, for its part, tried to use Zheng&#8217;s death to send a <a href="http://finance.people.com.cn/GB/1045/5972414.html">chilling warning</a>. to other wanton cadres. And in a purged Internet post purporting to be Zheng&#8217;s &#8220;last words&#8221;, translated by <a href="http://www.danwei.org/health_care_diseases_and_pharmaceuticals/lessons_from_zheng_xiaoyu_dont.php">Danwei</a>, a voice claiming to be Zheng himself suggests, albeit half-heartedly, that this time Party authorities may really mean it.</p>
<p>In its latest issue, <a href="http://business.sohu.com/20070723/n251210564.shtml">Caijing magazine</a> ventures beyond the hype, examining how the government might streamline consumer safety regulation in the wake of Zheng&#8217;s death. Ace reporter Luo Changping (ÁΩóÊòåÂπ≥) opens, most revealingly of all perhaps, by counting down the waning moments in Zheng&#8217;s life. The lede, apparently an exclusive account, tries to lay to rest at least a couple questions: How was Zheng executed? And what were his real &#8220;last words&#8221;? A translation follows:</p>

People started to notice his story soon after Mr. Zheng was openly put under investigation.</p>

The rise and fall of Zheng offers a rare glimpse inside China&#8217;s flawed regulatory system. He started out as an idealistic reformer. Concerned about China&#8217;s unsafe drug supply, he lobbied for the creation of the State Food and Drug Administration. But in the end, according to friends and associates, he was corrupted by the very system he sought to change &#8221; even enlisting his wife and son to solicit bribes.</p>

<p><a href="http://chinavitae.com/biography/825">Zheng Xiaoyu</a>, who served as director of China&#8217;s Food &#38; Drug Administration from its founding in 1998 until mid 2005, was detained in February as part of a government investigation into the agency that is supposed to be the nation&#8217;s food and drug watchdog&#8230;</p>

China&#8217;s former top drug regulator went on trial Wednesday accused of taking bribes to approve untested <a href="http://chinadigitaltimes.net/china/medicine/" class="st_tag internal_tag" rel="tag" title="Posts tagged with medicine">medicine</a>, including an antibiotic that killed at least 10 patients last year before it was taken off the market.</p>
<p>The case is one of several that have damaged confidence at home and abroad in China&#8217;s commitment to ensuring its products are safe.</p>
<p>Dozens of people have died in Panama after taking medicine contaminated with a chemical traced to a Chinese company. <blockquote><p><a href="http://chinadigitaltimes.net/china/zheng-xiaoyu/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Zheng Xiaoyu">Zheng Xiaoyu</a> ÔºàÈÉëÁ≠±Ëê∏Ôºâ, former director of the State Food and Drug Administration (<a href="http://en.wikipedia.org/wiki/SFDA_China">SFDA</a>), who was expelled from the Communist Party of China (<a href="http://en.wikipedia.org/wiki/Communist_Party_of_China">CPC</a>) last month, has been accused of taking bribes of more than 5 million yuan (about US$650,000).</p>
<p>Zheng&#8217;s case, previously investigated by the <a href="http://en.wikipedia.org/wiki/Central_Commission_for_Discipline_Inspection">CPC Central Commission for Discipline Inspection</a>, has been transferred to the <a href="http://en.wikipedia.org/wiki/Supreme_People%27s_Procuratorate">Supreme People&#8217;s Procuratorate</a> (SPP). Zheng is locked up awaiting trial, according to a report of the 21st Century Business Herald.</p>

<blockquote><p>In 1995, a Chinese drug maker was developing a version of clarithromycin, a popular antibiotic used mainly to treat respiratory infections. But to begin selling the medication, the company, Zhongxiang Kangshen <a href="http://chinadigitaltimes.net/china/medicine/" class="st_tag internal_tag" rel="tag" title="Posts tagged with medicine">Medicine</a> Co. (‰∏≠ÊπòÂ∫∑Á•ûËçØ‰∏ö), needed approval from China&#8217;s drug regulator.</p>
<p>So Luo Yongqing, director of Zhongxiang&#8217;s research department, called his top employees to a meeting. According to Gao Chun, a research scientist who attended, Mr. Luo tossed a box of antibiotics made by <a href="http://en.wikipedia.org/wiki/Abbott_Laboratories">Abbott Laboratories</a> on the table and told the scientists to use the American drug maker&#8217;s pills in their application for approval from the country&#8217;s drug watchdog. Zhongxiang&#8217;s own drug wasn&#8217;t ready yet, Mr. Gao says, but the company didn&#8217;t think that should get in the way.</p>
<p>A short time later, Mr. Gao stopped working for Zhongxiang and launched a decade-long fight against the drug and against government regulators, whom he accuses of taking bribes from his former employer to look the other way. The company won approval for the drug and has been selling it ever since. <blockquote>With a growing number of cases involving the sale of fraudulent or dangerous medicines, China said Friday that it had ordered a thorough investigation into its government agency that is supposed to be the national watchdog.</p>
