萱萱 (xuān xuān): daylily

This term is a nickname for the Propaganda Department. It is used frequently by journalists and media managers. The term sounds like the first syllable of Propaganda Department, "xuān," but a different character is used which makes the term sound like a somewhat flirtatious sounding girl's name.
