“How to Develop the Effectiveness of the Chairman of the Board and the President,” an essay published by the Guizhou City Newspaper on February 2, analyzes the problem of conflicts among board chairmen and presidents at state owned enterprises. Although there were some mistakes in this essay, ([ ]) it certainly points out an important problem that exists in the administrative structure of Chinese state owned enterprises (SOEs).
