In the past fifty years since 1949, political reform was never formally on the agenda in the first thirty. In the last twenty, although it has been mentioned, it has more and more become a great unresolved issue. Furthermore, the core of all political reform is the democratization of the Chinese political system. On this point, there is little dispute between government and public.

Political reform and discussion thereof are essentially issues of the last twenty years. But the core duty of political reform”the establishment of a constitutional democracy”has not achieved any breakthrough progress. Why is the democratization of China so difficult?
