cxt1.jpg Last installment in the typology of corrupt officials from People’s Daily Online via Yulun Jiandu, translated by CDT:

“Swindled (“È™ó”Âá∫Êù•ÁöÑ),” like Chen Yaonan (ÈôàËÄÄÂçó), deputy party secretary of Zhenjiang City in Jiangsu Province. An ambitious #2 boss in his city who wanted to be the one who commands, Chen slip into a trap set up by Hou Wanqing (‰æ؉∏áÊ∏Ö) and a few other political swindlers who claimed to be “senior employees in the central government and have the power to “sell” official positions. With a serious resume, other documents and “collected funds” to pay off the “office sellers” in Beijing, Chen made several trips to Beijing to report. Hou and his associates were busted for fraud, so was Chen, who paid the sellers 1.32 million yuan and 20,000 US dollars for a fantasized position. Chen got a life imprisonment.

“Domino-ed (“Áâµ”Âá∫Êù•ÁöÑ)” like Wu Zuguo (Âê¥Á•ñÂõΩ), former party secretary of Dexing City of Jiangxi Province. A jobless young woman, Cheng Yingxiang, claimed herself to be an illegitimate daughter of a senior leader in Beijing and kept an extraordinary “relationship” with Wu. Wielding Wu’s name around, Cheng ran her own show in town everywhere. When Wu learned of this, he angrily asked his city’s police to investigate. As the case unraveled, a police official in the city was downed for stashing cash of more than 1 million yuan. The case soon led to the revelation of bribe taking of former police chief, who also bribed Wu himself, which was learned later.

“Back-bit (“Êäñ”Âá∫Êù•ÁöÑ),” like Huang Xuejiu (ȪÑÂ≠¶Áéñ), former party secretary of Mianyang City in Sichuan Province. On a October night in 2003, Huang’s car ran over a pedestrian and, without stopping, he drove away. Later he arranged someone else to fill in his shoes for punishment. Four months later, a drunken traffic cop killed three and injured a student in a car accident, angering the local community. Under public pressure, Huang had to demand a serious investigation. Then the murderer policeman got mad, and revealed Huang’s case of getting someone else to bear the brunt of his killing. When Huang fell, many citizens came up with reports of his “other problems.”

“Escaped (“ÈÄÉ”Âá∫Êù•ÁöÑ),” like Liu Guizheng (ÂàòË¥µÊ≠£), former party secretary of Yangchun Township of Nanzheng County in Shaanxi Province. In early March 2004, Liu suddenly vanished from town. In a “letter of will,” he told his wife about stealing public money to gamble and that he wanted to climb up Mount Emei (Â≥®Áúâ±±) to jump off. He stole more than 900,000 yuan, all lost in gambling. He was later found in Xining City of Qinghai Province. That summer, Liu was sentenced to 12.5 years.

“Stolen (“ÂÅ∑”Âá∫Êù•ÁöÑ),” like Hu Fangyu (ËÉ°ÊñπÁëú), former CPPCC vice president of Changshun County in Guizhou Province. One day chiefs stole a pair of his pants and threw them on the street after pocketing the cash. Two elementary students picked up the pants and handed them in to local police. The policemen found four large-amount certificates of deposit within a hidden pocket behind the belt. Investigations soon found problems with Hu and put him in “shuang gui (ÂèåËßÑ)” within an hour after he was elected local CPPCC vice president. [Full Text in Chinese] (People’s Daily Online)
