China currently enjoys a honeymoon in Africa because its aid policies differ from the Western approach in several ways. The Chinese government can offer comprehensive package deals that range from arms exports and peace keepers to infrastructure investments by state-owned enterprises. Unlike most Western governments, China has so far delivered on its aid promises. And as long as they do not recognise Taiwan, Beijing does not interfere with the policies of its partner governments. “Chinese assistance to Africa is sincere, unselfish and has no strings attached”, Premier Wen Jiabao declared in November 2006.
