Massive protests in Xiamen, reputedly “China’s cleanest city,” early last month against a planned US$1.4 billion paraxylene factory may become as significant for the environmental movement in the authoritarian People’s Republic of China as a successful campaign in 1986 in Taiwan’s picturesque port of Lukang against the U.S.-based DuPont Chemical Company’s plans for a titanium dioxide plant was to Taiwan’s own ecological movement.
Although reported by wire services and mentioned briefly in local newspapers, the Xiamen protests have not received the attention that they deserve in Taiwan.
… The delicious irony in this story is the fact that Xiamen Xianglu is owned by fugitive Taiwan tycoon Chen You-hao, former owner of the once high-flying Tuntex Group, who is now on Taiwan’s 10 Most Wanted Fugitive list.
Chen fled to the PRC in August 2002, leaving behind an estimated NT$62.3 billion in debts in advance of a March 2003 indictment on breach of trust charges for having embezzled NT$800 million from the Tuntex subsidiary Tunghua Development in 1995 and investing the money in China without permission from the Tuntex board of directors and supervisors.
A virtual role model for tycoons who left debts in Taiwan, put money in China and lives in the United States, Chen, who now holds a PRC passport, gained notoriety in February 2004 through sensational charges that Democratic Progressive Party President Chen Shui-bian had accepted political donations from the Tuntex boss, even though the tycoon was later reported to have given about 10 times the amount donated to the DPP candidate to the then ruling Kuomintang.
