Chinese Migrant Workers Face High Hurdles

Yang Zhili was not confronted by family planning officials in the southern Chinese city of Shenzhen, his home for the past 20 years, when his wife gave birth to a second son in violation of the country’s one-child policy.

The migrant entrepreneur instead paid a Rmb5,000 ($735) fine in his home province of Sichuan, more than 1,000km inland.

“We had to register his birth and pay the fine in our hometown,” said Mr Yang, who runs a small Sichuan restaurant.

“Otherwise he would not be able to apply for an identity card [on his 16th birthday].” When that day comes, his son’s identity card will also be issued in Sichuan.
