Ministry of Truth: Bankruptcy and More

The following examples of censorship instructions, issued to the media and/or Internet companies by various central (and sometimes local) government authorities, have been leaked and distributed online. Chinese journalists and bloggers often refer to those instructions as “Directives from the Ministry of Truth.” CDT has collected the selections we translate here from a variety of sources and has checked them against official Chinese media reports to confirm their implementation.

Since directives are sometimes communicated orally to journalists and editors, who then leak them online, the wording published here may not be exact. The original publication date is noted after the directives; the date given may indicate when the directive was leaked, rather than when it was issued. CDT does its utmost to verify dates and wording, but also takes precautions to protect the source.

Guangdong Propaganda Department: All media and websites are not to report or comment for the time being on the bankruptcy of Zhanjiang City’s Jia Yue Group (subsidiaries include Sovereign Hotel in Zhanjiang, Jia Yue Real Estate and others) and related issues. (November 22, 2012)

Guangdong Department of Propaganda: On the afternoon of November 23, while working jointly with the relevant functional departments on Xiatang West Road to deal with the “five vehicles” operating illegally, police from the Yuexiu District of Guangzhou were attacked by several men from Xinjiang. Many police and auxiliary police were injured. Related reports must strictly follow copy issued by the Yuexie police and downplay the incident. Do not put this news on the front page or lure readers to it. Do not make any other reports or comments. (November 23, 2012)

The “five vehicles” (五类车)–electric bicycles, motorcycles, tricycles, motorized wheelchairs, and restored cars–are prohibited from operating in Guangzhou.
