Ministry of Truth: Mo Yan and More

The following examples of instructions, issued to the media and/or companies by various central (and sometimes local) government authorities, have been leaked and distributed online. Chinese and often refer to those instructions as “Directives from the .” CDT has collected the selections we translate here from a variety of sources and has checked them against official Chinese media reports to confirm their implementation.

Since directives are sometimes communicated orally to and editors, who then leak them online, the wording published here may not be exact. The original publication date is noted after the directives; the date given may indicate when the directive was leaked, rather than when it was issued. CDT does its utmost to verify dates and wording, but also takes precautions to protect the source.

Central Propaganda Department: Regarding personnel changes and the disclosure of personal finances of officials at the provincial level and above, without exception employ Xinhua wire copy, do not change headlines, and do not independently produce other reports or commentary. (December 4, 2012)

Central Propaganda Department: In covering international issues, especially those involving Japan and North Korea, strictly adhere to the approach of Xinhua wire copy and declarations by the Ministry of Foreign Affairs. Do not voluntarily investigate or comment these issues. (December 4, 2012)

Central Propaganda Department: Follow previous notices and requests in reporting on Mo Yan’s trip to Sweden to receive the [Nobel] prize. Utilize copy from Xinhua, CCTV and similar major media outlets. Do not reuse related information from online sources or foreign media. (December 7, 2012)

Central Propaganda Department: All media are not to republish, report, or comment on the report issued by the civic group Beijing Xing which says 90% of migrant workers in the construction industry do not have contracts or insurance. (December 7, 2012)

Central Propaganda Department: All media are not to republish, report, or comment on the online rumor that Beijing Traffic Management Bureau Director Song Jianguo has been investigated. (December 7, 2012)
