Minitrue: Downplay Qingdao Murder, Daycare Abuse

The following censorship instructions, issued to the media by government authorities, have been leaked and distributed online. The name of the issuing body has been omitted to protect the source.

  • Downplay “the of four family members in Qingdao”; do not hype related reports.
  • Reports related to “Ctrip daycare abuse” and “Golden Cradle daycare abuse” must be taken off front pages and not allow comments. (November 17, 2017) [Chinese]

A November 15 murder of a family of four in Qingdao has received a lot of attention online. Official reports say the family was killed by their four Korean-Chinese tenants, who have since been arrested.

Following reports of abuse at a daycare center owned by the Ctrip travel agency in Shanghai, reports of abuse at another daycare center, Golden Cradle Daycare Center in Beijing, surfaced. Parents said that teachers hit their children and poked them with needles. The center issued a statement that the two teachers responsible are being investigated by public security. Read Chinese reports for more details. Reporting of the Ctrip abuse case has been restricted in three previous propaganda directives.

真Since directives are sometimes communicated orally to journalists and editors, who then leak them online, the wording published here may not be exact. Some instructions are issued by local authorities or to specific sectors, and may not apply universally across China. The date given may indicate when the directive was leaked, rather than when it was issued. CDT does its utmost to verify dates and wording, but also takes precautions to protect the source.
