This is a play on the phrase,兽性大发 (shòu xìng dà fā), which means “to give free rein to one’s animal/brutish nature.”

The phrase comes from a local news story and is used in the following [http://gcomic.spaces.live.com/Blog/cns%213C5ECB3A254C597F%211174.entry political cartoon]. Much of the humor is lost in translation, but the basic joke goes:

A: How can the bureau chief tear down our houses without paying a good price? He's really giving free rein to his brutish nature.

B: Be careful which words you're using. The bureau chief epitomizes the Party's nature.

A: Then in that case, why is he giving free rein to his "Party" nature?
