The phrase is a play on Liu's name. The first two characters, 随波 literally mean "follow the wave."  The second character, "wave" is the last character in Liu's name.  The second two characters, 逐刘 sound the same as "mainstream" but use different characters. The second character, Liu is Liu Xiaobo's surname. The phrase thus has two meanings; "go with the flow" and something that means the exact opposite, "follow and pursue [the example of] Liu Xiaobo."

During his tenure as a professor of literature at Beijing Normal University, Liu Xiaobo [https://pen.org/advocacy-case/liu-xiaobo/ served as a mentor to the student protesters in 1989]. The most frequent mention of this phrase on the internet is a reference to [http://www.duping.net/XHC/show.php?bbs=11&post=1031259 an article] by Australian-based dissident, Zhang Heci (张鹤慈) in which he mourns Liu's eleven year sentence and closes by appealing to readers to "go with the flow" i.e, follow and pursue the example of Liu Xiaobo.

Liu's name seldom appears in the Chinese press, and his books are all banned. In order to show their support for him, netizens changed the final character in the [http://en.wikipedia.org/wiki/Chengyu four-character idiom] "go with the flow" (''suí bō zhú liú'' 随波逐流) from ''liú'' 流 to ''Liú'' 刘, Liu Xiaobo's surname. Conveniently, "wave" (''bō'' 波) is also part of Liu's given name, Xiaobo (晓波 ''Xiǎobō''). The new phrase sounds identical to "go with the flow," but on paper means "follow [the example of] Liu Xiaobo."

Coded support for the Chinese dissident and Nobel Peace Prize winner Liu Xiaobo.

During his tenure as a professor of literature at Beijing Normal University, Liu Xiaobo served as a mentor to the student protesters in 1989. In and out of prison since, he was detained in 2008 after the release of the democracy manifesto Charter 08, which he co-authored. Liu was granted medical parole in June 2017, when the world learned that he is suffering from late-stage liver cancer. He died in state custody on July 13, 2017.

Liu's name seldom appears in the Chinese press, and his books are all banned. In order to show their support for him, netizens changed the final character in the four-character idiom "go with the flow" (suí bō zhú liú 随波逐流) from liú 流 to Liú 刘, Liu Xiaobo's surname. Conveniently, "wave" ( 波) is also part of Liu's given name, Xiaobo (晓波 Xiǎobō). The new phrase sounds identical to "go with the flow," but on paper means "follow [the example of] Liu Xiaobo."
