Qi Fang, the head of the Public Security Bureau in Usu, Xinjiang, became subject to investigation for “maintaining improper relations” with two women. Mr. Qi provided the women jobs and kept them in an apartment at the cost of the bureau.

While initial reports captured the imagination of many by describing the two as twin sisters, a police source saw fit to correct the record by clarifying that they were not in fact twins.
