This is the pejorative name for the Ministry of Foreign Affairs.  Netizens complain about foreign-aid money that China sends to other countries, some of which are better off (in terms of per capital GDP) than China.

For example in May 2012, China donated a number of school buses to Macedonia. The donation was sensitive because of a series of much-discussed bus accidents involving crowded, dangerous buses and trucks repurposed as buses (See [http://www.cbc.ca/news/world/story/2011/11/16/china-bus-crash.html here] and [http://www.bbc.co.uk/news/world-asia-china-16154113 here]).

援交部 (yuán jiāo bù): Ministry of Foreign Assistance

This is the pejorative name for the Ministry of Foreign Affairs. Netizens complain about foreign-aid money that China sends to other countries, some of which are better off (in terms of per capital GDP) than China.

For example, in November 2011, China donated a number of school buses to Macedonia. The donation was sensitive because of a series of much-discussed bus accidents involving crowded, dangerous buses and trucks repurposed as buses (See here and here).
