This is a pejorative reference to the official paper People's Daily, an organ of the Chinese Communist Party's Central Committee. The paper's Chinese name is 人民日报 (Rénmín Rìbào), which literally translates to “people's daily newspaper.” By replacing the word for newspaper (报) with the word for explosion (爆), netizens created a term that sounds the same but means something completely different.
