(The report sparked a <a href=\"http:\/\/chinadigitaltimes.net\/2015\/04\/peter-hessler-henry-paulson-and-chinese-censorship\/\">familiar dialogue of varied opinions on how to navigate in China<\/a>. See a <a href=\"http:\/\/www.nytimes.com\/roomfordebate\/2015\/05\/27\/should-authors-shun-or-cooperate-with-chinese-censors\">New York Times debate<\/a>\u00a0with contributions ranging from &#8220;<a href=\"http:\/\/www.nytimes.com\/roomfordebate\/2015\/05\/27\/should-authors-shun-or-cooperate-with-chinese-censors\/solidarity-demands-resistence-to-chinas-censors-not-acquiesence-14\">solidarity [with those living within China&#8217;s tight controls] demands resistance, not acquiescence<\/a>,&#8221; by Indiana University&#8217;s Elliot Sperling; to &#8220;<a href=\"http:\/\/www.nytimes.com\/roomfordebate\/2015\/05\/27\/should-authors-shun-or-cooperate-with-chinese-censors\/publishers-cannot-ignore-a-gigantic-market-in-china\">to cut out a fifth of the world&#8217;s population [&#8230;] from the potential market for a book is self-defeating<\/a>,&#8221; by OR Books publisher John Oakes; also see more authors&#8217; input at the\u00a0ChinaFile Conversation &#8220;<a href=\"http:\/\/www.chinafile.com\/conversation\/censorship-and-publishing-china\">Censorship and Publishing in China<\/a>.&#8221;)<\/p>\n<p>Yesterday on their website, PEN posted an interview with China scholar Perry Link, who <a href=\"http:\/\/www.pen.org\/blog\/if-xi-jinping-threw-book-party\"><strong>wonders what ratio of na\u00efvet\u00e9 to profit-motivation led\u00a0BEA to choose China as their honored guest, notes the exiled and imprisoned writers absent from the government-sponsored Chinese delegation<\/strong><\/a>, and analyzes\u00a0the delegation&#8217;s chosen focus sessions and their potential to misrepresent the social and political\u00a0complexity of Chinese society:<\/p>\n<blockquote><p><strong><em>What strikes you when you read the plans for BookExpo America\u2019s focus on China?<br \/>\n<\/em><\/strong><br \/>\nThe main question that comes to my mind is what the American side thinks\u00a0it&#8217;s doing.\u00a0 Publishers like to make money, and there are a lot of readers in China, so a commercial motive provides some of the answer.\u00a0Na\u00efvet\u00e9, which dies hard in American views of China, can\u00a0also go part-way in explaining why the top people at major U.S. publishers and even the president\u00a0of a major U.S. university would agree to speak at an event like\u00a0this\u2014&#8221;engaging with the other side&#8221;\u2014without looking squarely at the\u00a0fact that this &#8220;other side&#8221; harasses and imprisons many of its best writers\u00a0and intimidates the populace as a whole into self-censorship that distorts public presentation of what\u00a0Chinese think about their country and the world.<\/p>\n<p><strong><em>The plans to present the Chinese literary market look pretty comprehensive\u2014anything missing?<\/em><\/strong><\/p>\n<p>Some of the best writers, including Liu Xiaobo, the Nobel Peace Prize\u00a0Laureate, are in prison.\u00a0 Many others of the best are in exile: Gao\u00a0Xingjian, Liao Yiwu, Su Xiaokang, Zheng Yi, Ma Jian, and others.\u00a0 Two of\u00a0the most penetrating contemporary Chinese writers, Ha Jin and Li Yiyun,\u00a0write in English in order to avoid not only censorship but the subtle\u00a0self-censorship that the very language of &#8220;the other side&#8221; at this book\u00a0fair imposes. As a cautionary example, Nossel references\u00a0Hollywood film studios\u00a0and their\u00a0increasing willingness\u00a0<a href=\"https:\/\/chinadigitaltimes.net\/2015\/05\/how-chinas-censors-influence-hollywood\/\">to cater to government sensitivities<\/a> or bend to the <a href=\"https:\/\/chinadigitaltimes.net\/china\/film-censorship\/\">blatant demands of censors<\/a>\u00a0in order to access China&#8217;s market:<\/p>\n<blockquote><p>China is tantalizing for an American industry facing shuttering bookstores and pinched pricing models. China\u2019s fast-growing retail book sales <a href=\"http:\/\/publishingperspectives.com\/2014\/08\/chinese-book-market-snapshot-bestsellers-e-publishing-translation\/\">exceeded $8 billion<\/a> in 2013. The country is producing terrific writers with global audiences across diverse genres, including literary fiction, children\u2019s books and business titles. China buys rights to more than 16,000 foreign titles annually.<\/p>\n<p>But China\u2019s outwardly vibrant literary culture masks a harsh reality. In the Chinese government\u2019s battle to control information, publishing is a heavily fortified line of defense. China has <a href=\"http:\/\/www.publishersweekly.com\/pw\/by-topic\/industry-news\/bea\/article\/66732-china-at-bea-2015-introducing-china-publishing-group.html\">580 official state-controlled publishers<\/a> and no fully independent ones. Regulators license publishers, censor books and close defiant houses. References to the Tiananmen Square massacre are expunged to the point that many Chinese born after those killings do not even know they happened. Books that criticize the government or speak about persecution of minorities such as Tibetans and Uighurs are also banned. Chinese editors enforce the rules vigilantly. If they let an offending passage through, they can be put out of business. [&#8230;]<\/p>\n<p>[&#8230;] For American publishers, defending free expression has been a core value that has also made good business sense. Publishers have fought book bans, defended libraries against government snooping and donated generously to free-expression causes. As China\u2019s influence widens, U.S. publishers face choices between principles and profits. Hollywood studios now invite government censors onto film sets such as \u201c<a href=\"http:\/\/www.washingtonpost.com\/world\/asia_pacific\/iron-man-takes-heroic-efforts-to-satisfy-chinas-state-censors\/2013\/05\/06\/62d11e08-b62e-11e2-92f3-f291801936b8_story.html\">Iron Man 3<\/a>\u201d so that movies pass muster in China; American writers and editors self-censoring in the original English to anticipate Chinese government mores may not be far behind. Venerable U.S. publishers at the forefront of engaging China should commit to a publisher\u2019s Hippocratic Oath aimed to ensure that, at the least, their involvement in China does not further harm free expression.
