Nearly two hundred people have been killed and 1.5 million displaced in recent weeks as a result of floods across central and southern China. Government corruption and overdevelopment have been blamed for exacerbating the damage<\/a>, but Global Voices’ Oiwan Lam writes that domestic reporting has focused almost exclusively on\u00a0positive coverage of the official response and disaster\u00a0relief<\/strong><\/a>, with censors cracking down on critical social media posts.<\/p>\n

Banned news outlets outside China reported that the floods in Anhui have killed a few dozen people.\u00a0Hundreds of flood victims demonstrated on July 8 against state-owned Chinese Central Television’s (CCTV)\u00a0interview with\u00a0local disaster relief officials who claimed that the floods only affected two major streets.<\/p>\n

Of course,\u00a0news about the protest\u00a0could not be found on Weibo. What did circulate widely was\u00a0news about\u00a0the People’s Liberation Army’s heroic and self-sacrificing contribution in disaster relief work: […]<\/p>\n

Salute to the most adorable people! In heavy terrain, they moved the sand bags without rain clothes and their bodies were covered with mud. Each sad bag weighs 60 catty [about 36 kilos] and they each carried 300 of them and had to move to and fro 600 times; the water and buns were mixed with rain and this is their daily diet\u2026 wherever there is danger, the disaster relief fighters show up. Salute!<\/p><\/blockquote>\n<\/div>\n

Many netizens were not touched by the propaganda. Below is a sample of the\u00a0skepticism\u00a0found in the comment threads: <\/p>\n

Whenever I read these kinds of accounts, I feel doubt. The official propaganda turns the fact about lack of disaster relief equipment and coordination work into a \u201ctouching\u201d story. Such an act is using the frontline soldiers\u2019 sweat and blood [for political purposes].\u00a0Every time they frame the disaster as the most serious one in 100 years, every time they use the disaster to pull at\u00a0China’s heartstrings. The propaganda is good at turning a disaster into a positive story and making human errors invisible. […] [Source<\/strong><\/a>]<\/p><\/blockquote>\n<\/blockquote>\n

Flood coverage featured prominently in a recent survey by China Media Project’s David Bandurski of news stories in The Paper<\/strong><\/a>,\u00a0a slick government-funded media site launched in 2014<\/a> in response to President Xi Jinping’s call to\u00a0build influential “new-type media groups.”<\/a><\/p>\n

So I brewed myself a pot of coffee and gave The Paper <\/em>roughly five cups to sell me on its substance. In that time, I was able to read 46 articles in the\u00a0current affairs section\u200a\u2014\u200awhere I expected to find the most potent stuff\u200a\u2014\u200ataking each article as it appeared on the website version. Here are my notes, indicating the source of the material (other media or exclusive?), general topic and reporting.<\/p>\n

Reports on top leaders’ visits to disaster zones<\/a>\u2014however belated<\/a>\u2014are a traditional staple of coverage. Lower-level officials keen to follow this example have been accused of staging photo opportunities<\/a>, while others have faced mockery for their florid praise<\/a>.<\/p>\n

In previous years, Chinese authorities have issued censorship instructions ordering media outlets to focus on “positive reporting”<\/a>\u00a0of floods and to remove critical reports on collapsed infrastructure<\/a> and mass petitioning<\/a> in the aftermath of the disasters.<\/p>\n","protected":false},"excerpt":{"rendered":"
