In 2014, authorities launched the Cyberspace Administration of China, a central internet policy and oversight agency, and its first director Lu Wei did much to further the crackdown on internet speech and\u00a0<a href=\"http:\/\/chinadigitaltimes.net\/2014\/11\/china-holds-world-internet-conference\/\">promote China&#8217;s concept of &#8220;internet sovereignty&#8221;<\/a> to the world. Following the recent and\u00a0<a href=\"http:\/\/chinadigitaltimes.net\/2016\/06\/chinas-cyberczar-unexpected-departure-unclear-destination\/\">unexpected departure of Lu as director\u00a0of the CAC<\/a>, the Committee to Protect Journalists summarizes his work tightening information controls from the helm of the central internet censorship agency. The post also introduces Lu&#8217;s successor, Xu Lin, and <a href=\"https:\/\/cpj.org\/blog\/2016\/07\/chinas-information-and-internet-controls-will-only.php\"><strong>quotes CDT founder Xiao Qiang, who anticipates the CAC&#8217;s continued regulation of free online\u00a0speech under its new director<\/strong><\/a>:<\/p>\n<blockquote><p>The new director of the administration, Xu Lin, was Lu&#8217;s deputy, and previously ran the propaganda department of Shanghai. He worked directly under President Xi when Xi was the Shanghai party secretary in 2007, and the two are believed to be close.<\/p>\n<p>While visiting Beijing on July 7, U.N. Secretary General Ban Ki-moon told Chinese leaders in a press conference that a free media was one of the keys to China&#8217;s future development, a view strongly held at CPJ. He said that a free and independent media helped to assure accountability, thereby improving the government&#8217;s image in the eyes of its people. Chinese leaders seem to believe that China can succeed in the information age while severely restricting the free flow of information, a dubious proposition at best.<\/p>\n<p>Xiao expects the crackdown on free expression in China to intensify in the months ahead, while warning that &#8220;government censorship has become very unpopular.&#8221; It&#8217;s a battle that promises to play out over a long period of time. [<strong><a href=\"https:\/\/cpj.org\/blog\/2016\/07\/chinas-information-and-internet-controls-will-only.php\">Source<\/a><\/strong>]<\/p><\/blockquote>\n<p>In the two weeks since Lu&#8217;s departure was announced, the CAC has indeed continued\u00a0increasing control over online speech. They\u00a0last week issued a statement\u00a0<a href=\"http:\/\/chinadigitaltimes.net\/2016\/07\/china-clamps-online-false-news\/\">forbidding news websites from using unverified sources obtained via social media<\/a>,\u00a0the latest of <a href=\"http:\/\/chinadigitaltimes.net\/2016\/06\/supervising-supervision-media-control-china\/\">several recent measures to reinforce media control<\/a>\u00a0and\u00a0<a href=\"http:\/\/chinadigitaltimes.net\/2016\/04\/media-ministry-admonished-false-information\/\">combat \u201cfalse information.\u201d<\/a>\u00a0Last weekend, a leaked CAC directive <a href=\"http:\/\/chinadigitaltimes.net\/2016\/07\/minitrue-reinforce-oversight-news-posts\/\">ordered increased oversight of user comments on news posts<\/a>. Two other information control agencies, the Central Propaganda Department and the State Administration of Press, Publication, Radio, Film and Television, were\u00a0<a href=\"http:\/\/chinadigitaltimes.net\/2016\/06\/party-inspectors-attack-lax-propaganda\/\">scolded last month for their inefficiency<\/a>\u00a0in realizing Xi Jinping&#8217;s vision of media control.<\/p>\n<p>Lu Wei was recently <a href=\"http:\/\/foreignpolicy.com\/2016\/06\/29\/the-man-who-nailed-jello-to-the-wall-lu-wei-china-internet-czar-learns-how-to-tame-the-web\/\">referred to as &#8220;the man who nailed Jello to the wall,&#8221;<\/a>\u00a0a nod to <a href=\"https:\/\/partners.nytimes.com\/library\/world\/asia\/030900clinton-china-text.html\">Bill Clinton&#8217;s confident statement decades ago on the supposed futility of\u00a0Beijing&#8217;s attempts to control\u00a0the internet<\/a>.\u00a0At The Washington Post, Simon Denyer looks at how <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/the-internet-was-supposed-to-foster-democracy-china-has-different-ideas\/2016\/07\/10\/42954bbc-1dd9-11e6-b6e0-c53b7ef63b45_story.html\"><strong>Chinese authorities have toppled the theory, once widely-held, that as internet penetration rates grow globally, the development of liberal democracy and free speech would follow<\/strong><\/a>.<\/p>\n<blockquote><p>Guobin Yang, an associate professor at the University of Pennsylvania and author of many books on China\u2019s Internet, says the online environment has \u201creally changed\u201d in recent years.<\/p>\n<p>\u201cCritical voices are still there, but it is less likely they will coalesce into a broader form of online protest,\u201d he said.<\/p>\n<p>[&#8230;]\u00a0Indeed, social media is increasingly being harnessed by autocratic regimes to\u00a0<a href=\"https:\/\/www.washingtonpost.com\/blogs\/monkey-cage\/wp\/2015\/03\/30\/social-media-helps-dictators-not-just-protesters\/\">bolster their rule<\/a>, says University of Toronto political scientist Seva Gunitsky. It helps dictatorships gauge public opinion and discover otherwise hidden grievances, while also allowing them to disseminate propaganda and shape the contours of public debate.<\/p>\n<p>\u201cChina has been at the forefront of this, and they are quickly getting very sophisticated about it,\u201d he said. \u201cSocial media can allow autocrats to become stronger, more informed and more adaptable.
