Earlier this month, the <a href=\"https:\/\/chinadigitaltimes.net\/2021\/01\/hong-kongs-purge-every-2020-pro-democracy-legco-candidate-arrested-under-national-security-law\/\">Hong Kong government arrested every single pro-democracy candidate<\/a> for upcoming LegCo elections and charged them with \u201csubversion\u201d under the NSL. At the South China Morning Post, Tony Cheung, William Zheng and Lilian Cheng reported on <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/politics\/article\/3119467\/hong-kong-leader-carrie-lam-has-virtual-meeting-chinese\"><strong>Xi\u2019s insistence on \u201cpatriotism\u201d within Hong Kong\u2019s government<\/strong><\/a>:<\/p>\n<blockquote><p>[\u2026] \u201cThe central government\u2019s comprehensive jurisdiction over Hong Kong can be effectively implemented, the constitutional order established by the constitution and the Basic Law can be effectively safeguarded \u2026 only when we achieve \u2018patriots governing Hong Kong\u2019,\u201d [Xi] said.<\/p>\n<p>Xi stressed the principle was a precondition for resolving deep-seated problems in the city and fostering \u201cits contribution to the realisation of the great rejuvenation of the Chinese nation\u201d.<\/p>\n<p>[\u2026] Tam Yiu-chung, the city\u2019s sole delegate to the National People\u2019s Congress Standing Committee, the country\u2019s top legislative body, said he believed that patriotic legislators and district councillors must become the main body governing Hong Kong and the principle could be extended to the Election Committee that selected the chief executive.<\/p>\n<p>\u201cThe government already confirmed that district councillors will soon be required to pledge allegiance to the city and President Xi was just reiterating this idea, in which no one else but patriots can run the administration,\u201d Tam said. The Bauhinia Party, named after <a href=\"https:\/\/www.scmp.com\/magazines\/post-magazine\/short-reads\/article\/2061581\/how-bauhinia-flower-became-hong-kongs-emblem\">the orchid which graces Hong Kong\u2019s flag<\/a>, was founded by three mainland Chinese businessmen who are permanent residents of Hong Kong. The Bauhinia Party was <a href=\"https:\/\/www.nytimes.com\/2021\/01\/16\/world\/asia\/hongkong-politics-bauhinia.html\">founded on a cruise of Victoria Harbor<\/a> in a direct nod to the <a href=\"http:\/\/www.chinadaily.com.cn\/a\/202101\/19\/WS600635cfa31024ad0baa37a7.html\">Chinese Communist Party\u2019s own apocryphal founding on a boat in Nanhu Lake<\/a> on the mainland. The party\u2019s platform is a hodgepodge mix of <a href=\"https:\/\/hongkongfp.com\/2020\/12\/10\/hong-kongs-new-pro-establishment-political-party-wants-100-years-of-one-country-two-systems\/\">anodyne calls for unity, the continuation of One Country, Two Systems, and proposals to replace the LegCo<\/a>, the city\u2019s main legislative body, with a mainland-style \u201cconsultative\u201d system. At Bloomberg News, Kari Soo Lindberg profiled <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-27\/new-pro-beijing-party-signals-china-s-future-plans-for-hong-kong\"><strong>the party\u2019s political positions, many of which overlap with those of the Chinese government<\/strong><\/a>:<\/p>\n<blockquote><p>The party\u2019s purpose, he added, was to support people to stand for the position of chief executive, which will be up for grabs next year when Hong Kong leader Carrie Lam\u2019s first term expires. One possibility is Li Shan, the party\u2019s chairman, who is chief executive of Silk Road Finance Corp. Ltd., a board member of Credit Suisse AG and a delegate to the National Committee of the Chinese People\u2019s Political Consultative Conference, an advisory body to Beijing. Li declined an interview request.<\/p>\n<p>[\u2026] Wong said the root causes of the 2019 unrest had \u201cnothing to do with China\u201d while pointing to factors such as high-priced housing, poor local governance and an opposition he said was \u201ctearing apart the social fabric and getting everybody angry.\u201d The national security law, he added, was \u201ctimely to help stabilize Hong Kong\u201d and had no impact on \u201cone country, two systems\u201d &#8212; the framework that guaranteed the territory\u2019s autonomy for 50 years after Britain handed over the former colony in 1997.<\/p>\n<p>[\u2026] Wong said the party aims to eventually have as many as 250,000 members. He added that the party\u2019s communication with China\u2019s government would likely be \u201cquite fluid,\u201d while saying it was \u201csilly\u201d that critics said it had Beijing\u2019s backing.<\/p>\n<p>\u201cA lot of people try to pin us down as to whether we are from China,\u201d Wong said. \u201cI think they really miss the point. We should look at whether we are for Hong Kong or not. But Wong said that was the \u201cwrong way\u201d to look at the matter, as the central question was whether the party had the backing of residents.<\/p>\n<p>[\u2026] \u201cIt\u2019s just normal, and we have communications with the Hong Kong government and we also have communications with some key individuals and different political parties,\u201d he said. \u201cOur consultation in forming a party was quite comprehensive.\u201d<\/p>\n<p>[\u2026] Regarding suspicions its members belonged to the Communist Party, Wong said: \u201cIt\u2019s not correct to judge our party [on] whether we have underground members or not. And we never really asked our members whether you are underground [members] or not. We just look at whether you\u2019re Hongkongers and do you want to do things for Hong Kong?\u201d [<a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/politics\/article\/3114250\/new-kid-hong-kongs-political-bloc-founders-bauhinia-party?utm_source=Twitter&utm_medium=share_widget&utm_campaign=3114250\"><strong>Source<\/strong><\/a>]<\/p><\/blockquote>\n<p>At The New York Times, Keith Bradsher and Vivian Wang reported on <a href=\"https:\/\/www.nytimes.com\/2021\/01\/16\/world\/asia\/hongkong-politics-bauhinia.html\"><strong>Hong Kong\u2019s already established pro-Beijing parties\u2019 wariness of the political newcomers<\/strong><\/a>:<\/p>\n<blockquote><p>But the news was equally, if not more, unsettling for Hong Kong\u2019s pro-Beijing bloc, the coalition of local business tycoons, established politicians and trade unions that has long been allowed to govern as the central government\u2019s proxy. Many have wondered if the emergence of the new party is Beijing\u2019s signal that it has less use for those traditional power brokers and may replace them with figures deemed more effective or trustworthy.<\/p>\n<p>[\u2026] Central planks of the party\u2019s platform include combating discrimination against mainland transplants to Hong Kong and fostering a love of Chinese language and culture. Mr. Li said he wants to encourage more Hong Kong students to study at mainland universities and undergo \u201cpatriotic education,\u201d an echo of Mr. Xi\u2019s own calls for young Hong Kongers to \u201cincrease their sense of belonging to the motherland.\u201d<\/p>\n<p>[\u2026] \u201cI don\u2019t think he begins to understand how complex the job is,\u201d [Regina Ip, the founder of another pro-Beijing party] said of Mr. Li\u2019s hints about running for chief executive. \u201cIf you have some financial credentials, it doesn\u2019t mean you are qualified.\u201d<\/p>\n<p>Mr. Li acknowledged that he was not fluent in Hong Kong politics, despite his long residence in the city. He said he had never voted until late 2019. Asked about his position on a contentious proposal to allow Hong Kong residents living in mainland China to vote in the city\u2019s elections, he said he had not heard of the issue. [<a href=\"https:\/\/www.nytimes.com\/2021\/01\/16\/world\/asia\/hongkong-politics-bauhinia.html\"><strong>Source<\/strong><\/a>]<\/p><\/blockquote>\n<p>At The Washington Post, Shibani Mahtani and Theodora Yu reported that the internecine conflict between the Bauhinia Party and other pro-Beijing outfits<a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/hong-kong-china-politics-bauhinia\/2021\/01\/26\/b4894bb8-5945-11eb-a849-6f9423a75ffd_story.html\"><strong> might already be rendered moot by the ascension of the Chinese government\u2019s Hong Kong Liaison Office<\/strong><\/a>:<\/p>\n<blockquote><p>Sitting apart from this bickering is the Chinese government\u2019s liaison office in Hong Kong, sometimes described as a shadow government pulling the strings. Last January, Beijing suddenly appointed Luo Huining, a mainland party cadre whom it called out of semi-retirement, as its new chief. The following month China named Xia Baolong, an official known for tearing crosses off church roofs in China, to head its Beijing-based Hong Kong and Macao Affairs Office.<\/p>\n<p>[\u2026] Ho-fung Hung, a professor at Johns Hopkins University who studies Hong Kong politics, notes that the liaison office\u2019s role has been expanding for years, coordinating election campaigns on behalf of the establishment camp, commenting openly on local political issues and visiting ordinary citizens.<\/p>\n<p>\u201cThe perception is it has been coming to the fore as the true power center of Hong Kong,\u201d Hung said. [<a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/hong-kong-china-politics-bauhinia\/2021\/01\/26\/b4894bb8-5945-11eb-a849-6f9423a75ffd_story.html\"><strong>Source<\/strong><\/a>]<\/p><\/blockquote>\n<p>Recent personnel moves have added to the perception that Beijing is increasingly assuming direct control of Hong Kong\u2019s government. At the South China Post, William Zheng reported on <a href=\"https:\/\/www.scmp.com\/news\/china\/politics\/article\/3119336\/china-sends-guangdong-anti-corruption-chief-take-similar-role?utm_term=Autofeed&utm_medium=Social&utm_content=article&utm_source=Twitter#Echobox=1611672463\"><strong>the appointment of Shi Kehui, who worked closely with key Xi allies, to the central government-controlled Hong Kong and Macau Affairs Office<\/strong><\/a>:<\/p>\n<blockquote><p>Shi spent most of his career in Zhejiang province, including a spell as secretary to the former party chief Zhao Hongzhu. Zhao succeeded Xi Jinping in the role after the latter was transferred to Shanghai.<\/p>\n<p>[\u2026] Shi was transferred to the CCDI in 2014 and was soon promoted to become deputy secretary general and director of the commission\u2019s general office, working under Wang Qishan, now China\u2019s vice-president. He was appointed as Guangdong\u2019s disciplinary chief in 2017.<\/p>\n<p>[\u2026] According to Li Xiaobing, an associate law professor and Hong Kong affairs specialist at Nankai University in Tianjin, Shi\u2019s appointment underlines Beijing\u2019s caution in selecting officials responsible for Hong Kong and Macau affairs.
