糧食安全指的是能夠穩定地讓所有人取得足夠食物的狀態。聯合國政府間氣候變化專業委員會曾於2014年3月31日在日本橫濱召開會議時發表了一份報告，報告中指出：「氣候變遷正衝擊糧食與人類安全。」世界銀行總裁金墉也在4月表示，接下來5至10年間，氣候變遷將引起食物和水的爭奪戰。在過去的戰爭中，拒絕運送糧食被用作一種武器，例如第一次世界大戰的同盟國封鎖運送途徑而導致糧食嚴重短缺。(维基百科粮食安全)
