淋巴县长 (Línbā Xiànzhǎng): Mayor Lymph

Mayor Lymph is not an actual person but a codeword for its near homophone, Charter 08 (Língbā Xiànzhāng). Charter 08 is a manifesto that was signed by 350 Chinese intellectuals and human rights activists upon initial publication on December 10, 2008. The document, which promotes political reform and democratization in China, has since been signed by more than 10,000 people worldwide. Jailed Nobel laureate Liu Xiaobo was one of the authors of Charter 08.
